EXECUTIVE SUMMARY SALGA in partnershipwith theCommonwealth LocalGovernmentForum(CLGF)havebeenworkingtopromoteplanninginselectedmunicipalities through the Small Town Regeneration (STR)Programme.TheEU-fundedEnhancingMunicipalitiesCapacity forDevelopment(EMCD)projectformspartoftheSouthAfricanLocalGovernmentCapacityDevelopmentProgramme(SLGCDP).
The SLGCDP builds on the existing work within the BojanalaRegenerationInitiative.TheEMCDaimstostrengthenthemunicipalsector by increasing capacities of the three (3) municipalities(Rustenburg LM, Madibeng LM & Moses Kotane LM) under theBojanala PlatinumDistrict (BPDM)municipality in theNorthWestprovince.
Centraltotheprojectistoimprovethecapacitiesofthemunicipalitiesto advance their local democracies through inclusive publicparticipation,withtheintentionofcreatinganenablingenvironmentforentrepreneurshipandeconomicdevelopment.
This approach is followed to ensure that the vulnerable groups,civilsocietyorganisations,businessesandotherstakeholdersalsoparticipatefullyindecisionsmakingoftheirmunicipalitiesonservicedelivery,implementation,monitoringandevaluation.Thisprojectwillstrengthen intergovernmental relationsbetweenmunicipalitiesandallrelevantstakeholders.
TheBojanalaPlatinumDistrictMunicipalityhasamassivepotentialof economicprosperity through itsmines, tourismandagriculture.Thechallengeinthisregionhasbeenhowtotapintotheseeconomicactivitiesasmunicipalitiesandcommunitiesinthearea.
There are existing mining; tourism and agricultural opportunitieswhich include the game reserves some of which are owned andsharedbycommunitiesincludinghotels,andguesthouses.SomeofthenaturalresourcesincludedamslikeHartbeespoortandMolatedidamsandtheMagaliesbergBiosphere.TheRegionstillexperienceshighlevelsofunemployment,povertyandinequalitymainlyamongsttheyouth,womenandpeoplewithdisabilities.
The traditional leadership namely; Royal Bafokeng, Bakgatla baKgafelaandBapobaMogaleplaya significant role in the region.It has been observed that there is limited integration betweenmunicipalities, communities, mining houses, traditional leadershipandotherstakeholders.Municipalitiesarealsofacedwithachallengeofbeingable tooptimallyexercise their constitutionalmandateaschangeagentswithintheireconomicspace.

INTRODUCTION Thecurrentglobaldevelopmentchallengeswhichincludepoverty,inequality,climatechangeandurbanisationamongothers,requirelocalgovernmenttoplayamoredevelopmentalroleinthedeliveryofservices.Theroleoflocalgovernmentisevolvingfrombeingregulatorytobeingdevelopmentalinresponsetothisdevelopmentcontext.
Thishasresultedintherecognitionoftheimportanceoflocalgovernmentindevelopmentashighlightedbytheglobaldebatesanddialoguesuchas;theEuropeanUnionCommunicationonEmpoweringLocalAuthorities(EuropeanUnion,2013),theCommonwealthLocalGovernmentForum(CLGF)GaboroneDeclaration(CLGF,2015)andtheSustainableDevelopmentGoals(SDGs)(UNDP,2015)amongothers.Specifically,theSDGsframeworkisimportantinshapingtheglobaldevelopmentagendafortheperiod2015to2030,andtheroleoflocalgovernmenthastobeclearlydefinedandsupported.
SALGA in partnership with EU, CLGF andCOGTA hosted amunicipal dialogue and peerlearningeventfrom29-30August2018inMosesKotaneLocalMunicipalitywithintheBojanalaDistrict.OnthefirstdayofthedialoguethedeliberationswerearoundAgriculture,MiningandTourism.ThefirstdayconcludedwithasitevisittotheSpecialEconomicZone(SEZ)Platinumvalley.
OntheseconddaythedelegatesvisitedMadikwegamereserveandriverlodgetoexplorethetouristattractionsintheregionandhowitcanbenefitthecommunity.InattendancewastheBojanalaDistrictanditslocalmunicipalities,sectorDepartments,andthelocalradiostations.

DAY 1 – BAKUBUNG BUSH LODGETheeventwasofficiallyopenedbytheActingExecutiveMayorofMosesKotaneLocalMunicipality,HonCllrLawrenceKapari.HeexpressedhisgratitudeandappreciationtowardsSALGAforselectingMosesKotanetobethehostmunicipality.Movingontothebusinessoftheday,theExecutiveMayoremphasisedtheimportanceoftheregioninthenationalcontextasatourismandmininghubofthecountry.Despitethenaturalresourcestheregionisendowedwith,theMayorexpressedconcernatthefactthatthepoorandmarginalisedareyettoreapthebenefits.
“It is this important that the Dialogue discusses mechanisms and strategies forequitablebeneficationfromtheregion’sresources”,theMayoradded.Theaudiencewasapprisedonprogresswith regard to themunicipalcooperationprotocol,withtheMayorconfirmingthattheMunicipalityhasresolvedtopartakeintheSALGAledBojanalaregionaldevelopmentprogramme.
Youthunemploymentcameunderthemicroscope,withtheMayorlamentingyouthunemployment. Thatbeingsaid,heurged thedialogueparticipants toensureallregionalprogramscreateemploymentandentrepreneurialopportunitiesfortheyouth.TheimplementationofSPLUMA,theExecutiveMayordecried,ispainstakinglyslow,andthishashadacollateraleffectoneconomicdevelopment.
Lastly, the Mayor applauded the Bojanala Special Economic Zone (SEZ)Programme,whichhebelieveswillbringabouteconomicopportunitiesinagriculture,manufacturing,andtourism.TheMayorcommittedthatthemunicipalitywillleverageonthisopportunitybylobbyingforlocalentrepreneurstobethemainbeneficiariesoftheSEZProgramme.

Success of the regional development Programme is largelydependentonpoliticalcommitment,andthespeechbytheExecutiveMayorcanonlybodewellforthefutureprospectsoftheProgramme.
In his opening remarks, theActing Mayor of Moses Kotane LM,CllrLKapariexpressedthegratitudeofthemunicipalitytohostthedialogue. He further highlighted that he believes the constituentmunicipalitiesofBojanalaPlatinumDistrictwerefullyawareoftheircapabilitiesasoneofthekeydestinationsofchoiceinthecountry.
Themunicipalitiesfurtheraimstopackagetheirtourismofferinginorder to create an enabling environment for potential growth andsustainable economic development, as he continued. TheActingMayorwenton tosay that thereareavailable resources that canbeexploredandusedtothebenefitofcommunitiesandalsocalledfor key partners such as SALGA, European Union, North WestDevelopmentCooperation,CLGFandstakeholderstoplaytheirrole.
Whencomingtotourismandmininghavingtheabilitytostimulateprivate-publicpartnerships,theActingMayorindicatedthatitshouldbe done in a manner that resources are mobilised to influenceintegratedinfrastructuredevelopment.
On Special Economic Zone (SEZ), the words from the ActingMayor again expressed their gratitude to host such a nationalmega investment flagship programme which will seek to bringabout opportunities for economic growth through manufacturing,agricultureandtourism.
OBJECTIVES• Raise awareness on the Bojanala Regional Initiative, to
deliberateandagreeon the role variousstakeholdersshouldplaytounlocktheeconomicpotentialoftheRegion.
• Identifyskillsgapsthatexistwithinthemunicipalitiesinordertocapacitatemunicipalofficials toplay their rolesefficientlyandeffectively.
• Identifyandexploreopportunitiesforcollaborationbetweenthepublicandprivatesector,communitiesandotherdevelopmentalpartnerswithinthemining,tourismandagriculturalsectors.
• Explore opportunities for on-going support and knowledgesharingwithallrelevantstakeholders.

STRUCTURE OF THE DOCUMENT Thisdocumentreflectskeyoutcomesthatweredeliberatedduringthe dialogue, and serves as an internal resource to guide furtherworkinpositivelycontributingtoSALGA’sBojanalaregionalInitiativethrough the STR Programme. It does not provide a verbatim ofproceedingsbuthoweveremphasisescentralthemesthatemergedfromdiscussions.
OPPORTUNITIES AND THREATS IN BOJANALA The facilitator, Mr. Charles Parkerson (SALGA Director: LocalEconomic Development) requested participants to highlight eitheropportunities or threats facing the region, how to maximise onthe former and while negating the latter. There was a generalconsensusthattheRegionneededtodiversifymoreasminingwasnotsustainableinalongrunduetoglobalvolatility,pricefluctuations,andtheinevitabledepletionofnaturalresources.
Also,theattendeesraisedtheirconcernsatthelackofparticipationof locals in events such as the Nedbank Golf challenge hostedby Sun City. There were other concerns raised with respectto intergovernmental alignment, with a number of cases citedwhere there is lack of integration and communication amongstmunicipalities,governmentdepartments,andstateagencies.
Inthetourismsectortheregionisstronginculturalheritagesitesinvillageswhichcanbeexploredandrevitalizedhoweverthetourismbudget is limited.Withregardstoagriculture,DepartmentofRuralDevelopment and Land Reform has developed infrastructure forfarmersandofferaccreditedtrainingsthroughSETA.

ThefirstdayofthedialogueendedwithasitevisittothePlatinumValleySEZ,wheretheProjectManagergaveabriefingontheproject.At thesame time,attendeeswerealsoaffordedanopportunity toposequestions.
Challenges faced by communities in the SEZ
Historically theareaused toeconomicallybenefit thesurroundingcommunities by offering them employment in factories or firms.Currently the area employs non South African citizens. Themunicipality does not consult with communities and they are notinvolved in the decision making process. The factories causespollutionwhichcanharmthepeopleandtheriversgetcontaminated.Environmental impact assessment should be conducted for thewellbeingofthecommunity.

Day 2: MADIKWE GAME RESERVE SITE VISITDay two on 30August, commenced with a site visit in MadikweGameReserve.ThemainpurposeforthesitevisitwastoviewoneofthecommunityownedlodgesatThakaduRiverCampownedbyBatlokwa ba Kgosi Matlapeng in the reserve. The objective wasto learn how communities can participate in tourism, challenges,successesandhowmunicipalitiescanplayasupportrole.Thereiscurrently twocommunityguest lodges in thereserveand the totalnumberofcommunitieswith the rights tobuild lodges isfive.Thefivecommunitiesweregiventherightstobuildinsidethereserveasaresultsofsuccessfullandclaims.
Thakadu River Camp Thedelegates viewedoneof the tented camphowever thereareother11spaciousluxurytents.ThecampisapartnershipbetweenNorthWestParksandTourism,theMadikweCollectionandthelocalMolatedicommunity,whichhasa45-yearleasetooperateThakaduwithtraversingrightsacrosstheentirereserve.

Madikwe Game ReserveAtMadikwegamereserve, theparkmangermadeadetailedpresentationaboutthehistoryofthegamereserve,itsbenefitsand challenges to the communities and municipalities. Thegamereservewasofficiallyopened in1991andemploymentopportunitiesaroseasMadikweonlyemployedpeoplefromthelocalcommunitiesandvillages.Thereservewasopenedduringthe operation phoenix by the national government. MadikweGameReservepride itsself in theSafarigamedrive toviewSouth Africa’s Big Five animals, namely Elephant, Buffalo,Leopard,RhinoandLion.
Priorto1991,theareawhereMadikweGameReserveistodayconsistedlargelyofdegradedcattlefarms.Astheareawasnotrunningefficiently,SettlementPlanningServicescommissioneda feasibilitystudy toestablish thebestuseof this land. BenefitsforthecommunitiesThe surrounding villagesand communities have rights to developthe40bedlodge.Barokologadiowns25%ofthelandandotherfivecommunitieshaverightstodevelopthelodgeshowevertheydon’towntheland.Outof66lodgesonly2areownedbythecommunities,31byexternalinvestorsand33bytheParksBoard.
Challenges for the communitiesThe lodges have not yet generated enough profits to be used toenhancethelivesofthebeneficiaries.Theturnoverwasusedtopayofftheinitialloansanddebtincurredforbuildingtheestablishments,someoftheloanswerefromtheFordFoundationandthedti.LackoftrainingandskillstransfertoenablethemtorunthelodgesinsteadofoutsourcingtheresponsibilitycanbeaddressedbytheNorthWestParksandTourismBoard.
Challenges with the stakeholdersTheNorthWestParksandTourismBoardneedsthemunicipalitytodeploymoreeffort inmonitoringandevaluating the funds thatareawarded to communities.Themunicipality funds the communitieshowever there isnoaccountability.There isalso less involvementfrom the municipalities and sector departments to provide keyeconomic infrastructure such as proper tarred roads to the
reserve. As guided by intergovernmental relations framework; allstakeholders,includingthetribalauthoritiesandthecorrespondingprovincialdepartmentsneedstoworktogetherforthebenefitsofthecommunities.
RESOLUTIONS• The private sector and representative groups be invited to
the next dialogue as they are pivotal to the success of theprogramme;
• Thatmovingforward,thesameforum(dialogue)beusedasthevehicle for BojanalaDevelopment programmes, including theSpecialEconomicZone(SEZ)
