Execu ve Summary

The full picture of the socio‐economic impacts brought on by the public health state of emergency under Covid 19

is not yet fully understood. However, the immediate and sudden changes to the social dynamic of society, including

office closures, shu ng of businesses, closures of public spaces, restric ons on gatherings, and sweeping travel

restric ons have had a significant short‐term impact on both crime and disorder. We know that with the link

between crime and the economy, par cularly unemployment, the full impact of the pandemic on crime and calls

for service is yet to be realized.

The Calgary Police Service has been tracking the impact of the Covid‐19 state of public health emergency on crime

and disorder pa erns in the city. Since the state of emergency was declared on March 15th 2020, general call and

crime volumes have shown noteworthy reduc ons. Restric ons on gatherings, closures of public spaces and the

large por on of the popula on being home‐bound have increased guardianship in residen al areas and reduced

the opportunity for certain crimes, such as robberies, break and enters and the s or and from vehicles. Overall calls

for service also saw slight reduc ons; however, there was an increase in ci zen’s reports of disorderly behaviours

and non‐criminal domes c conflict. With the reduc on in call volume, officers had more me to focus on crime

issues and trends, resul ng in higher clearance rates than is typical for this me of year.

Violent Crime

At the end of the first half of 2020 violent crime is down 17% from last year by this me and is 12% below the five‐year average for this period. The months of March through June saw volumes well below those recorded last year.

As the economy reopened in June violence is showing a slow return to average levels, although it remains well

below volumes recorded last year.

There were 16 homicides in the first half of 2020, a 45.5% increase from the average for this period. 2 of the 16

homicides were domes c mo vated. Gang‐related homicides have emerged as accoun ng for a higher propor on

of homicides than in previous years. Sexual assaults are at their lowest level in four years. A drop in the number of

reported Level 1 (common) sexual assaults drove the overall reduc on and account for just over 3 in 5 of all sexual

assaults. The ‘Other’ sex offences increased during the last quarter when compared to 2nd Quarter 2019; although

a numerically small increase, vic ms repor ng voyeurism tripled (21 vic m reports in 2020, compared to 8 in 2019).

Assaults account for roughly 70% of all violent crimes, with Level 1 (common) assaults making up the majority all

assaults. When compared to last year, common assaults are down, influenced heavily by a 28% drop during the

2nd Quarter. More serious assaults, those with a weapon or causing bodily harm, are also trending down this year

compared to previous years.

Robberies are crimes significantly impacted by the combina on of closures of businesses and limited public

movement. There was a 50% reduc on in the number of total number of robberies so far in 2020; commercial

robberies dropped by 54%, and person robberies by 47% from 2019 levels.

Domes c Violence and Domes c Conflict *

Fewer vic ms reported Domes c Violence than in 2019. Since March, reports of domes c violence have been

below the five‐year average, driven largely by a reduc on in Level 1 (common) assaults. There were, however,

higher numbers of vic ms of more serious assaults and sexual violence. Domes c assaults involving a weapon or

causing bodily harm increased. Domes c‐related sex offences are down from the 2nd Quarter of 2019 but are up

nearly 10% from the 5‐year average for the Quarter.

Calls made to police for assistance or police presence for escalated domes c disputes that have not reached a

criminal threshold increased sharply during the first three months of the state of emergency. These types of call

have started to track down since the restric ons began to li .

Property Crime

Property crime levels dropped steeply during the 2nd Quarter under the state of public health emergency.

Reduc ons were recorded in all categories, resul ng in a 29% reduc on for the same quarter last year and a 22%

decrease from the benchmark five‐year average. Enhanced guardianship of property, combined with a reduc on

of vehicles and property in public spaces are primary factors in these reduc ons. A return to more normal

movement pa erns, combined with economic pressures and high unemployment are expected to bring property

crime volumes back up to pre‐Covid levels.

When compared to the first half of 2019, break and enters are down 16%, driven down by a 29% reduc on

during the 2nd Quarter; during the last quarter dwelling break and enters registered a 44.5% reduc on and

commercial break and enters dropped by one‐third.

The s of and from vehicles make up more than half of all property crime. Vehicle the s had been trending on a

notable upward trajectory by the end of 2019. During the 2nd Quarter vehicle the s dropped 30% from last year

during the same quarter, resul ng in a year‐to‐date decrease of 13.5% when compared to 2019.

The s from vehicles had previously been trending upwards throughout 2019; during the 2nd Quarter they

dropped nearly 30% from levels recorded for the same quarter last year.

The 2nd Quarter resulted in a 65% reduc on in shopli ing as a large propor on of shops remained closed through the

quarter (comparison to Q2 2019).

Disorder

In addi on to monitoring crime levels, the Calgary Police Service uses a range of incident types from publicly‐ generated calls for service to monitor levels of disorderly behaviour. These calls tend to be seasonal and increases

during the warmer months can be expected. The incident types selected for this disorder index are those which can

have a nega ve impact on ci zens’ percep ons of safety, par cularly in public places. Calls about suspicious persons,

vehicles, unwanted guests and disturbances make up the largest por on of complaints received about disorderly

behaviours.

Elevated levels of disorder were noted during the 1st Quarter of this year, and a noteworthy progression through the

2nd Quarter. Increases in reports of suspicious persons, unwanted guests, noise complaints, disputes between

neighbors and landlord/tenants, party complaints and reports of possible gunshots. Ci zens with higher vigilance

and poten ally less tolerance for disorder, coupled with the shi to increased occupancy of residen al areas, and

redistribu ons of vulnerable popula ons under Covid –19 are contributors to addi onal repor ng of disorder.

REPORT NOTES

Most of the sta s cal data in this report is derived from the Calgary Police Service records management system (SENTRY) and compiled by the Centralized Analysis Unit. Disorder data is derived from the Computer aided Dispatch (CAD) system.

Repor ng is based on the most serious offence in the incident. Please note that offences are assigned to

the month in which the offence was reported, which is not necessarily the month the offence occurred. The

reported date is the first point in me at which the police were no fied of the offence and repor ng lag

may vary due to circumstances (these are typically property crimes where the vic m did not report the

offence un l a later date, or was unaware of the loss un l a later date, or late‐reported sexual assaults).

Also note that “a empted” offences are included in these totals. Violent crime, excluding robbery, is

counted by the number of vic ms, using the most serious offence against the vic m. Robbery, and all other

crime, is counted by incident using the most serious offence in the incident. Of note, cases are o en

cleared months and some mes years later. Consequently, clearance rates for previous years may appear to

be much higher than those of the present year. Cases “cleared by charge” and those “cleared otherwise”

are included in these clearance rate totals.
