ENHANCED 9-1-1 VS. NEXT GEN

Enhanced 9-1-1• Caller location data stored in network database (ALI)• Upload phone location ALI records prior to the 9-1-1 call• Calls routed via circuit switched network based on incoming caller ID• Only voice sessions are supportedNext-Gen 9-1-1• A location information server (LIS) determines/stores phone location for IP and non-

IP phones• Calls routed via ESInet (IP network)• PBXs: verified caller location data is stored in an onsite database• Voice, text, video, picture transmission supported

THE STATE OF NG9-1-1 TODAY

All NG9-1-1 Systems Fully Operational

Puerto Rico

Some NG9-1-1 Systems Fully Operational

No NG9-1-1 or Did Not Report

• 5% of PSAPs have text-to-9-1-1 capabilities

• 19 States report having adopted a state-wide NG9-1-1 plan

• 8 States report that all NG9-1-1 systems are fully operational

CHALLENGES TO ADOPTING NG9-1-1

FUNDING:– Most funding is through fees on

telecommunications services– Funds collected are not always used for 9-1-1

OVERCOMING THE CHALLENGE:– Develop statewide 9-1-1 plans: Coordinated

deployment approaches may provide cost savings opportunities

– Educate lawmakers on the importance of NG9-1-1 funding

– Possible Grant Programs

$37k state grant + $13k state funding to build a pilot

IP network and create a platform for NG9-1-1

CHALLENGES TO ADOPTING NG9-1-1

TECHNOLOGY:– Nationwide public safety broadband

network still being developed– Supporting two systems during

transition

OVERCOMING THE CHALLENGE:– FCC Task Force on Optimal PSAP

Architecture – NG9-1-1 NOW

“Let me be clear: just because the slow implementation of next-generation 9-1-1 is understandable doesn’t make it excusable. Today’s fractured implementation of 9-1-1 and NG9-1-1 capabilities leave Americans confused and at greater risk. Lives are at stake. We have to do better.

LOCATION ACCURACY IS NOT RELIABLE

70% of 9-1-1 calls are made from cell

phones 54%of dispatchers

believe location info from cell phones is regularly inaccurate

SAFETY AND EFFECTIVENESS ARE HINDERED

Receiving critical information in many forms can:• Enhance responders’

decision-making abilities• Assist with investigations • Make it easier for agencies

to share information

Page 14: 4 Risks of Delaying Your Move to NG9-1-1

14

YOUR PSAP MAY BE INCAPACITATED DURING AN EMERGENCY

• Outdated technology is unable to reroute calls to other PSAPS• Hurricane Katrina: 38 call

centers were unable to function

15

PREPARING FOR NG9-1-1

Research how your 9-1-1 services are funded

Start a conversation with stakeholders

Look at technology with the big picture in mind

Consider cybersecurity needs

Create formal guidelines for incidents

Train dispatchers

SUMMARY

NG9-1-1 technology is available now

Implementation will happen in phases, not all at once

Educate the public and lawmakers on the importance of NG9-1-1
