The Summary of the Modifications

The minor amendments in the project proposal have been completed based on the

recommendations made by the Twentieth Expert Panel for the Technical Appraisal of Project

Proposals.

The specific revised explanations are as follows:

(1) The activities of the Project to the ITIO objectives and the Action Plan have been linked

and justified in the Outputs (section 3) of the Project (Part II). The compliance with IITA

1994 objectives and ITIO Action Plan had been stated in Tropicar Timber 'Frame (Part

PART I: CONTEXT

1. Origin S·'

The project mainly originates from the lITO Criteria and Indicators for Sustainable Management of Natural Tropical

Forests, lITO Manual for the Application of Criteria and Indicators for Sustainable Management of Natural Tropical

Forests, the lITO Ubreville Action Plan, Intemational Tropical Timber Agreement of 1994 , the lITO Guidelines for the

Sustainable Management of Natural Tropical Forests, as well as Action Plan for Forestry of China 21 century Agenda

and China Natural Forest Protection Engineering

2. Sectoral Policies

This project accords with item 9,item 10, item 14, item 20 and item 26 of the Constitution of the People's Republic of

China respectively on "reasonable utilization of natural resources and protection of precious animals and vegetation", on

"reasonable utilization of land resources",'on "extent of advanced technology, raising of labor productivity and economic

benefit and improvement of people's IMng level", on "popularization of scientific and technical knowledge", and on

"amelioration of ecological environment and protection of foresf'. The project also conforms to the Law of Forest, the

Law of Land Administration, the Law of Environment Protection, the Law of Wild Animal Protection. It tallies as well with

related articles of Decision on a certain number of problems about forest protection and forestry development of Central

Govemment and State Council.

The Project conform to Forestry action plan of China 21 Century Agenda and the Action Plan for the protection of

Biodiversity of China. Besides, the project especially tallies with the Decisions on Protection of Natural Resources of the

State Council and the Ninth Five-year Plan and the Programme of Long-term Plan till 2010 and the Outline for Integrated

Exploitation of Forestry in Mountainous Regions issued by the State Forestry Administration.

3. Programs and Operational Activities

The govemments of project regions (Hainan and Yuannan Provinces.) have adapted certain measures to realize

sustainable management of forestry. The government of Hainan Province decided the logging ban for natural tropical

forest and made a Policy to Ccoordinate Development of Economy with Environment in 1994, and the Consultative

Committee for Environment Protection of Hainan Province was set up. The 81h People's Congress of Yuannan Province

carried out the Regulations of Protection and Exploitation of Valuable Ttree Species in Yuannan Province at the 161h

session on September 27, 1995. The Yunnan provincial government appointed the tropical region within (Simao

Prefecture) as ''Testing and Demonstration Area for Integrated Reform of Forestry", while the Forestry Bureau of

Yuan nan Province formulated an "Overall Plan of the Test and Demonstration Area for Integrated Reform of Forestry in

Simao Prefecture". In order to relieve the press on natural fores~ the National Afforestation Project supported by the

world Bank Loan was implemented in Project region and a certain valuable species of fast growing and economic value

were planted.

The Forestry Action plan in Simao Prefecture aided by FAO was complemented in 1992, an overall and deep study

on the rational utilization of tropical forest was carried out in the region. The project "A Demonstration of differential

management and sustainable utilization of Tropical Forest in Hainan Province, China", the project "Satellite Remote

Sensing Monitoring and GIS Establishment for Tropical Forest in Hainan Province" aided by ITIO aimed at knowing the

situation of forest resources of Hainan, and at rTiaking dynamic monitoring by this high-technology measures, thus, to

provide basic information for the govemment to formulate related policy and regulations. "The ecological system research

of tropical forest in Jianfengling of Hainan Province" funded by the China National Foundation for Science, and "the

ecological system research and management of tropical foresf supported by the former ministry of forestry aimed at

detecting the intemal characteristics of ecological system of tropical fores~ through positioned observation and analysis of

the structural function of tropical forest

Long-tenn irrational exploitation and utilization led to a severe destruction of natural tropical forests in

Hainan province. The Government of Hainan province decided to stop the felling of natural tropical forests in

1994. After the Extremely Fierce Flood in 1998, Chinese government launched a National Programme for

Natural Forests ConselVation in the key regions (the upper reaches of Yangtze River and the middle and upper

reaches of Yellow River), and then implemented the Programme throughout the other regions of whole country

(include natural tropical forests areas). The natural tropical forests of China is now temporarily under the

situation of logging ban.

Forest is a kind of renewable resource to which sustainable management should be implemented. Logging

ban is a temporary measure to prevent the further destruction of natural tropical forests. It is the purpose of

logging ban to better conselVation, resumption and development of natural tropical forests. As stated in March

1999 in the memorandum of the Approving Group of The Project of Sustainable Forestry Development of The

World Bank: logging ban should not be regarded as a pennanent measurement of country's forest policy, but

as a temporary halt at a critical moment During such a period, an integrated basis could be planned for the

sustainable management of forestry, including environmental protection, wood production, social and

economic development etc.

The activities of sustainable forest management and yield activities of various non-wood products would

still undertaken during the period of logging ban in order to improve the forest health, vitality, ability of

regeneration, productivity, biological diversity and ability of implementing sustainable forest management

China is a large tropical timber consumption country, therefore it can not be a pennanent solution to rely on

large amount of tropical timber import for a very long time, and not to make the most of timber prodUCing

function of China's natural tropical forests. Chinese Government intends to remove the situation of logging ban

in non-key regions in order. The sustainable management of planted tropical forests which aren't confined by

logging ban would be involved when their management is relevant in supporting the sustainable management

of natural forests. Up to now, there has not been and it is urgent to have a set of Criteria and Indicators for

guiding sustainable management of natural tropical forests. To sum up, Developing and Extending of Criteria

and Indicators for Sustainable Management of Natural Tropical Forests in China possess important practical

significance, and will not be affected by the present temporarily situation of logging ban of natural tropical

forest

PART II: THE PROJECT

1. Project Objectives

1.1 Development Objective

To promote sustainable management of natural tropicaf forests and the sustainable development of the tropical

areas in China.

1.2 Specific Objectives

(1) To carry training and apply ITTO Criteria and Indicators for Sustainable Management of Natural Tropical Forests

and ITTO Manual for the Application of Criteria and Indicators for Sustainable Management of Natural Tropical

Forests.

(2) To develop and extend Criteria and Indicators for Su~tainableManagement of Natural Tropical Forests in China

(Regional and FMU Levef).

2. Justification

The following items explain the rational to apply for lITO subsidy.

(1) The project is within the priority action of subsidy by lITO, and conforms to the goal and principle of International

Tropical Timber Agreement (1994), and especially tallies with the related items in the field of "Reforestation and

Forest Managemenf of the ITTO Ubreville Action Plan.

(2) To implement and carry out the criteria and indicators and action plan of lITO conceming the sustainable

management of natural tropical forest

(3) China possesses, beside 264,900 square km of tropical region, 2,500,000 square km of subtropical region quite

similar to the tropical region. The implementation of sustainable forest management could rationaly manage the

tropical and subtropical forests in large area to lighten the press on world forest

(4) China is a developing country and its economy is not yet developed. Although the govemment at different levels

are interested in the project, they couldn't afford to assist the smooth implementation of project Therefore, foreign

financial support is needed to carry out the smooth complementation of the project

The demonstration and extent of the project solve not only the problems of forest department in project region, but

also the problems of other departments concemed, so that all trades and professions in project area may develop

coordinately to advance the sustainable development of social economy in project region. The research achievement of

this project could be used in other tropical regions of China, and even the whole globe.

2.1 Problems to be Addressed

Although Chinese Central Govemment as well as local govemments of different levels of tropical areas have

exerted great effort on natural tropical forest managemen~ the forest has suffered from serious destruction, which makes

the ecological environment deteriorated gradually, and greatly endangers local agriculture and industrial production as

well as local people's living condition, due to the existence of the following problems.

(1) The lack of systematic and deep understanding of the structure, function and status of natural tropical forest

(2) Lack of systematic management technology on natural tropical fores~ which leads to careless and extensive

management

(3) To be deficient in bringing the probleltl of natural tropical forest into the right position of regional economic

development for consideration.

(4) The existent policies and regulations are incompatible to the demand of natural tropical forest management

(5) The indifference of recent public opinion on the problem.

(6) The criteria and indicators for sustainable management of natural tropical forests of ITTO haven't been

experienced in the natural tropical forests of China.

Problems No.1 to No.5 are due to the deficiency of the guidance, idea and implement of natural tropical forest

sustainable managemen~ while the prerequisite for implementation of such management is to develop a set of scientific

and operable criteria and indicators for sustainable management It is hopeful to solve the problem through the research

in the project Problem No.6 is the exact problem to be solved by specific objective 1 of the project

The land area of tropical zone in China is about 264,900 square kilometers and is located on the northem fiinge of

the global tropical zone. It covers Hainan Province, south em part of Yuannan Province, Guangdong province and

Guangxi province, south-eastem part of TIbet and southern part of Taiwan. China's tropical climate belongs to monsoon

climate of northern tropical zone, which is quite different from typical moist tropical climate with its eastern part influenced

by the pacific south-eastem monsoon, and with its western part mainly influenced by Indian south-western monsoon.

China's natural tropical forest now distributes mainly on Hainan Province, southern region of Yunnan (mainly over

Xishuangbanna Prefecture) , with also a little distribution in valley area of south-eastem part of TIbet While other regions

have already developed into secondary vegetation and artificial vegetation. Therefore, the 2 regions of Hainan Province

and southern part of Yuannan Province is selected as project areas (the map is showed in ANNEX C).

2.2 Intended Situation after Project Completion

(1) Promotion of sustainable management of China's natural tropical forest and sustainable development of tropical

region.

(2) Providing of a fundamental base for drawing up of related regulations, policy, law and other macro decision­

makings to central government and local governments at different levels.

(3) To provide guidance for forest management activities.

(4) To raise the knowledge and understanding of the structural function of the Natural Tropical Forest in China, to

strength the awareness of protection and reasonable utilization of the tropical forest resources, as well as

ecological environment protection and public participation.

(5) To advantage the implementation of national forest protection engineering project

2.3 Project Strategy

There are 3 strategic options to achieve the objectives to develop the criteria and indicators for sustainable

management of natural tropical forests in China:

(1) To develop a set of Criteria and Indicators for Sustainable Management of Natural Tropical Forests in China

(Regional and FMU LeveO according to China's national conditions and forestry conditions;

(2) To develop Criteria and Indicators for Sustainable Management of Natural Tropical Forests in China (Regional

and FMU LeveO on the basis of lITO Criteria and Indicators for Sustainable Management of Natural Tropical

Forests suitable for China's national conditions and forestry conditions;

(3) To develop Criteria and Indicators for Sustainable Management of Natural Tropical Forests in China (Regional

and FMU LeveQ in combination with sChina's national conditions and forestry conditions based on other

international process related to criteria and indicators for sustainable managemen~ such as the Helsinki ProCess

(1993), the Montreal Process (1995), the Tarapoto Proposal (1995), the DIY Zone Africa Process (1995), the Near East

Process (1996), the Central American Process ofLepaterique (1997) and the ATO Initiative (1997).

The criteria and indicators for sustainable management of natural tropical forests in China should accord with

requirement of ITIO, when considering that China is a member state of ITTO. Therefore, strategy 3 isn't desirable. It win

need a large expenditure and take great risks to develop by ourselves a set of Criteria and Indicators that might be

unable to meet the demands of ITIO. Thus strategy 1 is also undesirable. Therefore only strategy 2 adopted by project is

the right strategy that will both satisfy the demand of ITIO and need the minimum expenditure with the least risks.

2.4 Target Beneficiaries

On the whole, local inhabitants, workers, forest research and development organizations and govemment

departments that take part in the implementation of this project, directly or indirectly, will become beneficiaries of the

project Concretely speaking, they include:

(1) Forestry workers and farmers who participate direct field work of scientific experiment of the project.

(2) Directly participating researchers will accumulate experience and knowledge from the studies of the project

(3) Personnel, oollectives, local governments and related enterprises who are involved in the extent and

demonstration of the results of the project

(4) Government departments of various levels will obtain important basic information for sustainable management of

natural tropical forest development

2.5 Technical and Scientific Aspects

(1) To train Chinese participants and let them understand and master lITO Criteria and Indicators for Sustainable

Management of Natural Tropical Forests and lITO Manual for the Applicailon of Criteria and Indicators for

Sustainable Management of Natural Tropical Forests.

(2) To apply lITO Manual for the Applicailon of Criteria and Indicators for Sustainable Management of Natural

Tropical Forests to 2 regions (China's Hainan Province and Southern part of Yuan nan Province) and 2

representative forest management units (FMU) in the regions; to collect data related according to demand for

making a report on the status of natural tropical forests in 2 regions and 2 FMU, and to evaluate the result of

application.

(3) To develop Criteria and Indicators for Sustainable Management of Natural Tropical Forests in China (Regional

and FMU LeveQ in combination with China's national conditions and forestry oonditions by applying lITO

Criteria and Indicators for Sustainable Management of Natural Tropical Forests.

(4) To extend Criteria and Indicators for Sustainable Management of Natural Tropical Forests in China (Regional

and FMU LeveQ.

Wrth regard to academic aspect, large amount of basic researches have made on animal and vegetation species,

forest ecosystem and harvesting , regeneration technology of tropical forest in Hainan Province and in Southern part of

Yuannan Province, by tropical vegetation institute of Chinese Academy of Science (CAS) , by CAF, by Yunnan Forestry

Academy, science by Forestry Research Institute of Hainan Province, by Forestry Institute of Guangdong and by Vita

Academy of Zhongshan university. They published the Research and Management of Ecological System of Tropical

Forest, Ecological System of Tropical Forest, Eeological System of Tropical Forest in Jianfengling of Hainan Province,

China, Plants of Hainan, Tropical rain forest of Hainan Is/and and Less-known Tree Species of Hainan etc. The studies

made in the project "A Demonstration Programme of Sustainable Utilization of Tropical Forest by Means of Differentiated

Management in Hainan Province, China" and "Satellite Remote sensing Monitoring and GIS Establishment for Natural

Tropical Forest in Hainan Province" approved by ITTO will provide large amount of basic data for the study of this project.

2.6 Economic Aspects

The economical demand of the project is to realize a favorable development of natural tropical forests through

research so that high quality timber, non-wood forest products needed for development of national economy will be

continuously provided. The economic income of the people in forest area will be increased and the production situation

as well as the living condition of local people will be improved:

2.7 Environmental Aspects

Hainan Province is situated within 18°9'-20011'N, 108°36'-111°3'E, surrounded by sea at all sides, with an area of

33,920 square kilometers. The topography is high in the middle and low in four sides, with above sea elevation from ()..

1867.4 meter. The top point is Wuzhi (five fingers) mountain. 70% of the land are plain, tableland and hills, with 20()"

500m low hills accounting for 20.2%, and mountains of above 500m accounting for 9.8%. The annual average sunshine

time amounts to 2000 hours, and the annual average temperature is 23-28°c. The accumulated annual temperature

above 10°c is 8300°c. The extremely lowest temperature is 1.4-7°c. The season with monthly average temperature

above 20°c lasts for 9 months. Hainan Province is rich in rainfall, yet not even either in space or in time. The rainfall

concentrates in summer and autumn, rich in eastem part, yet less in westem part, with a precipitation of 150()"2000mm.

The soil types in the Island include yellow earth, crimson earth, laterite, fluviogenic soil, alluvial soil and sand around

bench. Different topography is distributed and related with their different soil types, and therefore the temperature,

moisture, sun illumination etc. There are 3500 species of vegetation with vascular bundle, which belong to 259 families

and 1347 genus. There are 1400 species of conifers and broadleaves, among which 800 species are of arbors, and 458

species are listed by the State for commercially valuable timber. There are 85 tree species of high quality timber value,

and 45 precious and rare tree species, among which 32 species are listed by the State as precious and rare vegetation

that are in imminent danger and need protection. There are 600 species of mammal and amphibians, birds and fishes.

The southem part of Yuannan Province is situated between 21°08'-24°50"N and 99°09'-102°19'E. It borders

Burma, Laos and Vietnam on the south, with an area of tropical zone of 65,075 krn2. It is high in northeast and low in

southwest with a broom shape of distribution and composed of plateaus, basins and valleys. The highest point is

Wuliang mountain in Jingdong. While the lowest poit is Tuka rivermouth in Jiangcheng. It is of typical mountainous

region with an above sea elevation of 475-2492 m. It is warm and rich of rainfall for the whole year due to India Ocean

monsoon influence, with annual average temperature of 19.1-21.3°c, and with the extremely high temperature of 35°c,

the extremely low temperature of O°c. The annual sunshine time lasts for 1900-2200 hours. The annual accumulated

temperature above 10°c is 5167-8120 °c. The annual average precipitation is 2000 mm, with a relative moisture of

78%-83%. 70% its soil is red earth. Higher vegetation has 5,600 species, with 182 tree species of precious timber value,

and with 53 species being listed by the State as precious, rare and endangered species. There are 700 species of

mammals, amphibians, birds and fishes.

The environmental objective of the project is through research to achieve the protection of forest biodiversity, the

maintenance of forest ecological system balanre, the restoration and increase of productivity of forest land, and the

impprovement of forest quality.

2.8 Social Aspects

The total population of Hainan Province is 7,140,600, comprised mainly of nations Han, U, Miao, Zhuang and Hui .

Among them Han people amounts to 5,899,965, while the minorities amount to 1,240,615, with agricultural population of

5,402,533, and with non-agricultural population of 1,738,047. The total population of the southempart of Yuannan

Province is 3,060,000 comprised mainly of Han, Dai, Hani, Bulang, lagu, Jiruo, Yao, Kuchong and other nations. Among

them Han people amounts to 201,417, while the minorities amount to 1,962,600.

The economy of Hainan Province is mainly dominated by agriculture 0ncluding forestry and husbandry), while

industry and tourism develop fas~ forming a production state' of stable tripod. The annual total production value in 1996

was 38.953 billion yuan, among which agriculture amounted to 14.354 billion yuan (accounting for 36.85%). While

forestry is a major component ( accounting for 19.53% of agricultural total). The annual average income of ordinary

worker is 5476 yuan, while for rural farmer it is 1746 yuan. In forest area of Hainan there live mainly Li minority and others

with backward productive way, low education level, poor condition of transportation and communication.

The southem part of Yuannan Province has similar characteristics to Hainan Province, The annual total production

value was 6.046 billion yuan, with farming as major production, agriculture amount to 3.6 billion yuan, which accounts for

60% of total output Farmer's annual average income is 278 yuan, and education level is low, with 30% of its population

being illiterate and semi-illiterate.

Evident improvement has taken place in these two regions due to the combined effort of local govemment and

people. Telephone has been installed in every county and township, and highway of provincial, county and township

level have been connected. Airliners can reach major cities of the county or of the province from Simao city, Jinghong city

of Yuan nan Province, and from Haikou city, Sanya city of Hainan Province. The highway in Hainan Province is well

developed. The round-Island expressway and the firs~ zo, third level highways form a highway network on the Island. All

these provide a convenient and good condition for the successful implementation of the project

Attention should be paid to attract public participation during research process of the proj~ so that the research

result could be capable to reasonably solve the contradiction of protection and utilization.

2.9 Risks

The investigation in the projects area shows that the following _factors may hinder the smooth implementation of the

project

(1) It may occur that the report could be not so integrated and comprehensive on the condition of natural tropical

forest in 2 region and 2 FMU in Hainan Province and The southem part of Yuannan Province, due to lack of

some fundamental data.

(2) It is estimated that difficulty might be encountered in drawing up various indicators, due to lack of systematic

fundamental research.

(3) Expenditure problems may be met in extending application of the achievements of the project

PART III: OPERATIONAL ARRANGEMENTS

1. Management Structure s.

This project will be jointly implemented by the Chinese Academy of Forestry (CAF) under the overall supervision of

the Ministry of Foreign Trade and Eoonomic Cooperation (MOFTEC), the State Forestry Administration (SAF) and ITTO.

Professor Hong Jusheng will be served as the Project Director and Associate Professor Chen Yongfu will be served as

the Deputy Director.

Project activities will be oonducted by the project team members oonsisting of scientists and management staff from

the Executing Agency (CAF), as well as professionals to be recruited from other institutions South West Forestry College;

Forestry Bureau of Hainan Province; Xishuangbanna and Simao Prefecture Forestry Bureau of Yuan nan Province, in

cooperation with the oollaborators. These team members will be assigned into different working group. Each working

group will be fully responsible for implementation of project activities leading to an output or some similar output

2. Monitoring ,Reporting and Evaluation

2.1 Arrangements for Reporting

(1) A project progress report will be prepared and submitted to ITTO at least one month before each ITTO

monitoring visit or at such times as ITTO may require.

(2) A project completion report will be prepared and submitted to ITTO within two months after completion of the

project period.

(3) Technical reports or research papers will be submitted to ITTO soon after they are completed or published, for

ITTO's information.

2.2 Arrangements for ITTO Monitoring and Review

The suggestion of the Project is to hand in programme report to ITTO and ITTO will send official to China convene

technical meeting to conduct check and acceptance of the project, with participation of personnel related.

2.3 Evaluation

The inspection mission will make assessment at project performance from the report submitted to ITTO and the

mission visit the project areas.

2.4 Schedule

Specific monitoring and review date will be set after the project appraisal is made or funding is secured.

3. Future Operation and Maintenance

(1) Various items of output of the project are to be assigned to project members, with duty-bound responsibility

respectively.

(2) To be engaged locally are six technical persons with high level techniques and with strong consciousness of

responsibility, who are mainly responsible for data collection about conditions of natural tropical forests at the

level of region and management unit, during the process of project implementation. While the project team will

dispatch specific experts to participate and carry on guidance and inspection, to ensure the objectiveness,

exactness and accuracy of the materials.

(3) All kinds of experiment instrument purchased by the project group, will be arranged in unison by the project

director.

(4) The project group will draw up financial, administrative and personal file regulations to ensure the smooth

implementation of the project.

PART N: TROPICAL TIMBER FRAMEWORK

1. Compliance with rITA 1994 Objectives $.-

The main concern of project is to develop and extend criteria and indicators for sustainable management of natural

tropical forests in China promoting sustainable management of natural tropical forests and sustainable economic

development of tropical areas. Therefore tt complies with ITTO objectives (c),(d),(f),(g)"G) and (I) established in Article 10f

the international tropical timber agreement(ITTO)1994:

(c) To contribute to the process of sustainable developmen~

(d) To enhance the capacity of members to implement a strategy for achieving exports of tropical timber and timber

products from sustainability managed sources by the year 2000;

(f)To promote and support research and development with a view to improving forest management and efficiency

of wood utilization as well as increasing the capacity to conserve and enhance other forest values in timber

producing tropical forests;

0) To encourage members to support and develop industrial tropical timber reforestation and forest management

activities as well as rehabilttation of degraded forest land, with due regard for the interests of local communities

dependent on forest resources;

(I)To encourage members to develop national policies aimed at sustainable utilization and conservation of timber

producing forests and their genetic resources and at maintaining the ecological balance in the regions concemed,

in the context of tropical timber trade;

2. Compliance with rITO Action Plan

The project complies with the goals of 3.2 Reforestation and Forest Management in lITO Ubreville Action Plan:

Goal 1 : Support activities to secure the tropical timber resource base.

Goal 2: Improve the tropical timber resource base.

Goal 3: Enhance technical, financial and human capacities to manage the tropical timber resource base.

The project complies with four key areas as defined in the context of lITO Year 2000 Objective in lITO Ubreville

Action Plan:

(a) Security of forest resources and prevention of unplanned deforestation;

(b) Production of the optimal mix of goods and services;

(c) Improvement of the utilization of the resource to give the greatest possible social bene~

(d) Improvement of the social and political environment conceming forest management

The project also complies with seven priority actions as defined in the context of lITO Year 2000 Objective in lITO

Ubreville Action Plan:

(a) Adopt a forest policy and apply legislation;

(b) Secure the permanent forest estate;

(c) Apply reduced impact logging;

(d) Train the work force, including supervisors, in reducing impact logging;

(e) Umit timber harvest to the sustained yield capacity;

(f) Raise public awareness that timber harvesting can be consistent with the sustainability of tropical forests;

(g) Focus forest research on the analysis and use of existing data and knowledge;

ANNEX A: Profile of the Executing Agency

The Chinese Academy of Forestry (CAn) is the major executive organization of the project, responsible for

coordination and administration of various actions of the project induding partner appointment activity harmonization,

data analysis, and report compilation etc.

The Chinese Academy of Forestry is an integrated forest research organization at national level and is directly

subordinated to the State Forestry Administration (SFA). It possess more than 1700 scientific staff member with various

degrees (Among them 270 of doctorate or post graduate degree, 1000 persons above regular college courses; while

638 persons are entitled with an above-middle title of technical or professional post), who work in different fields and

types of forest research and development The academy has 16 research institutes and experiment centers, which are

located in over 10 provinces. Two of them are located in south China region, Le. the Tropical Forest Research Institute

located in GuangZhou City Guang Dong province, and the Tropical Forest Experiment Center located in Pingxiang City,

Guangxi province. CAF has undertaken not only a large ,number of key national forest research and development

projects, but also bears the responsibility for many intemational cooperative projects, induding the project aided by InO,

since its establishment in 1958.
