Thru the support of Michael AlanFreauf of SJANT (Australia) andby several donors. BCERT wasable to send the first batch ofEMT scholars in Lifeline EMSManila last July 12, 2017 whichwas awarded to Vellen G. Delfin(BCERT Admin Head) and GemmaCaratol (Admin Staff). Thetraining will last for twelve weeksor equivalent to three months.These includes a two hundredfifty hours of ambulance onboard. The scholarship providesaccommodation, trainingallowance, airfare, tuition andequipment. Lifeline EMSAcademy is one of the best EMTschools in the country andtrusted by the nationalgovernment.

BCERT will be receiving two moreLaerdal Adult CPR TrainingMannequin and one unit ofPhilips Heartstart Training AEDfrom Australia. It was thru thekind effort of BCERT top donorMichael Alan Freauf of SJANT andCareflight. BCERT is aiming tofollow the required tools ofAmerican Heart Association(AHA) in conducting BLS training.BCERT is aiming to be trained byan accredited AHA trainingorganization in the Philippineswithin 2018.

BASIC FIRST AID FOR EC2PARENTS AND TEACHERS

The Parents and Teachers fromEC2 Gifted School had convenedto learn first-hand from BaseCamp ERT Inc. about the basics ofFirst Aid last August 12, 2017held at RAFI Eduardo AboitizDevelopment Studies Center inCebu City, Cebu. Focused oninfant and child emergency care,the training prepped them upand gave them more confidencein administering immediate careuntil medical help arrives.

John Carl Ngujo RN, Asst.Operations Head and MedicalHead of BCERT spearheaded theone-day training assisted byAmleto Gella II RN together withother seven BCERT Volunteers.

The training involved practicaldemonstrations on CPR withAED, bandaging, emergencycarries, splinting, and MassCasualty Incident (MCI) as well ondiscussions on commonemergencies such as; wounds,soft tissue injuries, burns,choking and animal bites. BCERTreceived positive feedback fromthe participants, including thetraining was professionallyconducted, topics werecomprehensive for one-dayduration.

MANDATORY ONLINE EXAM FORBCERT VOLUNTEERS

As part of BCERT Internal TrainingProgram, an Online First AidExam (OFAE) atwww.bcert.org.ph was createdfor continues improvement andmedical skills enhancement on allBCERT volunteers. The conceptwas patented from westerntraining schools such as; St. JohnAmbulance which, requires anexam code. The exam focuses on

role of a first aider, commoninjuries, action plan, CPR,poisoning, child sickness, insectbites, and burns. BCERTvolunteers must get a passingrate of 90% and the EmergencyMedical Services Unit (EMSU)unit is obliged to take the examto have an authority to trainothers. In return for the requirednumber of high scores, MikeFreauf of SJANT will be donatingtrauma bags and AED as part ofBCERT medical tools. Those whofailed the exam can retake afterthirty days (30).

SGT. REY CARLOS VALMORIA(PAFR) MARAWI DEPLOYMENT

One of BCERT Volunteers(Medical/DLRU) Sgt. Rey CarlosValmoria (PAFR) was called for amore than a week of deploymentin Marawi last July 2017. He isassigned at the medical areaassisting wounded soldiers andcivilians. His deployment gave aclear view on the status in thearea as the unit prepares forworst case scenario.

The Marawi conflict has beenone of the bloodiest terroristattacks in Mindanao for the pastdecade and created a totaldamage on the city’s economyand hundreds of thousands ofdisplaced residents. BCERT wasalso on standby for a possibledeployment on the area to assistthe evacuation. Due to resourcesand safety reasons theOperations team decided not topursue for security purposes ofthe volunteers. BCERT is alsoobliged to be deployed on warsas stated on the purpose underSEC article of incorporation.

SJANT CERTIFICATE II TESDAACCREDITATION PROPOSAL

The Certificate II in EmergencyMedical Service First Response ison the proposal for a TESDAaccreditation that was pushed myMichael Alan Freauf. The trainingcertificate is designed ofambulance crew and firstresponders under the standard ofSt. John Ambulance. Some LGU

responders are now interested tohave the said certification such as;Talisay CDRMMO of NegrosOccidental and San Isidro, Leyte.

MITSUBISHI DELICA POSSIBLEBCERT 1ST RESPONSE VEHICLE

After three years of operation asvolunteers unit. BCERT, willpossibly receive its 1st EmergencyResponse Vehicle named as(Mike-1). The vehicle will be asecond hand Mitsubishi 1995Space Gear Delica Van (A/T) andcapable of 4X4 wheel drive. Thevan was selected due to itsperformance on tropicalcountries, passenger capacity,and all terrain capability. A fewmodifications will be added suchas; paint job, wheel upgrade,body lift, roof rack, ladder, siren,interior refitting and blinker. Thevan was donated by Michael AlanFreauf of SJANT (BCERT EMSConsultant) with a unit cost ofOne hundred forty thousandpesos (Php 140,000). The van willbe under a test run for a monthand the first phase of themodification will be onDecember 2017. The previousowner is still processing thedocuments and transfer papers.

BCERT ON DUTY AS MEDIC ATABOITIZ TREE PLANTING 2017

Base Camp Emergency ResponseTeam Volunteers assisted AboitizGroup of Companies treeplanting activity at Sogod, Cebulast July 15, 2017 (Saturday) asstandby medical and responseteam for six hundred employees.It was supported by the localgovernment of Sogod, Cebu andalso assisted by Sogod DRRMO.The tree planting activity is partof their social responsibility andenvironmental awareness drivewhich the employees succesfullyplanted more than one thousandseedlings.

The event was so successful evenwith bad weather and zeroincidents for the entire activity.The organizers were so pleasedwith the presences of BCERTsupport and they are lookingforward to work the organizationfor future activities with theemployees.

MARAWI CONFLICT

The Battle of Marawi (Filipino:Labanan sa Marawi), also knownas the Marawi siege was a five-month-long armed conflict inMarawi, Lanao del Sur, thatstarted on May 2017, betweenPhilippine government securityforces and militants affiliatedwith the Islamic State of Iraq andthe Levant (ISIL), including theMaute and Abu Sayyaf Salafijihadist groups. -Wiki-

DONATED EMS TOOLS FROMAUSTRALIA

Base Camp ERT will be receivingthirty kilograms of EMS tools andsupplies from Australia onNovember 2017. The items willcost around AUD 5,000 (Php200,000). The package includestwo sets of fully loaded Conterratrauma bag, Ferno KED, X-Collar,Laerdal C-collar, spider strapslightweight oxygen tank, NorthAmerican Rescue supplies, livePhilips AED and medical supplies.

The EMS tools are assigned toBCERT clinical team and EMT aspart of their capabilityenhancement program. It wasgiven by Michael Alan Freauf ofSJANT. An internal training willbe also conducted on November25-26, 2017 on how to use thefollowing EMS tools base onBCERT Clinical PracticeProcedure.

X-COLLAR FOR BCERTRESPONDERS

As part of BCERT Clinical PracticeProcedure (CPP) andadvancement. BCERT will beusing X-Collar As part of patientstabilization protocol. BCERT willreceive four units of original X-Collar from Australia.

The X-Collar is designed to splintthe Cervical Spine by securing thehead to the torso of the patientabove C-1 and below C-7; on twopoints anterior and two pointsposterior. This splinting systemutilizes bi-lateral and vertical

adjustments to obtain acustomized fit for both thedesired circumference and heightof large adult and small pediatricpatients; working to increasepatient safety by minimizingpotential Cervical Spinaldistraction and injury.

BCERT ON DUTY AT NATIONALCATECHIST CONVENTION 2017

BCERT was requested as standbymedical team on the NationalCatechist Convention heldGolden Prince Hotel lastSeptember 4-5, 2017. Themedical team was able to assisttwenty six patients with chiefcomplains on dizziness, bloodsugar, and high blood pressure.

A total of sixty kilograms of medicalsupplies for BCERT will be given bySJANT. The first batch is expected toarrive on November 2017 and thesecond batch will be on March 2018.

A fully loaded trauma bag for BCERTEMT’s. The bag consist of items fromairway management, bleeding andother tools for common emergencies.

A high quality spider strap and PhilipsHeartStart live AED will be given to BCERTresponders. This is a big leap on the unitcapability.

Ferno KED as part of BCERT extricationtools. The EMS equipment will assignedsoon at the response vehicle.

A two day basic responder’s ropetraining (Module 1) wasorganized by Talisay CDRRMO(Negros Occidental), BFP,RADIANT volunteers last Augustand Base Camp ERT (Cebu)August 10-11, 2017. The trainingwas joined by thirty fiveresponders from the saidentities. It was facilitated byRalph Pilapil (SARCI) a ropeaccess technician base in Chinaand also a trained EMT. He is alsopart of the 1st Philippine Mt.Everest team in 2006. The twoday training focuses on the basicsof rope rescue such as;equipment familiarization, loadfactor, knot tying, ascending,rope safety, belaying, updatedrope rescue techniques and roperescue myths. The combinedrope units are looking for trainingby December 2017. TalisayCDRRMO is also on the process ofacquiring a complete set ofquality rope rescue tools by 1stquarter of 2018.

Tzu Chi Foundation (Cebu).BCERT was appointed as aresponse unit on all provincialmedical missions organized byTzu Chi Cebu. BCERT has beenactively participating Tzu ChiMedical Mission since 2016 aspart of the General Medicinearea. The said foundation is alsolooking on a possible support toBCERT by providing basicresponse equipment and medicalsupplies. BCERT made anambulance proposal solely to beused by the foundation duringmedical mission or calamityresponse. Tzu Chi leaders alsonoticed the dedication anddiscipline of the BCERTvolunteers.

Qualfon QUAD (BPO) organized aone day Basic MountaineeringCourse headed by BCERT boardmembers Kim Joseph Llena andJoseph Inosante. The training wasintended for Qualfon employeesand QUAD members as part fortheir employee engagementprogram for safety awareness.BMC topics includes climbpreparation, campsitemanagement, tent pitching,Philippine laws related on ecotourism, equipment orientation,basic outdoor injuries, properpacking, knot tying, LNTprinciples and introduction totechnical hardware. QUARTERLY REFRESHER

A mandated quarterly Basic FirstAid refresher to all BCERT corevolunteers and applicants wasconducted at Ramon AboitizFoundation Building in Parian,Cebu City last September 16,2017. The refresher wasspearheaded by the EmergencyMedical Services Unit (EMSU)and BCERT clinical team. It wasalso joined by ten BCERTapplicants. The refresherfocused mainly on patientmanagement, bandaging,wounds, usage of rescue scoopand removing a close helmet.This is also in preparation for theSalomon Trail Run on October 15,2017. BCERT was chosen as theofficial response team that willmanage the entire event. Anestimated of three hundred plusrunners will be joining the event.

BCERT AS TZU CHI FOUNDATIONCEBU RESPONSE UNIT

Tzu Chi Foundation (Cebu).BCERT was appointed as aresponse unit on all provincialmedical missions organized byTzu Chi Cebu. BCERT has beenactively participating Tzu ChiMedical Mission since 2016 aspart of the General Medicinearea. The said foundation is alsolooking on a possible support toBCERT by providing basicresponse equipment and medicalsupplies. BCERT made anambulance proposal solely to beused by the foundation duringmedical mission or calamityresponse. Tzu Chi leaders alsonoticed the dedication anddiscipline of the BCERTvolunteers.

QUALFON QUAD BPO BMC

Qualfon QUAD (BPO) organized aone day Basic MountaineeringCourse headed by BCERT boardmembers Kim Joseph Llena andJoseph Inosante. The training wasintended for Qualfon employeesand QUAD members as part fortheir employee engagementprogram for safety awareness.BMC topics includes climbpreparation, campsitemanagement, tent pitching,Philippine laws related on ecotourism, equipment orientation,basic outdoor injuries, properpacking, knot tying, LNTprinciples and introduction totechnical hardware. QUARTERLY REFRESHER

OPERATION KATIMBANG 2017RUBICON-SERVE ON UK VISIT

BCERT was invited to take part onOperation Katimbang with SERVEON UK (USAR) and EmergencyRescue Unit Foundation (ERUF)at Mandaue City, Cebu. It was ajoint training activity that will lastfor two weeks. The expectationwas to help rebuild a school withTeam Rubicon UK however;BCERT was able to observevehicle extrication and basic firefighting. Craig Eldson of SERVEON UK also gave a crash courseon USAR introduction to BCERTsuch as; marker reading, check inand deployment procedures,communication, documentation,damage assessment on collapsestructure, SAR tools, and using ofadvance rescue equipment. Theteam was not able to completethe three day session due towork schedules but, it was aproductive weekend as thevolunteers learned frominternational responders. ServeOn is an international light urbansearch and rescue team (USAR)and has the capability to bedeployed globally.

OPERATIONS PLANNING ANDRESPONDERS INSURANCE

BCERT conducted operationsplanning and training scheduleslast July 1, 2017 at TexnichaOutsourcing Solutions Mandaue.This is also in preparation for theupcoming activities in otherregions. The topics focus mainlyon current capability andresources management. The coreteam agreed to impose quarterlyrefresher training on first aid andother static skills. The team alsodistributed updated Philhealth IDand looking on getting accidentinsurance or self-contributionassistance for volunteers whodoes not have any healthinsurance (HMO).

BCERT JOINS EMERGENCY &DISASTER MEDICINE 2017

BCERT joins Disaster &Emergency Medicine at GrandConvention Cebu last September14, 2017. It was organized byVicente Sotto Hospital as part oftheir 1st Post Graduate Course.More than three hundreddoctors, nurses, EMT’s andvolunteer responders joined thatsaid event. The seminar mainlydiscussed on EMS status on thePhilippines, Inter-hospitalCommunication and Transport,Capnography, and topics on pre-hospital care such as; trauma,common poisoning andequipment workshops. BCERTvolunteer Jaleo Chan Fontilla Jr.also participated on the highquality CPR challenge using stateof the art equipment which, hegot a passing mark. The rest ofthe team actively participated onthe airway management andmechanical ventilation. Theregistration fees were funded byMichael Alan Freauf of SJANT aspart of the training advancementprogram.

DONATED OFFICE SUPPLIESFROM BCERT VOLUNTEERS

A set of office supplies and adminmaterials were donated byBCERT volunteers Jay ChanFontilla Jr., Dominic Sabuero andRey Carlos Valmoria. This is toreplenish the administrativesupplies that were used for thepast operations. BCERT does nothave monthly dues and alloperating cost is from personalpledges, donations and traininghonorariums. An effectiveresource management was usedto avoid waste and unnecessaryexpenses. The organization doesnot rely on government fundingor exclusive corporate support.

YAESU POWER SUPPLY FORBCERT COMMS TEAM

A brand new Yaesu (FP 1030A)switching power supply wasdonated by Michael Alan Freaufin order to enhance BCERTcommunication tools. The powersupply will be used on the BCERTcommand post and future office.The power supply cost Php 8,500which was ordered from WarrenUy of EIB Radio in Manila.

BCERT RECEIVES AED(PROJECT MOBILE AED)

BCERT will be finally receiving itsfirst live AED from Australia. Thiswas donated by Michael AlanFreauf of SJANT/CareFlight andseveral donors thru onlinefunding. The Philip HeartStartAED will be name as BENJAMIN 1which is named after the latefather of BCERT Jeff Lascuna (Col.Benjamin Y. Lascuna PNP Ret.)who died on a cardiac arrestseveral months ago. The AED willbe the pilot tool of Project

Mobile AED on December 2017.BCERT is aiming to deployresponders on public areas suchas; malls, churches, parks andterminals.

BCERT EQUIPMENT ACQUSITIONWISH LIST UPDATED

A new set of targeted equipmentacquisition wish list was releasedlast September 25, 2017. Thepriority is on mobility, patientmobilization, communicationtools, and rope rescue set. Thisincludes an all terrainmotorcycle, rescue basket, radiosand additional personalprotective equipment. BCERT isbidding for local donors with thehelp of private entities. However,poor response were given and ahuge struggle for the localvolunteers.

The average cost for a brand newAED is Php 80,000 depending onthe model, brand and source.Philips, Zoll Plus and LifelineDefibtech are just some of themost trusted brands of AED.
