In determining best value, Proposals will be evaluated based on the selection criteria as fur-ther referenced in the proposal documents. The selection criteria and ranking includes analysis of the quality of the proposer’s work (10 points); ability to maintain schedule (10 points); reputation with change orders (10 points); responsiveness to warranty issues (10 points); client satisfaction (10 points); length of time in business (10 points); experience constructing similar facilities (10 points); experience of proposer’s team (20 points); experience with HCESD 17 (10 points); and proposal amount.

A Certificate of Responsibility is a valid Prequalification Approval Letter issued by TxDOT stating that a Bidder is qualified to bid on State Highway improvement contracts pursuant to 43 Texas Administrative Code, Section 9.12, as it may be amended from time-to-time, and Chapter 15, Article IV of the Code of Ordinances, Houston, Texas.

Project S-000035-0185-4, is expected to be funded in part by a loan from the Texas Water Development Board an agency of the State of Texas. Neither the State of Texas nor any of its departments, agencies, or employees is or will be a party to this Contract. Low Bidder(s) will be required to comply with the federal wage and payroll requirements issued by the U.S. Department of Labor under the Davis-Bacon and related Acts, as further described in Document 00806. This contract is subject to the Environmental Protection Agency’s (EPA) “fair share policy”, which includes EPA-approved “fair share goals” for Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) firms. EPA’s policy requires that contractors make a good faith effort to award a fair share of subcontracts to Minority Business Enterprise and Women-Owned Business Enterprise firms.
