Board President Nick Patsaouras announced the possible fare hike, adding that some service cuts also might have to be instituted to make up a $47.5 million shortfall in the Dis- trict's operating budget if the Admin- istration's proposals were approved by Congress. Two of the proposed candidate alignments are similar to the existing Metro Rail route except Metro Rail trains would travel on an aerial guide- way down either Fairfax or La Brea. The other four staff proposals are all subway candidate alignments. These options connect with the existing Metro Rail route in Hollywood via Ver- mont or Western avenues. In addi- tion, they would branch south on either Olympic or Pico boulevards then veer west to San Vicente and end near Wilshire. Cover Story Mechanic Incentive Program Gears Up For Action in 1986 The Equipment Maintenance Depart- ment recently kicked off its Super- bowl of an incentive program that aims to send its most productive employees packing and on their way to Hawaii. It was designed to increase morale, improve productivity, and, most importantly, to recognize and reward those employees with out- standing work performance. Maintenance Department con- tract and non-contract employees at all operating divisions, South Park Shops, Maintenance General, Divi- sion 4, and Equipment Engineering will compete among each other as individuals and as teams on a quar- terly basis. All maintenance employ- ees are eligible to compete except superintendents and the director. Cash awards, trips, and various other prizes are all part of the Equip- ment Maintenance Recognition Pro- gram that became effective in 1986. Equipment Maintenance Director Rich Davis believes the program can build morale, stimulate competition, and be fun all at the same time. "By competing among ourselves we can improve productivity, our safety record, camaraderie, and build up a pride in belonging to a certain division. I know we have competent people out there and this is an attempt to recognize them and inspire others to do a better job," Davis said. Davis said plans to film a video promoting the program were in the making. The program is the development of an idea originally offered by Direc- tor Rich Davis. A program committee composed of Superintendents of Maintenance Sam Singer and Jack Eich, Supervising Equipment Special- ist Michael Bottone, Division 4 Staff Assistants Anne Aguerrebere and Annadean Arroyo, Equipment Spe- cialist Harold Peterson, and Personnel Assistant Kathi Harper refined the original concept into a workable incentive program. This same com- mittee will evaluate the performance of maintenance employees qualifying in the competition. A graphically dramatic poster employing the slogan, "Achieving Superiority through Quality Produc- tion" was designed to publicize the program. The program's logo was cre- ated by Kathi Harper and John Anaya. How the Program Works Each of the five component groups comprising the Equipment Mainte- nance Department maintains a varia- tion of the program applicable to their needs. Mechanic IncentiveProgram Gears UpFor Action in 1986

The Equipment Maintenance Depart-ment recently kicked off its Super-bowl of an incentive program thataims to send its most productiveemployees packing and on their wayto Hawaii. It was designed to increasemorale, improve productivity, and,most importantly, to recognize andreward those employees with out-standing work performance.

Maintenance Department con-tract and non-contract employees atall operating divisions, South ParkShops, Maintenance General, Divi-sion 4, and Equipment Engineeringwill compete among each other asindividuals and as teams on a quar-terly basis. All maintenance employ-ees are eligible to compete exceptsuperintendents and the director.

STAC Links RTD withTomorrow's LeadersThe first Student TransportationAdvisory Conference (STAC), one ofeight RTD Youth in Transit programsdeveloped by the Community Rela-tions Department, was held January25 at the Headquarters Building.

Eight pilot high schools partici-pated in this conference designed toelicit feedback from young transitusers while at the same time provid-ing them with information on timelytransportation issues. Those highschools participating included theDowntown Business Magnet, Univer-sity, Ganesha, Hollywood, AmeliaEarhart, North Hollywood, Cren-shaw, and Belmont.

The program, begun in the fall of1985, functions within a two-tieredstructure. At the first level a local taskforce is established at each of the par-ticipating schools. Six students arechosen, two each from the 10th, 11th,and 12th grades. The students, alongwith an advisor from their school andan RTD Community Relations repre-sentative, form a local committeecalled Transportation Task Force 2000.

At bimonthly Task Force 2000meetings transportation issues arediscussed, information is given, andideas are shared. Among the issuesdiscussed are topics such as over-crowding on buses, vandalism, andthe need for rapid transit in LosAngeles.

and and final conference in May. Themeeting to be held at the end of theschool year will be the forum in whicheach task force group will presentreports and recommendations to theentire conference. These reports willbe included in a final report which willbe officially passed on to the RTDBoard of Directors in June. Some ofthe topics which will be developedinto reports include crime prevention,pass ups, overcrowding, vandalism,passenger attitudes, rail transporta-tion, and bus drivers.

A panel discussion, ably led byCommunity Relations RepresentativeWanda Flagg, included the participa-tion of Cal State Northridge stu-dent Rick Johnson on handicappedusers; Magnet high school studentGeorgette Franklin on the studentuser; Ken Clark on senior users,Assistant Vehicle Operations ManagerJohnnie Johnson, Marketing Repre-sentative Rhonda Garcia, and Divi-sion 9 Maintenance Manager KenMiller. The marketing, operations,and maintenance personnel gave stu-dents an overview of their particulardepartment's functions.

Learman sees STAC as a vehicleoffering multiple benefits to both theDistrict and participating students."The students are afforded the oppor-tunity to communicate with the staffof the largest regional carrier in the

body presidents; the Summer YouthEmployment Program, an RTD jobsprogram; and Adopt-a-School, a tuto-rial service program provided to theLillian Street School in Southeast LosAngeles.

Chief architect of the Youth inTransit programs and Director ofCommunity Relations Lou Collierstated, "It is through intensive pro-

grams with the youth of our commu-nity that we can help educate themasses on transit, build local publicsupport constituencies, and fortifythe important role of transit in thefuture development of the LosAngeles Metropolitan area. Theseyouth transit programs are only abeginning in succeeding in thatendeavor."

LA City Council SeesMetro Tunneling Feasible

The program's project manager,Community Relations RepresentativeSandra Learman sees TTF 2000 as"our link with the future decisionmakers of Los Angeles County."

"These students have innovativeideas to offer the District and as theybecome familiar with the total transitpicture they are a great resource fortheir respective campuses and theircommunities," said Learman.

To broaden the informationexchange, students are given tours ofan operating division and the Head-quarters Building. Following theirexposure to District operations, taskforce members will be offered theopportunity to write articles to bepublished in a RTD/STAC newsletter.

The second level of the double-tiered program takes shape at the Stu-dent Transportation Advisory Con-ference '85-'86. At least twice duringthe school year, task force membersplan to meet at RTD Headquarters injoint session. At the January 25 meet-ing students reviewed program goalsand objectives, then broke into work-shops affording them the opportunityto learn more about rail transit, opera-tions, marketing, community rela-tions, and transit crime prevention.

Other Youth in Transit programssponsored by the Community Rela-tions Department include the ThomasG. Neusom Memorial Awards, a com-munity service and awareness pro-gram; Operation Teamwork, a crimeprevention project; the Youth Motiva-tion Task Force, a school drop-out pre-vention program; the Los AngelesCollegiate Council, an RTD advisorypanel composed of college student

The Los Angeles City Council January31 concurred with an independentpanel of technical experts that theMetro Rail subway is feasible to con-struct and operate.

The Council voted 11-3 toendorse a report by a panel of 10 geol-ogy and tunneling experts convenedby the City of Los Angeles last fall toreview RTD's safety plans for thedowntown construction phase of theMetro Rail project (MOS-I).

Following a two month review,the panel concluded "the MOS-I por-tion of the L.A. Metro Rail Project isfeasible to construct and operate ifappropriate precautions are taken."The panel recommended additionalstudies and safety measures to dealwith methane gas, abandoned oilwells, or unknown earthquake faults.Council approval is contingent uponagreement by the RTD Board of Direc-tors to implement these recommenda-tions. RTD General Manager JohnDyer has pledged that the Districtwould comply.

A prime concern focuses onuncharted oil and gas wells that couldbe ruptured by the subway tunnel bor-ing machines. Dyer told the CityCouncil that RTD is researching newtechnology developed by the oilindustry for detecting abandonedwells. He said it may be possible tolocate abandoned wells by drilling aprobe hole in advance of the boringmachines and inserting a magneticdetection device that can locate steelwell casings.

City engineers also noted thatthe Metro Rail route avoids known oilfields in the downtown area. More-over, a subway tunnel was safely con-structed and used in downtown LosAngeles between 1925 and 1955 as

part of the Pacific Electric Railway sys-tem.

That tunnel, which has beenabandoned, extends from SecondStreet and Beverly to Fourth and Hillstreets, the site of the old Subway Ter-minal Building and next to where oneof the five Metro Rail stations in MOS-I will be constructed along a 4.4 milealignment between Union Station andWilshire and Alvarado.

The division with the greatestoverall improvement rating will beselected as the Division of the Quar-ter.

The distribution of monetaryawards on the division level for theDivision of the Quarter will amount to$250 for the division manager, $150 tothe Supervisor II, $100 to the Supervi-sor I, and $100 to the Equipment Ser-vice Supervisor.

In addition, division employees(excluding supervisors) will be eligi-ble to participate in a raffle offering afirst prize of a weekend trip for two;second prizes, two tickets to theworker's choice of a sports event orshow; and third prizes, dinner for twoat a nice restaurant. To qualify for theraffle, an employee must have perfectattendance (no absences or tardies),no chargeable occupational injuries,no chargeable vehicular accidents,and no disciplinary action recorded inhis/her personnel file.

At a special presentation cere-mony, each employee at the divisionwill receive a division-of-the-quarterpin, a letter of recognition, and thedivision as a whole will be presentedwith a plaque.

The Central Maintenance Facil-ity or South Park Shops will competeinternally among its four differentshops for the soon-to-be covetedShop-of-the Quarter title. The criteriafor evaluation and eligibility for theCMF raffle are similar in structure tothe operating divisions.

Maintenance General, Division4, and the Equipment EngineeringDepartment will compete againstcomponent sections within each oftheir respective departments. Unlikethe operating divisions, there is noraffle, but the supervisor of each sec-tion within each department willselect an employee of the quarterbased on the criteria similar to thatused by the operating division rafflerequirements.

The program committee willevaluate each section's choice andselect an employee of the quarter. Theemployee selected for the quarter willreceive $150 and a plaque.

The quarterly competition leadseach maintenance employee to thejackpot at year's end. Two trips toHawaii will be included in separateraffles. Winners will be drawn fromthe names of all maintenance contractand non-contract employees whoworked during the quarter at a win-ning division, shop, or were selectedas employees of the quarter.

Superintendent of MaintenanceJack Eich said he's very excited aboutthe new incentive program. "I thinkit's very worthwhile. After all, it's theemployees that make or break us. It'snice to reward them with somethingother than a paycheck," he said.

There's an old saying that no one everbelieves. You've probably heard yourmother use it, and it goes: "Every-thing works out for the best:' In thecase of District Vault Truck DriverAudrey Powell there seems to be sometruth to it.

Audrey began operating a busfor the District in 1983, but was pulledout of service in March of last yearbecause of impaired vision. She has20/200 vision in her left eye as a resultof an injury she sustained from anunknown assailant.

She was reassigned as a clerk inthe Central Cash Counting Office,and was subsequently bumped to anopen position of mopper/waxer. Itwas beginning to look as if 1985 wasnot going to be Audrey's best year.

"I was very upset at first whenthey told me I couldn't drive," saidAudrey. 'After I was bumped from theCash Room, they (Personnel) askedme if I wanted to drive a vault truck.Well, I've been here ever since and it'sbeen fun getting all the special atten-tion."

The attention Audrey is referringto comes as a result of being the firstfemale RTD vault truck driver. As thefirst woman to drive a 20-ton Districtarmored truck, Audrey maneuversmoney vault carts weighing up to 700pounds when loading and unloadingto and from divisions and the CentralCash Counting Office.

The 28-year old mother to threechildren adds that she checks her ownoil and water, and fuels up the truckherself.

Audrey begins work Tuesdaythrough Saturday at 3 a.m. till 11:30a.m. "I think driving a truck is super!The stress is so much less. Youcouldn't make me go back to driving abus. Who needs all the hassle?" shesaid.

You've been prescribed some antibiot-ics and are you one of those who,when feeling better, stop taking what-ever prescription was given to you?Does your medicine cabinet havemany small vials with just a few pillsor capsules in each? Do some of thesemedications have expiration dates thathave passed?

Problems to Avoid

There are a couple of problems posedhere. First, unfortunately, many peo-ple never fully complete the cycle ofmedication prescribed to them. Youdon't like taking medications? But, onthe other hand, you may be allowingyour body to produce enzymes thatwill render certain antibiotics uselessfor future use. Only by using medica-tion as it has been prescribed do youassure yourself of a cure and protec-tion from harmful superbacteria or adrug-resistant organism in the future.

Second, in this unfortunatecycle, is the improper disposal ofmedications, especially antibiotics. Toprotect the environment, and to pro-tect future generations from drug-resistant organisms, you must inac-tivate the medicines by boiling themfor at least 15 minutes before flushingthem or putting them in the trash.(You can bake them but that takes halfan hour at 400°F.) When not killed,the antibiotic is allowed, even in smallamounts, to affect organisms theycome in contact with. When releasedinto the environment or when youhaven't killed the organism causing

No End in Sight

The drug companies are constantlysearching for different and strongerantibiotics because many people areeither allergic to or have an organismcausing illness that is resistant to themore common antibiotics. Thesesuper strong antibiotics are not better;they are stronger with potentiallymore dangerous side effects. Be kindto yourself and to our future genera-tions; dispose of all types of antibiot-ics, liquid as well as capsules and pills,by inactivating them and take yourmedicine as prescribed.

Many people still believe that gettingcancer is just one of those accidental,unlucky things about life. They tendto see it as an external force — some-thing that happens to them, that's outof their control, that they can't do any-thing about.

But people do have a significantrole to play in the evolution of cancer,and lifestyle is very important. Pre-dominantly, it's what we eat, how wetake care of our bodies and whether ornot we smoke that affects our individ-ual cancer risks.

I believe that it all comes down toa person's sense of self-worth. Any-one who has a realization of the mira-cle of life and just how incredible thisexperience is, who realizes that theirown good health is just as importantto their families and their friends as itis to themselves, is more likely to askthe question, "What can I do to main-tain good health and reduce my risksof getting cancer?"

The answer is fourfold: First,don't use tobacco. Second, follow aprudent diet. Third, follow the ACScancer checkup guidelines. And last,see a physician if you have any of can-cer's seven warning signals.

As the American Cancer Societymoves ahead with plans for its annualCancer Awareness Week April 7-13,the focus again is on educating thepublic about cancer prevention andearly detection. We're introducingwhat we're calling, "Recipes for Liv-ing," that will provide the public witheasy to remember suggestions for liv-ing a longer and healthier life.

During Cancer AwarenessWeek, ACS volunteers and staffthroughout the state will introducethese "recipes" which concentrate onthe five key cancer prevention andearly detection issues: the role ofnutrition, smoking and lung cancer,colorectal cancer, breast cancer, andcancer of the skin.

Smoking and Lung Cancer —Smoking has become the bubonicplague of the 20th century. It accountsfor some 30 percent of cancer mortal-ity in the United States today, and it isthe greatest preventable health hazardin our country. What we're looking forin this area is an educational break-through. We cannot expect a treat-ment breakthrough instead, becauselung cancer, by its very nature,spreads very quickly. The only way tocure lung cancer is by preventing it inthe first place. And the best way toprevent it is by not using tobacco at all— in any form.

Nutritional Considerations — Therole of a diet in cancer prevention maybe significant because the cause of atleast half of all cancer deaths in theU.S. is unknown. The two major die-tary changes recommended by theACS are a reduction in fat and anincrease in fiber in the diet. In addi-tion, the ACS recommends that every-one should avoid obesity, includevegetables such as cabbage, cauli-flower, broccoli and brussel sprouts,be moderate in consumption of alco-hol, and eat moderately of salt-cured,smoked, and nitrite-cured foods suchas ham, bacon, hot dogs, and bolo-gna.

Colorectal Cancer — Here, thefocus again is on keeping one's weightdown, reducing fat while increasingthe bulk in the diet. Colorectal canceris second only to lung cancer in termsof incidence, but it is one of the mostcurable forms of the disease. So earlydetection is very important. The ACSrecommends a digital rectal examina-tion every year after age 40, a stoolblood test every year after age 50, anda procto exam every three to five yearsafter the age of 50 following twoannual examinations with negativeresults.

Breast Cancer—The vast majorityof breast cancers — as much as 95 per-cent — are actually found by thewomen themselves. Self-examinationof the breast, then, is obviously veryimportant. The ACS recommends thatall women perform breast self-examination every month. Womenbetween the ages of 20-40 should havea breast examination by a physicianevery three years. A baseline mammo-gram should be done between theages of 35 and 40 for later comparison.And those over 40 should have a phys-ical breast exam every year and amammogram every year after age 50.

Skin Cancer — There is a clearconnection between skin cancer andexposure to the sun's rays. A personwhose occupation requires him/her tobe outdoors should take precautionsagainst chronic sun exposure. Othersshould use good sense and simplemeasures whenever working or play-ing in the sun to avoid excessive tan-ning or burning of the skin. Cover upwith a wide-brimmed hat, bandanna,long-sleeved shirts and pants. Usesunscreens with a Sun Protective Fac-tor (SPF) of 15 and avoid chronic,excessive, prolonged exposure to thesun's rays.

Safety Revises Emergency Preparedness Plan

The Safety Department is alsoworking on expanding HeadquartersEmergency Telephone System (ETS)to cover new annex office areas. Sincenew extension numbers cannot beadded to the ETS, the Safety and Tele-communications Departments areworking on using duplicate call num-bers in selected areas. This will freeextensions that can be used in newareas and improve the communica-tion network in the HeadquartersBuilding.

Also revamped was the selectionof key monitors. New monitor selec-tion criteria was developed to selectpersonnel who have first-level super-

As many may recall, the HeadquartersBuilding was evacuated in Decemberas a result of a bomb scare. Althoughuntimely and disruptive, the evacua-tion served as a good real-world testexercise and allowed the SafetyDepartment to identify major defi-ciencies in emergency prepared-ness procedures. Following theevacuation, many of the floor moni-tors reported they were unfamiliarwith response activities, uncomforta-ble in handling evacuation, or uncer-tain as to whether they can effectivelyissue directions to supervisors and/oremployees. Based upon these facts,the Safety Department quickly assem-bled an Emergency Preparedness TaskForce to evaluate and revise existingprocedures for handling emergencies.The first task undertaken was to

Those special guests includedPat Cleary from the Culver City PoliceDepartment and Richard Kanzeskiand Dennis Rosenburg from the LosAngeles Police Department.

In a short address to the Venicedivision employees, Director of Trans-portation Ed Nash remarked on theimproved relationship with nearbyresidents within the last year. Resi-dents in the area sought noise abate-ment improvements with which thedivision complied.

Nash reviewed the 1985 safetystatistics with employees. The goal for1986 is 4.5 per 100,000 miles of opera-tion. "I know I count on a dedicatedeffort on your part to bring the num-bers down;' said Nash.

Nash presented certificates toemployees with commendable safetyrecords. Those employees included(from Transportation): Thomas E.Vaughn, 17 years; Jeffrey L. Rowland,10 years; and Robert A. Carter, 9years. Those employees with six years

visory experience. This led to thedevelopment of a new EmergencyPreparedness Supervisors (EPS) ros-ter. "These individuals were selectedon the basis of their ability to acceptthe authority, responsibility, andaccountability necessary for carryingout emergency response actions," saidDirector of Safety Joe Reyes. "Super-visory personnel from every depart-ment within the HeadquartersBuilding were selected to provideexpanded coverage to all locations. Itis obvious that the EPS has the leadrole in implementing our emergencyresponse plans. The best designedplans constructed are only as good asthe personnel who you train to imple-ment them." For this reason ETS train-ing and exercise drills have also beenscheduled to be carried on throughoutthe year.

In January, the Safety Depart-ment conducted a training session forall newly appointed Emergency Pre-paredness Supervisors. The trainingsession included a presentation by Mr.Al Villere of the California Office ofEmergency Services. Mr. Villere gavean overview of the California Emer-gency Planning Program and how theRTD ties into this plan. Joe Reyes thenpresented a slide program whichshowed the entire Emergency Pre-paredness Plan for RTD and how theDistrict is involved in preparing forinternal and external emergencies.Following this, RTD Safety AnalystRobert Torres presented the Emer-gency Preparedness Plan for theHeadquarters Building.

A calendar of future trainingactivities was also announced at themeeting. Training activities have beendeveloped for both Headquarters anddivision personnel. The Los AngelesCity Fire Department will conduct afire suppression training class. Thetraining will consist of both classroom

theory and field application. Theclassroom training will consist of afilm, lecture, and question-and-answer period. A hands-on trainingwill follow, allowing for participants toextinguish fires with various equip-ment. This same program will bescheduled for all Maintenance andTransportation personnel.

Beginning March 24, 1986,theLos Angeles City Fire Department willpresent a 1 1/2 hour training session onearthquakes. The program will con-sist of a slide presentation showingthe effects of an earthquake, what thecity of Los Angeles can expect duringan earthquake, how to prepare, andwhat to do during and after an earth-quake. This program, for all EPS, divi-sion managers, and supervisors, willprepare them for subsequent trainingexercises conducted in conjunctionwith local authorities.

The Safety Department is con-tinuing its efforts to ensure thatemployees are well prepared inadvance, know what emergenciesmay take place, have a common sensefeel for what to expect, for what to do,and how to effectively communicateactivities. As a reminder, employeesmay obtain copies of the SafetyDepartment booklet "EmergencySafety Procedures at Work" for fur-ther information. A companion book-let to handle emergency procedures athome is currently available.

Sport Superstars Assist RTD with Kickoff Program

The 1986 RTD United Way CampaignKickoff Day held January 14 was attimes a zany pep rally with all the zestand enthusiasm remembered fromhigh school; but also a moving tributeto what is possible when people dareto dream and to care.

Kickoff ceremonies were held inthe Board Room at the HeadquartersBuilding. Special guests includedRaiderettes, Raider No. 91 Brad VanPelt, and Olympic Gold Medal Fly-weight Paul Gonzales.

Assistant to the General Man-ager and United Way Chairman DavidDominguez arranged for the appear-ance of the guests. The Raiders,Raiderettes, and Gonzales also visitedDivisions 3 and 10 as part of the open-ing day ceremonies.

Addressing the divisional anddepartmental United Way representa-tives, General Manager John A. Dyersaid, "The planning committee set ahigh goal this year. But, I'm confidentthey can meet it. I look forward to see-ing which department and divisionwill win this year with the most contri-butions."

ATU President Jerry Longattended the opening ceremonies andtold those gathered how he person-ally understood the need for UnitedWay services. Long is legally blind andhas multiple sclerosis. "United Way isone organization which has desig-nated resources to find a cure for thisdisease," he said. Long credited Me-chanic A Mike Bujosa, "whoworks very hard on these campaignsevery year," he said.

Representing the UTU wereArchie Grant and John Cockburn.Grant was enthusiastic in his supportfor the United Way and "sure thatOperator Sam Harper would take theUTU over the top this year."

Following the oral presenta-tions, Raider Brad Van Pelt, theRaiderettes Ramona Braganza, JillThompson, and Jackie Cole, andRaider's Community Relations Repre-sentative Gil Hernandez held a shortspirited demonstration for the UnitedWay. Following the pep rally, Hernan-dez showed off his hunky Super Bowl

ring and answered questions from theaudience.

The Raider/Raiderettes were fol-lowed by a short film entitled The Roadto Glory. The film recounts the story ofPaul Gonzales' rise from barrio gangmember to Olympic gold medalist. Itis a tender story that moved many inthe audience judging by the amountof throat-clearing and sniffing.

Gonzales was introduced byLAPD Officer and Trainer Al Stanky.Stanky, from the Hollenbeck Divi-sion, took Gonzales off the street andtrained him for the Olympics.

Gonzales said he was honoredto help the United Way because theyhelp out people who have dreams.

"Life is like boxing," said Gon-zales. "You have to fight for what youwant ... It's like the United Way,always shooting for something betterin life — and there's always somethingbetter in life."

Gonzales told the audience thathis winning the Olympic gold medalwas his dream come true. "If you havedreams — live them! But don't forgetwhere you came from and give some-thing back to your community," hesaid.

Miller, the 2nd Vice Commanderof the Dorie Miller Post #639, pre-sented colors along with two flag bear-ers and two riflemen. The 3.5 mileparade route began at Menlo Avenue,proceeding west on Martin L. King, Jr.Boulevard to Dorsey High School. Atthe ceremonial field, the color guardwas met by Supervisor KennethHahn who requested they post colorsfor the opening ceremonies. Judgedon military bearing, neatness, profi-ciency, and overall demeanor, theDorie Miller Post #639 Color Guardreceived the Booker T. WashingtonAward for first place honors in theQuasi Military category.

The Dorie Miller Post partici-pants were presented their award byBrigadier General Celes King III of the

California State Military Reserve.Miller is a sergeant major in theReserves assigned to the 302nd Infan-try Battalion, 3rd Brigade. He creditshis reserve experience for keepinghim in tip-top physical shape. "Itrained the men for the Kingdom DayParade. It had been quite a while sinceour team had posted colors so theywere really out of practice," saidMiller.

The National Cultural Founda-tion, Inc. sponsored the parade. Thefoundation is a non-profit organiza-tion dedicated to promoting culturalpride in minorities and racial har-mony in the United States. The DorieMiller American Legion Post was oneof many community organizations thefoundation invited to participate.

"I was elated when we receivedthe honor," said Miller. "It really wasstirring to be involved in the pride thatwas projected that day honoring sucha man as Martin Luther King, Jr. Hewas truly a great humanitarian."

RTD Roasts and Toasts Its BestThere was no shortage of retirementparties held in January or February.Billed as the "greatest retirementparty ever," the party honoring Divi-sion 18 Maintenance Manager MiltonSpencer for 40 years of service andMechanic A Leader Tommy Jones for30 years of service was held January 17at Stevens Steak House in Commerce.

Planners for the event, Supervi-sor H Franklin jack, and Eve Perkins,invited Assistant General Manager forPlanning and Marketing Al Perdonand Director of Maintenance RichDavis as guest speakers. The honor-ees, Spencer and Jones and theirwives, were chauffeured to the event.No expense was spared in preparingthis final tribute. "These individualsare precious and dear to us; therefore,we want this affair to always beremembered," said Franklin Jack.

The evening's entertainmentbegan with a short film entitled TheRed Cars; "for the sake of nostalgia,"said Eve Perkins. Milton Spencer wasthen roasted. The tales told on himbegan with the year 1945 when hestarted as a laborer for 74 cents anhour, six days a week. The eveningconcluded with a presentation of giftsand a farewell tribute sung by BeverlyDangerfield.

The retirement party for Pat and PattiKelly was held at the Quiet CannonInn in Montebello on January 24. Over330 friends, family, and co-workersattended the affair.

The occasion brought out theroasters, including Treasurer Joe Scat-chard who begged the Kellys, withtheir combined total of 80 years ofservice, to take their pension benefitsin time payments as opposed to alump sum which would probablydeplete the pension plan.

The event was planned by CarolSachs and Jan Miller. Assistant Direc-tor of the Contracts, Procurement,and Materiel Department (OCPM)Mike Hartpence acted as master ofceremonies. Entertainment was pro-vided by vocalist Andre Hanna,accompanied by pianist RichardDoremi.

The evening concluded with theOCPM Director Maynard Z. Waltersremembering his colleagues. "Youjust don't replace people like this," hesaid. "They may have had their differ-ences regarding their work, but theyalways left work hand in hand withtheir hearts singing."

Transportation Instruction hosted a"Bon Voyage" party for its retiringSuperintendent of Instruction Wil-liam Packard, Assistant Superintend-ent of Instruction Andy Anderson,and Transit Operators Supervisor BenCooper on January 30 from 11 a.m. to1 p.m.

Friends of the retirees from allover the District came by to bid themfarewell. Director of TransportationEd Nash presented plaques to Packardfor 32 years of service and to Ander-son for 43 years. Ben Cooper gave 39years of service to the District.

The Stops and Zones Depart-ment had personalized bus stop signsmade for Packard and Anderson.

Retirees Anderson and Cooperplan to take it easy for a while, butPackard's got miles to go before henaps. Packard recently sold his houseand purchased a fifth-wheel truck. Hebegan his cross-country travels onFebruary 7. Watch out for those rollingCalifornia stops in other parts of thecountry, Bill! The District will miss thededicated efforts of these employees.

OPERATOR'S STATEMENT:As I approached the intersection of Del Mar and Marshall, I observed a busstanding in the far side bus zone. Thinking I had enough room to pull in behindit, I continued through the intersection. As I pulled into the zone, I realized I hadmisjudged the distance, causing the rear of the bus to extend into the intersectionapproximately 10 feet. This caused an automobile to collide with the right side ofthe bus.

Stops and ZonesSupervisor Pete Serdienis offered Sty-ffe who he said was "quick to notice amissing bus stop sign" his own RTDbus stop sign inscribed with "Allan W.Styffe Open 24 Hours."

ing the General Services Department."He used to call himself the top mop;'she said. And, with that Allen andHarold Kelley presented Styffe withhis own mop and bucket along with adecorative wall clock.

Administrative Analyst Ray Tur-pin acknowledged Styffe's interest inphotography. To help him increase hisphoto library, Turpin presented himwith a gift certificate to the Earl V.Lewis camera store. TransportationSuperintendent Wes McCarns pre-sented Styffe with a Retirement Clubcheck. Superintendents of Mainte-nance Sam Singer and Jack Eich gavehim a type of lamp (made from a fare-box base) that only a motorman couldlove. Concluding the presentations,General Manager John A. Dyer com-mended Styffe for his distinguishedservice.

At the conclusion of the tributes,Styffe got his chance to respond to hisroasters. He thanked his wife for put-ting up with him and his wackyhours. To his critics, "In my infinitewisdom, when I did all those thingsthat turned out wrong, I reallythought they were right at the time."He reminded the audience that theyall had a common stake in holding theDistrict together. "Remember ahealthy District makes for a healthypension plan."

He started as a motorman in1954 with LATL, in 1986 he leavesmany friends at the RTD who willsorely miss him.

Division 9 held a joint retirementparty on January 30 in honor of topseniority Operator Wiley S. Bryantand Operator Clifford Querl.

Bryant has served the District for40 years and Querl for 29. Twentymembers of Querl's family, and Bry-ant's wife, came to join the operatorsin saluting them both. An afternoonreception hosted by Division 9 Man-ger James Cenderelli gave the manyoperators in attendance a chance cosay good-bye and wish the new retir-ees good luck. Manager Cenderellipresented them each with their retire-ment scrolls, and, of course, their lastpay check. "I'm going to stay aroundand get my house and yard in shape,"

Wearen't going to settle down, though.There's lot of things we want to do."

RTD UrgesSeat Belt Lawon School BusesThe RTD Board of Directors January 23adopted a resolution urging enact-ment of state legislation that wouldrequire installation and mandatoryuse of seat belts on all school busesand buses hired to transport students.

The special motion was intro-duced by RTD Director Jan Hall, whonoted that a new state law requires theuse of seat belts in private passengermotor vehicles as a means of reducingdeaths and serious injuries resultingfrom traffic accidents.

"I'm very pleased that the larg-est all-bus public transit agency in theUnited States has gone on record sup-porting legislation that would requireseat belts for school buses and thosehired specifically to transport stu-dents," Hall said.

Although RTD would not bedirectly impacted by such legislation,Hall said the District's support dem-onstrates its concern for improvingoverall traffic safety.

Copies of the special RTD Boardresolution will be sent to members ofthe State Legislature and the Gover-nor in hopes such a law will beenacted.

Jan Hall — The One You Call to Get Things DoneRTD Director Jan Hall agreed to aHeadway interview during the middleof her re-election campaign to theLong Beach City Council. The themeof her campaign: "She gets thingsdone." After an hour with Mrs. Hall,getting at some of the finer details ofher involvement in political life, youcome to believe her campaign slogan.She does get things done. At the timeof the interview, she's positively galva-nized by her campaigning, bristlingwith anticipation to get on with thenext item on the agenda, the nextquestion, the next issue.

She will tell you, matter-of-factly, about all the committees she'schaired and all the different organiza-tions she's a member of, from herrecent appointment by GovernorDeukmejian to the State Commissionon the Status of Women to the PTA ather children's high school.

Mrs. Hall has been active in poli-tics since she was a college student.Her involvement in transportationgoes back to the mid-60's, with serviceon the Long Beach Committee onEast-West Traffic, the Citizen's Advi-sory Transportation Committee, as analternate on the Los Angeles CountyTransportation Commission, andwith the Southern California Associa-tion of Governments. At the sametime she started serving her commu-nity she also began to raise a familywith her husband, Jack. When herchildren came, her commitmentsincreased to include the PTA, softball,soccer, baseball, Girl Scouts, Brown-ies, the Junior League, etc.

For her, winning the city councilseat for the first time in 1978 seemed anatural progression in the course ofher activity. Natural, maybe, if you'rethe bionic woman, thought thisreporter. But, bionic or not, Mrs. Hallis still a people person. Despite hermany responsibilities she is accessi-ble. She does not present herself ascomplicated. She casts a kind ofdown-to-earth charm over you thatputs you at your ease. You get the feel-ing that this woman, comfortable withherself, could just as easily kick backwith you on a Wednesday night towatch Dynasty as advise the governoron the status of women. "I like peo-ple. I love to be around them. I meetthe people in my district once a weekin a storefront office. People can justwalk in, no appointments, no plansahead of time, and ask me anythingthey want. If they want to complain, Ilisten. I also gladly accept compli-ments, too," she chuckles.

Looking back over her contribu-tions to transportation, she ranks asher most exciting accomplishment herefforts to halt the building of thePacific Coast Freeway in 1970. Thiswas a freeway system that was meantto run the entire length of the State ofCalifornia. "They said it couldn't bedone in a state that set such great storein its master plan for freeways. I was28 years old then with four little kids.The youngest was six months old. Iwas making speeches across the city,passing out literature from the back ofmy station wagon," she said. The planwas ultimately defeated, and the leg-islation was carried by GeorgeDeukmejian. "The experience rein-forced for me what I have alwaysbelieved and that is that people canmake a difference. When it was overwe wanted fireworks!"

Whether it is City Hall or theRTD, what Mrs. Hall believes aboutour system of government is that peo-ple are its most important component."I believe in a government thatencourages the people it represents tobecome a part of it. That's an impor-tant goal of mine. It has been since thebeginning. I remind people that gov-ernment is not a thing, but is in factmade up of people who want to heartheir problems and attempt to workwith them to solve them." She doesnot believe government is the savior ofthe people. "I think governmentworks with people to solve problems....Sometimes that means the govern-ment doesn't do anything, but thepeople do."

She brings a refreshingcommon-sense attitude to politicaldecision-making. When she talksabout it, she does not obscure it in thedouble-talk of politico-babble. In factshe demystifies the process for you."When you work toward a decisionwith your colleagues, the process issimilar to what most of us deal with inour lives. It's what happens in yourfamily. Say half want to go to thebeach while the other half want to goto the movies. If you want to go to themovies, you find yourself lobbyingfamily members to get that to happen.I don't think it's any different on theLong Beach City Council or the RTDBoard of Directors."

Mrs. Hall was appointed to theRTD Board of Directors in 1981 bySupervisor Deane Dana. Since herappointment she has chaired the JointDevelopment and Finance Committeeas well as the Advisory Committee onBenefit Assessment Districts.

"My RTD tasks fit into my per-sonal style very well. I've always beeninterested in development." Jointdevelopment is consistent with herpolitical beliefs that prefer a minimalgovernment profile in the lives of citi-zens. "Joint development means theRTD becomes a partner with the pri-vate sector in building Metro Rail."This partnership revolves aroundproperty, its acquisition, developmentand final disposition. Upon comple-tion of the Metro Rail Project, the landused for staging areas and construc-tion yards will no longer be needed.At that time they will be offered to bid-ders from the private sector.

"Hopefully, we will be able tostrike an arrangement with the privatesector such that the benefit the RTDreceives can be used directly to fundthe construction cost of Metro Rail."The revenue is also expected to con-tribute to the long-term maintenanceof the rail system as well.

"The net result of this is that theRTD generates a revenue source forpublic transportation and the privatesector has the opportunity to con-struct something it probably couldn'tdo without our property. It's a win-win situation for everybody:'

Director Hall likes the concept ofthe private-public partnership in pub-lic works projects and thinks it shouldbe done more often than it is. In herown district in the City of Long Beacha boardwalk that badly needed restor-ing was rebuilt through such a part-nership. "It was a $1.2 million project.The people in my district raised$30,000, Long Beach City College sup-plied construction instructors, and weused the Summer Youth EmploymentProgram to provide the labor. Themoney raised was used for materialsand we used the City of Long Beach'stools. That public boardwalk wasrebuilt in two-and-one-half monthsfor a cost of $30,000," she said trium-phantly.

Applying this same partnershipprinciple to a larger public works pro-ject, Mrs. Hall set about steering theMetro Rail Benefit Assessment Dis-tricts Committee to consensus.

Benefit Assessment Districts arethose areas within a certain radius ofMetro Rail stations. These areasreceive certain benefits from suchproximity. For those benefits receiveda per-square-foot cost will be assessedon every building within the radius.The funds collected will be used tofund Metro Rail. "I felt this was a good

system to be used. The people whowould be paying the bill were on mycommittee. They had an opportunityto make decisions as to how muchmoney would be collected and whatthe rules would be:'

. When she can sit back and take abroader view of the Metro Rail picturenot narrowed by her own duties, Mrs.Hall finds it a thrilling venture. Whenand if Metro Rail is completed, she isconvinced it will provide us with analternative method of transportationin this county. "This is important tothe health of business and residentialcommunities. If we don't have analternative to the car, an alternativenot a substitute for, we will becomeburied by it."

She likes being on the RTDBoard and enjoys her colleagues. "It'sexciting to be part of such a large orga-nization. Everytime I see a bus on thestreet I realize I play a role in that busrolling down that street."

In addition to transportation,Mrs. Hall's interests are numerous.In 1985, Governor Deukemejianappointed her to co-chair the StateChild Care Task Force. This woman who gets thingsdone, what does she do for herself?How does she have fun? "I love toread, especially historical nov-els.... And football, if there's a footballgame on and the Rams are playing,I'm watching."

With her campaign in full swing,there are few games she is watchingthese days. Her schedule is tight andtime has become a precious commod-ity. Transit Police Open New Fitness Center

The Transit Police were in a mood tocelebrate January 17. They had put thefinal piece of equipment in place tocreate a physical fitness center at theirheadquarters.

At the unveiling, several of theofficers were busy doing armcurls onthe universal gym, while others didsit-ups on the slant board, or grabbedthe oars on the Precor 620 rowingmachine.

The reason for procuring theequipment was to assist officers inretaining good muscle tone and ahealthy heart rate stated Lt. DavidDeLuca. "You need a physical outletin this profession;' he said. "With theunconventional hours in this work,having a fitness center on site makesworkouts more convenient."

There is never a dull moment forMaintenance Division 3310 ShiftSupervisor Dieter Hemsing. "I'vetraveled Europe out of a tote bag, metpractically every military general inthe European theater, and was a jani-tor at Disneyland over 15 years ago."

Dieter Hemsing's military careeraccounts for the majority of his adven-tures. Dieter worked for the NationalSecurity Agency of the U.S. StateDepartment and was assigned to theSpecial Intelligence Field. Four yearsof his Air Force stay were spent inBerlin and southern Germany. "InBerlin, I was a German translator. Itwas fun, but hectic and dangerous attimes." Classified at the highest levelsof security, Dieter says, "The FBI back-ground investigation only scratchesthe surface of it. Our involvement wasconsidered 'top secret'." Dieter doesacknowledge that, as a translator, hegained access to many of the govern-ment's secret missions.

Dieter served his last Air Forceassignment in southern Germanywhere he performed liaison dutiesand on-the-job briefings. "My pri-mary involvement was coordinatingbetween the Army and Air Force andNATO to make sure that missionswere understood and carried out asinstructed." As Dieter was serving hislast hitch, little did he know that so

"Working out is also such a greatrelease for the stress and anxiety builtup in this kind of work," said DeLuca."I think it's better to take it out in theweight room than to take it home tothe family," he said.

According to Lt. Ernie Munoz,the fitness center is not the first evi-dence of the Transit Police's interest inphysical fitness. "Before the fitnesscenter was installed, we set up a S-mile jogging course from 6th and Cen-tral Streets over the bridge to SotoStreet with the return trip back on 7thStreet. We also sponsored the Run-Walk at last year's Health Fair," hesaid. Many of the officers also com-pete in the California Police Olympicsheld yearly.

Germany as a country, as well asits culture and language continues toremain a vital link between Dieter'spast and present. He immigrated tothe U.S. from Hanover, West Ger-many. He taught a German class at CalState Fullerton and has previouslytaught German at Cerritos Junior Col-lege, where he met his wife. Dieterhas one son.

As a hobby, Dieter is a Porschemechanic. "Porsche's are fun to workon and I've also owned a few. I snowski and like long-distance running.I've participated in a couple of mara-thons."

Dieter enjoys his job here at theDistrict. "I'm very happy here, its thelongest job I've ever kept. Never bor-ing, always something new." He feelsthe cross-section of people he has met

Employees FitFor those of you who want to exercise,but don't want to go to a gym, spa,or go jogging, why not take a hike?Walking is a movement one takes forgranted. Not only does it burn calo-ries, it energizes you, helps strength-en the cardiovascular system, andimproves the oxygen exchange in "one's lungs.

Just think:By walking a normal pace ofabout 3 mph, you burn off about300 to 360 calories per hour,about the same as a slow 4 mphjog, which burns off about 300calories.By taking a brisk walk of 4 mph,you use about 475 calories perhour.

By racewalking or powerwalking5 to 7 mph, you burn 535 to 960calories an hour, contrasted to480 to 690 for jogging at 8 mphfor the same period of time.That's because maintaining thatspeed for walkers requires moresteps and more exercise.

Currently, on Mondays and Wednes-days from 1:30 to 2:30, walking tripsare being made from the RTD Head-quarters Building to Chinatown, EchoPark, or to the Coliseum (location var-ies from day to day), ranging from dis-tances of 2 to 4 miles roundtrip.Beginning April 1, 1986, a novicewalking group will begin trips onTuesdays and Thursdays from 12noon to 1:00 (a suggested time—a def-inite time will be determined at firstmeeting). Everyone who participates,walks at their own pace. There are norecords to be broken nor races to bewon. The only criteria are to meet ontime outside the main entrance and tobring bus passes for unexpecteddelays.If you are interested in participating inthese walks, it is suggested that youwear good supporting shoes (prefera-bly tennis shoes), loose comfortableclothing (or jogging clothes), andcome with the determination not togive up. Minorities and Women Get Fair Shake at DBE/WBE

The District's Office of DBE/WBE —what is it? The acronyms stump morethan just a few people. DBE/WBEstands for Disadvantaged BusinessEnterprises/Women's Business Enter-prises. The office, headed by AngelicaMartinez, exists to ensure that minor-ity and women's business enterprisesget a fair shake when it comes to com-peting for federally funded RTD con-tracts.

"The authority for the DBE/WBEProgram came about in 1982 as a resultof section 105(f) of the Surface Trans-portation Assistance Act originallyintroduced by Congressman ParrenMitchell," said Martinez.

The act, now incorporated intoDepartment of Transportation regula-tions, requires transit properties todevelop such programs and spend atleast 10% of the appropriated fundson minority and women's businesses."While the federal law stipulates thatwe provide opportunities for minori-ties and women to compete for feder-ally funded contracts, the District hasembraced a broader program," shesaid. "We take affirmative steps toaward contracts to DBE/WBEs usinglocally-generated revenue as well."

Martinez explained that theDBE/WBE program does not consti-tute a quota system, but rather affirm-ative action rectifying a situation ofunderutilization caused by past ineq-uities, including institutional discrim-ination. "That kind of discriminationmay not always come as a result of bla-tant disregard but rather as a customingrained over time that tends toexclude minorities and women. Thistendency for exclusion exists becausethese smaller, disadvantaged busi-nesses have not had the opportunitiesand financial backing in the past thatnon-disadvantaged businesses haveenjoyed," she said. It does not alwayshappen that the dollars available forcontracts go to DBE/WBEs. But, agood faith effort must be shown,nonetheless. "It is this element ofgood faith that constitutes a goal andnot a quota," she said.

Providing business opportuni-ties to minorities and women firstrequires the RTD to identify thoseobstacles that tend to hinder them."An exclusionary element to a poten-tial construction contract could be thebond a contractor is required to post.Because the DBE or WBE candidatemay be a new business, they may nothave a sufficient track record to get thefinancial backing to bond the job."Most contractors doing business withthe District are required to post a pay-ment and performance bond whichinsures the job will get done in theevent of financial loss or non-performance by the contractor.

"What we have done is to look atthe dollar thresholds on smaller jobs.We could waive the bonding onsmaller jobs to allow women andminorities to compete as prime con-tractors," she said.

For larger contracts, such asthose connected with Metro Rail, theCity of Los Angeles will set asideProposition A funds establishing aMetro Rail Bond Guarantee Program."This program will enable us to guar-antee 100% of a DBE/WBE subcontrac-tor's bond. The City will invest thesefunds with a financial institution thatwill issue surety bonds to DBEs and

WBEs. We don't set up these kind ofaccounts with just any institution.The financial institution must also bewilling to supply working capitalloans to the minorities and womenwho qualify:'

If it is beginning to sound likeeasy money, don't be misled. Minori-ties and women have to do theirhomework well in advance and perse-verance is a necessity in putting it alltogether. In order to qualify for thesurety bond program, women andminorities must be certified by theRTD as legitimate DBEs or WBEs, theymust be subcontractors on a MetroRail contract, and they must make fulldisclosure of their financial conditionfor presentation to the surety firms.Further, effort must first be made tosecure bonding in the conventionalmarket. This requires that the Districtsubmit bond application packages toat least three sureties, receive notifica-tion that none of the sureties will issuea bond without a guarantee, but thatat least one surety will issue a bondwith a guarantee for all or part of thebond.

Meeting the qualifications for asurety bond or for DBE/WBE certifica-tion can be a mind-boggling process,but it's part of Martinez' business toprovide technical assistance to thenew businesses.

The assistance she and her staffprovided to minority and women'sbusinesses netted those enterprises$6.6 million in RTD contracts during1985.

"Within the scope of our workwe include outreach," said Martinez.One of the many ways the Office ofDBE/WBE makes contact with theminority and women's business com-munity is to attend trade fairs such asthe Minority Business OpportunityDay held on January 30 and jointlysponsored by the Southern CaliforniaRegional Purchasing Council and theLos Angeles Area Chamber of Com-merce. These trade fairs allow minori-ties and women to introduce theirservices, products, and capabilitiesand at the same time to make contactwith large corporations and buyerssuch as the RTD.

"This year we participated in theMBOD trade fair along with staff fromthe Office of Contracts, Procurement,and Materiel (OCPM). We hope thisventure will generate a lot of new busi-ness for us," she said.

Martinez said one way userdepartments can help expedite thisprocess is to contact the Office of DBE/WBE well in advance. "By notifyingus early, we can identify companiesthat will be interested in competing."

While the RTD Board of Direc-tors and General Manager are com-mitted to the principle of providingbusiness opportunities to DBEs andWBEs, in order for it to work, it mustfilter down and across to all depart-ments. "We want to generate anawareness because we can't work in avacuum. The DBE/WBE program isnot just an Equal OpportunityDepartment program. This is aDistrict -wide program," she said.

But, you can't always sit backand wait for the entrepreneurs to callyou; not if you want a successful DBE/WBE program. Clearly, that is whatMartinez is after.

"The key to a successful programis awareness of the requirements on

Jewel of the Nile — **1/2

The philosophy in Hollywood seemsto be "If it made money the first time,quick, make a sequel, and maybe it'llmake money again." This goes handin hand with "So-and-so made moneywith that type of film, so maybe wecan too." It is this type of thinking thatbrings us innumerable sequels tomovies that really weren't that good tobegin with.

Actually, I enjoyed Jewel of theNile. It was a nice little movie; enjoy-able, somewhat funny, nothing out ofthe ordinary. Its main problem is thatit suffers in comparison with Romanc-ing the Stone, its predecessor. Romanc-ing the Stone was a good film, a neattwist on the Raiders of the Lost Ark for-mula. Jewel of the Nile is, without adoubt, a Sequel with a capital "S."

There's not really any newground; once again romance authorJoan Wilder (Kathryn Turner) anddrifter-turned-hero Jack Colton(Michael Douglas) find themselves inthe middle of adventure, this time inNorth Africa. Much of the plot is pre-dictable, but that's part of the fun. Weknow Joan's going to get into trouble;we know Jack is going to go after her;and we know Danny DeVito will popup at the worst possible moment,causing trouble for alLinvolved. This isnot supposed to be Dostoyevsky; thisis more like Big Macs for the mind.Knowing how everything will turnout, we can sit back and simply enjoythe wisecracks, the jokes, the wholeschtick that is trotted out for ouramusement. Occasionally, somethingnew will pop in to take you by sur-prise, but we aren't breaking ground.

If you liked Romancing the Stone,you will probably enjoy this. Whilethere are certainly better movies outthere to see, I can also name severalthat are far worse.

Out of Africa — *** 1/2Although much of 1985 was mediocreas far as movies went, there were a fewreal goodies. Out of Africa is one ofthem, a somewhat biographical film ofwriter Isak Dinesen and her time inAfrica. More than that, it is a lushexperience that seduces you with thewild beauty of a continent. It is diffi-cult to separate the beauty of Kenyafrom the story of Karen (Meryl Streep)and Dennis (Robert Redford), becausethat land is so much a part of theirlives and their love.

The plot is difficult to encapsu-late, and I'm not sure that is eithernecessary or wise. The focal point isKaren Blixen (Dinesen's real name)and her love affair with Dennis, ahunter. They meet shortly after herarrival in Africa in 1913, and the affaircontinues until their departure in theearly twenties. There are other inci-dents along the way, too numerous tomention, events that test her courageand inner strength, and these arewhat give the story its depth. Wewatch her grow from a woman whocarries all the trappings of the politesociety that she does not truly fit, to awoman who has come to grips with agreater reality — the need of the landand its people, and how that way oflife is slowly dying.

Meryl Streep is a wonder, theconsummate actress, and all thoseother nice things we've been sayingabout her for years. She has the abilityto draw your attention to her, evenwhen she is doing nothing; yet, at thesame time, she never dominates thescene so completely that you losewhat is happening. Robert Redford,whose character moves in and out ofthe action, is a perfect compliment asDennis. While Karen moves with anoften frantic intensity, he is calmwater, accepting life as it comes tohim, seeking the simple, theunspoiled. Also featured is KlausMaria Brandauer as Karen's husband,who starts and ends as a friend,always caring for her; his performancemakes him my choice for Best Sup-porting Actor this year.

Director Sidney Pollack skillfullymanipulates us and our emotions,capturing us in a love story in thegrand old tradition. It is this aspect ofthe film that has caused some argu-ments among the critics. Some havescoffed at it, dismissed it as an "oldmovie" for the sentimental types."They manipulate the emotions,appealing to the lowest commondenominator," an acquaintance saidcasting an aspersion, feeling that abetter film would have moved theintellect instead. Yet, it is emotionsthat make us dream, that make usreach beyond ourselves when we aremoved by something we cannotexplain or deny. I will always prefer amovie that moves my heart to onewhere I am coldly detached by intel-lectual distance. Make me laugh,make me cry, make me feel for thecharacters, or I have wasted the timespent in the theater. Out of Africa,which runs almost three hours, was awise investment of that time.
