Qe are 'pleased to. respond to your xequest regarding concerns e3cpressed
by your constituent~ pfrs. Araminta B. Snyder, in her letter to you ofAugust 14, 1973.
The Atomic Energy Commission (AEC)> in its review of applications forlicenses, to construct and operate nuclear power plants, is requixedby the Atomic Energy Act, of 1954, as amended, to consider those measuresnecessary for protection of the health and safety of the public. Tocarry out this responsibility, 'the Regulatory staff of the AEC conductsa detailed review of all nuclear plant applications to assure thatthey can be built and operated at the proposed locations without unduerisk to the health and safety of the public. This includes assuringthat all structures, systems and components important to safety wi11 bedesigned and constructed to withstand the effects of various postulatedenvironmental phenomena. Additionally, to provide reasonable assurancethat facilities can be operated without undue risk to the health andsafety of the public, the AEC has established minimum requirements forthe principal design criteria for water-cooled nuclear power plants.A copy of these General Design Criteria, for Nuclear Power Plants isenclosed. Puxthermore, under the National Environmental Policy Act of1969 (NEPA), the AEC is required to perform an evaluation of the potentialenvironmental impact of proposed nuclear power plants and balance thebenefits dexived against possible risk t'o the environm'ent. As witheverything else, there Ls always some risk, no matter how small, in allhuman activities. The AEC regulatory process is designed to assurethat the most advanced procedures of science and technology are usedto protect the public and thereby minimize risk. The AEC's regulatoryprocess and safety philosophy are discussed in more detail in theenclosed copy of remarks of the Director of Regulation, L. BanningMuntzing.

I have recently returned from a vacation tripup and down the sea coast communities looking for 'a possible
retirement spot. Naturally, many were too overdeveloped and
some iust farm acres, The rest are occupied by government
missile sites or training centers.
In the !i!orro Bay area some 7 or more miles to the
north and some 10 miles or so south, are such communities as,
Cayucos, Cambria, Baywood Pap 'uesta'oy-.he Sea, Los Osos and
the Avila Beach area. All of these appeared to be in an area
shere one could still live and ourchase a small home---'out,
here is P.G. 8: 'uclear Ener Plant in Diablo Can on at
Avila Beach and. their other plant sendin out "black" steam

question arises, how are the wastes from these
plants disposed of often do these plants conduct
tests of air and soi in the surroundin areas, I mentioned?
Are the people there in danger of some radioactive soil conditions
as we are now seein on t about a similar si.uat'on in Colorado
where total evacuation is ~o' The operation of that plant
went on some 10 or 15 years without the people knowing of theirdanger'.
I have written the P,G. k E nuclear Energy Plant
in Diablo Canyon, Avila Beach for some of these answers but since
it too works under The Atomic Energy Commission, I wonder as to the

~ tplans, if any, that are going on psriodically in the t»orro '
Bay Area to protect the inhabitants! I heard of none from
the people I questioned there. Believing government.operations„
and reports these days is certainly one of great concern to allAmericans.' It could be like the bombing of Cambodia---tell us
afterwards or when they are forced to 'do so.
Ne here in San t>ateo live near the Stanford Linearl
Plant and that was erected over the rotests of pu'olic concern,
especially from the Noodside area people? Does this lace ever
conduct air and soil tests around here? I have yet to see
published local reports in any papers or otherwise as to such
tests'? Do we nest have a right ho such information?
Nhat are the possible dangers'o the.lForro Bay area
from such plants in their area? In the Santa Karia area I read
in the 1971 Aqui Publica~ion pu'olished by the Santa~i; 'a ublish-
ing Company, Santa i~laria, Calif. the enclosed articles.~This was
literature furnished me by the Chanber of Commerce, Santa Varia.
These articles, especially on the miss>1.es, do mention dangerou
reactive fuels and oxidizers and health hazards that .might be
caused by improperly handling but hey do not answer the questions
I ask about tests of the soil and effects on the surrounding
communities? ~'/hat efforts are ever published by the Atomic 'nergy
Commission or will this too .be "top secret" information?
