1.0 PURPOSE AND SCOPE

1.1 Purpose

This procedure provides instructions for performing required sample filter

exchange/removal and comprehensive inspections of Record Sampler(s) and Stack

CAM(s) at 242-A Evaporator.

3.0 PRECAUTIONS AND LIMITATIONS

NOTE - During the performance of this procedure no vapor hazard exists, therefore no

respiratory protection for IH purposes is required.

3.1 Personnel Safety

3.1.1 Non-electrical worker accessing electrical enclosures must ensure the

following:

The enclosure must have a white label indicating that it has been evaluated.

The work activity within the enclosure does not involve.

- Reaching around or moving electrical equipment

- Contacting electrical connectors/connections

- By-passing protective shielding/barriers.

3.1.1.1 Stop and notify management if these conditions cannot be met, or

if discrepancies exist (e.g. conflicting or missing labels, missing

or damaged protective barriers).

3.1.2 When environmental conditions exist where extreme cold or damp weather

conditions could potentially cause condensation to form inside the ventilation

system (outside ambient temperature is less than 50 degrees F and the

exhauster has been shut down for longer than 30 minutes), absorbent

materials should be placed around the filter paper connection when changing

out filter paper. This will help to ensure liquids do not drip on electrical

components/insulating barriers and maintains the electrically safe condition.

3.1.3 If liquids run down onto electrical components/insulating barriers, exit the

cabinet, and notify the Shift Manager that the cabinet must be reevaluated for

electrical hazards.

3.1.4 When liquids are present or handling the absorbent materials, workers need

to wear surgeons’ gloves.

3.2 Equipment Safety

CAUTION - To prevent cross contamination of record or CAM sample paper, paper

should not be removed from proper envelope.

3.3 Radiation and Contamination Control

3.3.1 When work is performed in a high contamination, high radiation, or airborne

radioactivity area, then an approved work package must be developed which

is reviewed by Radiological Control per the ALARA Work Planning

procedure TFC-ESHQ-RP_RWP-C-03.

3.4 Environmental Compliance

3.4.1 All planned and unplanned outages of Tank Farm ventilation systems,

abatement control equipment, and exhaust monitoring systems must be

reported to the applicable shift office per TF-REC-001.

3.4.2 A comprehensive inspection is performed at the beginning of each sampling

period or quarterly, whichever is less to satisfy requirements of TFC-ESHQ-

ENV-STD-05, Radioactive Airborne Effluent Sampling.

3.4.3 Discovery of a “wet” or “damp” sample filter at the time of exchange should

be reported to the Environmental Representative for the facility. At the time

of reporting provide the sample identification number for the “wet” or

“damp” sample filter.

4.0 PREREQUISITES

4.1 Special Tools, Equipment, and Supplies

The following supplies may be needed to perform this procedure:

CAM ASP tool

Calculator

Replacement filter paper, as required

Tweezers for filter handling

Hearing protection

2-way portable/handheld radio

Portable count rate survey instruments

Small screwdriver

47 mm Versapore 3000 or equivalent air sample filters

Air sample envelopes (white 54-6700-206 and kraft [brown] 54-6700-205)

HCU for reading ABCASH bar code labels

Surgeons’ gloves.

4.2 Performance Documents

4.3 Field Preparation

4.3.1 PRIOR to performance of this procedure, ENSURE Shift Manager and

242-A Evaporator At-the-Controls Operator has been notified.

4.3.2 IF ABCASH is not used, ENSURE a CHAIN OF CUSTODY/SAMPLE

ANALYSIS REQUEST has been initiated.

4.3.3 ENSURE RadCon personnel meet training requirements listed below:

HPT initial qualification

Orientation Checklist (Site Form A-6003-481)

OJTs and following courses:

350979, Source Check and Air Sample Exchange

5.0 PROCEDURE

NOTE - Sections 5.1 through 5.3 may be performed simultaneously or in any logical

order, unless otherwise noted in this procedure.

- There are electrical interlocks and relays in the system that, if activated or

overridden, can shut down exhaust and detection systems; therefore, attention

must be given to exact step-by-step compliance to applicable sections being

performed.

5.1 Use and Notifications

5.1.1 IF at any time during the performance of this procedure any item is identified

as out-of-specification per the referenced requirement(s), or in the judgment

of the HPT an identified condition may render the CAM inoperable,

NOTIFY Shift Manager of the out-of-specification condition.

5.1.2 IF during sample exchange exhaust stack shuts down, IMMEDIATELY

NOTIFY Shift Manager.

5.2 Exchange CAM Sampler Air sample filter.

5.2.1 IF performing testing on the K1 Bldg Stack CAM and as directed by Shift

Manager, PERFORM the following:

5.2.1.1 WAIT for Ready green light.

5.2.1.2 REQUEST operator to position CAM BYPASS

SWITCH (SW-2) to ON.

5.2.1.3 NOTIFY Shift Manager and At-the-Controls Operator

CAM BYPASS SWITCH (SW-2) is ON.

NOTE CAM efficiency can be N/A.

5.2.2 RECORD CAM information in block #1 (Site form A-6003-524).

5.2.3 RECORD required sample OFF DATA information on brown sample

envelope, or ABCASH HCU. (For building exhauster, see ABCASH

ON/OFF data located in Figure 2)

5.2.3.1 MULTIPLY Building Exhauster CAM totalizer reading by 10.

5.2.4 OPEN sample holder.

5.2.5 IF open sample holder alarm actuates, ACKNOWLEDGE alarm.

5.2.6 REMOVE CAM filter AND

INSERT into brown sample envelope.

5.2.7 IF CAM sample filter is wet or damaged, NOTIFY Shift Manager.

5.2.8 CHECK rubber O-rings in place and in good condition

(no cracks, tears, or other indication of damage).

5.2.8.1 IF O-ring(s) are found to be damaged or missing, NOTIFY Shift

Manager of O-ring condition.

5.2.9 ENSURE air sample filter holder and sample support are in-place and in

good condition.

5.2.10 INSTALL AND REASSEMBLE new sample filter in sample holder.

5.2.12.1 MULTIPLY Building Exhauster CAM totalizer reading by 10.

5.2.13 IF performing testing on the K1 Bldg Stack CAM and as directed by Shift

Manager, PERFORM the following:

5.3 Exchange Record Sampler Air Sample Filter

5.3.1 IMMEDIATELY INFORM Shift Manager of any unplanned exhauster

shutdowns of any of the following:

Building exhaust system

R1-1-2

Vessel vent system

RIAS-VV-2.

5.3.2 CONFIRM Air sample filters are exchanged within the time frames

indicated in Table 1.

5.3.2.1 IF Air Sample Filters are not exchanged within time frames,

NOTIFY Shift Manager.

5.3.3 IF not performing this section in parallel with another section, OBTAIN

permission from Shift Manager and At-the-Controls-Operator to proceed

with air sample filter exchange at designated stack.

5.3.4 IF system is found out-of-service, NOTIFY Shift Manager.

5.3.5 RECORD Electronic Data Processing (EDP) code and date along outside

edge of Record Air Sample filter. (Figure 2)

5.3.6 RECORD sample As-Found (Off Data) information on white sample

envelope or in ABCASH HCU. (For building exhauster, see ABCASH

ON/OFF data located in Figure 2)

5.3.6.1 MULTIPLY building stack totalizer reading by 10.

5.3.7 REMOVE record sample filter.

5.3.8 IF record sample filter is wet or damaged, NOTIFY Shift Manager.

5.3.9 INSERT record sample filter into white sample envelope AND

DO NOT REMOVE from white sample envelope once it has been inserted.

5.3.10 INSPECT sample chamber O-ring/gasket.

5.3.11 IF O-ring/gasket is found to be damaged, NOTIFY Shift Manager

5.3.12 ENSURE record sample filter holder and sample support are in place and in

good condition.

5.3.13 INSTALL AND REASSEMBLE new sample filter in sample holder.

5.3.14 IF adjustable, ADJUST flow rate to specified value in Table 2.

5.3.14.1 IF As Left flow rate is not adjustable and outside of values

specified, IMMEDIATELY NOTIFY Shift Manager.

5.3.15 RECORD “ON DATA” on ABCASH HCU or on sample envelope

(see Figure 2).

5.3.15.1 MULTIPLY building stack totalizer reading by 10.

5.3.16 IF filter exchange(s) are complete, GO TO Section 5.4
