objectives

• To ensure Mona Vale Road retains a predominantly commercial character within the town centre area.

• To strengthen the role of Stanley Street as a secondary retail street supporting small shops that provide for the day-to-day needs of local residents.

• To establish Village Green Parade as a secondary retail street providing leisure-orientated retail uses such as restaurants and cafes and outdoor dining over looking the Village Green.

• To develop the character of Memorial Avenue as a special street with a civic role.

• To create a consistent character and level of safety and accessibility to the residential streets around St Ives town centre.

• Improve the streetscape quality of the town centre lanes which form minor commercial streets centrally located within the retail precinct.

• Modify the town centre lanes to provide ongoing service access and improved pedestrian amenity and increased on-street car parking.

ii) The traffic flow will be one-way to reduce conflicts with pedestrians;

iii) Village Green Parade will be pedestrian priority, high quality paving, street furniture and lighting will be used;

iv) Street trees will be deciduous to provide seasonal colour, winter sun and summer shade;

v) Frequent pedestrian crossings will be provided allowing direct access to the Village Green.

3 Stanley Street – town centre street

i) On-street parking should be retained wherever possible to support businesses;

ii) Streetscape will consist of high quality paving, lighting and furniture and street tree planting.

4 Denley Lane and Stanley Lane – town centre lanes

i) Denley Lane and Stanley Lane will remain service and loading access points for properties fronting Mona Vale Road as direct vehicle access will be prohibited from Mona Vale Road;

ii) On-street parking and new footpath areas will be provided on both sides of the lane;

iii) Streetscape will consist of high quality paving, lighting, furniture and street tree planting;

iv) There is potential for basement parking under the lanes.

5 Memorial Avenue – special character street

i) Reinforce the historic and civic significance of Memorial Avenue by utilising formal street tree planting, banners and flagpoles;

ii) Streetscape will consist of high quality paving, lighting, furniture and street tree planting and reflect the special function of the street;

iii) On-street parking will be reconfigured as angle parking to increase the number of parking spaces.

iv) On-street parking should be retained wherever possible to support businesses;

v) Streetscape will consist of high quality paving, lighting and furniture and street tree planting.

6 Residential Streets

i) The footpaths will be upgraded and widened to provide a continuous footpath on both sides of the road;

ii) Streetscape will consist of concrete footpaths, street lighting, furniture and street tree planting.

Objectives

• To upgrade the landscape character and facilities of existing parks around St Ives town centre.

• To establish new public civic spaces within the commercial precinct of St Ives as focal points and meeting places for people.

• To improve the entry forecourt area to the main shopping precinct from Mona Vale Road.

• To provide new local parkland on the southern side of Mona Vale Road.

• Provide smaller parks and urban spaces where possible.

Strategies

1 Rotary Park will be upgraded with high quality materials, furniture and facilities. The existing trees will be protected.

2 St Ives Village Green will be upgraded as a location for active and passive recreational facilities. Increased opportunities for recreation and leisure will be provided including children’s playgrounds, skating, walking, informal games, cycling etc.

3 Putarri Avenue Reserve and Bedes Forest are to be increased in size, through acquisition of land by Council (as per KLEP 2010), and designed with play facilities, paths, seating and landscaping.

4 A park-side promenade will be created along the southern edge of the Village Green adjoining the retail core. The promenade will be a broad open paved area with street trees and street furniture.

5 A new centrally located town square will be established between the Village Green and the retail core.

6 A new pedestrian mall will be created on Durham Lane by closing the street and providing high quality paving, furniture and trees.

7 A new community activity space will be created adjoining Council’s facilities at Porters Lane. The public space will be designed as a focus for community activities such as small scale markets and events.

8 The St Ives Shopping Village will create a high quality entry forecourt from Mona Vale Road.

2A.2.3 Tree Canopy

Strategies

1 Street tree planting along streets and within parks in St Ives will be predominantly locally indigenous species.

2 Street tree planting to the commercial areas of St Ives will be predominantly cultural planting of native and exotic species and should respond to the predominant park character of the Village Green.

3 Street tree planting to town centre streets and lanes will comprise a range of species that define and differentiate the commercial streets from surrounding streets.

4 Continuous street tree planting will be provided along Mona Vale Road within the town centre.

5 Planting to Memorial Avenue should be formal to reinforce the precinct’s heritage and cultural associations.

6 The special character of Kanoona Avenue tree canopy should be reinforced and extended to Collins Road.

2A.2.4 Culture and Community

Strategies

1 Develop a leisure precinct along the Village Green Parade offering a range of activities including cafes, restaurants and outdoor dining as well as night time activities.

2 Relocate and consolidate existing community services (including the St Ives library, St Ives neighbourhood centre, St Ives occasional care centre and FITZ youth centre) to a new purpose-built building, or buildings, located along Village Green Parade.

3 Following consultation, relocate the existing Scout hall and Girl Guide hall on the Village Green to more appropriate locations.
