Technology clusters
The National Plan for Research 2002-2004 has the aim to contribute to Italy’s competitiveness through innovative policies based on technology cluster in high tech industries of which traditional industries could potentially benefit.The Ministry for University and Research launched three calls in 2002 for the constitution of regional Technology cluster. The criteria for the selection of projects were:- Analysis of the territory and explications of the benefits of a technology cluster for the Regional economy- Partnership between public and private actors (excellent public research center and private companies)- Development of a governance structure aimed at co-opting universities, companies, societies, and local institutions- Co-financing

In the 2003 the Italian Ministry of Education, University and Research has chosen the high tech cluster model as the main tool to foster innovation. The focus for nanotechnology was appointed in Veneto where was established The Italian High Tech Cluster for Nanotechnologies

Developing facilities and foster technology transfer - The District is engaged in planning and developing laboratories and research centres. The aim to use nanotechnology as a driver for the development of traditional companies creating structures exclusively dedicated to technology transfer and use of public fund Support new entrepreneurship -
The innovation is a bottom-up process too. The program supporting new start-ups is Nanochallenge a business plan competition which every year awards with a seed capital investment of 300 K€ the best business idea on nanotechnology.
Education, training and diffusion – The International Master in Nanotechnology is a post-graduate
program attracts brains from all the world and is a necessary element of scientific growth of the District. Nanoweek is a training and diffusion event organised every year from Veneto Nanotech to promote nanotechnology in the region

- Analysis of the impact of nanotechnologies on the main production sectors of Veneto companies
- Industrial sectors where Veneto holds a recognized leading position coincide with those where nanotechnology applications are already strong or have big growing potentialities for product or process innovation.
- Great number of university professors and researchers strongly interested in nanotech, so Veneto could start the nanodistrict experience with a good level of knowledge on nanomaterials characterisation.

- A specific knowledge and experience on nanotechnology in universities and research centers are necessary;- Companies interested to apply nanotechnology;- Deep policy makers commitment to develop a cluster strategy on nanotech;- Conspicuous long-term investments are necessary. - The cluster specialization must fully answer to the policy objectives that are contained in the principles and in the documents of EU planning: networking between universities and companies, technology transfer and start-ups having a high knowledge and education content, attracting the best researchers and scientists.- Facilities to develop applied research must be built- Nanotechnologies are used as drivers to develop traditional companies through structures exclusively dedicated to technology transfer. - Create educational paths (International Master in Nanotechnology), to support innovative start-ups (Nanochallenge) and to let people know what nanotechnologies are about (Nanoweeks)

VENETO DISTRICTSYSTEM MODEL
The law foresees that aggregations should submit a multi-annual project of development to be recognized as cluster or metadistrict on a regional base and so to participate to funding requests.The region annually issues a call only for the clusters or metadistrics recognized.The projects will be financed up to a maximum of 40% of total, the remaining 60% is to be charged to the participants. A project may be submitted by at least 10 companies that have joined to the district agreement, research organizations and Public Administration.

Productive District: companies integrated in a relevant productive system to develop a strategic project attitude that is expressed in a district development agreement in accordance with legislative tools (it includes a number of local productive companies not inferior to 100 with not less than 1000 employees operative also in systems of integrated specialization, in a specific supply chain)
Metadistrict: productive district that presents, besides already mentioned characteristics, an extended distribution of supply chains on the regional territory, and it is a strategic tool for the economy of the region (it includes a number of local productive companies not inferior to 250 with not less than 5000 employees, operative also in systems of integrated specialization, in a specific supply chain)
Aggregation of supply chains and sectors: group of companies that develop a common strategic innovation attitude. The aggregation requires an agreement made by not less than 10 companies, referent to the same supply chain or productive sector.

VENETO DISTRICTTYPE OF INITIATIVES
These are some initiatives for the aggregation of companies:
- Research, innovation and technology transfer projects, sharing specific knowledge of production process in order to increase competitiveness;
- Activities of industrial research, competitive development, prototype tests at district research centres, university laboratories, regional scientific parks or in companies adhering to a district or metadistrics;
- Reconversion of working cycle, energy saving intervention and use of clean energy on more production locations;
- Support to participate in EU projects.

- More than 90% of Veneto firms have less than 10 employees.- For Veneto firms there is a tradition to aggregate in a district- Aggregation in business network seems to be a way to overcome the dimensional limit of the companies in market globalization.

No significant problem to transfer the scheme to other country, nevertheless the collaboration and the participation of various bodies of regional government and public institution, universities, companies, research laboratories and category associations seems to be necessary.
