EXPRESSION OF INTEREST: MECHANICAL MAINTENANCE SERVICES

FOR REFINERY TURN AROUND JOBS

EOI NO BR.BINA.EOI.2014-15/01

Bharat Oman Refineries Ltd (BORL) operates a 6.0 MMTPA capacity Refinery at Agasod,

Tehsil Bina, Distt Sagar (M.P).

It is planned to undertake Turnaround maintenance work of the BORL Refinery process units

& offsite facilities in April-May'2014. Refinery complex includes Crude Distillation Unit and

Vacuum Distillation unit (CDU/ VDU), Hydrocracker and DHDT (HCU/ DHDT), Hydrogen

Generation Unit (HGU) & Motor Spirit Block (MSB), Delayed Coker Unit (DCU) andSulphur Recovery Block (SRB) along with Offsites facilities including Tankages, Flare

system etc.

The shutdown jobs in the refinery complex are grouped in following four packages:

1. Package 1: TURNAROUND WORK FOR PACKAGE-1 Crude Distillation Unit &

Vacuum Distillation Unit :- (CDU/VDU).

2. Package 2: TURNAROUND WORK FOR PACKAGE-2 Motor Spirit Block & DelayedCoker Unit :- ( MSB) & (DCU)

3. Package 3: TURNAROUND WORK FOR PACKAGE- 3 Hydrocracker/ DHDT Unit &

Hydrogen Unit (HCU/ DHDT) & (HGU)

4. Package 4: TURNAROUND WORK FOR PACKAGE-4 Sulphur Recovery Block, offsites

facilities & Flare system.

The duration of shut down shall be 25 days from feed cut out to feed in, wherein the time

available for mechanical works shall be 20 days.

Mobilization of all the resources like cranes, hydra, hydro jetting machines, along with other

mechanical tools tackles and accessories, manpower, food, accommodation, transportation of

manpower etc. shall be in the scope of the Turn Around Contractor. Broad scope of work

shall include opening, cleaning, repair, inspection and box up of all the static equipments of

refinery eg. Coloums, Vessels, Heat Exchangers/ Air Fin Coolers, Heaters and other

miscellaneous mechanical jobs.

The Contractors interested in taking the job of Turn Around Maintenance services may submit

their Expression of Interest to Vice President (Commercial) on or before 11.01.2014 1430 Hrs

by post / courier/e-mail.

The submission of profile thru this EOI does not qualify the Contractor to participate in thetendering process of BORL.

The profile submitted shall include

Income tax statement for last three years (Refer ANNEXURE C)

The prequalification shall be done on following parameters:

1.

Experience in Turn Around Job in Petroleum Refinery or Petrochemical/ Fertilizer

Complex carried out in last seven years. Minimum 2 no. of Turnaround maintenancejob should have been executed in last seven years. The work order value of each Turn

Around jobs should not be less than Rs. 300 Lakhs.

2. Experience in Software for Planning and Scheduling used for Turn Around Jobs usingPrimavera or Microsoft Project software.

3. Average Annual Turnover of the bidder in any of the last three financial years upto

2012-2013 should not be less than Rs. 200 lakhs.
