Dear Sport Friends,
On behalf of The Indian Kayaking & Canoeing Association We would like to say "Welcome" to all the Affiliated State Association & Units to participate in
the National Canoe Sprint Championships Senior Men & Women, Junior Men
& Women and Sub Junior Boys & Girls to be held in Lower Lake Bhopal.
The competition will be held in the LOWER LAKE , BHOPAL (M.P) we have
made all our efforts to hold this very important event in the finest way and try to create the best conditions for all participants to take part in these
competitions. We believe that participation in this competition will allow
athletes to show their best results.

BHOPAL BOAT CLUB AT NIGHT
According to folklore, Bhopal was founded in 11th century by the Paramara king Bhoj, who ruled from his capital at Dhar. This theory states that Bhopal was originally known as Bhojpal after a dam (pal) constructed by the king's minister.[1] No archaeological evidence, inscriptions or historical texts support the claim about an earlier settlement founded by Bhoja at the same place, Although the Bhojeshwar
Temple ascribed to his exists at Bhojpur, which is 28 km from Bhopal. An alternative theory says that
the city is named after another king called Bhupala (or Bhojpal).
In the early 18th century, Bhopal was a small village in the Gond kingdom. The modern Bhopal city was established by Dost Mohammad Khan (1672–1728), a Pashtun soldier in the Mughal army.[13] After the death of the emperor Aurangzeb, Khan started providing mercenary services to local chieftains in the politically unstable Malwa region. In 1709, he took on the lease of Berasia estate and later annexed several territories in the region to establish the Bhopal State.[14] Khan received the territory of Bhopal from the Gond queen Kamlapati in lieu of payment for mercenary services and usurped her kingdom . After her death.[15] In the 1720s, he built the Fatehgarh fort in the village, which developed into the city of Bhopal over the next few decades.
Post independence
Bhopal State was the second-largest Muslim-ruled princely state: The first being Hyderabad. After the independence of India in 1947, the last Nawab expressed his wish to retain Bhopal as a separate unit. Agitations against the Nawab broke out in December 1948, leading to the arrest of prominent leaders including Dr. Shankar Dayal Sharma. Later, the political detainees were released, and the Nawab signed the agreement for Bhopal's merger with the Union of India on 30 April 1949.[18] The Bhopal state was taken over by the Union Government of India on 1 June 1949.

4. EVENT DETAILS (COMPETITION SCHEDULE, ENTRY FEE):
(a) 28th National Canoe Sprint Championships. Each State
Association, Services Sports Control Board and All India Police Sports Control
Board, affiliated and recognized by IKCA can enter one entry in each event.
For each entry, entry fee will be Rs 150/-, Rs 300/- for K-2, C-2 and K-4 and
C-4 - Rs 500/- per boat.
(b) Federation Fee. Rs 100/- per person will be charged as Federation
Fee and all paddlers and officials are required to be registered to enable them
to participate. There will be technical resources & Technical arrangements
charges for (1) Rs. 2000/- for Seniors , Juniors , Sub Juniors and (2) Rs.
2000/- for Women Seniors , Juniors , Sub Juniors teams.
(c) Entries Prevent. There should be a minimum of 4 entries per event. A
paddler is allowed to take part in two events in each distance i.e. 200M,
500M, 1000M and 5000M.
(d) Acceptance of Entries. Entries as per format attached for Canoe
Sprint are required to reach Indian Kayaking and Canoeing Association Office,
New Delhi not later than 10th December, 2017 with a copy to the
Organizing Secretary by E Mail and hard copy. An electronic photograph of
paddlers & officials are also required for accreditation through E Mail. This
Digital entry has to be sent to IKCA Office & Mr. Mukesh Vishwakarma email
address given below.
(e) Boats Equipment. Boats and allied accessories will be provided on
Rent Rs. 1000 Per Boat for all days from 06-13 January 2018. The
Competitors/Teams are permitted to bring their own equipment/Boats for the
competitions. However, they will be required to be approved by the Technical
Committee and subject to all checks. Paddlers and teams must bring their
own foot rests, knee pads, life jackets etc if they need.
(f) Security. All equipment will be carefully handled. Equipment will be
handed back to the boat control after each Race. Under no circumstances
seats will removed. Rs 2,000/- penalty will be imposed for this act. Damage
due to negligence in handling of boats/equipment will have to be borne by the
paddler/team. Every Team has to deposit Rs. 5,000/- to the Organizing
Committee, which will be refundable if no damage or loss at accommodation.

h) Travel. The Railway Station is BHOPAL. The Teams will report at BHOPAL on
06th January, 2018 after breakfast and depart after breakfast on 14th January,
2018. Please get your Railway reservation accordingly.
Send Entry with number and Names, Sex, Age of Each paddler and
officials to IKCA before 23RD NOVEMBER 2017 to issue Railway
Concession.
Last Date of Nominal entries with Names and Events is 15th December
2017
(i) Inflation. As per decision of E.C. and A.G.M. of IKCA Due to inflation and
taxes to cover the expenses of Accreditation, Medical care, Participation in
functions, security services, lifesaving, Laying of Course, Chest numbers,
drinking water at venue etc, States/Units will pay Rs 500/- per day per
person from 06TH to 14TH January, 2017 (8 days) to the Organizing
Committee Rs 200 per head will go to IKCA funds,(Total Amount of Rs
4000 per head for all 9 days including Coaches and Managers).
(j) Annual Affiliation Fee. It is mandatory to settle all accounts towards
Annual fee to IKCA up to financial year 2017-18 before 15 December,
2017.

(k) Send Annual Report and list of 100 registered paddlers with Aadhar
card, cell Number, email address, Bank account Number, Passport
number as per paragraph 38 of IKCA Competition Rules 2009 by 15
December, 2017 ,as per M.O.A rules of IKCA and Decisions of AGM.
(l) Photographs. All paddlers are required to bring two latest passport size
photographs (one for certificate and one for IKCA record) for each event they
enter. Merit Certificates and Participation Certificates will only be given to those
medal winner/participants who have actually participated in the event with their
photographs affixed on certificate and duly attested by IKCA. All photographs
will have the Name and State written at the back side of the photograph.
(m) Prizes. First three places will be awarded Medals along with Certificates.
(n) Kit Color. All team members will wear similar T Shirts, Caps, Ribbons, and
Shorts as per ICF Rules. The Boat Control will Check the chest numbers placed
on Chest and Kit of all athletes if not found in order will not allow to participate.
(o) Doping. All paddlers will be tested for “Dope” under arrangements of
SAI/NADA.
(o) Age Verification. All participants in juniors and Sub Juniors
categories will required to produce age proof as per Govt. of India
Notification No. F.32-18/2009-SP-III dated 19th March, 2010 circulated
vide IKCA letter No IKCA/S-1/2011 dated 5th September, 2011. Original
Birth Certificate has to be produced before verification Committee from
Registrar or officer of Government state of Death and Birth Certificate
Department or Municipal Corporation/Committee etc and Medical
certificate of age verification from Govt. District hospital original copy is

The Eligibility Certificate must be sent by email message to :

attached to check in advance by the Committee.
(p) There are two age groups in each MALE & FEMALE category below 18 and 16 years on the 31st December 2018. (The year in which the championships take
place) 1) Junior Men & Women : - Born on or after 01 January 2000 is eligible.
2) Sub Junior Boys & Girls : - Born on or after 01 January 2002 is eligible. (q) Managers Meeting. The Managers meeting will be held on 07th January,
(Date and time may Rescheduled)2018 at 1200 Hrs. Only those who have

cleared their Annual Affiliation fee of previous years& this year and entry fee for
tre competitions will be entitled to participate.
(r) Eligibility. NO Paddler will be allowed to participate from other
State/Unit, if he/she is not having NOC from his/her, Unit/State. The Paddlers
who are from Army/Police or from other Units will be allowed to participate for
this year only from State where they are working or from their native State. The
paddlers participating in the Championship must know swimming. All
participants are required to submit an Indemnity Bond duly singed by the parents
verified by the President/Secretary of State Associations/Units with seal and
signature.

7. NOTE : THINGS TO REMEMBER
(a) Send PRELIMINARY entry of paddlers before 13th NOVEMBER 2017 .(b)
Every Athlete has to submit the Indemnity Bond Counter Signed by
Secretary.
(f) No athlete is allowed to participate from any State or Unit if he had not
submitted NOC to IKCA from one State or Unit to transfer another State / Units
(This YEAR no athlete or Association / Unit requested ikca to SHIFT or
change participation)
(g) As per decision of IKCA AGM No athlete from any state/Unit is allowed to
participate from other unit or State who is employed with Army/ Navy/ Air force /
State Police or para military (BSF, ITBP, CRPF, SSB or others) and he
participated in their interstate or Command championships). No double
registered with two states and units (WITH STATES OR UNITS ) athlete ()s
allowed.
Any athlete or State Association/Unit is found to breach this rule the action will
take and debarred or disaffiliated by IKCA for 3 years. The IKCA will complaint
the Army Chief/ Naval Chief or Director General of Concerning Department
against participant.
(h) Female athletes of Services, Police or Para Military Forces are allowed to
participate from state teams as per eligibility rules and regulations . ( Because no
women Teams are participating from Forces )
(i) Please Note: No Railway concession to travel and accommodation will provide
by the Organizing committee if not received entries dues , age verification as per
schedule of program given above.

INFORMATION
It is request to you please have selection trials of your athletes in all age categories and
compare their performance with last year’s 27th National Canoe Sprint Championships
at Indore performance.
You must not send athletes who are below 6th position of National Championships.
1. It will help in smooth conducting event technically.
2. It will not waste Associations fund on undeserving athletes.
3. This type selection will improve performance of athletes in future.
4. The athlete must able to swim at 250mts and can rescue himself and
equipment, whe1 n capsize.
5.The IKCA facing very difficult to arrange technical facilities i.e. Boats,
Jetties, boat control, Accommodate of athletes , Transport and Food
.These arrangements are costing more than INR 40Lakhs. There is no
sponsorships and donations are available.
6. The Bhopal is cold during January may go down 10 degree . Please
come with warm cloths, Bed Sheets and blankets.
7. Your athletes must bring their own towels, Shaving kit, tooth brush, soap
etc.
8. Instruct them not to damage property, materials at Venue,
Accommodations Hotels, Houses, Hostels etc. IT WOULD BE REIMBURSED
FROM TEAM MANAGEMENTS.
9. They must have water bottle with them during event competitions and in
Accommodation places.

OFFICIALS WHO ARE GOING TO COME TO PARTICIPATE IN BHOPAL TO BOOK
ACCOMMODATION AND ARRANGE .
THE BOOKED NUMBERS WILL PAYABLE BY PARTICIPATING TEAMS.
