Whiletheriseingaspricesmaybetoughonindividualconsumersandthelargereconomy,itishavingapositiveaffectonbicyclingacrossthecountryandhereinNewYorkstate.bikeshopshavebeenconsistentlyreportingincreasedsalesthisyear,especiallyofmodelsgeared
towardscommuting.standarditemssuchastubesandtireshavebeensellingoutatmajorsuppliersasmorepeoplearedustingofftheirbikesinpreparationtostartridingagain.Newspapersacrossthecountryhavebeenrunningarticlesonthebenefitsofbikecommutingorfeaturingpublicinterestpiecesonnewbicyclecommutersandthechallengesandrewardstheyface.
Thispositivemomentumforbicyclinginitiativeshasspurredstronginterestatthenationallevelformorecomprehensive“Completestreets”legislationandotherinitiativessuchasthebicycleCom-muteract.inNewYork,governorpattersonrecentlysignedanewlawthatincludesbicycleandpedestrianpathswithinthetypesofconstructionandimprovementprojectsoftheDepartmentofTransportationwhichareeligiblefor“marchasellifunds.”Thesefundscanbeusedforthelocal20%matchforfederalfundingprojectsandthelawspecifiesthatsucheligibilityshallnotbeinterpretedtorestricttheuseofotherfundsforthedesign,construction,landacquisitionorotherancillaryusesforbicyclepathsorpedestrianpaths.
NYbChadbeenadvocatingforthislawforthepastfiveyearsandarehopefulthatwecanreportad-ditionallegislativesuccessestoourmembersinthenextsession.ThetimeisnowtosupportmajorbicyclinginvestmentinNewYorkstate.Weneedtoseeamajorincreaseinsafetyinitiativesasmoreinexperiencedbicyclistsaretakingtotheroadforthefirsttime(orafteraprolongedabsence).Tohelpsupportsuchinitiatives,NYbCisproposingabicyclingbillofRightsfortheupcominglegislativesession.ThebillwillincludecurrentlegislativeinitiativessuchasaThreeFootminimumsafepassinglawandmandatoryinclusionofsharetheRoadmaterialindriver’seducationclasses,aswellasnewdirectivesde-signedtoopenupamtraktrainstobicyclesandthelegalizationofelectric-assistbikesinthestate.
