OKEECHOBEE — On Oct. 20, the

Okeechobee Chapter of the S.A.R. (Sons

of the American Revolution) held its first

meeting at Beef O’Brady’s.

The S.A.R., established in 1889, is one

of the largest male lineal organizations in

the United States, with a membership of

over 33,00 around the world. Each member

has traced his lineage, using genealogi-

cally accepted documentation, back to an

individual ancestor (male or female) who

supported the American Colonies in their

quest to become a free and independent

nation. Support could have been in the

form of military service, patriotic service or

civil service during the years of the Revolu-

tion, 1776 to 1783.

The new Okeechobee Chapter officers

were sworn in by Colonel Patrick Niemann,

president of the Florida Society of the S.A.R.

The new officers are President Gary Miles,

Vice President Jim Pippin, Secretary/Trea-

surer Jim Kirk, Registrar Gary Howard and

Chaplain Jim Green.

Out-of-town guests included Florida So-

ciety Vice President William Lee Popham,

Caloosa Chapter President Robert W.

McGuire, St. Lucie River President Charles

Berger, Vice President Robert Beasley and

Director at Large Hall Riediger, among

others.

The Okeechobee S.A.R. Chapter plans

to carry on the tradition of its sponsoring

St. Lucie River Chapter by supporting

Okeechobee’s local charities and recogniz-

ing the contributions of our local citizens.

Okeechobee’s chapter plans to hold

monthly meetings at Beef O’Brady’s every

second Saturday of the month at 11:30 a.m.

On Oct. 9, 2018, members of the Big Lake Interact Club were excited to team up with Everglades Farm Equipment in Okeechobee to make an impact in our local community! Earlier this summer the Interact Club became aware that John and DeeDee Morris at Trail of Hope Animal Rescue in Okeechobee were in need of a little extra help. While assisting with some general service projects like painting buildings and helping with dog pens, they learned the Morrises’ only way to mow the large property was with a push mower.

John explained he was hoping to find a way to get a commercial-grade riding lawnmower to make the task a little easier on himself and volunteers, but Trail of Hope didn’t have the resources to purchase one. The students of the Interact club de-cided to organize a fundraiser but needed information on how much the cost would be. Through community contacts they were able to team up with Everglades Farm Equipment to locate a mower that met the needs of the animal rescue.

When the students asked about the price to begin planning the fundraiser, they

received some amazing news. Brad Lundy at Everglades explained he would “sell” the lawnmower to the Interact Club to be donated to Trail of Hope in exchange for a

pledge that the students would continue to do good things in our community.

The students of Big Lake Interact Club were thrilled to help Trail of Hope while

John and DeeDee were excited to complete the chore of mowing much more easily and quickly, allowing them to focus on their mission. None of this would have been possible without the amazing community support shown by Everglades Farm Equip-ment!

The Big Lake Interact Club is a commu-nity-based, Rotary-sponsored club of mid-dle and high school students dedicated to community service and leadership. Contact them through Facebook or by calling De-nise at 863-697-1468 for more information.

For as long as anyone can remember, there has been a Halloween carnival in Okeechobee. For many years, there was even a Halloween king and queen elected

at the carnival. The Nov. 6, 1953, issue of the Okeechobee News tells us that ninth- graders Wayne Rogers and Faith Walker were crowned king and queen that year and Joy Fountain and Danny Metz were crowned prince and princess. The

story explains that royalty were chosen by penny votes. At the end of the night, all the votes were counted and the girl with the most pennies became queen. The girl with the second-highest number became prin-cess. The boy with the highest number was king, and second place became prince. All the proceeds went to benefit the Okeechobee school system in some way.

Betty Williamson speaks fondly of her memories of the Hal-loween carnivals. She explained that when she was a child, that was her favorite time of year. She remembers the carnivals being held in the old elementary school, which she explained is now the school board administrative building. The first royal cou-ple that Mrs. Williamson recalls was Betty Jean Hansel and Elphia Harden in 1946. Mrs Williamson herself was even chosen to represent the senior class in the contest in 1951, but lost out to Freda Thomas. Mrs. Williamson doesn’t seem to have taken the loss to heart, though. She went on to describe helping with the carnival in later years when her children attended school.

According to the Okeechobee News article, they also used to hold a Halloween parade in town, and both the junior and senior high bands marched in it. All the children, dressed in their costumes, would march from the bandstand in the center of town all the way to the school, where

the carnival would then begin. Then, as now, there was a cake walk. Adults and children alike would compete for the chance to win one of the coveted homemade delights. Of course, Hallow-een would not be Halloween without costume contests, and attendees of the carnival have always enjoyed those. This year’s Central Ele-mentary School Fall Festival will be held at the school on Friday,

Oct. 26, at 5 p.m. Principal Joseph Stanley is excited about this year’s Fall Festival and hopes to see the whole town there.

Amendment 10To our community: As the constitutional officers of

Okeechobee County, elected by the citizens of our community, we want to first thank you for entrusting us with your local offices and we want to share our thoughts on why we SUPPORT Amendment 10 on the ballot.

Because of local power struggles in big cities such as Miami and Orlando, there has been a movement afoot to stop voters from being able to choose their own local officials. Amendment 10 is designed to prevent that from happening. A YES vote on Amendment 10 this November ensures all constitutional officers (sheriff, tax collector, property appraiser, clerk of circuit court and comptroller and supervisor of elections) are elected by and accountable to the voters of their county.

Locally elected, independent, and accountable constitutional officers protect

the community’s ability to determine who will serve as the officials that have the most direct affect on their lives. Constitutional officers are public trustees who protect public funds, communities, and our way of life, and remain accountable directly to and only to the people.

Amendment 10 also serves to protect our state in three more ways:

nance of the Department of Veterans Affairs to support the changing needs of Florida’s military members;

• Protects our families — Creates the Office of Domestic Securi-

ty and Counter Terrorism within the Florida Department of Law Enforcement;

• Protects our tax dollars — Improves state budgeting by starting

the legislature’s annual session in January of even-numbered years.

Blood donors save livesIn order to promote awareness of the

upcoming 13th Annual Okeechobee Blood Roundup to be held at the Freshman Cam-pus on Nov. 17 and 18, we share stories of local Okeechobee folks who have received donations of blood and the difference it made in their lives.

Four years ago, Kathy Dennis developed ulcers for which she received treatment, and assumed they had healed up because she felt good. Last year, Kathy went trick-or-treating with her son and grandchildren. When she went to bed that evening, she felt fine but, during the night, she belched and something came up into her mouth. She went into the bathroom, turned on the light and discovered she had belched up a chunk of blood.

Kathy thought she would get better, but then she began vomiting blood and eventually passed out from losing so much blood. Luckily, her brother was living with her at the time.

He found her and called an ambulance, and she was taken to Raulerson Hospital, where she received three units of blood to replace that which she lost.

She was then sent to Lawnwood Hospi-tal, where an endoscopy revealed her ulcers were still there and they were bleeding.

Kathy was released from the hospital and, although she was not feeling great, she went to work the next day. When she got home, she was thirsty so she drank a glass of orange juice. Before long, Kathy was vomiting blood again.

She received another unit of blood at Raulerson Hospital, and then she was airlift-

ed to Lawnwood Hospital, where another

endoscopy confirmed that her ulcers were

bleeding again.

Now, Kathy is on medication for her

ulcers and has to be careful about what

she eats and drinks. She thinks the stress

from losing a family member last year and

having to deal with Hurricane Irma caused

her ulcers to flare up.

Kathy was a blood donor in the past, but

now she is anemic so she cannot donate

blood. She wants to remind everyone that,

if the hospital had not had an adequate

supply of blood on hand, she would not be

here to tell her story.

A cab driver reported a man refused to pay him and threatened to kill him when he asked for his fare on Sunday.

According to a police report filed on Oct. 21 at 4:48 p.m., cab driver Larry Wisener picked up a black male and a female at the Economy Inn earlier that day and drove them to Douglas Park. Mr. Wisener reports driving the couple to two different locations in Douglas Park, one on Northeast 16th Avenue and one, a store, on Northeast 13th Avenue. The report continues that at some point the woman got out of the cab and got into a white van, and the man got out of the cab at the store and refused to come back out. The van carrying the woman left the area, and Mr. Wisener reportedly decided to go back to the motel where he had picked the couple up.

When he arrived at the motel room, he confronted the male passenger, demanding his $20 payment and threatening to call the police. At this point, the man offered to pay Mr. Wisener $10, and when he refused, the man offered $15. Mr. Wisener refused again

and repeated his request for the agreed-upon $20, stating he would call the police if he was not paid. Mr. Wisener said the man then grabbed the handle of a pistol he was carrying in a holster at his waist and threatened to kill him. Mr. Wisener began backing away, and the man went back into his motel room, at which point Mr. Wisener called the police.

Officer John Ziegler, Sgt. Dawn Wendt and Officers Raul Marrero, Luis Rojas and Jessica Francis arrived and knocked on the door of the room. The door opened and a black male stepped out with his hands raised. Officer Ziegler reported seeing a nylon holster but no firearm. After having the man step out of the room, Officers Ziegler and Marrero entered, and found the female suspect inside. During a search of the room, they found a Cobra semiauto-matic pistol with a fully loaded seven-round clip and a bullet in the chamber. They also found a rolled up dollar bill coated with a white powdery substance and two pieces of what seemed to be a pill of some kind. In addition, they collected a black ski mask as possible evidence. Two syringes filled

with an unknown liquid, a red tourniquet and a white substance that later tested positive for cocaine were also found. A fin-gerprint check revealed the male’s name as Xavier Layfette Fulks. He was charged with aggravated assault with a deadly weapon, a third-degree felony, and with retail theft, a misdemeanor. The report states his bond was to be set at his first appearance.

The female was identified as Melissa Ann Carter, and her record shows she has five previous felony convictions. Because Carter had unrestricted access to the gun and knew where it was, she was charged with possession of a firearm by a convicted felon. She was also charged with posses-sion of cocaine. Her bond was also to be set at her first appearance.

Man accused of threatening cab driver with gun

The following individuals were arrested on felony or driving under the influence (DUI) charges by the Okeechobee County Sheriff ’s Office (OCSO), the Okeechobee City Police Department (OCPD), the Florida High-way Patrol (FHP), the Florida Fish and Wildlife Conservation Commission (FWC) or the Department of Correc-tions (DOC).

• Lori Ann Snowball, 42, Southeast 25th Street, was arrested on Oct. 20 at 7:53 a.m. by OCSO Cpl. Bryan Lowe and charged with DUI alcohol or drugs 3rd violation or more with damage to property or persons. She was released on her own recognizance by Judge Jerry Bryant.

• Jared Barkley Butterfield, 31, U.S. 441 Southeast, was arrested on Oct. 18 by OCSO Deputy Daniel Eng and charged with possession of methamphetamine and drug paraphernalia. His bond was set at $5,500.

• Betty Louise Daugherty, 33, Northeast 39th Boulevard, was arrested on Oct. 18 by OCSO Deputy Tyler Ott and charged with grand theft. Bond was set at $5,000.

• Marquiria Diane Nesby Cross,20, Northeast 14th Avenue, was arrested on Oct. 18 by OCSO José Garcia and charged with felony- failure to appear. No bond was set.

• Robert Edward Thompson Jr., 23, Northwest 68th Street, was arrested on Oct. 18 by OCSO Deputy Tyler Ott on three out-of-county felony arrest warrants. No bond was set.

• Sherrie Spence Barnes, 54, Palm Beach, was arrested on Oct. 18 by OCSO Deputy Ashley Waskiewicz and charged with possession of a controlled substance without a prescription and five counts

possession of a possession New Legend drug without a prescription. Bond was set at $13,750.

• Xavier Laffyette Fulks, 24, Atlanta, was arrested on Oct. 21 by OPD Officer John Zeigler and charged with assault with a deadly weapon without intent to kill and retail theft. Bond will be set by the judge at first appearance.

• Melissa Ann Carter, 28, Northwest 24th Street, was arrested on Oct. 21 by OPD Officer John Zeigler and charged with possession of a concealed weapon by a convicted felon and possession of a sched-ule 2 controlled substance. Bond will be set by the judge at first appearance.

• Jose Contreras, 33, address unknown, was arrested on Oct. 21 by a member of the Okeechobee Narcotics Task Force and charged with possession of cocaine. Bond was set at $5,000.

• Luis Gutierrez, 33, Jupiter, was arrested on Oct. 21 by a member of the Okeechobee Narcotics Task Force and charged with possession of cocaine. Bond was set at $5,000.

• Donald Lewis Roberts, 65, U.S. 441 Southeast, was arrested on Oct. 21 by OCSO Deputy Dan Franklin and charged with domestic battery by strangulation.

• Barrett Gene Edwards, 25, Stuart, was arrested on Oct. 21 by OCSO Deputy Dan Franklin and charged with DUI alcohol or drugs. Bond will be set by the judge at first appearance.

• Ken Andrew Vargas, 34, Northwest 262nd Street, was arrested on Oct. 20 by OCSO Deputy Brian Cross and charged with grand theft, more than $5,000-less than $10,000, criminal mischief $1,000 or more

and burglary with criminal mischief. Bond will be set by judge.

• Marshall Kincaide Dreyer, 20, Estero, Fla. was arrested on Oct. 20 by OCSO Deputy William Jolly and charged with pos-session of a controlled substance without a prescription. Bond was set at $2,500.

• Kimie Martin Fulton, 55, Port St. Lucie, was arrested on Oct. 19 by OCSO Deputy Michael Cauley and charged with posses-sion of oxycodone and possession/use of drug paraphernalia. Bond was set at $5,500.

• Petie A. Lee, 31, Belle Glade, was arrested on Oct. 19 by OCSO Deputy Mi-chael Cauley and charged with possession of oxycodone and possession/use of drug paraphernalia. Bond was set at $5,500.

• Sally Ellen Lee, 37, Belle Glade, was arrested on Oct. 19 by OCSO Deputy Mi-chael Cauley and charged with possession of oxycodone and possession/use of drug paraphernalia. Bond was set at $5,500.

• Megan B. Lyons, 32, Ridgefield, Ct. was arrested on Oct. 19 by OCSO Deputy Michael Cauley and charged with posses-sion of oxycodone and possession/use of drug paraphernalia. Bond was set at $5,500.

• Charmel Levon Smith, 38, Northeast 15th Street, was arrested on Oct. 22 by OCSO Deputy Ben Vuleta and charged with trespassing on property, resisting arrest with violence and battery on a law enforcement officer. Bond was set at $5,250.

• Lisa Coonrod, 54, Southwest 12th Way, was arrested on Oct. 22 by OCSO Deputy Ben Vuleta and charged with DUI alcohol or drugs. Bond was set at $750.

• Richard Lawrence Watson, 42, North-east 304th Street, was arrested on Oct. 22 by OCSO Deputy José Garcia and charged with felony failure to appear. Bond was set at $5,000.

• Wayne David Blackmon, 40, North-west 240th Street, was arrested on Oct. 22 by OCSO Deputy José Garcia and charged with grand theft, more than $300 but less than $5,000. Bond was set at $2,500.

• Betty Louise Daugherty, 33, Northeast 39th Boulevard, was arrested on Oct. 22 by OCSO Deputy José Garcia and charged with violation of probation. No bond was set.

• James Rufus Vanover, 49, Northeast Eighth Avenue, was arrested on Oct. 23 by OCSO Deputy Joel Lacerte and charged with violation of probation (trespassing an occupied structure). There is no bond for this charge. He is also charged with failure to register as a career felony offender. There is a $5,000 bond for this charge. He is being charged for the misdemeanor offense of failure to appear. There is no bond for this charge.

• Bruce Lee Snell, 22, Northeast 14th Av-enue, was arrested on Oct. 23 by a member of the Okeechobee Narcotics Task Force and charged with one felony, possession of cocaine and one misdemeanor, possession of marijuana under 20 grams. Bond is set at $6,000.

• Tyrone Tyrese Frost, 17, Northeast 13th Avenue, was arrested on Oct. 23 by a member of the Okeechobee Narcotics Task Force and charged with possession of cocaine. He was taken to Okeechobee County Jail but will be transferred to the Department of Juvenile Justice.

After viewing security footage, Walmart Asset Protection Spe-cialist Carl Guerette called the Okeechobee Police Department to report several thefts. Damon Lee Cook, 39, was arrested on Friday, Oct. 19, after an investigation by Officer Raul Marrero. According to the arrest report, video footage on Oct. 13 shows a white male take a BearX Kronicle crossbow valued at $298 from the shelf and take it over to the luggage department, where he removed the anti-theft device. He then placed the bow under his shirt and put the box on the shelf with the luggage. The report continues that the man passed all

points of sale and exited the store without paying for the bow.

Investigation led to Choice Jew-elry and Pawn, where it was found that the bow had been pawned on the same day by a man presenting the identification for Damon Lee Cook. Further investigation revealed other items stolen from Walmart and pawned at the same store. There was video footage of these

thefts as well. The other stolen items were a Western Digital My Book computer hard drive valued at $179 and a Purple Razor Hovertrax valued at $257.98.

The report concludes that Mr. Cook has been trespassed from Walmart in Okeechobee and in West Palm Beach. His bond was set at $5,000.

David Edwin Tarner, 81David Edwin Tarner of Nahunta passed

away Sunday night, September 30, 2018, at his residence following an extended illness. Born in Chambersburg, Pennsylvania, he was the son of Ira Lester Tarner and Marie BakerByers Tarner. He was also preceded in death by his daughter, Edna Marie Altman; fourbrothers, Jake Tarner, Richard Tarner, Frank Tarner, and Cecil Tarner; three sisters, Mary E. Jenson, Ida M. Beard, and Louise Kline. Mr. David served many years in the United States Army Special Forces and worked as a Welder for the Mayport Naval Station. He was a mem-ber of the Assembly of God, and a true believ-er. He was also an avid bass fisher, hunter,and loved Harley Davidson’s.

Survivors include his wife of 59 years, Mary L. Flowers Tarner of Nahunta; his daughter, Dawn E. Tarner of Nahunta three grandchil-dren, Melissa Altman of Nahunta, Rose A. Thrift (Kevin) of Nahunta, and Jerry Altman of Key Largo, Fla.; two great-grandchildren, McKenzie Russell and Cody Russell; his broth-er and sister-in-law, Joe E. Tarner (Jean) ofSt. Thomas, Pa.; his sisnter-in-law, Bonnie F. Conner of Nahunta; his brother-in-law and wife, Billy Flowers (Donna) of Nahunta; his faithful companion, Chase; and several niec-es, nephews, other relatives, and friends.

Martha Godard Conely, 103OKEECHOBEE – Martha Godard Cone-

ly went Home to the Lord on Oct. 23, 2018. Mrs. Conely was born March 17, 1915 in Quincy, Florida to Dr. Robert F. Godard and Susie (Davis) Godard. She had a brother, Da-vis Godard (Regina) and a sister, Sarah Wil-liams (Charles).

She graduated from Florida State College for Women and was a member of Chi Omega Sorority. Mrs. Conelymoved to Okeechobee in the mid-1930s and was hired by the Okeechobee School Boardas the first Home Economics teacher. She married Judge Thomas W. Conely, Jr. and raised three children. While teaching homeeconomics, one of her former students, Mary Lena (Watford) Collins, was welcomed to live in the Conely home in order to finish highschool and continue her education at FSCW. Mary Lena has remained a close friendthroughout Mrs. Conely’s life.

Many lives have been influenced by her kindness, gentle spirit, and strong faith in herChristian belief. Mrs. Conely was active inthe Fine Arts Club, DAR, and taught Sunday school at First Baptist Church for 45 years.

When Mrs. Conely turned 90 year old, shedecided it was time to give her favorite car, “Elizabeth”, to her grandson, Tom, becausehe will take good care of her. Tom still has“Elizabeth” to this day.

Mrs. Conely was preceded in death by her parents; siblings; son, Fain G. Conely; and husband, Judge T.W. Conely, Jr.

She is survived by two children, Thomas W. Conely, III (Mae) and Martha Sue Vensel (Jim); two grandchildren, Thomas “Tom”William Conely (Kathy), of Apopka, and Kim M. Coble (Bill), of Atlanta; cousins, Jack Wolff (Opal) and Jo Wolff (Sylvia); nephew,Charles “Chuck” F. Williams (Laura) of HiltonHead, SC; and numerous relatives; all whomshe loved and cared about throughout her life.

Mrs. Conely will be cremated and laid to restbeside her husband in a private family only service. Memorial services will be held at FirstBaptist Church at a later date.

Taking the time to learn what to do when you are first on the scene of an acci-dent could be the difference between life and death. The Florida Department of High-way Safety and Motor Vehicles said that in 2016, auto accidents occurred an average of 1,081 times each day in the state of Florida. Considering this, the possibility of being first on the scene of an accident at some point in your life seems to be fairly high.

The Florida Drivers Association ex-plains, if you are involved in the accident in any way, you are not allowed to leave. This could be considered a hit-and-run, and your license could be revoked. If both

parties involved in a minor accident agree, it is permissible to exchange information (insurance and license) and leave with-out calling law enforcement. If you hit an unattended vehicle, you must try to find the owner and contact the police. If you can’t find the owner, you are required to leave a note with your contact information on it.

If you come upon an accident that you were not involved in, and emergency help has already arrived, get as far over as possi-ble to pass. Do not stop.

If you are the first one to come upon the scene of an accident, there is no law (other

than the law of human decency) requiring you to do anything. Public Information Officer Bill Saum of the Okeechobee Police Department advises that if you do choose to help, there are several things you should do:

• Call 911;• Park your car as far off the road as

possible and turn on emergency flashers so you can be seen;

• Turn off the ignition of any cars involved;

• If it is safe to do so, have someone stand several yards down the road and

wave a shirt or something to warn ap-proaching motorists;

• Check to see if anyone is injured, but do not move anyone unless they are in extreme danger from fire or drowning or some other life-and-death situation;

• Give first aid as needed.Officer Saum said he cannot stress it

enough: Use extreme caution when you are trying to help. Do not put yourself or others in danger. It will not do the injured person any good if you get yourself hurt while you are trying to help. If you can’t do it safely, don’t do it at all.

Setting an age limit on trick-or-treating is a hot topic this year, with many advocates on both sides of the issue. Chesapeake, Va., has recently been in the news as the town with an ordinance banning anyone over the age of 12 from trick-or-treating with a possible penalty of a fine of anywhere from $25 to $100 and/or up to six months in jail. The reality, though, is that Chesapeake’s ordinance is not new or unique. Many towns have had similar laws on their books for years. Virginia Beach; Suffolk, Va.; Holly Springs, N.C.; Apex, N.C.; and Upper Deer-field Township, N.J., are just a few.

The majority of these towns do not normally enforce these laws. They are on the books in case law enforcement needs to nip a problem in the bud. If older trick-or-treaters are causing any type of problem, law enforcement can then use the law to send the children home or if absolutely necessary, fine them or even arrest them.

Those who are against the age limit believe trick-or-treating keeps teens out of trouble on Halloween, and taking it away from them will cause more problems. Many also express concern about special-needs teenagers and adults who enjoy trick-or-treating. The laws usually do not address these concerns.

Okeechobee does not have any age limit on trick-or-treating at this time, and Chief Bob Peterson says there are no plans to change this. He explained Okeechobee normally does not have problems on Hal-loween, and the adults have as much fun as the kids do. He has no plans to take that away from them.

OKEECHOBEE — Save the date. The an-nual Okeechobee Community Choir Christ-mas Cantata concert will be the weekend of Dec. 14-16. The choir, in its 19th year under the direction of Sandy Perry, is rehearsing on Sundays from 2:30 to 4:30 p.m. and on Monday evenings from 6 to 8 p.m. at the Okeechobee Presbyterian, 312 N. Parrott Ave.

Rehearsal attendance is suggested, but not mandatory. All interested singers of any age, both locals and Northern friends, are invited to participate, especially bass singers!

Singers should be able to match pitch and read music a little. Rehearsals are stimulating and loads of fun. Music and rehearsal CDs with parts accentuated are provided.

At the Christmas 2016 cantata concert, 52 singers representing 15 local churches participated. The cantata will be present-ed at Okeechobee Presbyterian at 7 p.m. Friday and Saturday, Dec. 14 and 15, and at 3 p.m. on Sunday, Dec. 16.

Starting the week of Nov. 5, Okeechobee County code enforcement officers will visit the Treasure Island (TI) area. This neigh-borhood enhancement effort is intended to help property owners stay in compliance with county regulations and improve the appearance of the neighborhood. The county’s goal is to maintain safe and eco-nomically viable neighborhoods.

Code enforcement officers will inspect properties for the following:

• Outdoor storage such as car parts,

appliances and similar items;• Junk, trash and debris;• Overgrown grass and weeds;• Inoperable/abandoned vehicles;• Unauthorized farm animals;• Exterior property maintenance fail-

ures, such as broken windows, damaged roofs and other types of exterior damage.

The Yearling Middle School volleyball team battled their way to the top of the Treasure Coast Conference tournament on Oct. 20.

The girls beat their first opponent Sebas-tian River in two sets, 25-13 and 25-16. In the championship round, the team faced Storm Grove and were able to claim the championship in three sets.

The YMS squad showed some resil-iency early in the championship round when Storm Grove took the first set 25-16. YMS responded to their first lost set of the tournament by coming back in the second set and winning by a commanding score of 25-12. That win in the second set meant a third set would have to be played to decide the victor of the match.

Just as they have done all season, the YMS volleyball team came through in the

clutch and secured the victory with a final score of 17-7 in the third set. The victory brings their record to 15-1 overall and 12-0 in their conference.

Head coach Kellyann Campbell was pleased with her team’s performance in the tournament.

“We are so proud of the girls,” said Campbell of her team’s effort. “They were down in the first game and shook it off and were bound and determined to keep their record going and win the tournament.”

The 2018 season marks another impres-sive performance by the YMS volleyball program. The team was coming off an undefeated season in 2017, and with many of that team’s standout players moving on to varsity volleyball in high school, this year it would’ve been understandable if Yearling had faced a more challenging season in 2018.

But even after losing great players who

went on to have a very successful year in

varsity volleyball in 2018, the YMS squad

was able continue its dominant run that

started in 2017.

Now the YMS volleyball team will finish

the season and play their last games of the

year in the annual “Around the Lake Tour-

nament” on Oct. 27 at Pemayetv Emahakv

Charter School (PECS). The team is hoping

for a repeat of their performance in 2017’s

Around the Lake Tournament, where they

took home the championship.

“The girls showed how much they love

the game and their teammates, and all their

hard work paid off,” said Campbell of the

team’s Treasure Coast championship win.

“We look forward to watching the girls

play for the last time for YMS at PECS this

weekend.”

Powerlift Doors of Florida and Industrial Products Inc. will soon open facilities in Okeechobee County.

The Okeechobee County Board of Commissioners approved contracts for two new tenants at the Okeechobee County In-dustrial Park at their Oct. 23 meeting at the Okeechobee County Health Department.

Powerlift Doors of Florida will lease a building and lots 16 and 17 at 2570 N.W. 16th Blvd. in the Okeechobee County Airport Commerce Park. The building was formerly housed Wolley’s Sheds.

Powerlift Doors builds and installs hydraulic door systems and moving wall systems.

Company owner Lynn Shepard said the average salary per hour for employees will be $18 to $20 an hour. Some more experi-enced people may make up to $25 an hour, he added. The business will employ eight to ten people to start.

“We don’t have a lot of people,” he explained. “The reason we need a big place is because we build big things.”

The county agreed to waive rent for the first four months, with the expectation that most of that time will be needed for repairs and refurbishment of the building, which has been vacant for years.

The county also agreed to allow the rent-er to count up to $250,000 total in building repairs toward a percentage of the rent.

Annual rent will be $76,429. The repairs

and upgrades to the building will become the property of Okeechobee County.

Mr. Shepard noted the building does not currently have a certificate of occupancy (CO) and that a lot of repairs are needed before he can open for business there. He said most of that first four months will be needed for repairs.

When rent payment starts on the fifth month, 75 percent of the rent payment will go to the building repairs.

Mr. Shepard agreed to work with the fire chief to make sure the business and all operating procedures meet fire codes.

He also agreed to keep the grass cut and to install and maintain landscaping in front of the business.

“I would think you would like to keep it up just based on the fact that it will attract business to you,” said Commission Chair-man Terry Burroughs.

In other business, the commissioners voted to sell the building at 2455 N.W. 16th Blvd. to Institutional Products Inc. (IPI) for $217,000, and to lease three lots for $12,000 per year, on a 30-year renewable lease to IPI. IPI makes specialty products for the construction industry such as cabinetry for schools.

The building, which formerly housed Advanced Stone, was appraised at $217,000. It was built in 1998.

Another company, NexAir, also bid on the request for proposals, offering $250,000 for the building and $16,273 in annual rent for the lots. NexAir already has a location in the Okeechobee County Industrial Park,

adjacent to the Advanced Stone building. NexAir, which currently has 53 employees at its Okeechobee location, has been in Okeechobee County since 2016, NexAir LLC is a supplier of industrial, specialty, medical and bulk gases, welding equipment, weld-ing supplies and medical equipment.

Commissioner Bryant Culpepper said NexAir is a good company and has been a good tenant, but noted the building has been vacant for years. The county adver-tised for requests for proposals because IPI expressed interest in buying the building.

“IPI spent the time to come in and investigate the property,” said Commission-er Culpepper. “My concern is that building has been empty for five years. IPI needs the space available in that building. Some of those machines can be 18 to 20 feet tall.”

Juan Geymonat, of IPI, said his busi-ness is doing well in Miami. He said the Okeechobee location will be an expansion.

“I was looking for something more centrally located,” he said. “I was looking at a couple of the towns south of the lake.”

He explained he was invited to visit Okeechobee “and I really liked what I saw.’

“I understood that property was sitting there for a long time,” he said, noting that NexAir knew that property was sitting vacant.

The building is “ready for us do some-thing very quickly,” he continued. “It has the high ceilings we need.”

Mr. Geymonat said the business will be concealed within the walls of the building.

“We don’t use outdoor storage,” he said.

“Our business is very clean.”

He said they hope to continue to expand

the business to serve all of Florida and

Georgia.

He said that in the first year, they expect

to employ about 15 people. Pay will range

from $11.50 to $30 an hour.

“We will hire and train as many people

as we can from Okeechobee County,” he

explained.

The commissioners voted to accept the

offer from IPI, with Commissioner David

Hazellief casting the sole dissenting vote.

The City of Okeechobee solicits qualifications from licensed Florida Attorneys for the purpose of seeking a Special Magistrate to provide services in accor-dance with City of Okeechobee Code of Ordinances Sections 66-1, 70-191, 70-192, and Florida Statute Chapter 162. The established hourly rate for Special Magistrate services is $150.00, and the hearings should not exceed two (2) hours per month. Regular hearings are typically held on the second Tuesday of the month at 6:30 P.M. but can be adjusted upon request. The selected Attorney(s) must be a resident of Okeechobee County, and will be appointed to serve as Special Magistrate for a term of two (2) years, commencing upon ap-pointment, with options to renew or terminate the appointment per City Code.

Sealed Statements of Qualifications will be received by the General Services Department no later than 2:00 P.M. EST on Thursday, November 15, 2018, at City Hall, 55 SE 3rd Avenue, Okeechobee, FL 34974.

Any Attorney who has been disciplined by the Florida Bar or Bar of any other jurisdiction will not be appointed as a Special Magistrate, unless reinstated in good standing. 8. Demonstrated knowledge of administrative laws, land use and zoning laws, and local government regulation and procedures including the “Local Government Code Enforcement Boards Act,” and alternative methods of code enforcement found in Florida Statutes Chapter 162. Familiarity with the City of Okeechobee Code of Ordinances is required. 9. An up-to-date Curriculum Vitae shall be attached to the Statement of Qualifications.

B. Selection Process 1. After the scheduled submission opening, City staff will review each Statement of Qualifications. 2. Up to three (3) qualified Applicants will be selected by staff for an interview. 3. The final selection will be made by the City Administrator and the recommendation will be sent to the City Council for appointment, tentatively scheduled for the regular Council meeting of November 27, 2018, beginning at approximately 7:00 P.M.

C. Duties and Responsibilities:1. The Special Magistrate will perform duties as specified in the City of Okeechobee Code of Ordinances and Land Development Regulations, and such other duties as specified by the City Council. 2. The Special Magistrate will oversee all code enforcement matters in a qua si-judicial setting, and will be bound by the Florida Code of Judicial Conduct.3. The Special Magistrate shall adhere to the procedures and requirements of Florida Statutes Chapter 162, as well as research and follow relevant opinions from the Attorney General as published from time to time.4. The Special Magistrate must have knowledge and appreciation of the City’s small town and rural lifestyle when considering the issuance of code violations, but also understand the necessity for stringent code enforcement for the improvement of the community’s quality of life.5. The Special Magistrate shall, if requested, receive and hear public comment on the issues before the magistrate.6. The Special Magistrate is required to make findings of fact and rulings of law, concerning code violations, and issue those findings at the session when they are heard. Written findings and execution of fines and liens shall be prepared within seven (7) days of the meeting.7. It is the obligation of the Special Magistrate in his or her sole discretion, with input from the Code Enforcement Officer and/or witnesses to determine whether a violation has occurred. The City Attorney will attend the meetings but acts only as Counsel for the City of Okeechobee and its interests. 8. The City encourages the Special Magistrate to attend continuing legal education sessions concerning code enforcement and will pay for the fees for that session, including travel and per diem, but excluding lodging.

The City reserves the right to reject any or all responses, to amend or ter-minate the code enforcement process at any time, to waive any informalities or irregularities in any submittal, to award in whole or in part to one or more respondents or take any other such actions that may be deemed in the best interest of the City.
