EXECUTIVE SUMMARY MTE Consultants Inc. (MTE) was retained by the Region of Waterloo (ROW) to conduct 2018 Asbestos Reassessments at select ROW facilities. The purpose of the project is to reassess and document the location, type, and condition of identified asbestos-containing materials (ACM) present within the buildings and make appropriate recommendations for management, abatement or remedial activities, as required. This report pertains to the buildings at: Facility Name 150 Main Street, Cambridge

Building Name 150 Main Street Office Summary of Findings A detailed summary of findings is provided in Appendix A. The following ACM was identified at the time of the inspection:

• Hard texture coat on overhangs; • Mastic beneath non-asbestos containing 12” x 12” white with small black fleck

vinyl floor tiles; • 12” x 12” brown fleck pattern vinyl floor tiles; • Paper heat shield within a light fixture; and • Suspect exterior window and door sealants.

Summary of Recommendations A detailed summary of recommended actions is provided in Appendix A. Damaged ACM was identified and requires removal or repair. Damaged ACM was also identified and requires annual monitoring. These are items which display minor damage; however do not pose an immediate risk to workers from exposure to asbestos fibres due to the current condition of the material and/or location. No remediation is required at this time, however these items should be monitored on a yearly basis for evidence of continued degradation. Should the condition of the material change an evaluation should be completed by a competent person to determine remedial action. This audit was conducted for the long term management of ACM within the building. If any construction, renovation, alteration, or maintenance activities are required or planned, additional inspections are required. A Designated Substance Assessment is required prior to completing any demolition or renovation activities at a facility as outlined in the Section 30 Occupational Health and Safety Act (OHSA).

1.0 INTRODUCTION An inspection was conducted by MTE on March 28, 2018 by Paul Semeniuk. This report pertains to the building at: Facility Name 150 Main Street, Cambridge

Additions - As part of this assignment MTE reviewed “Re: Asbestos-Containing Materials Assessment, 150 Main Street, Cambridge, Ontario, Pinchin File: 115632.019” which was prepared by Pinchin Ltd. and dated May 26, 2017. 2.0 SCOPE OF WORK The Scope of Work for this assessment was completed by MTE and included the following activities:

• Review of historical reports and documentation pertaining to ACM within the building, provided by ROW;

• Visual inspection to assess the condition of previously identified ACM and address the condition, type and friability of any newly discovered ACM;

• Collection of bulk building material samples suspected to contain asbestos for select ACM previously identified as suspect ACM as well as any ACM previously undocumented;

• Submission of samples to an accredited laboratory; • Interpretation of laboratory results; and • Preparation of this report of findings and recommendations.

3.0 METHODOLOGY

This inspection was conducted by visual and laboratory identification methods for the assessment of ACM and their corresponding location, use, condition, and friability. The areas outlined in Section 2.0 were inspected limited to building components, materials and service connections. Notwithstanding that reasonable attempts were made to identify all ACMs, the possibility of concealed material exists and may not become

visible until substantial demolition has occurred and therefore are currently undocumented and did not include the following.

• Locations that may be hazardous to the surveyor, such as electrical equipment; • Where invasive inspection could cause consequential damage to the property or

impair the integrity of the equipment, such as roof system, sealants, exterior finishes, underground services or components of mechanical equipment;

• Locations concealed by building finishes that require substantial demolition or removal for access or determination of quantities;

• Materials that is present in such an inconsistent fashion that without complete removal of finishes, the extent cannot be determined such as mastics, floor levelling compound and paper products;

• Non-permanent items or personal contents, furnishings; and • Settled dust or airborne agents unless otherwise stated.

4.0 FINDINGS 4.1 Reassessment Findings A summary of ACM identified at the time of the inspection, is provided in Appendix A. Figures of inspected areas are included in Appendix B. 4.2 Analytical Results During this inspection no building material samples were collected. 4.3 Asbestos Work Records The following identifies areas of asbestos removal since the previous asbestos reassessment dated May 26, 2017:

5.0 RECOMMENDATIONS A detailed summary of recommended actions is provided in Appendix A. 5.1 Remedial Damaged ACM was identified and requires removal or repair. Damaged ACM was also identified and requires annual monitoring. These are items which display minor damage; however do not pose an immediate risk to workers from exposure to asbestos fibres due to the current condition of the material and/or location. No remediation is required at this time; however these items should be monitored on a yearly basis for evidence of continued degradation. Should the condition of the material change an evaluation should be completed by a competent person to determine remedial action. All asbestos work must be conducted by contractors who are trained and experienced in the type of asbestos operations required, and should be overseen by a qualified third party Health, Safety and Environmental professional. In order to conduct Type 3 asbestos operations, contractors must be certified as Asbestos Abatement Workers AAW (Trade code 253W) and Asbestos Abatement Supervisors AAS (Trade code 253S) by The Ministry of Training, Colleges and Universities (Ministry of Advanced Education and Skills Development) as prescribed by Section 20 of O. Reg. 278/05. 5.2 Long Term Management This audit was conducted for the long term management of ACM within the building. If any construction, renovation, alteration, or maintenance activities are required or planned, additional inspections are required. A Designated Substance Assessment is required prior to completing any demolition or renovation activities at a facility as outlined in the Section 30 OHSA. ACM may also be present in concealed locations. If any construction, renovation, alteration, or maintenance activities are required or planned, invasive inspections of concealed locations for potential ACM must be performed prior to such activities. Should any suspect ACM be discovered, work should cease and the materials should not be disturbed. Suspect ACM must be treated as asbestos-containing or sampled and proven to not contain asbestos. Any activities that require disturbance of ACM must be performed in accordance with O. Reg. 278/05. There are no requirements under current legislation to remove ACM from a building simply because it is present. However, O. Reg. 278/05 requires that an Asbestos Management Program be implemented and maintained by the owner/employer where ACM is identified or suspected present.

6.0 LIMITATIONS Services performed by MTE Consultants Inc. (MTE) were conducted in a manner consistent with the level of care and skill ordinarily exercised by members of the Environmental Engineering & Consulting profession. No other representation expressed or implied as to the accuracy of the information, conclusions or recommendations is included or intended in this report. This report was completed for the sole use of MTE and the Client. It was completed in accordance with the approved Scope of Work referred to in Section 2.0. As such, this report may not deal with all issues potentially applicable to the site and may omit issues that are or may be of interest to the reader. MTE makes no representation that the present report has dealt with all-important environmental features, except as provided in the Scope of Work.
