Dear participants,
I am delighted to welcome you to the Commonwealth Broadband Pacific Forum 2017, hosted by the Ministry of Communications & Information Technology, and the Office of the Regulator of Samoa.
Broadband offers enormous potential to enhance Pacific lives. There are compelling economic and social benefits to be gained from fast access to the Internet. Throughout the Commonwealth broadband is proving to be an enabler of innovative solutions in areas such e-government, e-business, e-education and e-health, helping to make information and services readily available to millions of people. However, far too many are still prevented from benefitting from this revolution.
This event will examine the challenges faced in achieving universal broadband access: geographical, legal, financial and political to name just a few. We hope to identify effective solutions that can be easily adopted and implemented in each Pacific island as we work together to make broadband accessible to all.
I wish you all a successful Commonwealth Broadband Pacific Forum 2017 and I hope that you also enjoy the beauty and unique hospitality of Apia.

Talofa lava and welcome. It is my pleasure to welcome you all to Samoa for the Commonwealth Broadband Pacific Forum 2017.
Broadband plays an important role in our socio-economic development. It is a tool that if used correctly will accelerate the financial and economic growth of a country and its people.
In Samoa, one of our objectives is promoting efficient and reliable provision of telecommunications and broadcasting services. Broadband is an essential part of this, as greater access leads to successful opportunities.
It is my hope that this forum will be a platform for everyone to share their success stories, ideas and lessons on broadband. All of this is vital for a successful forum that will benefit all participants.

Affordable and modern broadband services are crucial to most twenty-first century societies since they provide a gateway to communication and access to information. Here in the Pacific islands we face specific challenges connecting our far-flung communities. Samoa is pleased to be hosting this Forum as we are committed to the view that all communities within the Pacific region should have access to affordable and reliable broadband facilities.
With the growing need for individuals, businesses and government agencies to achieve connectivity, the demand for access to state-of-the-art broadband services is increasing. The agenda for this event incorporates a wide range of perspectives on how to meet this demand, and I have great hopes that you will contribute to a productive discussion at the Commonwealth Broadband Pacific Forum.
