Background
• The SC Chair recommended Improvements to System Release and Document Publication (S30-20021028-005R2).
• Historically, many TSGs have “subcontracted” some of the 3GPP2 specification development activity to the TIA ballot/ballot resolution process to produce a quality document.
• Concern was raised by individual 3GPP2 member companies that the 3GPP2 publication process was not consistent across all TSGs and was divergent from the original intent of the 3GPP2 Partnership.
• The PMT developed a Publication Process Guideline document in response to these concerns that was presented to the SC at their May 2003 meeting.
• The 3GPP2 OPs were requested to review these Guidelines (SC action 2003/05-01) and to provide input to the PMT.

OP Input and Intent
• The OPs discussed the Publication Process Guidelines in conference calls during the June/July 2003 timeframe and provided their input via correspondence dated 31 July 2003 (S00-20030818-006).
• During their discussions, the OPs agreed that all technical development should be accommodated under the 3GPP2 banner, and that the 3GPP2 processes in place should be robust enough to meet the needs of the Partnership Project while maintaining the respective interests of each of the Organizational Partners.

The Revised V&V Process
• The key to the new publication process is the revised V&V process.
• V&V is a part of the specification development process. V&V is the process in which all technical issues associated with Technical Specifications and Reports shall be addressed, resolved, verified and validated by the TSG for the purpose of ensuring accuracy, consistency and integrity of the document.
• V&V comments may be received from 3GPP2 OPs.
