Following the acquisition of tapes from Jimi Hendrix's former manager Chas Chandler and a legal victory over disputed copy- rights, the family -run Experience Hendrix organisation has teamed up with MCA/Uni- versal to release a 56 -song box set commemorating the 30th anniversary of the legendary gui- tarist's death. Released on Sep- tember 12, The Jimi Hendrix Expe- rience features four hours of rare and previously unreleased music recorded between 1966 and 1970, and is already being described by Universal as "probably the most important catalogue campaign between now and Christmas." When Jimi Hendrix died on Sep- tember 18, 1970 he left just four studio albums but, as Hendrix's sister Janie tells M&M: "He wrote over 100 songs. HAMBURG - The German mediaindustry has reacted angrily to afederal government minister's sug-gestion that a licence fee should belevied on Internet usage to helpfinance the country's public broad-casters.

A new Rundfunkstaatsvertrag-the set of media regulations whichdefines and regulates public broad-casting in Germany-is due to bedrawn up in 2005, and Germany's

LONDON - The Hendrix experiencecould be set to rock a whole newgeneration.

Following the acquisition oftapes from Jimi Hendrix's formermanager Chas Chandler and alegal victory over disputed copy-rights, the family -run ExperienceHendrix organisation has teamedup with MCA/Uni-versal to release a56 -song box setcommemorating the30th anniversary ofthe legendary gui-tarist's death.

In a recent TV programme, UK music pundit JonathanKing described artist managers as "barking mad."

From Elvis Presley's Colonel Parker to -Led Zep-pelin's Peter Grant and the Sex Pistols' MalcolmMcLaren, it's a fact that the history of music is filledwith pages of highly colourful personalities, whose egoswere often bigger and their behaviour more outrageousthan that of the artists they were representing.

Mad as they may be, managers have always beenkey elements in the success of artists. Wheneverthere is a major act breaking, regardless of its tal-ent, search for the manager behind-be it BobDylan (Albert Grossman), the Rolling Stones(Andrew Loog Oldham), the Beatles (BrianEpstein), Bruce Springsteen and Shania Twain (JonLandau), the Police (Miles Copeland) or the SpiceGirls (Simon Fuller).

Managers are-at the same time, and in no partic-ular order-negotiators, chief strategists, spin doc-

tors, bankers, nannies, and decision -makers.In recent months two experienced and seasoned

music industry executives have entered-or re-entered-the world of artist management.

Former PolyGram executive David Munns is nowco -manager of Bon Jovi and, last week, Sony MusicEurope's top marketing man Richard Ogdenannounced his plans to create a new managementcompany (see story, page 17).

However, both men hardly fit King's description.They bring to their job an extended and global experi-ence of the music business, as well as an intimateknowledge of record companies.

In a world where "disintermediation" (or cutting outthe middle man) seems to be changing the traditionalway the music industry is run, it isquite revealing that, when so manyexecutives are jumping onto thedotcom bandwagon, Munns andOgden have decided to go back tobasics. No matter how much thebusiness model of the music indus-try may be shaken up, there willalways be room for people workingclose to the artists.

EMI launches Finnish dance labelby Jonathan Mander

HELSINKI - EMI Music Finland islaunching a club -oriented dancemusic label next month. Nozle willdebut with the release of the singleMusic in Me by local act Campaus.

Nozle will release tracks by avariety of local club artists, such astrance act Taito, DJ Joni Hulkkonen,Nu Spirit Helsinki and producerKalle Chydenius. "Nozle's releaseswill be aimed at clubs', so all singleswill also be published in 12 -inchvinyl format-which is somethingwe don't usually do," explains EMI

Finland A&R manager Vellu Mauro -la. "It is common sense to create aseparate label for this kind of music,as DJs are very label -conscious."

Maurola-alias DJ Slow of PepeDeluxe, whose debut set SuperSound was well received on the UKclub circuit-was hired by EMIFinland around a year ago toestablish a label for club -orientedmusic. He says the local dancescene is thriving. "Helsinki clubshave been very active in invitingDJs to Finland, so the city has agood reputation," he says. "Mostrecently Morcheeba asked me to

"Finnish dance music is blossom-ing," Rake says. "And I don't onlymean the mainstream breakthroughof the Bomfunk MC's and Darude.There's a thriving underground,too." He adds: "I think Nozle is agreat thing. Up until now it hasbeen futile to offer our kind of mate-rial to major labels in Finland."

Music a la carte in Spainby Howell Llewellyn

MADRID - Spanish music websiteMusicaAlaCarta.com is launchingwhat it claims to be Europe's firstsecure -format, music -by -subscrip-tion Internet system.

The launch of the site followsdistribution deals signed thissummer with more than 40 Span-ish indie labels. Subscribers willbe able to download or just listento an unlimited amount of Musi-c a Al a Carta.com-distributedmusic by paying a single monthlysubscription at less than the costof a CD.

President of MusicaAlaCarta.comEsperanza Benedicto says: "The siterejects unprotected systems such asthe controversial MP3 format andoffers a legal alternative to servicessuch as Napster." He adds: "Wethink this new service will amount toan authentic revolution in music dis-tribution through the Internet."

The new system was scheduledto be presented during the Pop-Komm music trade fair in CologneAug 17-19 and is due to go on-linenext month. Each track featured onthe site includes information and

artwork with such added featuresas cover visuals, authors' biograph-ical details and lyrics.

It gives labels the chance to dis-tribute their songs digitally viasystems such as Liquid Audio,Windows Media Player orIntertrust, all of which satisfy the

specifications of the Secure DigitalMusic Initiative (SDMI) withoutcompromising the rights ofauthors, publishers or labels.

Benedicto adds: "We believethat the era of digital downloadsover the past three years has beenjust a transition period. The futureof the music industry will passinevitably through these newsecure forms of consumption thatuse coded systems and water-marks."

Talmaier out atEnergy BerlinBERLIN - NRJ's Berlin -Branden-burg station Energy 103.4 hasparted company with its managingdirector Martin Talmaier followingthe release of disappointing listen-er ratings last month.

While most of the commercialstations increased their listener -ship substantially in the MA 2000annual results, CHR, station Ener-gy lost some 3,000 aver-age hourly listeners in itsmain target group of 14 to49 -year -olds.

Newly -appointed man-aging director MichaelHinz says the company"decided to part withMartin Talmaier in amutual agreement due to signifi-cant differences in strategy."

Hinz-formerly the station'smarketing director-says the sta-tion has already inauguratedchanges aimed at ensuring betterfigures in next year's MA.

Before joining Energy in 1999,Hinz worked as head of marketing forthe radio interests of CLT-UFA (nowRTL Group) in Germany.

UMG dives into the bluematterby Juliana Koranteng

LONDON - Universal MusicGroup is dancing to a digi-tal tune called bluematter-its new 'secure' commer-cial download venture.Kicking off as a trial in the

US before going officialworldwide, the venture seesUMG join EMI Music andSony Music Entertainmentin committing to the Inter-net -delivered digitalplatform. The music willbe delivered via net-works hosted by DigitalIsland, an e -commerce -delivery expert based inSan Francisco with pres-ence in 25 markets.

The fact that UMG isstarting with a test fordownloading instead of afull commercial roll -outindicates the company isalso seriously examining thesubscription -system, recent-ly recommended by researchcompany Jupiter Commu-nications, as the more viablebusiness model. UMG andSony Music Entertainmentrecently announced jointplans to offer music andvideo services on a sub-scription basis.

"The bluematter trials

are an important first stepin measuring the generalconsumer's appetite forlegitimate digital music,"says New York -basedHeather Myers, executiveVP and general manager ofGlobal e, UMG's digitalbusiness and music divi-sion. "We're beginning witha US trial, then we haveplans to roll out the serviceinternationally, with rele-vant content and relation-ships, as bluematter devel-ops past the trial phase."

COPENHAGEN - Danish com-mercial broadcasters haveincreased their market shareto 31% in the second quarterfrom 28.3% in the previousquarter, according to Gallupfigures, while public broad-caster the Danish Broadcast-ing Corporation (DR) saw itsdominant share slip.

Consolidations and theimpact of new stations set-ting up helped spur thecommercial players ahead.Meanwhile DR's share-although predominant-isthe lowest since public -independent comparisonswere compiled, slippingfrom 66.9 % to 64%.

The Clear Channel Com-munications -owned hot ACstation, Radio 2, and its EHRsister, Uptown, boosted theirshare to 3.7% from 3.5%.

DR's regional network ofEHR/hot AC stations, P4,slipped to 32% from 34.1%in the previous quarter. Atthe start of the year, flag-ship P3 began a campaign towin younger listeners fromthe commercial stations. Its

second quarter share wasdown to 22.7% from 23.4%in the first quarter. A yearearlier P3 held a 27.7%share, but P4 has sincegained a number of listen-ers. P1 talk radio and the P2classical/adult channel sawtheir aggregate shareunchanged at 9.3%.

The first significantchange may be seen whenthe Government's Ministryof Culture grants a fourthcountry -wide FM frequencyand a fifth frequency thatcan be received by 80% ofthe population. ThL fre-quencies are open for ten-der, but the ministry setsconditions that make it vir-tually impossible to set upan EHR or hot AC channel.No date has been set forgranting the licenses.

DAB LAUNCHES AHEAD OF SCHEDULE

MADRID - The first of two Spanish digital multiplexeshas begun broadcasting ahead of the October deadlineset by the Government. The MF-1 multiplex includeslicences for commercial radio group CadenaCOPE, radio station Intereconomia, publish-ers Recoletos, and newspaper El Mundo aswell as two for public broadcaster RadioNacional de Espana (RNE). The second multiplex,MF-2, will include Cadena SER, Onda Cero Radio,Onda Rambla-Planeta, Radio Espana, Onda Digital (allradio groups) and publishers Prensa Espanola. Initially,transmissions will only reach as far as Madrid andBarcelona, but by mid -2001 half the population isexpected to be able to receive DAB radio.

RADIO PIONEERS W SERIES

LONDON -A BBC radio series looking at musical pio-neers has transferred to commercial TV. Pioneersstarted out as an acclaimed documentary series onBBC Radio 1 in January this year. NowUK commercial TV station Channel 4is screening six ten-minute films onBrian Eno, A Guy Called Gerald, LeeScratch Perry, DJ Larry Levan &Antony Wilson (The Hacienda Club,Manchester) and others who havechanged the shape of musical culturethrough their pioneering spirit. Napster case dominates online forumWhile some 2,000 peoplegathered at theSheraton Hotel &Towers to air their'views and opinions on

how the music industry should con-duct its business matters, the litiga-tion brought against a certain contro-versial file -sharing service (whichquickly became the focal point of theconference) served as a useful sign-post for an industry which finds itselfin a state of constant evolution.

On the consumer side, the public'sopinion of the value of music haschanged since five years ago, whenCDs generally were thought to be tooexpensive. Then, price discussionscentred on pounds. Last month, afterthe decision to close the aforemen-tioned file -sharing service, a Napster-supportive consumer was quoted in anewscast on one European TV stationas saying: "I think that music shouldbe free."

AgreementChris Blackwell, founder of IslandRecords, Palm Pictures, andSputnik7.com, didn't exactly supportthe notion, but on July 24, he andNapster CEO Hank Barry announcedan agreement to promote the avail-ability of the single Sundown by Palmrecording artist Elwood on the site.

"Our collaboration with Napsterreflects our company's belief in theInternet as a vehicle to break newartists," said Blackwell. "We believethat sharing Elwood's music with theNapster community will result ingreater awareness and sales forElwood.

The reality gap between the ideologies of dot.conns andthe recording industry was there for all to see at Plug.ln,the fifth annual Jupiter Online Music Forum held in NewYork City on July 24-25. While the contradicting philoso-phies added to the debate between the two industries,the circumstances under which the online music confer-ence was held also contributed to a provocative event,as Kai R. Lofthus reports.

One of the company's analystsunderpinned Blackwell's intuitiveassumption that users of the Napsterservice spend a lot of money buyingmusic on CDs, have broad musictastes, and are therefore more likelyto be interested in music by artists indevelopment.

Other industry executives weremore concerned about the breaches ofintellectual property rights thatNapster is committing. In his keynotespeech, Time Warner Inc. presidentRichard D. Parsons ironically noted

In the seminar 'BeyondDownloads: New Models for MusicDistribution', BMG Entertainmentchief marketing officer and new tech-nology president Kevin Conroyoffered a humble perspective on thefuture of music online.

"It's a mistake to say that 'thingsused to be that way, and now it's goingto be this way'," he said. "There's notone single type of music fan, which isthe beauty of [the Internet]."

Conroy also objected to rigid inter-pretations of research presented atthe conference, claiming: "It's not sta-tistically correct to use findings in onedemographic-which is one small per-centage of the music market-andproject that to the overall musicconsumption.

"It's far too tempting to makegeneralisations. Let's see the glass as

half -full and not half -empty, anddevelop models that are flexibleenough to adapt to changes in themarket environment."

In a separate conference, dubbed`Defining the New Music Economy',

Larry Kenswil, the president ofUniversal eLabs, said: "My fear isthat music would end up like radioand network television, and I don'tthink anyone is satisfied with thoseexperiences."

Responding to news that investorMark Cuban, who launchedBroadcast.com, is setting up a labelwhich will cherry -pick superstarartists once they're relieved of major -label contracts, Kenswil noted thatUniversal is a $40 billion companyaind "can't take any chances" with $1billion in profits.

Referring to Cuban's plans, hesaid: "When you've got nothing,you've got nothing to lose."

A study presented byJupiter Communicationsfound that consumers wouldbe most interested in findingpopular songs, music genres,and artists on such sites, andabolishing concepts such aslabel -branded initiatives.Other essential aspects ofsuch a service would be toguarantee superior file qual-ity, virus protection, and noadvertising. Exclusivecontent, customised newslet-ters, and deep artist information were deemed to be less important.

"Your cost of entry to any particular song is zero. If you try [a song] anddon't like it, you just delete it," said Gene Hoffman, the president ofEmusic. "And that is a fundamentally different way to explore music and aradical redefinition of the consumer."

Which in turn calls for a renewed philosophy concerning views and prof-it margins on the singles configuration. BMG Entertainment chief market-ing officer and new technology president Kevin Conroy hinted that BMG isopen to innovative pricing models such as subscriptions, saying: "The valueof music is going to remain in the music itself."

MOOD MUSICA genteel and devilishly well -edited short version of OneMood by the Mood Makers (Musiques Hybrides/France)could be a surprise end -of -summer crossover choicethanks mainly due to an endearing tune. With a shuf-fling house groove, clattering percussion and shimmer-ing Hammond organ carrying the melodic content, thetrack has a distinct but subtle Caribbean calypso feel.

SHAKING UP THE DANCEFLOORGiven the current popularity of hard house over trancethe Vision EP (phase one) (Free-For-All/H011and), asolo project from Marco V.-more widely known as onehalf of Southside Spinners-is something of a master-stroke. By hitching the production sounds of classichard house to the drive and melodic richness of trancehe has created a big-hearted hybrid. Part one of athree-part series that promises to provide a muchneeded shake-up for underground dancefloors.

NOT ANOTHER TRANCE RECORDRefreshingly funky and surprisingly un-Dutch sound-ing, Are You Ready by Keros (Front/Holland), also hasa minimal vocal contribution (which consists of thetitle being shouted enthusiastically) and a melodra-matic, sweeping, neo-classical breakdown. All in allthis is not 'just another trance record' although whenthe beat kicks back in after the breakdown it doesbecome a very proto-trance, `du-duhht-duh' sort ofgroove. Perhaps not as overtly commercial as ATB butnevertheless worth checking out.

SCHILLINGS WAKES UPFollowing a lengthy absence from the dancefloor CharlesSchillings is back with the syncopated, thoroughly uplift-

ing It's About Time (People Wake Up)(Pschent/France). The Original Version com-bines a James Brown-esque guitar figure withMotown horns and some superb, sultry P -Funkvocalising from Juan Rozoff, very Prince circa1999 in fact. Conversely, the De La Cellule Mixups the tempo to create a storming disco/house

dancefloor track. Thanks to these and a further clutch ofexcellent remixes by Victor Simonelli and Fred Everythinga flurry of crossover action can reasonably be expected.

SINCLAR'S FLARES 'N' AFROFollowing the success of debut album Paradise and morerecently the single I Feel For You Bob Sinclar's very par-ticular brand of disco pastiche seems to hit the spot moreoften than not. On the follow-up, Bob Sinclar presenteChamps Elysees (Yellow/France), Sinclar largely sticksto the formula that made his debut album so successfulbut also, happily, stretches his stylistic wings. You AreBeautiful is a slow, moody, chill -out tune while Stripteasesees Sinclar upping the tempo with a slice of space funk.Got To Be Free featuring James D -Train Williams is anatural follow-up single. Life featuring Chezere vs. KenNorris is another custom-built single with sweepingPhilly strings and a pronounced Gamble & Huff feel.Save Our Soul moves away from the '70s vibe with a dri-ving house groove, sampling and steamy, wheezingsynths while Ich Rocke is, unsurprisingly, very GiorgioMoroder. Closing track Freedom featuring Gene VanBuren, another obvious single choice, is however, firmlyback in flares 'n' afro territory.

Having sold 2 million copies of the firstrecord he produced Don't You Want Me(Felix) and having dominated theEuropean charts with house singles suchas Insomnia with Faithless and Hold ThatSucker Down by QT Quartet, RolloMcGinty would have been forgiven for con-tinuing with a winning formula. But withFaithless taking a year out, the NorthLondon -born producerhas shown a darker sidewith his new Go Beatoutfit Dusted-the veryantithesis of Faithless.

Teaming up with for-mer Faithless keyboardplayer Mark Bates andemploying the vocal tal-ents of Luke Garwoodand Rachel Brown,McGinty has produced amelancholy masterpiece,simmering with atmos-phere and esoteric lyrics.Released last month, thealbum When We Were Young has no clubanthems, but what it lacks in immediacy ismore than compensated for by a depth andmaturity of songwriting and productionuncommon among house artists. It leanstowards the first pioneers of post -club ambi-ence such as Massive Attack, Portisheadand Tricky, while maintaining an individualedge and a subtle transience comparable toearly Brian Eno or William Orbit.

As such, When We Were Young is a com-plete change in direction from his previous

work, at times disturbing, others upliftingbut always deeply personal.

McGinty explains: "I started thinkingabout how childhood shapes you and, onceyou've opened it up, you can do a lot with it.Faithless jumps from place to place, which Ilove, but I wanted to make an album youcan put on soft or loud, where the trackslead into one another." The first singleAlways Remember To Respect Your Mother,set for an October release, is as haunting

and atmospheric as any-thing produced by Air,but will no doubt takeclub turntables by stormonce the artist has givenit one of his trademarkinfectious remixes.

Alex Myers, interna-tional product managerat Go Beat, says thatWhen We Were Young hasintentionally been givena low-key release andthat, "as the single has aphenomenal animatedvideo, most of the mar-

keting will take place around its release.Until then the project has been creating abuzz by word of mouth alone," Myers says.Consequently, none of the tracks havepicked up much airplay yet, but at UKdance station Galaxy programme controllerJean Branch believes that "the album is alovely project, very Vangelis, and shouldsuit evening and specialist shows. As forthe single, it depends entirely on how it'sremixed-judging by his track record itshould be a hit."

Celebrating its 25thanniversary, this yearSfinks 2000 (July 27-30)offered a 6,000 capacitydance area, a more inti-

mate 1,500 capacity club area, theWorld Groove club featuring a mix of livemusic and DJs and...mud.

First organised in 1976 as a folk -pop fes-tival in the village of Boechout, nearAntwerp, Sfinks changed genre five yearslater and is now widely regarded as one ofEurope's leading world music festivals.

Unfortunately bad weather left both theorganisers and emergency services busypumping water away from the mud -sub-merged festival site. Attendance was down40% on last year pulling in 25,000 fans.

Still, entertainment was to be had at themain open air stage, dance arenas, Kidsstage and the 'Parla' club, where the 200 -strong audience was able to meet some ofthe acts.

The artists themselves managed to sus-tain an excellent atmosphere with impres-sive performances from Brazilian DanielaMercury and Goran Bregovic's Weddings &Funerals Orchestra from Belgrade. Bothwere interviewed by Belgium's two nationalradio stations and Flemish TV's secondchannel.

The water and mud also encouraged1,500.people to cram into the tent to watchflamenco stars Miguel Poveda and RosarioToledo and listen-perhaps rather inappro-

anniversarypriately-to a rainchant by Congolesesuperstar Koffi Olomide.

The weather did take its financial toll,according to organiser Patrick De Groote:"Water and mud resulted in an estimateddamage of about Bef 10 million (250,000)and we have filed a claim with the authori-ties to get compensation from the NationalDisaster Fund," he says. At the close of thefestival, Flemish Culture Minister BertAnciaux attended the site and promised anadditional 5,000 in support for the festival.He also hinted at a support fund for outdoorevents which would provide security againstextreme weather conditions in the future.

Both RTBF Radio 21 and the VRT'sRadio 1 reported live from the festival withZjakki Willems taping live performancesfor his Radio 1 'Club tropical' show and sta-tion producer Frank de Maeyer and hostAnne Marie Zegers broadcasting live ontheir 'Club Live' programme.

How-ever, it now has debuted simultaneously in clubcharts in Germany, Benelux and Scandinavia, en-suring a return into the upper echelons.

Blank & Jones' DJ Culture (Gang Go) jumpsfrom 29-15. The Netherlands is the first marketoutside Germany to pick up on the track. Alsomoving up is a track signed to Dutch indie Spin-nin' Records, The Crazy Drummer's Party Drumz,which rises from 54-21. The force behind it is adebut on Germany's chart, where it's licensed toSuperstar Recordings, and a 24-10 jump on theUK club chart via a license to new imprintSplit...Records. Jazzy M's Jazzin' The Way YouKnow (Perfecto/Mushroom) is getting supportfrom deejays in the UK and Hungary, and goes upfrom 69 to 27 this week.

Looking promising for next week's Traxx chartis Agent Sumo's Sunflowers (Sunflower Records).Now available through Virgin, it currently enjoyschart life in the UK. Also a likely contender is UKact Sabotage with a track originally titled EngineTrouble. Ministry Of Sound's sister label Incen-tive have cunningly chosen to rename it as themore seasonal Return To Ibiza.

However, somewhat surprisingly, while Ma-donna's Music (Maverick/Warner) has made itsdebut in the European Radio Top 50 chart, clubdeejays seem to be less keen so far. At this stage,it only charts in the Denmark and may have towait for some time before entering the DanceTraxx Top 40.

Vamos A Bailar from Italian sisters Paola &Chiara lezzi enter at 49, spicing up the summerwith a catchy disco salsa sound. Already stars intheir madre terra after being discovered at theSan Remo Festival, this track from theirforthcoming third album Television (Columbia) isset to conquer the rest of Europe. It's explodingalready as this week's Roadrunner in the BorderBreaker's Chart, rising from 20 to six, followingadditions in Germany and Spain. Among therecord's current supporters are 104.6 RTL Berlin,

One of the first programmers outside Italy todiscover the record as long as two months agowas Ronald Blum, head of music at CHR outletRadio L in Liechtenstein. "It comes at the righttime, in the right place. It's a great song inSpanglish," he says, referring to the translatedEnglish version he's programming two to threetimes a day, after starting off with the Italianoriginal. Blum is currently also playing similarlylighthearted tunes for the summer like ComoSuena El Corazon by Gigi D'Alessio (RCA) andPara No Verta Mas by La Musica Tse Tse (EMI),which he describes as "happy and moving."

Back to the airplay chart, and The Corrs areon top for the fifth week in a row, but arerunning out of puff with Breathless(143/Lava/Atlantic). Box set marks 'slight return' oearly, previously unreleased, liveversion of Hey Joe recorded at theOlympia Theatre in Paris on Octo-ber 18, 1966. Recorded for Frenchradio, the performance gives aglimpse of the raw talent that hadstill to emerge on its first studiorecording. As such, the material onthe box set serves to document thedevelopment of Hendrix's music.

"For us the box set was a chanceto look at the 1966-70 period, atthe scope of his career, and detailevery aspect. It's a comprehensive,chronological overview of hiscareer," promises McDermott,adding: "That hasn't been done onany of the other posthumousrecords."

The artist's sister explains thatthe box set project began last yearwhen Experience Hendrix was"negotiating on tapes in the pos-session of the Chandler family."Sadly, Chas Chandler died so itwas left to his family to hand overthe recordings. "Then we went toAbbey Road studios to transfer thetapes. That took 45 hours and nosleep!" Hendrix continues. "Mixingand mastering took two weeks,mainly at NRG in LA, and wealways master at Sterling in NewYork with George Marino who isthe best around. It's a labour of

Unsurprisingly, Universal VPcatalogue marketing, Julian Hunt-ly, sees The Jimi Hendrix Experi-ence as a major release for thelabel. "It's probably the mostimportant catalogue campaignbetween now and Christmas," hesays. "Obviously he's one of ourblue chip catalogues and this yearis important because of theanniversary. We've been workingthe catalogue for three years or so,and the box set is the crowningglory."

Following the box set, the nextofficial Hendrix release is plannedto be an R&B tribute album fea-turing Bootsy Collins and CarlosSantana, with all proceeds going tocharity.

"They [the new Internet -labelstart-ups] will realise that the pro-duction of music is much moreexpensive than its reproduction,"warned Stein. "And they will alsotake legal action against companieslike Napster and MP3.com if theydistribute their musicproducts illegally."

BMG unveils downloads for saleBMG Entertainment will becomethe first major label to offer com-mercial online downloads in Ger-many.

From September, the Munich -based company will offer an initial100 titles for download, extendedto 300 by the end of the three-month launch period, from themusicdownload24 web site.

BMG's partners in the projectare Internet portal Lycos Europeand New York -based digital rightsmanagement firm Digital WorldServices, who will provide theentire technical functions, from theencryption of the titles to theadministration of digital rights tothe handling payments. The pro-ject will use Intertrust's secure dig-ital rights management platform.

German trade fair Popkomm inCologne on August 17, BMGEntertainment GSA and easternEurope president Thomas M. Steinsaid that consumers would initial-ly be offered either a pay -per -playor a download option. Consumerswill be charged DM0.29-0.49 pertitle for pay -per -play and DM2.99-4.99 for the purchase of a track.

The price will vary dependingon the status of the title, its chartposition and whether there is anexclusivity for the track. Initialtitles offered feature material fromrock acts Guano Apes and HIM,pop bands like the Kelly Familyand stand up comedians such asMichael Mittermeir. Titles will allcome with a full package includingartwork, pictures, lyrics and abiography of the artist.

Ogden returns to his first loveby Emmanuel Legrand

LONDON - After nearly sevenyears with Sony Music Europe assenior VP in charge of Europeanmarketing operations, RichardOgden is going back to his roots inartist management.

The, record company executivewill launch a new company RichardOgden Management (ROM) on Sep-tember 1, in partnership with Ger-man concert production and liveentertainment group, DeutscheEntertainment AG (DE AG).

Ogden plans to set up a compa-ny capable of handling one or twomajor acts and as many developingartists. "I want to have a balancebetween new and established acts,"he explains. At this stage, he sayshe can't name acts but that he has"two or three irons inthe fire," including someSony artists.

Joining ROM isMatthew Sztumpf, whountil recently was direc-tor of tours, sponsorshipand events at SonyMusic Europe. Previ-ously, he managed UKacts Swing Out Sisterand Madness.

Asked why he chose to quitSony, Ogden admits that last yearsaw several changes in the compa-ny's management structure, withthe appointment of Rick Dobbis aspresident of Sony Internationaland of Paul -Rene Albertini asexecutive vice president of SonyMusic Europe. "I sensed thatthere was going to be morechanges," he explains. "And I don'tthink I wanted to be part of it." Headds he also felt the need for achange. "I've been doing this jobfor almost seven years, and I amnot very good at doing the samething all the time," he says. "I was

not feeling challengedany more. As I amentering the last phaseof my music businesscareer, I though Ishould be doing what Ireally prefer doingmost-which is man-aging artists."

Before joining SonyMusic in 1993, Ogdenhad been managingdirector of Paul

McCartney's MPL Communica-tions for six years and was directlyinvolved with the career of theartist and his late wife Linda. Healso managed acts such as TheMotors, The Skids and BramTchaikovsky in the late 1970s.

Of his Sony years, Ogden saysthat the dominant aspect of his jobhas been to look at all the ways tobreak acts and that the road tosuccess didn't necessarily have toinclude the UK. He says: "The con-ventional view was to say 'Let'sbreak in the UK first'. Our viewwas to treat all the affiliates asequals and say 'Let's see where wecan break this act first'."

Speaking at Popkomm in Cologne on August 17,Radio Hamburg programme director ThomasWalde has officially pronounced the much -vauntedAct 2000 co-operation between Germany's radioand record industries as "dead." Act 2000 wasinitiated a year ago to encourage German stationsto air more new talent, but has been widelyregarded as a flop. However, in a joint venture withHannover's Radio FFN, Walde's station haslaunched a new website-musicmachine.de-dedicated to airing new releases from new talent.

Some better news for the German industryannounced at Popkomm is that music sales are upfor the first time in two years. In figures for thefirst half of 2000, unit sales increased by 3.5% onthe same period last year to 120.4 million,although there was a drop in unit sales of locally -produced repertoire.

Musical chairs continue at UK media groupEmap following the recent announcement thatbroadcast director Dave Lincoln was quittingthe company's music -based Performance Net-work division. Lincoln will be replaced by PhilRoberts, currently managing director of Emap'sPiccadilly Key 103 and Magic 1152 inManchester. Roberts will have the title Hunggroup programme director. FillingRoberts' boots in Manchester will be TomHunter, the experienced ex -ScotFM/Leith and Radio City/Liverpoolmanaging director, who moves from MDof Emap's radio -related Internet oper-ation Click UK.
