• January 1927: Plan authorized to connect Arlington to the DalecarliaWater Treatment Plant in D.C.

• November 1927: The LyonhurstWater Station opened

• June 1953: The Lyonhurst Water Station is obsolete

• 1964-1965: Brick-veneered standpipe disassembled, and the steel reservoir is converted to salt and sand storage

County Land Acquisitions – Salt Dome Property

Background:• Documentation only identifies the

property as “Arlington County Water Department”

• Property was initially used for a County water reservoir tower serving this area of the County

• Once that use was moved to County’s Minor Hill Reservoir, the tower was taken down, with the top portion modified and used as the salt storage dome structure

History of Recent Improvements:

1. New trash cans installed at trail head (2013)

2. Installation of new landscaping in the area where single-family homes were once located along 26th Street (2010)

3. Stonedust trail was regraded (2006)

4. Park enhancement grant allowed for the installation of two stone benches in Zachary Taylor Park(2005)

• Began as a County Manager appointed group but was adjusted mid-way through the process to become a Citizen’s Working Group (late 1994 – early 1995)

• Generated Nine Objectives for Near-Term Conditions

1. Working Group Report (1995)

• Considered Four Near-Term Options

1. Maintain leaf storage facility but reconfigure it to provide additional buffering; add curb/gutter and sidewalk; allow space for park and children’s play area; relocate and flatten the bike path

2. Move leaf storage facility to land adjacent to existing salt storage site; create multi-purpose field for active recreation in its place; create a tot lot and/or playground with appropriate buffer buffers and drop-off area; relocate and flatten bike path;

3. Consolidate leaf and salt storage in North Arlington on a single site at Old Dominion Drive and 25th Street N.

4. Develop a Soccer/Lacrosse field on 26th Street N. at the site of the existing leaf storage facility

• Report noted these options were considered but no consensus was reached among working group members

• Report emphasized a comprehensive long-term plan still needed to be developed for the site and surrounding area

2. Donaldson Run Neighborhood Conservation Plan (2000)

• Accepted by the County Board in October 2000

• Salt Storage Facility Recommendations:

• Planting bushes or trees and adding additional landscaping to improve the appearance of the site

• Advise and involved the neighborhood early on if land use of the salt dome and adjoining site may be changed

• Mulch Pile/Leaf Storage Recommendations:

• A landscaping plan be developed, implemented and maintained to enhance the park area that is adjacent to the mulch pile/leaf storage

• County monitor site runoff to verify that it is not polluting Donaldson Run stream and that annual reports be provided to the Civic Association

• Areas of Interest to Donaldson Run Civic Association:

• Community has concerns regarding the aesthetics and upkeep of the Salt Dome and Mulch Pile/Leaf Storage

3. Old Dominion Neighborhood Conservation Plan (2002)

• Accepted by the County Board in October 2002

• Park and Recreation Recommendations:

• Establish a park on County-owned land between the leaf storage facility and the bike path on 26th Street N. and designated it as County park land

• Leaf storage facility should be open for use by skaters during daylight hours in the Spring, Summer, and Fall (during non-leaf collection periods)

• Allow children and adults to play on the leaf storage site during the off-season (including street hockey, rollerblading, etc.)

• Develop a plan to incorporate active and passive recreation that is mutually agreeable to all stakeholders surrounding the site

• Work with neighboring citizen’s associations to develop a long-term plan for County-owned land between Old Dominion and the bike path on 26th

Street N.

3. Old Dominion Neighborhood Conservation Plan (2002)

• Medium-term Plan:

• Add a tot lot/playground and some form of adult recreation to the site between the leaf storage facility and the 26th Street N. bike path

• Long-term Plan:

• When and if the leaf storage facility is consolidated with the salt dome activities, create a playfield for use by youth soccer and other County recreational programs

• Support for Long-term Plan is conditional on:

• Agreement of surrounding property owners;

• Feasibility of leaf collection being safely and conveniently accommodated at an expanded salt dome site; and

• Leaf storage site (in the off-season) be used to accommodate the additional parking needs of the playfield

4. Capital Improvement Plan (CIP) FY 2015-2024 (2014)

• 2014 Bond Referenda:

• Construction funding for replacement of the salt facility only after completion of the planning process ($2.2 million)

• Project Description:

• The salt storage structure will be replaced, and core services such as the mulch area, salt storage, and facilities for dispatching snow crews and installing tire chains will be reorganized on the existing site. A public process to obtain community input on the site redevelopment will be conducted prior to commencement of the design phase. Master planning will include existing and possible new uses of the site, potential impact on neighbors and environmental effects.

• Project Justification:

• The existing salt storage facility is beyond its useful life; short-term structural repairs were made during summer, 2012. Those repairs were only temporary; the old rusting tank continues to decay and needs to be replaced with a modern plan to reorganize core support operations in North Arlington.

5. Priorities & Conceptual Plan for Site Use (2015)

• Produced by Old Dominion Citizen’s Association in March 2015:

• Represents a response from the community to the Draft CIP FY 2015-2024 which initially called for a number of new uses to occupy the “Dominion Green” site (intersection of 26th Street & Old Dominion Drive)

• Final CIP document reduced the scope of potential changes for this site and committed to conducting a facility master planning effort with the surrounding community prior to the commencement of the design phase

• Outcome of the Process:

• Confirmed previously captured community concerns and interests

• In response to community concerns following initial consideration of re-locating Fire Station 8 to the 26/Old Dominion site

• Arlington County is committed to a master planning effort for the seven-acre site

• June: Pre-meetings with neighborhood reps

• July: Request to Advertise zoning change

• July & August: Walking Tours; additional feedback collected from community

• September: Rezoning and Re-subdivision

• Certain parcels from S-3A and R-6 to P-S• Parcel consolidation along Old Dominion

• Outcome: • Rezoning to P-S permits the construction

of the interim salt structure (before winter); • Long-term master planning effort would

be initiated later in the fall.
