    SPECIFICATION FOR CABLE FAULT LOCATING EQUIPMENT SET

    1.0 SCOPE

    This Specification covers the design, manufacture and supply of a complete cable fault locating set

    for locating all types of cable faults including High Resistance Faults in Paper Insulated Cablesand XLPE power cables in underground Electricity Distribution Systems of 400 Volts, 11 Kiloand 33 Kilo Volts.

    4.0 APPLICABLE STANDARDS

    The equipment supplied shall be in accordance with the Standard Specified below or later editions

    and/or amendments thereof.

    BS 5458 (1977) - Safety requirements for indicating and recordingelectrical measuring instruments and their

    accessories.

    BS 4743 (1975) - Safety requirements for electronic measuring

    apparatus

    BS 5304 (1988) - Code of practice for safety machinery

    BS 348 (1978) - Safety requirements for electronic apparatus

    IEC 540 (1984) - Test methods for insulations and sheaths of electric

    cables and cords (elastomeric and thermoplastic

    compounds)

    The equipment and components conforming to any other international standards which are equal

    to or higher but not less rigid than the standards and specifications stipulated may be offered.

    When such alternative standards are used reference to such standards shall be quoted and Englishlanguage copies of such standards shall be furnished with the offer.

    ISO 9001 Quality Assurance System shall have been followed when manufacturing the

    equipment and documentary evidence to prove the same shall be forwarded together with the

    offer.

    5.0 BASIC FEATURES

    The cable fault locating set shall be capable of pre-locating and pinpointing all types of faults onpaper insulated power cables and XLPE power cables of Voltages specified in Clause 2.0. These

    include open circuit, low resistance, high resistance and intermittent faults.

    It shall be complete with a fault pre-locating equipment set and pinpointing equipment set and

    suitable for indoor and outdoor use.

    5.1 Cable Fault Pre-locating Unit

    5.1.1 Pre-locating unit shall use the pulse reflection method to determine low

    impedance cable faults.

    5.1.2 It shall use Arc Reflection Method to locate High impedance cable faults, with

    the use of a Surge Generator and Arc Stabilization Unit. The Surge Generatorshall provide energy to maintain an Arc at the fault for a short period, that

    provides a low impedance path for carrying out fault location using pulse

    reflection method.

    5.1.3 The Pre-location Unit shall have a LCD high resolution Graphic Display Unit toview the waveforms and relevant test parameters.

    5.1.4 The Unit shall have a transient recorder incorporated for Impulse CurrentMethod to be employed when necessary. It shall be capable of storing fast

    transients resulting from cable fault flash overs for subsequent display and

    evaluation.

    5.1.5 It shall be possible to connect a Dot Matrix Printer for obtaining result print outs

    and hard copies of stored waveforms with their test parameters. It shall also be

    possible to connect a PC to the Unit for down loading the stored data for

    subsequent retrieval and analysis (Suitable interface also shall be provided).

    5.2 Surge Generator and Arc Stablization Unitr

    5.2.1 The Surge Generator and Stablization List6 shall provide th4 surge pulses forcreating and maintaining an Arc at the fault for a short period of time as

    required.

    5.2.2 The Arc established at the fault shall provide a low impedance at the fault forcarrying out fault location using the equipment described in Clause 5.1

    5.2.3 An Automatic Safe Discharge Path shall be provided for each surge capacitor byproviding necessary interlocks and resistors to be connected automatically to

    slowly discharge surge capacitors when the surge generator is switched off.

    5.3 Pinpointing Location Unit shall complete with the following

    5.3.1 It shall be possible to use the Surge Generator described in Clause 5.2 to provide

    s;urge pulses to the faulty cable during the pinpointing test.

    5.3.2 A Ground Micro Phone Set and a suitable Head Phone set which are shielded

    against wind and interference created by ambient noise shall be provided for

    acoustic method cannot be used for locating short circuit faults on cables.

    5.4 Other Standard Accessories

    All other necessary Accessories required by the standard design of equipment shall beprovided. Any precautions to be adopted for the safe use of the equipment shall be

    clearly indicated in the literature provided and any accessories needed for safety purposes

    shall be provided in accordance with the standard design.

    6.0 ADDITIONAL REQUIREMENTS

    6.1 Service and Tools

    A list of free spare parts and tools supplied with each equipment shall be furnished with

    the offer.

    The prices of recommended set of spares and special tools necessary for 10 years trouble

    free of operation shall be quoted separately for each equipment.

    6.2 Rating Plates or labeling

    Each equipment shall carry a weather and corrosion proof Rating Plate indicating thefollowing particulars.

    i) Country of manufacturer and manufacturers identification

    ii) Model or type number

    iii) Voltage level applicable and frequency

    iv) Number and Year of Standard adopted.

    6.3 Packing

    Each equipment shall be suitable separately to withstand rough handling and carry a label

    indicating the mode/type No. and the Voltage level applicable.

    7.0 INFORMATION TO BE SUPPLIED WITH THE OFFER.

    The following shall be furnished with the offer

    i) Catalogues describing the technical features of the equipment and indicating the Model

    Number

    ii) Constructional feature

    iii) Safety procedures to be adoptediv) Performance

    Certificates of Performance with regard to manufacture, supply and utilisation of the test

    instruments of same type, and design offered.

    v) A list of names and address of preferably ten leading purchasers giving year of delivery

    and quantities supplied during the past five years.vi) Type test certificates

    Test Certificates performance curves of the Type Tests performed conforming to the

    relevant standards.

    The test certificates shall clearly identity the equipment concerned showing the

    Manufacturers identity, type number and basic technical parameters and shall be issued

    by an recognised Testing Authority acceptable to the purchaser.

    Failure to furnish the above particulars will result in the offer being rejected.

    8.0 TECHNICAL LITERATURE AND DRAWINGS

    The selected tenderer shall supply along with the equipment relevant drawings and technical

    literatures including method of installation, operation instruction and maintenance details.
