Preliminary reports indicate that Indian River County experienced sustained Tropical Storm force winds of 45-55 mph with gusts of 65-70. Rainfall reports indicate that Indian River County experienced 3-4" of rainfall east of 1-95 and 1-2" west of 1-95. There are multiple roads with localized flooding. There have been no reports of injuries. A preliminary damage assessment will be performed as soon as winds drop below Tropical Storm force. Current Situation Summary:

Indian River County, thankfully, was spared the wrath of what-was just yesterday was fGFecast as a dangerous and powerful Category 4 Hurricane Matthew. Preliminary reports indicate that Indian River County experienced sustained Tropical Storm force winds of 45-55 mph with gusts of 65-70. Rainfall reports indicate that Indian River County experienced 3-4" of rainfall east of 1-95 and 1-2" west of 1-95. There are multiple roads with localized flooding. There have been no reports of injuries. A preliminary damage assessment will be performed as soon as winds drop below Tropical Storm force.

Present Movement: NNW ... 330 degrees at 13 mph

Minimum Central Pressure: 944 MB ... 27.86 INCHES

An Extreme Wind Warning is in effect for Brevard County until 715 am for life­threatening winds and frequent gusts to 115 mph within the western eyewall. Matthew should continue to move NNW and once the extreme winds lift out of north Brevard County they should NOT encroach upon Volusia County.

Local Weather Forecast: • Winds are currently in the upper 30s to low tropical storm force but forecast to go below

tropical storm force by sunrise. • Lingering moisture and localized flooding throughout the day. • Lines of thunderstorms through this evening.

Indian River County Watches/Warnings: • The Hurricane Warning from north of Jupiter Inlet to Sebastian Inlet has been changed to a

Tropical Storm Warning.

• A Flood Watch remains in effe_ct through Friday evening.

• Hazardous boating conditions and a rip current danger into next week.

Impact to Florida/Indian River County (post-Hurricane Matthew):

• No known reports of injury. • Two homes reported damage from falling trees. • Damage assessment to be commenced once safely able to do so.

Indian River County Goals and Objectives:

General: • Performing a preliminary damage assessment (fire rescue and law enforcement).

• Developing a demobilization plan for the EOC. • Coordinating with the American Red Cross to demobilize 3 public shelters and 1 pet-friendly

shelter once the all-clear is issued. • Coordinating with I RC Health Department to demobilize the special needs shelter.

• Giving final press conference (scheduled for9:30 a.m.) • Determining any unmet needs with EOC partners. • Restore power to approximately 32,000 residents.

EOC Activation: • Levell (Full-Scale) effective Thursday, October 6, 2016 at 6:00a.m.

• Determining time to de-escalate ~OC activation to Level II (partial activation).

Damage Assessment: Damage assessment teams have been placed on standby and activation will be finalized if determined necessary.

Barrier Island Bridge Closures Bridges to the barrier island are currently closed pending evaluation of safe travel on the barrier island. · · ·

Government Closures: • County offices closed to the public today (Friday). Normal business operations resume on

Monday, October 10. • Recycling services have been suspended but will resume next week.

· • No garbage service Thursday/Friday but alternative days will be Saturday/Sunday. ·

Public School Closures: • Schools will resume normal schedule on Monday, October 10.

Proclamations/Declarations: -1. State of Florida Executive Order Number 16-230. 2. Indian River County- A Declaration of Emergency Oct. 6 effective 7:00a.m. 3. President Obama signs Florida emergency declaration on October 6.

Municipal Actions: All municipalities are currently closed but plan on resuming normal business on Monday, October 10 (tentative).

Recommended Public Actions:

1. Only emergency travel is recommended due to gusty winds, strong squalls, and debris on roadways. Some road closures due to localized flooding.

2. Observe safety precautions when using a generator. 3. Use caution when cleaning debris around your home.
