    1.Background

    Forthepast60years,theInternationalFederationofMedicalStudentsAssociations(IFMSA),a

    globalnetworkof1.3millionmedicalstudentsfrom107countries,hasbeenengagingwiththe

    World Health Organization in order to ensure the youths engagement in global health

    governance. Inthe pastdecades,the IFMSA hasactivelyparticipated inWHOmeetings. The

    mostsignifcantofthesemeetingsistheannualWorldHealthAssembly(WHA),servingasthe

    mainarenaforglobalhealthdiscussionsamongmemberstatesandthecivilsociety.

    Despite IFMSAs long-term involvement, medical students are not the only youth group

    attending the WHA. Hundreds of youth representatives are participating in the WHA and

    showingdeepinterestinglobalhealthgovernanceanddiplomacy.Theyouthistakinganactive

    role in contributing tothework performed at theWHA, inboth formal and informalways.

    ManyyouthorganizationsareparticipatingactivelyinthediscussionsattheWHA.Examplesof

    youth involvementattheWHA range frompresentation of interventions and statements to

    meetingnationalgovernmentofficialsandtheorganizationofWHASide-Events,liketheoneon

    the Social Determinants ofHealth in collaboration between the International Federation of

    Medical Students Associations, the WHO, the World Medical Association and the British

    Government.

    AlthoughthereisaverydiversepresentationofyoungpeopleattheWHA,uptodatethereis

    littleopportunitytocoordinatetheactionsandthevoiceofallyouthrepresentativestowards

    theWHA.Evenmoreso,theglobalhealthsystemisbecomingevenmorecomplexanditis

    becominghardertomaintainanoverviewofalleventsandactions.Wefeelthatthereisaneed

    tobetterprepareandcoordinatestudentsandyoungpeopleinordertostreamlinetheefforts

    performedbyvariousyouthorganizations.Thiswillultimatelyleadtoastrongerengagementof

    the youth at theWHA, creating a greatermeaning and impact for youth engagement andempowerment.

    Furthermore, the World Health Assembly serves as a prime model how for global health

    governanceinactionandhasthepotentialtobeakeytraininggroundforthedevelopmentof

    skillsanddeepeningofknowledgeforthefutureglobalhealthleadership.ThePre-WorldHealth

    Assemblywill highlight to students future key players in global health the internal and

    externalworkingprocessesoftheWorldHealthOrganization,aswellaseducateitsparticipants

    about emerging topics in global health. These actions will enable future global health

    professionalstobeinvolvedintheprocessestheywilllateronbeinchargeof,atanearlystage.

    Ultimately,enablingyouthparticipationwillfosteracultureofsocialinclusion,professionalism,

    mutualunderstandingfortheentireWorldHealthAssemblyandglobalhealthgovernance.The

    Pre-World Health Assemblywill introduce an in-depth follow-up procedure inorder toboth

    record and analyze the impact of the event as well as ensure future empowerment and

    participationofyouthwithinglobalhealthprojectsandadvocacy.

    1. Youngpeople10-24yearsofagearealargepopulation1.8billionpeopleglobally

    onequarterofallpeople.

    2. Thehealthissuesthatmostaffecttheyouthare:mentalhealth,violenceandinjuries,

    early pregnancy and childbirth, sexual coercion, unprotected sex, substance use

    (tobaccoandharmfuluseofalcohol),HIV,andmalnutrition.

    3. Thehealthstatusofyoung peoplehasimportant consequencesforfuturehealthand

    the health care expenditure. The health status of young people can affect the next

    generation.

    SupportforYouthParticipationinGlobalHealth

    1. TheWorldProgramonActionofYouthincludesParticipationindecisionmakinginits

    15 priorities, under the cluster Youth in civil society, paragraphs 104-107 of the

    Resolution on World ProgrammeofAction for Youth to the Year 2000 and Beyond

    (A/RES/50/81)

    2. TheUnitedNationsResolutiononPromotingyouthparticipationinsocialandeconomic

    development (A/RES/62/126) Urges Member States to involve young people and

    youth-led organizations in the development of national policies that affect them

    (Paragraph 12), to ensure the full participation of young people and youth-led

    organizationsinthedevelopmentofpoliciesdesignedtomeetnationalyouthgoalsand

    targets, (Paragraph 14), [to ensure] that young people are recognized as active

    agents in decision-making processes and for positive change and development in

    society,Recognizesthepositivecontributionthatyouthrepresentativesmaketothe

    GA and other UN bodies and their role as an important channel of communication

    between young people and the UN, to facilitate their effective participation in

    meetings;nationalyouthcouncilsortheirequivalentbodiesareeffectivechannelsof

    cooperation and information exchange between young people, their national

    Governments and other decisionmakers and that strong youth councils can provide

    opportunities for more young people to become active in decision-making and in

    shaping their societies, in this regard welcomes the political and financial support

    providedbyMemberStatestotheircreationandsustaineddevelopment,andinvitesall

    Statestocontinueandtoincreasesuchsupport(Paragraph18-21)

    3. TheWorldHealthOrganization,WorldHealthAssemblyresolutiononYouthandhealth

    risks,WHA64.2:Thisisthefirstyouthresolutionsince1989andwaspushedforwardby

    Tunisia, Finland and Hungary with a broad support from all memberstates. The

    resolution asks member states to facilitate youth participation, collect data, review

    policies and strategies, provide information to protect health, make health systems

    responsive.Specifcally,theresolutionstates thatsupportingthe roleofyoungpeople,

    withspecialattentiontoyouthorganizations,withaviewtofacilitatingyoungpeoples

    empowermentandparticipationin influencing their environmentsandshapingpublic

    policy. (Recalling the resolutions that directly address young people: WHA38.22 on

    maturitybeforechildbearingandpromotionofresponsibleparenthood;WHA42.41on

    the health of youth;WHA56.21 on the strategy for child and adolescenthealth and

    development, WPR/RC39.R12 Rev.1 on adolescent health; EM/RC43/R.11 on health

    educationofadolescents;AFR/RC51/R3onadolescenthealth:astrategyfortheAfrican

    Region; EUR/RC55/R6 on the European strategy for child and adolescent health and

    development; and CD48.R5 on the Pan American regional strategy for improving

    adolescentandyouthhealth)

    1.Description

    The Pre-World Health Assembly for youth is designedas a three-day event, consisting of a

    series ofworkshops for studentsand youngpeople tobe heldbetweenMay 16-20, 2013 in

    Geneva,Switzerland,directlypreceedingthe66thWorldHealthAssembly.

    Thiseventhasthreeprimarygoals:

    1)Developmentofa joint-youthstrategy inordertostreamlinethe effortsofvariousyouth

    organizations&representatives

    2)Developmentofskillsforadvocacy,healthcareleadership,andpolicyengagementtowards

    actiononglobalhealthwithinyouthparticipants

    3)Empoweringyouthparticipants to take on further advocacyprojects, creatinga snowballeffectforyoutheducationandempowermentintheworldofglobalhealth.

    2.Objectives

    Thekeyobjectivesofthisworkshopareto:

    Introduce the concept of global health and global health diplomacy to students and

    youngpeopleandforthemtogainfirstinsightsintothetheme.

    Providein-depthbackgroundknowledgeandfutureoutlooksonkeytopicscoveredby

    thisyearsWorldHealthAssembly

    Provideavenueforyouth,bothyoungindividualsandyouthorganizations,attending

    the annual World Health Assembly to prepare collectively and harmonize advocacy

    effortsinordertostrengthentheyouthsvoiceduringhealthnegotiationsby:

    o PreparingajointstrategyandworkingplanfortheWorldHealthAssembly(i.e.

    presentingjointinterventionsinterventions,targetingkeystakeholders)

    o Planning potential areas of collaboration and joint action beyond the World

    HealthAssembly. Provide the opportunity for students to network with other students, student and

    professionalorganizationsaswellasleadersinhealthcare.

    Designajointfollow-upmechanismofkeyglobalandregionaleventsonyouth

    Facilitatefuturepartnershipsbetweenyouthorganizationsforjointaction,inorderto

    strengthensynergiesandavoidduplication.

    InviteyouthfromaroundtheworldtoattendthePre-WorldHealthAssemblyvirtually

    (throughlive-streamsandsocialmedia).

    EnsuremediacoverageandupdatesofthePre-WorldHealthAssemblyandtheWorld

    healthAssemblyfromthestudentsperspective,throughvariousmedia

    3.Participants

    We aim to gather 30 participants from around the world, ensuring diverse representation

    regarding geographic location and background knowledge and experience. An open call for

    applications will be distributed to youth organizations that previously attended the World

    Health Assemblies (i.e. International Federation of Medical Students Associations (IFMSA),

    International Pharmaceutical Students Federation (IPSF), Universities Allied for Essential

    Medicine(UAEM),publichhealthstudents,nursingstudents,healthworkers,etc.).Inadditiona

    call for applicationswill beposted onthe IFMSAwebsite and its socialmediachannels (i.e.

    Facebook, Twitter, blog), in order to attract applicants that are not (yet) part of a youth

    network.Allapplicationswillneedto includeofa letterofmotivation, curriculumvitae, and

    expectations for the meeting, individual goals for the World Health Assembly and future

    individualgoalsinglobalhealth.Applicantswillbeselectedviaaselectioncommitteethatwill

    useablindedscoringsheettodeterminearankingofallapplicants.Applicantswillbeselected

    according to expressed motivation for global health leadership and in the future, recorded

    experienceofpositiveengagementinglobalhealthadvocacyandservice,goalsfortheWorld

    HealthAssemblyandbeyond.Aprioritywillbesetoncreatingadiversegroupwithwidespread

    representationbetweenyouthorganizationsandindependentapplications.Inordertoensure

    diverse representation and empower individuals from the global south, scholarships

    reimbursingtravel expensesand participation feeswill beprovidedtoparticipants from the

    globalsouth.

    WeenvisionthiscohorttocontinueplayinganactiverolenotonlybeforeandduringtheWorld

    Health Assembly, but also tobecome future active participants and leaders inglobal health

    issues at both international and national levels. We also envisage this cohort to become

    advocates,peereducatorsandorganizersforfutureworkshopsinglobalhealthinordertoact

    asmultipliersoftheinitialevent.Allparticipantswillbeexpectedtoprepareforthepre-WHA

    workshop, buildupon the acquiredknowledge and skills during theworkshopand carryout

    targetedactionswithinthefieldofglobalhealthbeyondtheworkshop.

    CRITERIAFORYOUTHDELEGATESTheCriteriausedtoselectYouthDelegatesincludedthat

    they:

    Ages17to29

    Havepriorexperienceandbeinvolveddirectlyrelatedtothepromotion,

    implementationandoradvocacyforprimaryhealthcare,health-relatedcampaigns,

    MilleniumDevelopmentGoals,etc.

    BefluentinEnglish(theywillengageindebateswithotheryouthdelegatesandmay

    makepresentationsatthePre-WorldHealthAssemblyevent).

    4.VirtualParticipants

    As an alternative to attending the Pre-World Health Assembly in person, there will be a

    possibility to attend thePre-WorldHealth assemblyvirtually. Keyeventsof thePre-World

    HealthAssemblywillbelive-streamedontheinternetandtherewillbeapossibilityforvirtual

    participantstointeract,commentandaskquestionsviaSkypeandTwitter.Virtualparticipants

    will also be able to comment on draft-statements and interventions written by Pre-World

    healthAssemblyParticipantstowardstheWorldHealthAssembly.Furthermore,everyonewill

    be invitedtoparticipate in theSocialMedia Strategy(seebelow),bycontributingtoTwitter

    feedsandwritingblog-posts.

    Virtual participation in the Pre-World Health Assembly will be open to anyone. An open

    invitationforalleventswillbedistributedtoyouthorganizationsthatpreviouslyattendedthe

    World Health Assemblies (i.e. International Federation of Medical Students Associations

    6.Format&Methodology

    Overview

    The Pre-World Health Assembly organizing team will target influential and compelling

    speakersandactivistswho havebeendrivingpositive change, technical experts and high

    profile public figures to attend the Pre-World Health Assembly as keynote speakers and

    deliverlecturestoparticipants.Thethree-dayworkshopwillutilizeawidearrayofmethods,

    including interactive lectures and presentations, panel discussions, working groups,

    negotiationexercises,videos,andindividual/grouppresentations.

    Smallworkingsgroups

    ParticipantswillbesplitupintofivethematicSmallWorkingGroups.Eachworkingona

    specific area to develop youth strategyand carry out targeted actionsduring theWorld

    HealthAssembly. Thiswill increaseboth productivityandimpactof thePre-WorldHealth

    AssemblyandYouthParticipationasawhole.TheprimaryaimofeachoftheSmallWorking

    Groups is to develop a concrete strategy to pursue during theWorld Health Assembly,

    assuring that the input of the youth is heard and taken seriously at the World Health

    Assembly. Actionswill includepreparingstatements, preparing for specificmeetingswith

    influentialindividuals,askingtargetedquestionsduringSide-Events,etc.EachdayofthePre-

    WorldHealth Assembly individual groupswill begiventime tomeet and furtherdevelop

    their strategy. Additionally, The Pre-World Health Assembly Organizing Committee will

    organizeexperttalksonthefivethematicgroupsdescribedabove.Invitedspeakerswillhelp

    furtherrefiningthestrategyforyouthforthesespecifictopics.

    MediaGroup

    The Pre-World Health Assembly will incorporate the use ofnew technologies and digital

    mediatointroducethevoicesofyoutharoundtheworldtothedebates.Duringtheentire

    Pre-WorldHealthAssemblyandWorldHealthAssemblytherewillbeagroupofparticipants

    responsible for hostinga media-hub. Themediagroupwillprovide coverageofthe Pre-

    WorldHealth Assembly andWorldHealth Assembly from the youthperspectiveandwill

    provideaspaceforinterviews,videocommentaries,blogs,etc.Themediacenterwillalsoprovideaspaceforyoungparticipantsthemselvestoupdatedirectlyontheproceedingsof

    the Pre-World Health Assembly and the World Health Assembly through blogs, online

    uploads and Twitter feeds. Furthermore, the mediahub will provide the opportunity for

    youthnotpresentattheevent(i.e.onlineparticipants)tovoicetheirperspectiveonthe

    discussedtopics.

    BriefingSessionsduringtheWorldHealthAssembly

    TherewillbeonehoureachdayatwhichallparticipantsofthePre-WorldHealthAssembly

    meetduringtheWorldHealthAssemblytoupdateontheeventsofthedayandstrategize

    forupcomingactions. The exacttimingofthesemeetingswillbedecidedduring the Pre-

    WorldHealthAssembly.

    SocialProgram&CulturalEvening

    The Pre-World Health Assembly Organizing Committee will organize a social event each

    eveningofthePre-WorldHealthAssemblyinordertopromoteinformalgatheringsbetween

    the participants. The Organizing Committee will also organize at least one evening to

    celebrate cultural and social heritage of all nationalities attending the Pre-World Health

    Assembly through joint inter-cultural activities. Through these actions we anticipate to

    promotecross-culturalunderstandingandfurtherbondingofparticipants.

    informationandbackgroundmaterialonspecificagendaitems.

    stakeholderswithintheWHO,itsmemberstatesandthecivilsociety.

    WithinaperiodofthreemonthsfollowingthePre-WorldHealthAssembly,each

    youthdelegatewillberequestedtoreportonconcretestepsthattheyhave

    undertakentoinitiatefollow-upaction.Amonitoringdocumentwillbedeveloped

    andupdatedregularlybasedonthedifferentactivitiesthatwereconductedby

    individuals.Similarly,afollow-upsurveywillbesenttoeachyouth-organization

    representedatthePre-WorldHealthAssembly.Theanalysisofthissurveywillaimat

    whichactionshavebeenperformedontheorganizationallevelinordertoidentify

    opportunitiesandshortcomingsforfutureactions.

    Global Health Programme at the Graduate Institute of International and Development

    Studies,Genevacontributionthroughcurriculumdevelopmentandprovidingvenueatthe

    Institute.Since2007,theGraduateInstitutesGlobalHealthProgramme(GHP)inSwitzerland

    has initiated and piloted the successful development and implementation of executive

    traininginglobalhealthdiplomacywith:anannualflagshipcourseinGenevaforparticipants

    from all around the world (conducted in collaboration with the Graduate Institutes

    ExecutiveEducationDepartment),regionalcoursesconductedincooperationwithcountries

    China,Indonesia,saKenya,HungaryandTurkey,andcoursesconductedwithWHOHQand

    regionaloffices includinganonline course.Basedonaccumulatedexperiences inGeneva

    andworldwide, theGHPdevelops standardisedtrainingmaterialsfor capacitybuilding in

    globalhealthdiplomacywhichsupportandcomplementthecourses.

    11. FinancingandRegistrationFees

    RegistrationFee:430Euros

    The registration fee is all-inclusive and will cover accommodation, venue, food and

    programmingfortheentirePre-WorldHealthAssemblyWorkshop(May16th-20

    th).

    Scholarships

    Weaimtoprovidetravelassistancescholarshipstoyoungpeoplethathasexpressfinancial

    need and are actively involved in projects on health related topics in their home

    communities. Specifically, we aim to provide scholarships youth representing the global

    southandinparticularwomen.Ourtargetistocover75%ofassociatedcosts.

    Fundraising

    Weare trageting funding from a variety of donors non-governmental organizations, civil

    society organizations, governments, development agencies, grants and private sector

    companies.We are looking for sponsors to provide openingdinners/lunechons, sessions,
