Enrollment Dues It has come to our attention that a number of 4-H families have not paid their enrollment dues for the 2018-2019 4-H year. Please be advised – although you may have enrolled in 4-H through 4H Online,

you are not a 4-H member if you have not paid your dues! This may impact your ability to participate in the 2019 Manitowoc County Fair. Enrollment dues are $23 for 4-H members and $24 for horse project members. If you are not sure whether or not you paid your enrollment dues, please check with your 4-H Club Main Leader or 4-H Club Treasurer at your April club meeting. If you are unable to pay your dues to due financial hardship, please contact 4-H Youth Development Educator, Kevin Palmer, at 684-4172 or [email protected]. Camp Clean Up and Archery Center Dedication Is scheduled for Saturday, May 4th Clean up will take place from 9 AM-12 PM Lunch (provided) 12 PM-1PM Archery Center Dedication: 1PM Archery Fun: 1:15PM-2:30PM We have a lot of work planned for that day, so please consider helping! The 99th Wisconsin 4-H & Youth Conference Registration for the 99th Wisconsin 4-H & Youth Conference will be open in 4HOnline starting at 4:00pm on April 2 and will end on April 15, 2019 at midnight. Wisconsin 4-H & Youth Conference is an opportunity for youth in 7-10th grades to participate in a wide variety of assemblies, seminars, and service projects meant to provide a pre-college experience that will focus on personal development, broadening of interests, and developing new skills. For more information click on the following link: Wisconsin 4-H & Youth Conference Manitowoc County 4-H Alpaca/Llama Project Meeting The second meeting for the Alpaca/Llama Project was held on Sunday, March 17. At the meeting, we learned how to put halters on the alpacas and then we began the halter training with them. The next meeting will be held on Sunday, April 14, from 1 pm to 3 pm. The meeting with be held at London Dairy Alpacas, at 6827 State Hwy 147, Two Rivers. Please dress for the weather because part of the meeting we will be working with the alpacas outside. Bring your alpaca/llama project books to the meeting. Take advantage of a "Science by Inquiry" program to learn how to make your pinewood derby car fast – or faster! Reminder: State Law Requires Registration for all Livestock Locations The Wisconsin Department of Agriculture, Trade and Consumer Protection (DATCP) in partnership with the Wisconsin Livestock Identification Consortium (WLIC) is reminding anyone who owns livestock* to register the location where animals are kept. This is referred to as premises registration.

banquet that will appeal to everyone. Do

you feel lucky? Place your name in the adult

door prize box and have a chance to win one

of the door prizes. Kids will also place their

names in the children’s door prize box

where every child wins a prize. If you’re an

outdoors raffle. If you’re interested in

JULIE DUCHOW 4-H SILENT AUCTION/ENDOWMENT SCHOLARSHIP

Sponsored by the Manitowoc County 4-H Leaders Association

GENERAL INFORMATION 1. Four $1000 Manitowoc County 4-H Silent Auction/Endowment Fund scholarships are available to 4-H

members and graduates who have not reached the age of 26 by the application due date.

2. Applicants must have participated in the Manitowoc County 4-H program for a minimum of 6 years, including the junior and senior years of high school.

3. Applicants may pursue any field of study at any accredited trade school, technical school, college or

university. 4. The recipients must carry a minimum of twelve (12) undergraduate college credits or nine (9)

graduate college credits per semester to be eligible for this scholarship. 5. An accumulative GPA of 2.5 on a scale of 4.0 must be maintained during post-secondary education.

Upon receipt of a transcript of grades for the first semester of the current academic year and documentation that confirms continued enrollment, a check for the scholarship amount will be mailed directly to the school.

6. Scholarship recipients will be selected by a panel of community leaders who are not associated with

the Manitowoc County 4-H program. 7. Applicants will be evaluated on scholastic achievement and past 4-H involvement to include:

leadership, awards, community service and activities. 8. This scholarship is non-renewable. Students may apply for the scholarship more than once, but may

only receive the scholarship once. 9. Applications incomplete in any way or submitted late will be automatically disqualified.

1. Applications must be postmarked or e-mailed by Friday, April 26, 2019. Return your completed

application to: Manitowoc County 4-H, 4-H Silent Auction/Endowment Scholarship, P.O. Box 935, Manitowoc, WI 54221-0935 or e-mail to: [email protected] .

2. Use only the space provided and one (1) additional 8½ x 11 page, if necessary. 3. Personal reference/recommendation letters are to be completed by two people unrelated to the

applicant who are familiar with the applicant’s abilities and experiences. The letters may be attached to the application or mailed directly to the above address.

4. Attach a copy of your high school transcript and transcripts from all universities, colleges, technical schools or trade schools you have attended. Applicants who have completed four semesters of post- secondary education do not need to submit a high school transcript.

Healthiest Manitowoc County is working to engage everyone to be

part of a Community That Cares. What exactly does that mean? You

decide to positively support students as part of your daily routine.

You choose to help youth cope successfully with life, offering support

and connection.

Join us May 13th 2019 for a public viewing of the Photo Voice Exhibit,

a Community That Cares. See the artistic interpretation of local teens

using art to reveal the significance of connection.

The Photo Voice exhibit will travel throughout Manitowoc County this

summer and fall.

The photo voice exhibit will be used to educate the community and help us inspire

adults to connect with students at home and within the community.

Students will photograph images that help us tell a story about what works.

Photographs will be categorized by protective factors:

Photos will become part of a traveling exhibit that help the coalition educate

Reminder: State Law Requires Registration for all Livestock Locations

Release Date: March 4, 2019 Media Contacts: Leeann Duwe, Public Information Officer, (608) 224-5005 MADISON – The Wisconsin Department of Agriculture, Trade and Consumer Protection (DATCP) in partnership with the Wisconsin Livestock Identification Consortium (WLIC) is reminding anyone who owns livestock* to register the location where animals are kept. This is referred to as premises registration.

Whether you have one animal or thousands, and regardless if your facility is required to be licensed, state law requires any location that keeps livestock to be registered with DATCP. There is no cost to register and the information you provide is confidential. DATCP uses the information to rapidly respond to animal disease outbreaks in order to protect animal health, the food supply, public safety, and Wisconsin’s agriculture economy.

Examples of locations with livestock that need to register include the following:

• Farms and hobby farms

• Backyard poultry flocks

• Veterinary clinics with large animal hospital facilities

• Stables

• Livestock exhibitions, markets, and feedlots

• Dealers and haulers that keep livestock on their property

• Slaughter, rendering, and dead animal facilities

• Any other location where livestock is kept or congregated

Between March and July, DATCP will mail over 60,000 renewals to current livestock premises registrants. Current registrants must renew their livestock premises by July 31. If you no longer have livestock, you must report this to update your location. DATCP conducts renewals every three years.

If you need to register a new location, more information is available below and on DATCP’s website at https://datcp.wi.gov/Pages/Programs_Services/PremisesRegistration.aspx. Those who have livestock and do not register their location are subject to fines and are not eligible for a state indemnity payment for animals condemned due to disease exposure.

How to Register Your Premises

New registrants can get a paper application from WLIC through the following methods:

• Going to https://wiid.org and clicking on “Premises Registration”

• Calling (888) 808-1910

• Emailing [email protected]

If your premises is currently registered, you will receive a prefilled renewal notice sometime between March and July this year. Review your information and return it in the mail. Due to a high volume of locations that need to be registered, registrations will be processed in the order they are received.

Once WLIC processes your registration or renewal, a confirmation letter with a premises ID will be emailed to you. If you indicate that you would rather receive your confirmation by mail, then you will receive a card with this information. You will need to keep your ID number for future reference as some municipalities, organizations, or events like fairs may ask for this in order to participate in activities.

Protecting Wisconsin

Certain animal diseases threaten not only Wisconsin, but the nation. Through the premises registration database, DATCP’s Division of Animal Health has a vital tool to help prevent and control the spread of disease. What used to take weeks of going through paper documentation and driving door-to-door to identify locations and notify owners can now be done in minutes. Registering your livestock premises supports disease management by protecting the health of all livestock, many of which are used in food production. Some diseases also pose a threat to human health making rapid response essential to public safety. Having a system with proper trace back and trace forward capabilities also provides for a timely response to minimize the economic impact in the event of an outbreak. According to the U.S. Department of Agriculture (USDA) National Agricultural Statistics Service, Wisconsin’s agriculture contributes $88.3 billion annually to the state’s economy with the dairy industry contributing almost half of that at $43.4 billion.

Premises Registration Basics

Premises registration provides DATCP with information about what kind of livestock you have, where they are located, and how to contact you in case of an animal disease outbreak. The system assigns each location a unique ID number that stays with the location – meaning a change in property ownership will not change the premises ID. Individuals with religious beliefs opposing registration of a livestock premises can submit a request for an exemption. Premises registration is not individual animal identification. Though an individual animal’s ID is connected to a premises ID for tracing where animals have traveled.

In 2004, the Wisconsin Legislature passed the law for premises registration and it became mandatory in 2006, making it the nation’s first mandatory premises registration law and has since become a national model. DATCP continues to implement the legal requirement for registering locations and WLIC provides the registration service.

*Livestock includes any of the following: Cattle and other bovine animals; swine; poultry; sheep; goats; horses and other equine animals; farm-raised deer and other cervids; gamebirds including pheasants, quail, wild turkeys, migrating waterfowl, pigeons, and exotic birds raised in captivity; bison; llamas and other camelids; ratites such as emus and ostriches; and farm-raised fish.
