"3­and­1" PrincipleIf the foul is by the team not in possession either behind or beyond the basic spot or by the team in possession beyond the basic spot, the penalty is enforced from the basic spot.  This is the "3" in the name.  The fourth is the remaining one ­­ by the team in possession behind the basic spot.  This is the "1," and the penalty is enforced from the spot of the foul.

AnswerThe 15 yard penalty isfrom the B­40 which isthe end of the run. A'sball 1st and 10 at theB­25. The first running play which includes the fumble ends at the B­35, but the basic spot is atthe end of the related run, the B­40.  The second running play, A65's, is not a factor in administering the penalty because the foul occurred during the running play related to A8.
