42nd MEETING OF COMMERCIAL SUB-COMMITTEE OF NRPC
The 42nd meeting of Commercial Sub-Committee of NRPC was held through
WebEx video conferencing on 20th May 2020 under the chairmanship of
Member Secretary, NRPC. The list of participants is enclosed at Annexure-I.
Member Secretary, NRPC while welcoming the delegates, stated that this is
the first time that meeting of Commercial sub-committee, is being organised
through webex video conferencing. He further stated that in these trying times
of COVID-19 pandemic, social distancing is very important tool in view of
present scenario and importance of commercial issue and upcoming
TCC/NRPC meetings, it was necessary to call the meeting through video
conferencing so that the recommendations of Commercial Sub- Committee,
could be placed before TCC/NRPC, for taking a final view in the matter. He
further stated that there was a long list of agenda items, some of them, were
like BBMB housing colony supply related, Transmission charges related and
long outstanding dues of various utilities, metering and AMR related issues
etc. He informed the members about the Draft Electricity (Amendment) Bill
2020. With these remarks, he requested Superintending Engineer (C), NRPC
to take up the agenda for deliberation.
ITEM-1 Confirmation of Minutes of 41st Meeting of Commercial Sub Committee
of NRPC
1.1 SE(C) informed that the minutes of 41st meeting of Commercial Sub-
committee, held on 19th November, 2019, were issued vide letter No.
NRPC/Comml/210/CSC(41)/2019/15609-52 dated 23rd December, 2019. No
comment has been received on the minutes.
1.2 Sub-committee confirmed the minutes of 41st CSC meeting of NRPC.
ITEM-2 Recent MoP and CERC Orders/Draft Regulations
A. CEA (Installation and Operation of Meters) (Amendment)
Regulations,2019
Representative of NRLDC made a presentation on Central Electricity Authority (Installation and Operation of Meters) (Amendment) Regulations,2019. He stated that it had been notified vide CEA-GO-13-15/3/2019-DPR dated 23rd December 2019.
He presented some of the salient features of Central Electricity Authority (Installation and Operation of Meters) (Amendment) Regulations,2019 in reference to interface meters as below:

Representative of NRLDC stated that since, CEA had already notified the
amendment Regulations, and therefore there was a need of replacement

of all interface energy meters in Northern Region too. He informed that
Western region, had already gone ahead with process for procurement of
interface Energy meters for their constituents. He proposed that
POWERGRID should share their experience of Western Region and
present the draft proposal for procurement of New Meters including the
draft Technical Specification of energy Meters and AMR system, in next
commercial sub-committee meeting.
POWERGRID agreed for the same.
Sub-committee opined that before proceeding to the installation of new
meters as per the new regulation, the feasibility of the optical fibre to the
location be assured, and therefore DIC’s input in this regard is required. It
was also opined that creation of fibre infrastructure wherever required can
be commenced immediately, as it is otherwise also required.
MS, NRPC stated that consequent upon notification of CEA’s Metering
regulations, replacement of interface meters is relevant for all the regions
and therefore to have uniform metering specifications, it needs to be
decided at NPC forum.
B. Some provision of CERC (Deviation Settlement Mechanism)
Regulations (5th Amendment) which will now come into force w.e.f 01-06-2020 SE(C), NRPC stated that Regulation 7 (10) CERC (Deviation Settlement Mechanism and related matters), (Fifth Amendment) Regulations, 2019 provides the sign change violation clause for the period to be effective from 01-06-2020 as per order in petition no. 4/SM/2020; quoted below: -
Clause (10) of Regulation 7 of the Principal Regulations shall be substituted as under:
b) If the sustained deviation from schedule continues in one direction (positive or negative) for 6 time blocks, the regional entity (buyer or seller), shall correct its position, by making the sign of its deviation from schedule changed or by remaining in the range of +/- 20 MW with reference to its schedule, at least once, latest by 7th time block. The violation of the requirement under clause (b) of this Regulation shall attract an additional charge as specified in the table below:

ITEM-3 Energy accounting of Auxiliary & Housing colony consumption at Grid
Substations of BBMB. (Agenda by BBMB)
3.1 Representative of BBMB stated that in compliance to CERC direction, BBMB
generating Stations & transmission system had come under ABT mechanism
w.e.f 01.06.2016. To discuss the modalities regarding scheduling, metering &
energy accounting of BBMB generating stations under ABT, a meeting was
held on 29.08.2016 at NRPC Secretariat, wherein it was decided that w.e.f
01.06.2016, there should not be any adjustment of auxiliary consumption of
BBMB substations in actual drawal of States and Generation of BBMB
Generating Station. NRPC suggested that BBMB could take up the matter with
States concerned. (Annexure-3.1, Para-9).
I. Energy Accounting of Auxiliary & Housing colony consumption at
Grid Substations of BBMB prior to implementation of ABT in BBMB
i.e. Up to 31.05.2016 was as under:
Representative of BBMB stated that energy consumption (Auxiliary &
Housing Colony) at various BBMB Grid sub-stations was being considered
as Project Consumption of BBMB as per the provisions in the Electricity
Act, 2003 {The Electricity (Removal of Difficulty) Seventh Order, 2005} and
no license is required for supply of electricity to the housing colonies
located in premises of substation (Annexure-3.2).
BBMB was supplying electricity to colonies located at its sub-stations. This
consumption was, however, met from respective State Discoms where the
substation was located. ln order to account for this energy as BBMB
consumption, due credit for the energy consumed at various substations
was given to the respective constituents in their metered drawl by
NRLDC/NRPC in the Regional Energy Accounts. This energy was treated
as common pool consumption of Bhakra complex and was subtracted from
the Ex-Bus energy sent out/scheduled from Bhakra Complex power
houses before working out energy shares of partner states of BBMB in the
Regional Energy Accounts (REAs) issued by NRPC. The above Energy
accounting procedure was being done as per the decision taken in 120th
Commercial Sub-Committee meeting of erstwhile NREB held on
22.11.2005 (MOM enclosed as Annexure-3.3).
II. Energy Accounting Mechanism after the implementation of ABT in
BBMB i.e. w.e.f. 1.06.2016
BBMB stated that in view of the decision taken in the meeting held at
NRPC Secretariat on dated 29.08.2016 (refer Annexure-3.1), the above
energy accounting procedure (adjustment in the metered drawl of states
and Bhakra Generation) has been discontinued w.e.f. 01.06.2016. Since

then credit of the energy consumed at BBMB grid substations is not being
given to concerned power utilities by NRPC.
He mentioned that energy consumption at the BBMB Power House
colonies was also being accounted for by adjusting the metered drawl of
States from the grid and generation of respective power houses.
III. Implications/difficulties being faced in view of the decision taken in
the meeting held on 29.08.2016:
He pointed out that if BBMB takes separate electricity supply
connection to meet the requirement of auxiliary consumption/colony
supplies at its Substations (about 16 locations) from the respective
State DISCOMS, this consumption will be accounted for in the drawl of
respective constituents States and not for as BBMB consumption
(Project supply). As Such, BBMB cannot supply electricity to its Housing
colonies located at its respective substations without distribution license
as per the provision of Electricity Act 2003.
It involves other complications (segregation of load etc.) & financial
transactions.
He further stated that, State Discoms have started raising energy bills on
account of auxiliary/colony consumption at some of the BBMB substations.
IV. ln view of the above constraints/difficulties and fact that this energy
consumption is meagre (about 6-7 LU/month), matter was discussed as an
agenda item in the 40th Commercial Sub-Committee meeting of NRPC
held on 12.09.2019 at Delhi with the proposal to restore the earlier energy
accounting procedure for auxiliary & housing colony energy consumption
at its substations (i.e. prior to implementation of ABT in BBMB) by
adjusting in the metered drawl of respective States and generation of
Bhakra Complex retrospectively.
During deliberation, MS, NRPC advised BBMB to discuss the matter with
their partner states first and based on the outcome of the same, matter
may be brought in next CSC meeting, if required. BBMB agreed for the
same. (MOM of 40th CSC is enclosed as Annexure-3.4).
V. Accordingly, matter was discussed with the partner States in the 139th
Power Sub-Committee (PSC) meeting of BBMB held on 25.11.2019 with
the following proposal:
a) To avoid complexity, earlier energy accounting procedure (i.e. before
the implementation of ABT in BBMB) of aux. Consumption/Colony
supplies at various Grid Substations of BBMB by adjusting in the
metered drawl of respective States and generation of Bhakra Complex
as approved in the 120th Commercial Sub-Committee meeting of
erstwhile NREB and explained in "Para l" above, may be restored.

b) BBMB will supply Substation wise aux. Consumption & Colony supply
data as recorded on the conventional energy meters at the end of
Financial year to NRPC. The average auxiliary consumption of last
year shall be considered as common pool supply under lW
consumption (which also includes the Colony supply consumption of
Bhakra power House) of Bhakra and shall be subtracted from Ex-Bus
generation schedule of Bhakra Complex before working out the share
of partner states. Due credit of the same shall be given to respective
constituent States in their metered drawl in the REAs as was being
done earlier. However, auxiliary/colony supply consumption at BBMB
substations accumulated w.e.f 01.06.2016 upto 31.03.2019 shall be
adjusted in the same manner.
After detailed deliberations, the above proposal was unanimously
approved by the Power Sub-Committee of BBMB. Agenda & MOM of PSC
is enclosed as Annexure-3.5.
Representative of NRLDC stated that since BBMB had come under ABT
regime from 01-06-2016 so there should not be any post facto adjustments.
MS, NRPC sought the methodology from POWERGRID about their substation
auxiliary power supply aspect. Representative of POWERGRID stated that for
AC sub-station, power is procured from Discom and for HVDC stations, power
has been got allocated from CSGS.
Sub-Committee concluded that as ABT mechanism restricts post facto
adjustments and sub-stations of other licensees have also been procuring
power from their respective Discoms for their auxiliary and housing colony
supply, BBMB should also follow the same as per present regulatory
provisions.
MS, NRPC amply clarified BBMB that CERC order for bringing BBMB under
ABT regime is to be followed in toto and in case BBMB wants any
dilution/deviation then BBMB is to approach CERC. NRPC forum is not
empowered to approve any deviation of CERC orders.

4.2 Representative of BRPL highlighted the MoP order dated 15th & 16th May,
2020 regarding liquidity infusion by PFC/REC of Rs. 90,000 crores to
DISCOMs against receivables and loans to be given against State guarantees
for exclusive purpose of discharging liabilities of DISCOMS towards power
Generating companies (Gencos), and also giving rebate to DISCOMs by
Central Public Sector Generation Companies. He sought to know the status
from Generating companies for implementation of the above MoP orders.
4.3 Representative of THDC, SJVN and NTPC stated that this matter is being
discussed with their management and Discoms would be informed
accordingly.

4.4 Representative of NHPC informed that due to non-payment by above

service obligations and O&M expenses of its power stations. NHPC is a public
listed company and is answerable to its stake/share holders and such a huge
outstanding balance is also attracting specific attention of the audits.

5.1 Representative of NHPC stated that the LC of Rs.274.806 Crs opened by
JKPCL on behalf of PDD, J&K in favour of NHPC Ltd. has expired on
13.11.2019.
Since representative of PDD, J&K was not present in the meeting, therefore,
latest status could not be ascertained.
ITEM-6 Opening of Letter of Credit for FY 2020-21 by all the Discoms(Agenda by
THDCIL)
6.1 Representative of THDCIL stated that as per Power Purchase Agreements
signed between THDC India Limited & the beneficiaries and MoP, GoI Order
dated 28.06.2019, the LC of requisite amount must be opened by the Discom.
Therefore, LC for FY 2020-21 is to be opened by the Discoms latest by
31.03.2020. The request letters alongwith details of requisite amount of LC by
THDCIL have been sent to concerned Discoms on 06.02.2020.
6.2 Sub-committee requested all the Discoms to open the LC of requisite amount.
ITEM-7 Non-Opening of Letter of Credit by certain beneficiaries for power
supplied from NJHPS & RHPS (Agenda by SJVNL)
7.1 Representative of SJVNL stated that as per mutually signed Power Purchase
Agreement and order dated 28.06.2019 issued by Ministry of Power,
Beneficiary was to submit a confirmed, revolving, irrevocable Letter of Credit in
favour of SJVN for an amount equivalent to 105% of average monthly billing of
preceding 12 months with appropriate bank as mutually acceptable to parties.
The LC shall be kept valid at all the time during the validity of the Power
Purchase Agreement. In spite of repeated reminders, PDD J&K yet to submit
the requisite Letter of Credit for the FY 2020-21.
7.2 Since representative of PDD, J&K was not present in the meeting. Therefore
latest status could not be ascertained.

ITEM-8 Non-Opening of Letter of Credit (LC) (Agenda by POWERGRID)
BRPL
LC submitted by BRPL has expired on 31.03.2015. BRPL has to open irrevocable monthly revolving Letter of Credits for Rs. 107 Cr. towards POC bills. No action so far even after repeated reminders /notices & personal meetings.
BYPL
LC submitted by BYPL has expired on 28.09.2016. BYPL has to open irrevocable monthly revolving Letter of Credits for Rs. 63 Cr. towards POC bills. No action so far even after repeated reminders /notices & personal meetings.
PTC (Lanco Amarkantak)
LC submitted by Lanco Amarkantak has expired on 13.01.2018. PTC (Lanco Amarkantak) has to open irrevocable monthly revolving Letter of Credits for Rs. 27 Cr. towards POC bills. No action so far even after repeated reminders /notices.
J&K
J&K has not opened irrevocable monthly revolving Letter of Credits, which is mandatory as per CERC Regulations. J&K has to open irrevocable monthly revolving Letter of Credits for Rs. 31.63 Cr. towards POC bills. No action so far even after repeated reminders /notices & personal meetings.

ITEM-9 Non-payment of LPS by the Beneficiaries (Agenda by SJVNL)
9.1 SJVNL quoted the decision of 41st CSC meeting
“
3.2 On the issue of adjustment of current payment being done by
beneficiaries, for principal energy charges against LPSC, following
options were suggested by some of the members:
Payment received may be adjusted 100% against LPSC first.
To begin with, the adjustment of payment would be made in the
ratio of 80:20 i.e. payment received may be adjusted 80%
against principal energy charges and remaining 20% against
LPSC.
PPA condition would prevail over the above two options.
SE(C) pointed out that such type of adjustment from principal energy
charges with LPSC, would lead to encashment of LC on each occasion,
in accordance with recent Order/Guidelines, issued by Ministry of
Power on Payment Security Mechanism.

Finally, it was decided that the financial mechanism for settlement
including the above options, may again be deliberated in the next CSC
meeting.

SJVNL stated that above decision of 41st CSC was not honored while making
the payment. SE(C), NRPC, stated that while going through the above para, it
was apparent that the matter needs deliberation in this meeting.
9.2 Representative of NRLDC stated that Power Companies may go for power
regulation as per existing regulatory provisions.
9.3 Sub-Committee advised that all utilities need to abide by the CERC’s
regulatory provisions and MoP’s orders while releasing the payment.
ITEM-10 Double billing of transmission charges (Agenda by TPDDL)
10.1 Representative of TPDDL stated that transmission charges corresponding to
14 MW LTOA granted to Suryakanta Hydro Energies Private Limited by
PGCIL, to Tata Power-DDL since July’19 were being billed by CTU as well as
Delhi SLDC due to lack of clarity regarding billing methodology.
10.2 SE(C), NRPC briefed that as per LTA terms, Suryakanta HEPL is supposed to
pay transmission charges for the contracted amount of power. Since LTA
quantum also reflects in Delhi’s total approved drawl, therefore Delhi SLDC
should clearly publish breakup of the total approved access quantum of
different discoms after subtracting the quantum corresponding to Suryakanta
HEPL and similarly placed generators or may indicate quantum of LTA in
respect of such generators separately so that CTU can use the same before
billing to the Delhi Discoms.
Representative of CTU consented for above approach. Further, ED, NRLDC
assured that he would also discuss the matter with NLDC and try to find out
solution expeditiously.
10.3 Representative of TPDDL raised the similar concern about Nanti Hydro Power
Project limited and Taranda Hydro Power Project limited. SE(C), NRPC stated
that similar treatment may be done for likewise LTAs.
ITEM-11 Excess Billing of transmission charges (Agenda by TPDDL)
11.1 Representative of TPDDL stated that there was excess billing of transmission
charges corresponding to 8.00 MW (approx.) on Tata Power-DDL on account
of incorrect sharing of LTOA quantum of DVC pool power (300 MW) Among
Delhi Discoms by Delhi SLDC due to unavailability of supporting documents
with SLDC in respect of same since June’2019. He further stated that this
issue has been resolved provisionally by Delhi SLDC. He added that

necessary documents are required by Delhi SLDC mentioning the Discom
Wise LTA quantum from DVC and for revising state Transmission account on
a retrospective basis.
11.2 Representative of TPDDL stated that there was excess billing of transmission
charges corresponding to 2.70 MW (approx.) on Tata Power-DDL due to Non
reduction in LTOA quantum of Mejia-6 Power (100 MW) in NRPC RTA. He
added that from the PGCIL’s letter dated 15th May’2019 in this regard, it was
understood that being a Government allocation, the same is to be done by
NRPC.
SE(C), NRPC stated that NRPC provides percentage allocation to NLDC for
preparation of input data of RTA and thereafter, NLDC provides LTA quantum
by reducing auxiliary consumption.
NRLDC stated that since it is quite old LTA, therefore, it needs to be relooked.
He stated that the matter would be discussed with NLDC and outcome would
be apprised to NRPC shortly.
ITEM-12 Refund of STOA charges to Tata Power-DDL (Agenda by TPDDL)
12.1 Representative of TPDDL stated that the matter relates to refund of STOA
charges to Tata Power-DDL pertaining to FY 2018-19 & 2019-20 in line with
DTL tariff order 31st July’ 2019 issued by Hon’ble DERC. Hon’ble DERC has
clarified on the matter vide letter dated 20th December’ 2019. He further
stated that, Letter no Tata Power-DDL/Delhi SLDC/14022020 dated 14th Feb’
2020 and Letter no Tata Power-DDL /PMG/2019-20/25112019 dated 25th
November’ 2019 had been sent to Delhi SLDC to do the needful. However, the
matter was yet to be resolved.
12.2 Since representative of Delhi SLDC was not present in the meeting therefore
latest status could not be ascertained.
ITEM-13 Reconciliation Issue regarding DSM/UI accounts with SLDC (Agenda by
TPDDL)
13.1 Representative of TPDDL stated that there is reconciliation issue regarding
DSM/UI accounts with SLDC and interest payment thereon. He added that
despite the concern being raised at a number of occasions at Commercial
subcommittee meetings, GCC meetings and also through letters/ mails
/meetings reconciliation of UI/DSM accounts was not done by SLDC since
2015. Besides that, SLDC did not release interest on account of delay in UI
receipts despite the Hon’ble Commission order dated 29.12.2014. He
requested Committee to advise SLDC to release the interest amount
immediately up to reconciliation period up to Mar 2015 and sign reconciliation

from Apr 2015 upto Dec 2019 and release the interest payment for that that
period.
13.2 Since representative of Delhi SLDC was not present in the meeting, therefore
latest status could not be ascertained.
ITEM-14 Status of DSM Charges (Agenda by NRLDC)
14.1 Representative of NRLDC stated that JKPCL & POWERGRID has long
pending (more than 90 days) outstanding against deviation charges for the
amount to the tune of Rs. 4587.24 Lakhs (including Delay Payment Interest) &
177.26 Lakhs respectively.
14.2 He further stated that, JKPCL have intimated that, the outstanding payments
prior to 15 August 2019 are kept in the shape of hundi and is being taken up
with Govt. of J&K for settlement of the same and the outstanding post august
2019 is being taken up by JKPCL for settlement.
14.3 He informed that several correspondences were made to JKPCL for clearing
of the outstanding, also it was attempted to implement section 25 A of CERC
Regulation to deny STOA for non- settlement of the long pending payments,
but was withdrawn depending on the request of JKPCL.
14.4 Since no representative of JKPCL was present in the meeting. Member
secretary, NRPC convened that, the issues of JKPCL will be taken separately
in a special meeting only for J&K with the Principle Secretary of J&K.
14.5 Member secretary, NRPC advised POWERGRID to settle the long pending
outstanding deviation charges.
14.6 Representative of NRLDC stated that, Uttarakhand has been paying the
charges against deviation in time regularly, but are delaying the payments
from the past few months. Amount of Rs.664.19 lakhs is pending.
14.7 Since representative from Uttarakhand was not present in the meeting
therefore latest status could not be ascertained.
14.8 Member secretary, NRPC advised all the defaulting utilities to clear all the
outstanding DSM charges at the earliest. He further stated that all payable
utilities should make timely payment to DSM Pool Account in accordance with
CERC Regulations to avoid further increase of Delay Payment Interest.
ITEM-15 Submission of Bank Account details for Disbursement of payments of
Pool Accounts (Agenda by NRLDC)
15.1 Representative of NRLDC stated that the payments to JKPCL, Chandigarh &
Railways from the pool accounts are being made through cheques. He
requested to the entities to provide bank details to enable electronic mode of
payments,

15.2 He informed that JKPCL had provided the bank details. The same was
awaited from Chandigarh & Railways.
15.3 Sub-committee advised to provide details at the earliest.
ITEM-16 Status of LC against Deviation Charges delayed payment (Agenda by
NRLDC)
16.1 Representative of NRLDC apprised the latest status of opening of LC as per
CERC Deviation Settlement Mechanism Regulation due to default in making
payment of DSM charges. He further stated that, amount for which the LC
needs to be opened by the entities for defaulting in the payments of Deviation
Charges in the FY 2019-20 and in which format the LC needs to be opened
has been communicated vide letter Dt: 13-05-2020.

payments from the past few months.
17.7 Since representative from Uttar Pradesh was not present in the meeting
therefore latest status could not be ascertained.
17.8 Member secretary, NRPC advised all the defaulting utilities to clear all the
outstanding RE charges at the earliest. All payable utilities were requested to
make timely payment to RE Pool Account in accordance with CERC
Regulations and to avoid further increase of Delay Payment Interest.
ITEM-18 Reconciliation of Pool Accounts (October 19 to December 19) (Agenda
by NRLDC)
18.1 Representative of NRLDC stated that reconciliation statement of pool
accounts for Quarter 3 & Quarter 4 of FY 2019-20 has been forwarded to
entities and uploaded on website by NRLDC on 10.01.2020 & 09.04.2020
respectively.
18.2 He stated that, only a few entities are sending back the signed copy of
reconciliation.
18.3 He informed that, a separate web portal was created in house for
reconciliation of the pool accounts. He further informed that instead of
quarterly reconciliation, monthly reconciliation of pool accounts will be issued.
The regional entities would be provided with username & password to access
the web portal to reconcile the accounts. If there is no discrepancy the same
may be accepted by a click in the website, if there is any discrepancy then the
same needs to be intimated with the supporting documents through the
website itself.
18.4 He further stated that, the access of the website shall be given to NRPC as
well.

18.5 He informed that due to the outbreak of COVID-19 pandemic, the website was
not able to be launched. However, the works of the same is at final stage &
shall be made available at the earliest. The website was prepared to reconcile
pool accounts at this time and the same shall be extended also to NRLDC Fee
& Charges & STOA in due course of time.
18.6 Member Secretary, NRPC appreciated the development of website by
NRLDC.
18.7 Representative of NRLDC again requested the concerned utilities to send the
signed reconciled statement for Q3 & Q4 of FY 19-20 within a week w.e.f.
20.05.2020. In case of non-receipt of any communication, it will be presumed
that reconciliation statement stands reconciled.
18.8 Members of the sub-committee advised all entities concerned to verify and
sign the reconciled statement regularly so as to avoid any dispute in future.
ITEM-19 Status of Ancillary Services (Agenda by NRLDC)
19.1 Representative of NRLDC informed that, the RRAS & AGC up service
providers upto week 52 of FY 2019-20 has been settled.
19.2 The RRAS up service upto week 2 of FY 2020-21 has been settled. & RRAS
up service for week 3 has been partially settled. Amount of Rs. 1,19,01,428/-
Out of Rs.5,10,43,107/- against Week 03 RRAS Up services is pending.
19.3 Members noted the information.
ITEM-20 NRLDC Fee & Charges (Agenda by NRLDC)
20.1 Representative of NRLDC stated that they are not sending the hard copies of
monthly bills to all the users from March-2020 Bill onwards due to COVID-19
pandemic. The bills are being mailed to all users on the day of billing and soft
copies of bills are also available to the link “https://nrldc.in/commercial/bill-
details/”.

22.1 Representative of NRLDC stated that reconciliation statements was not being
received from utilities in a timely manner. He requested that all constituents
reconcile the statement on regular basis so as to avoid any dispute.
22.2 Members agreed that if reconciliation statement is not received in time, it will
be considered as deemed reconciled.
22.3 Members of the sub-committee advised all concerned utilities to verify and
sign the reconciliation statement (issued on quarterly basis) to avoid any
disputes in future.
ITEM-23 Status of Outstanding STOA Delay Payment Interest as on 25th February
2020 (Agenda by NRLDC)
23.1 Representative of NRLDC intimated the details of outstanding STOA delay
payment interest. The applicant wise outstanding interest amount (computed
till 17th May’2020) has been released.
23.2 Members of the sub-committee requested all the defaulting entities to make
interest payments at the earliest.
ITEM-24 Five Minutes Metering pilot project Status (Agenda by NRLDC)

24.1 Representative of NRLDC informed that CERC vide it's Suo-Motu petition No.
07/SM/2018 dtd 16th of July 2018 on "Pilot Project on 05-Minute Scheduling,
Metering, Accounting and Settlement for Thermal/Hydro" has ordered CTU to
facilitate the pilot project with installation of 5-minute meters at the pre-
identified locations (NTPC Dadri (15 Nos.), THDC Tehri (2 Nos.), NTPC
Mouda (14 Nos.), NTPC Simhadri (6 Nos.), NTPC Bongaigaon (4 Nos.), NTPC
Barh (4 Nos.), NHPC Teesta (2 Nos.), NHPC Loktak (4 Nos.) generating
stations). Further, it was directed to complete the procurement and installation
of the 05-minute meters in the pilot project by the end of August, 2018 in
coordination with POSOCO. As per the information available with NRLDC, the
NRTS-1 has placed the LOA to M/s Elster but the same was terminated due to
non-compliance of some technical specifications and timeline. NRLDC
requested POWERGRID to apprise about the current status.
24.2 Representative of POWERGRID stated that meters has been ordered to M/s
L&T and M/s Secure meters Limited. M/s Secure meter has delivered the
meters. However, for Northern Region, meters are to be supplied by M/s L&T.
Due to lockdown there is a delay. It was expected that that within one and half
month the meters will be delivered and commissioned at site.
ITEM-25 Installation of Interface meter on 220 KV Drass-Alusteng Line (Agenda
by NRLDC)
25.1 Representative of NRLDC informed that after the formation of UT of J&K and
UT of Ladakh; 02 nos of interface meters are required to be installed on 220
KV Drass-Alusteng Line. Since there is internet communication issue at Drass
end, 01 interface meters as backup meter may also be installed at Kargil end.
In view of this, NRLDC vide email dated 14.12.2019 has intimated CTU to
arrange installation of interface meters on both side of 220 KV Alusteng Drass
single circuit line. Meter at Alusteng has been installed on 07.01.2020. But
even after several reminders, meter has not been installed at Kargil and Drass
end.
25.2 He explained the criticality of these meters for energy accounting and
expressed concern that despite the request was made almost 6 month ago, till
date meters has not been installed at Kargil and Drass end, despite repeated
reminders from NRLDC.
25.3 Representative of POWERGRD stated that due to lockdown Energy meters
could not be sent to site however as soon as the this lockdown open/permits
their person would replace and install the meters.
25.4 Members of the sub-committee apprised that this line is being monitored by
ministry so requested to install, attend and replace the defective meters as
early as possible.

ITEM-26 STATUS of AMR Integration work (Agenda by NRLDC)
26.1 Representative of NRLDC apprised the members about current status of
integration of interface energy meters with AMR as follows:
26.2 He informed that the L&T make meters were almost integrated but still a lots of
Elster make meters are yet to be integrated. Further, he informed that even
those Elster make meters were integrated but their performance is not
satisfactory and leading to meter failure etc. NRLDC requested POWERGRID
to look into this long pending issue.
26.3 Representative of POWERGRID admitted that with the integration of Elster
make meter with AMR system the meters are becoming faulty and despite
their best efforts are not able to resolve the issue.
26.4 Representative of NRLDC requested POWERGRID to ensure supply of DCDs
in good working condition wherever meters are not integrated with AMR.
ITEM-27 Integration of AMR System with Elster Meters (Agenda by NRLDC)
27.1 Representative of NRLDC stated that in the last CSC meeting POWERGRID
has intimated that both M/s Kalkitech and M/s Synergy could integrate Elster
make meter with AMR system.
27.2 He apprised that though integration of Elster make meters has started,
NRLDC is not able to utilise the same for energy accounting purpose. There
are a number of issues observed as mentioned below and the same has been
communicated to POWERGRID regularly:

27.3 He intimated that due to some technical issues or improper integration, the
incorrect AMR data is being fetched in-case the feeder is under shutdown for
24 hrs like Mandola PG.
27.4 He apprised sub-committee about inconsistency of reporting of all integrated
Elster meters at a location through AMR. Whole day meter data & * symbol
are missing in npc files provided by M/S Kalkitech like Meter NR-4474-A at
Ajmer PG for date 3.11.19.
27.5 He stated that in some meters .npc files provided by M/S Kalkitech, cumulative
WH,Reactive high and Reactive low energy are not recording like Chittorgarh
PG meter no NR-4534-A for week 28.10.19 to 03.11.19.
27.6 He further stated that cumulative energy of a day in npc file through DCD
showing opposite sign like NR-3217-A at Jalandhar PG from 14.10.19 to
18.10.19. Counter Register of WH, Reactive high & Low values in npc file are
Zero whereas block-wise data is available like meter NR-3329-A (AMR) at
Kurukshetra PG for week 28.10.19 to 03.11.19
27.7 He informed that after integration Elster meters with AMR system meters
became defective/faulty e.g. at Kuruksherta and Chittorgarh PG.
27.8 He expressed concern over these issues and it was requested that
POWERGRID would take up the matter with Kalkitech/Synergy to prevent
reoccurrences of such issues.
27.9 In this regards POWERGRID agreed that there was some technical problem
with Elster meters and the response of M/S Kalkitech is also not proper and
POWERGRID is now in process to blacklist the vendor/supplier and for that
need recommendation from NRPC. NRPC advised POWERGRID to forward
the communication letters with M/S Kalkitech and after reviewing the same
NRPC will take decision in this regard.
ITEM-28 Status regarding procurement of DCD/Meters (Agenda by NRLDC)
28.1 Representative of NRLDC intimated that vide its letter ref. no.
NRLDC/MO/Metering/10/986 dated 12.07.19, POWERGRID was
communicated regarding procurement of estimated quantity of DCDs and
Meters.
28.2 Representative of POWERGRID confirm regarding procurement of estimated
quantity of DCDs and Meters. He stated that LOA for 130 nos. of DCD and
240 nos. of Meters had been placed and within 1 month they would receive
secure meters in store and after that within 15 day they would replace meters
and provide DCD’s to site.
ITEM-29 Time drift Correction in Interface Energy Meters (Agenda by NRLDC)

29.1 Representative of NRLDC intimated that there was a significant reduction in
Time drift in Interface Energy Meters (around 600 meters 2 years back to
around 77 in last CSC meeting) due to efforts taken by all utilities. However, it
is observed that the number has again started increasing and last week
around 130 meters are suspected to have time drift. The present status is
shown below:
29.2 Representative of Haryana stated that they were taking the corrective action,
but since some meters have time drift of more than 10-15 minutes, it will take
2-3 months time to correct them. One of the meter was having very high time
drift and Haryana and NRLDC had requested POWERGRID to replace the
same. However, POWERGRID had not yet replaced the meter despite
repeated reminders. Representative of POWERGRID stated they will look into
the matter and will replace the meter within a weeks’ time.
29.3 Representative of NRLDC intimated that letter was being sent to all utilities for
time drift correction and requested all utilities to send the time drift report
atleast once in a month as per the format shown below:

29.4 Members of the sub-committee requested to all constituents again to monitor
the time drift on weekly basis and take corrective actions for time correction on
regular basis.
ITEM-30 Replacement/Rectification of SEM meters (Agenda by NRLDC)
30.1 Representative of NRLDC intimated that they were uploading the Discrepancy
report of meters on weekly basis on NRLDC website. The discrepancy report
also contains the details where replacement/rectification of energy meter is
required. Further NRLDC is taking up the matter regularly with the concerned
and also in Commercial Sub-Committee Meetings and TCC/NRPC meeting. It
was observed that some of the meters are not yet replaced/rectified even after
a gap of one year.
30.2 The list of defective meters as per latest account is enclosed as Annexure-
30.1.
30.3 Representative of POWERGRID confirmed that they will look into the matter
and replace/rectify the meters within a week’s time.
30.4 Representative of NRLDC informed members that Interface meter data of
various Substations under the jurisdictions of UT of J&K was not being
reported through AMR due to non-availability of internet connection since
August-19. At present NRLDC is relying on cross state meter data for energy
accounting of UT of J&K. Therefore, UT of J&K is requested to ensure
availability of Broad Band services at various substations for further integration
with AMR and availability of meter data.
30.5 Since J&K representative were not present, NRLDC requested POWERGRID
to please take up the matter with J&K and requested to facilitate the same.
Representative of POWERGRID agreed for the same.
30.6 Further, NRLDC informed that the Interface meter installed at Dipalpur line
and LV side of ICT-2 is recording 0 values on regular basis. NRLDC has
intimated about the above issue to Bawana-DTL on 23.04.20 for rectification.
Based on feedback , there may be voltage selection scheme issue.
30.7 Bawana-DTL was requested to address the above issue on priority.
30.8 Members of the sub-committee advised that the action for
replacement/rectification of meters to be done within 15 days as per CEA
Metering Regulation.
ITEM-31 Nomination of nodal officer (Agenda by NRLDC)
31.1 Representative of NRLDC stated that in Northern Region, there were around
320 locations including substations and generation stations. For metering
related issues; it is requested that all State utilities/generating stations to

nominate 01 nodal officer with contact no. and email id. This issue was being
raised constantly in earlier Commercial Sub-Committee Meetings and it was
advised by the sub-committee to submit the name of nodal officer; however,
many of the stations have not intimated about its nodal officer except SJVN
BBMB, NHPC, NTPC, Rajasthan, Punjab, DTL, UPPTCL, Haryana and
Pragati Power.
31.2 He informed that NRLDC vide email dated 19.02.2019 and letter ref. no.
No/NRLDC/MO/Metering/3/343-364 dated 12.02.20 has requested remaining
constituent (UT of J&K, PTCUL, H.P. etc) to kindly nominate one nodal officer
for coordination for all metering related issues.
31.3 Members of the sub-committee advised to submit the details of nodal officer.
ITEM-32 Long pending outstanding dues on account of wheeling charges
payable by Delhi DISCOMs, J&K Government (Power Development
Department- PDD) and Haryana to BBMB (Additional Agenda by BBMB)
32.1 Representative of BBMB stated that the payment on account of wheeling
charges for utilization of BBMB transmission system for transmission of Baira
Siul power and Central Sector power to Delhi, J&K and Haryana is pending
since long. The matter regarding outstanding dues payable to BBMB on
account of wheeling charges was also discussed as an agenda in the 17th &
20th & 25th Commercial Sub Committee meetings of NRPC held on
14.12.2010, 24.08.2011 & 24.12.2013 respectively, wherein it was expressed
by Member Secretary, NRPC that decisions of NREB/NRPC needed to be
honoured by the constituents. After deliberations, it was decided to sort out the
issue mutually. Matter has been vigorously pursued by BBMB at all levels but
no response is being received.
I. Delhi DISCOMs: Wheeling Charges for use of BBMB transmission
system for transmission of Central Sector Power through Samaypur link & supply of Baira Siul Power
i) BBMB had been claiming wheeling charges from Delhi in respect of
following:
a) For facilitating Baira Siul power through its transmission system as
per Minutes of the 58th meeting of NREB held on 25.2.82 & 81st
NREB meeting held on 10.11.1989, w.e.f May-80 (Annexure-32.1).
b) For the utilization of Inter-connecting facilities at 220 KV Samaypur
Sub station of BBMB for the transmission of Central Sector Power
through 220 KV Samaypur-Ballabgarh-BTPS Ckts. as per the

decision of the 87th meeting of NREB held on 19.4.1991, w.e.f
November-1987 (Annexure-32.2)
ii) These bills were raised as per the Rate/Quantum of energy mentioned in
the monthly REAs of NREB/NRPC issued from time to time.
iii) Earlier, these bills were raised on DESU/DVB/DTL from time to time and
payment on this account was made by these entities.
iv) After the re-assignment of all PPAs to Delhi Distribution Companies, DTL
had stopped making payment w.e.f 1.4.2007 and informed that these
bills may be raised to Delhi DISCOMs (BYPL, BRPL & NDPL).
v) Accordingly, BBMB started raising wheeling charges bills on Delhi
DISCOMs. However, no payment was forthcoming.
vi) Matter is vigorously pursued by BBMB with the Delhi DISCOMs for
release of pending payment pertaining to wheeling charges.
vii) The matter was also discussed as an Agenda Item in the 25th
Commercial sub-committee meeting of NRPC held on 24.12.2013
wherein, it was decided that both BBMB and Delhi DISCOMs would sort
out the issue mutually.
viii) In compliance to above, matter has been taken up with Delhi DISCOMs
to convene a meeting to sort out long pending issue, but no response is
forthcoming.
As on date outstanding dues on account of wheeling of Central Sector
Power and Bairasiul power (upto 8/2013 bills) against Delhi DISCOMs are as

II. Jammu & Kashmir (PDD) - Wheeling Charges on account of Central
Sector Power (NTPC/ Western Grid etc.) routed through BBMB transmission system (including Samaypur link)
J&K is drawing Central Sector Power though BBMB transmission system.
Accordingly, as per the decision taken in 87th meeting of Northern Region
Electricity Board held on 19.4.1991 (Refer Annexure-32.2) wheeling
charges bills @ 1.5 P/kWh, were being raised on monthly basis as per the
REA issued by NREB/NRPC from time to time. However, despite lot of
persuasion telephonically, protracted correspondence & supply of
complete reconciled details of bills to concerned office i.e Chief
Engineer/Commercial and Survey Wing, Jammu of J&K Govt. by BBMB,
J&K is not making payment onwards on this account. As on date
outstanding dues on account of wheeling of Central Sector Power over
BBMB transmission system against J&K are around Rs.11.12 crore (upto
08/2013 bills).
III. Haryana - Wheeling Charges for use of BBMB transmission system for supply of Baira Siul Power to Haryana
Haryana was drawing its allocated share of power from Baira Siul Hydro
Electric Project (HEP) of NHPC through BBMB transmission network.
Accordingly, BBMB had been raising wheeling charges bills for use of its
transmission system for supply of Baira Siul Power to Haryana as per the
decision taken in 58th meeting of NREB held on 25.02.82 (Refer
Annexure-32.1) & and Power Sub-committee meeting of BBMB dated
21.12.83 (Annexure-32.3) .
That upto February, 1995, these wheeling charges bills were raised on
NHPC, NHPC in turn collected the payment from its beneficiaries
(including Haryana) and reimbursed to BBMB. This procedure was
continued up to Feb, 1995 and from March, 1995 onwards, when NHPC
lines were transferred to Powergrid, it had started raising these bills and
reimbursed the payments to BBMB as per the agreement between BBMB
and Powergrid. After the termination of MOU between BBMB and

Powergrid, from July 2000 onwards, BBMB had started raising these bills
directly on beneficiaries of Bairasiul including Haryana.
It may be brought out that Haryana had made these payments upto June,
2000. However, since July, 2000 no payment on this account is
forthcoming despite regular pursuance by BBMB. Non receipt of
payments has resulted in accumulation of arrears to the tune of about Rs.
3.17 Crore up to 8/2013 bills
It is pertinent to mention here that these bills were raised strictly as per
the monthly Regional Energy Accounts (REAs) issued by NREB/NRPC
from time to time & its various decisions and therefore, need to be
honoured by the beneficiaries viz. Delhi DISCOMs, Haryana & J & K. A
copy of the notes on account of Wheeling charges appended with monthly
REAs of NRPC is enclosed at Annexure-32.4 for reference.
It may be brought out that after the implementation of CERC Sharing
Regulations 2010, as per the decision taken in 26th TCC & 29th NRPC
meetings held on 12/13.09.2013, the concept of levying wheeling charges
have been discontinued w.e.f. September, 2013 and BBMB has stopped
raising these bills thereafter.
32.2 Representative of TPDDL requested to BBMB to provide all the supporting
documents in this regard.
32.3 Representative of BBMB agreed to provide all supporting documents.
32.4 Since the representative of J&K was not present in the meeting, Member
Secretary, NRPC requested to take up the matter in special meeting with J&K
as decided in above agenda points.
32.5 Representative of Haryana assured to consider the issues raised by BBMB.
ITEM-33 Certification of Open Cycle generation for Gas stations under RRAS
(Table Agenda by NTPC)
33.1 Representative of NTPC stated that the issue regarding open cycle
certification of Gas stations under RRAS was deliberated during 39th CSC
(held on 21.05.2019) & 40th CSC meetings (held on 12.09.2019). The forum
has decided in the 40th CSC meeting that NRPC Sectt would be certifying
open cycle generation during RRAS as well as normal operation (when
schedule is provided by beneficiaries) on monthly basis and NTPC can settle
their claims of open cycle generation during RRAS from the pool in a similar
manner like the settlement is being done with beneficiaries.

33.2 He informed that NRPC vide its letter dtd 16.11.2018 had issued certification
of Open Cycle generation for NTPC upto May’18, wherein open cycle
generation during RRAS operation was not considered. Revision of such
certification may be done by considering the open cycle generation during
RRAS operation. Further, certification of Open Cycle generation is also
pending for the period from June’18 onwards. NTPC has already submitted
the required data to NRPC for certification of open cycle.
33.3 He stated that delay in open cycle certification is causing delay in raising the
bills to beneficiaries and claiming the differential amount from DSM pool (for
RRAS portion). It is therefore requested that NRPC may issue the certification
at the earliest for the period from June’18 onwards and revised RRAS
accounts for the concerned period as indicated above.
33.4 SE(C), NRPC stated that as far as Open Cycle Certification upto May’18 is
concerned, the same was issued with segregation for RRAS operation under
open cycle. Certificate upto May’18 is attached as Annexure-33.1.
33.5 He further stated that open cycle data for the period June’18 to Dec’18 was
sent to NRLDC for vetting of the outage data, reply from NRLDC was received
on 18.05.2020. Open Cycle Certificate upto Dec’18 would be issued shortly in
similar line with Certificate upto May’18.
33.6 He informed that Open Cycle data beyond Dec’18 had not been received by
NRPC. In this regard, a letter was written to GM(C), NTPC on 20-03-2020.
The same is attached as Annexure-33.2.
33.7 SE(C), NRPC quoted the decision of 40th CSC meeting held on 12.09.2019
“… He stated that NRPC Sectt would be certifying open cycle generation
during RRAS as well as normal operation (when schedule is provided by
beneficiaries) on a monthly basis and NTPC can settle their claims of open
cycle generation during RRAS from the pool in a similar manner like the
settlement is being done with beneficiaries.”
33.8 He stated that in view of above NTPC could settle their RRAS open cycle
claim from RRAS pool.
33.9 Representative of NRLDC stated that since it is disbursement from pool
account hence it is required to have revised RRAS account.
33.10 Representative of NTPC stated that WRPC has been incorporating open cycle
generation in their RRAS account.
33.11 SE(C), NRPC highlighted that one of the criteria for giving RRAS schedule, is
merit order dispatch and after telephonic discussion with NLDC, it was evolved
that only close cycle rate of Gas Station, which is quite less, is being taken into
consideration, for this purpose.
33.12 Representative of NRLDC stated that because of Ramping Capabilities of Gas
Stations and sudden requirement in RRAS, gas stations were given RRAS

schedule, in this other aspects such as technical minimum schedule were also
considered.
33.13 SE(C), NRPC stated that NRPC would discuss the matter of revision of RRAS
accounts in detail with WRPC and appropriate action would be taken
accordingly.
