- Ensurefullaccessto,andexploitationofCopernicusSentineldata;- Furtherdevelop,withthejointCEOS-CGMSWGClimateandthroughGCOS,the
relationshipswithIPCCandUNFCCCrequiredtosupportobservationofclimateindicatorsinsupportoftheParisAgreement;
- Maintainandimproveeffectivenessofourstrategicpartnerships,includingwithUNagencies,DevelopmentBanks,internationalprogrammesandagencies;theeffectivefunctioningofGEO,andCEOSwithinit,isahighpriorityinthis;and,
- SupportfortheinitiativesproposedbytheCEOSChairsin2016and2017.
Toinformanddrivetowardsoutcomesfromitstwo-yearterm,theSITChairTeamproposesthattheSIT-32agendaassessthestatusanddirectionsofthesethemes,takingintoaccountdevelopmentsoverthepastyear.ThecontinuedimplementationoftheCopernicusprogram,aswellastheongoingactivitiesofexistingandnewCEOSdatausershasaffirmedthattheroleofgovernment-sponsoredcivilEarthobservation(EO)programmeshaschangedsignificantlysincetheestablishmentofCEOSin1984.Thepaceofchangeappearslikelytoaccelerateinthefuture,andthiswillchangethenatureofwhatspaceagenciesrequireofCEOS.CEOSPrincipals/DesigneesareaskedtocomepreparedtodiscussthefollowingtopicsandquestionsundertheSITChairthemes:
StrategicPartnerships
- ReviewtheCEOSandspaceagencyexperiencelinkedtodevelopmentbanksandUNagencies,whichareoftencentraltointernationalcoordinationofgovernmentsindomainsthatareemergingasprioritiesforgovernmentEOprogrammes.Thecontextcanbecomplexandvariesbytopic/agency.CanCEOS,and/orGEO,establishmorestrategicandhigh-levelmodusoperandiforproductivepartnershipsintheseareas?
- ThescopeoftheCEOS-GEOrelationshipandhowCEOScanbothcomplementandleveragethestrengthsofGEO.SIT-32willreflectontheongoingchangesinGEOstrategicpriorities,governanceandstructure,andreportCEOSprogressininfluencingandsupportingtheGEO2016-2025Framework.
- AddressthethreestrategicprioritiesendorsedbytheGEO-XIIIPlenary:2030AgendaforSustainableDevelopment,ClimateChange–GreenhouseGasMonitoring(ParisAgreement),andDisasterRiskReduction(SendaiFramework),whilenotingtheCEOS-GCOS-UNFCCCcollaborationdiscussedbelow.

Someofthesetopicsandquestionscanbeansweredinshortorder,whilstotherswillrequirelongtermattentionandeffort–totheendoftheSITChairTermandbeyond.SIT-32willcontributetothesenextsteps,andthatthedialoguewillcontinueacrossthe2017SITTechnicalWorkshop,the2017CEOSPlenary,andontotheNOAASITChairtermin2018-2019.
