innovative strategic planning strategies

The Six Pillars of GIS Sustainability are used to guide GTG’s evaluations. They include the areas of GIS Governance, Data and Databases, Procedures, Workflow, and Integration, GIS Software, Infrastructure, and GIS Training, Education, and Knowledge Transfer. GTG believes an evaluation of these areas are important for a successful GIS Strategic Implementation Plan.

GTG’s Seven Keys to GIS success include (1) The development of a GIS Master Plan, (2) An effective Coordination or Governance strategy, (3) Identify and Showcase Quick Successes, (4) A comprehensive strategy for ongoing Education and Training, (5) Make it Easy to Use, (6) Implement a true Enterprise-wide solution, and (7) Quantify the Benefits and Costs.

A detailed training plan is key for local government organizations to sustain an effective and enduring GIS program. GTG offers training plans that include recommendations for training classes per user, specialized training opportunities, lunch and learns, GIS conferences, and educational seminars.

GTG performs a preliminary GIS assessment of an organization by designing and distributing an online questionnaire tailored to the specific needs of the organization. It helps GTG evaluate the organization’s current state of GIS and improvements they would like to see.

GTG offers an insightful benchmarking strategy that allows a diagnosis of the existing GIS health of an organization. GTG benchmarks these findings against similar organizations and identifies improvement areas.

GTG helps an organization establish a clear vision, goals, and objectives based on future improvements they hope to make and where they see their GIS program in the future.

GTG’s GIS strategic plans focus on producing solid outcomes that an organization can put into place and measure their success over time. Our methodology includes detailed recommendations and real results an organization can see.

GTG conducts GIS Local Government Technology Seminars to describe the GIS Strategic Planning process and to discuss methodology, approach, and Best Business Practices (BBP) in local government. GTG introduces many examples of how other organizations are using GIS technology.

To demonstrate a clear understanding of the business needs of all stakeholders of an organization, GTG conducts detailed departmental interviews during the strategic planning process. This gives GTG a clear understanding of the current state of GIS and future organizational goals.

Key Performance Indicators (KPIs) or Key Performance Measures (KPMs) are tools that will help measure performance over time. KPI’s are task driven and allow accurate and reliable monitoring of organizational performance.

GTG designs enterprise governance models and options for an organization based on recommendations for improvements in staffing and operations. These models can include centralized, decentralized, or hybrid.

GTG provides detailed Return on Investment opportunities for organizations based on the 16 key categories developed by GTG. These opportunities provide improved GIS business processes for an organization.

GTG identifies the Best Business Practices (BBP)’s for local government that an organization should implement during the strategic planning process for a sustainable GIS program.

GTG encourages consensus building among key members and decision makers of an organization. Our GIS strategic plans are designed to encourage collaboration, data sharing, and knowledge transfer between departments.

Citizen engagement is an important factor in GIS strategic planning. It is important to have GIS technology in place to reach constituents and to encourage interaction with local government, such as reporting an issue, finding a local park, or showcasing an event.

Company Experience The following are examples of GTG’s recent experience providing GIS consulting services.

GTG developed a GIS Implementation Plan including departmental Needs Assessment, GIS strategy and planning, and analysis and design for the Town of Windsor. GTG is the GIS staff for the Town, providing all services, including GIS data layer creation, ArcGIS Online administration, and GIS Viewer administration. GTG has administered the Town’s ArcGIS Online account and created the needed GIS data layers. Coupled with the ArcGIS Online deployment, GTG loaded GIS utility data layers selected for implementation into Esri’s ArcGIS for Local Government data model. GTG used the ArcGIS Viewer application to deploy the Town’s GIS and has provided maintenance as needed. Within a seven-month time frame, the town had newly created utility data layers; parcel layers including assessor’s parcel numbers (APN), ownership, property lines, and assessor maps; an aerial layer; and additional data layers sourced from other outside agencies loaded into the Esri ArcGIS for Local Government data model, as well as an intuitive application with each department’s data loaded for viewing and analysis.

GTG developed a comprehensive GIS Strategic Plan for the City of Roswell and has worked extensively with the organization to improve the quality, access, and efficiency of GIS data and services. As part of this effort, GTG conducted a Digital Data Assessment (spatial, tabular, and geometric) and migrated the City to Esri’s Local Government Information Model. Additionally, GTG worked with the City of Roswell to upgrade existing hardware and software, including a reconfiguration of the City’s server environment for optimal performance internally and externally. Migration of the core geodatabases to the LGIM enabled use of template applications and tools that operate with the LGIM.
