You can see areas of completed and partially completed work all the way from S Jackson St to E Union St. As soon as June 1, crews will extend the northbound detour into Zone C (from E Union St to E John St) to continue rebuilding the street. UPCOMING CONSTRUCTION ACTIVITIES Rebuilding 23rd Ave includes major construction below and above the street. This work must be completed in sequential order, much like building a house. Here’s what we have left to complete: Zone A (S Jackson St to E Cherry St) Building sidewalks and installing new electrical and landscaping features Zone B (E Cherry St to E Union St) Continue rebuilding the street and sidewalks and installing new electrical, storm drainage, and landscaping features Zone C (E Union St to E John St) As soon as June 1, crews will start installing new storm drains as they prepare to rebuild the street SCHEDULE UPDATE The project is on schedule for completion in early 2017. We have heard clearly the community’s request that we finish construction as quickly as possible. Since late February, we have been working with the contractor to look at different ways to sequence the remaining work. On March 14, we reopened Zone A to two-way traffic, because we could complete the remaining tasks in this zone without the full northbound detour. After seeking input from key community stakeholders on phasing options between E Cherry St and E John St, crews will extend the northbound detour into Zone C as soon as June 1. This will mean a northbound detour will be in place in both zones B and C for up to 2 months. This 2-month overlap allows crews to be more efficient so we can complete the project by early 2017. This phasing option also results in the shortest timeline for detours in each zone and construction overall. Crews may work in Zone C before the northbound detour is extended as long as two-way traffic is maintained. WHAT WE’VE HEARD AND WHAT WE’RE DOINGWe know that construction has been hard on the community, including local businesses, residents, and commuters. Crews are doing all they can to finish construction as safely and as quickly as possible. Over the last several months, we have been making a concerted effort to address community concerns about the construction zone appearance, signage, and business access.

To improve the cleanliness of the construction area, crews moved construction materials and some equipment to an off-site staging yard and implemented daily site inspections.

To improve our pedestrian detours, we have introduced new orange and white partitions.

To help promote business patronage, we have increased and adjusted the placement of “businesses are open” signage to be more visible during weekend detours, begun wayfinding signage consultations with businesses, and included additional promotion of businesses in our construction flyers and email updates. The Office of Economic Development also helped businesses apply for the business stabilization fund, utility deferrals, and other technical and financial services.

PHASE 1 CONSTRUCTION STARTS APRIL 2015As soon as April, crews working for the Seattle Department of Transportation (SDOT) will begin construction on 23rd Avenue between E John Street and S Jackson Street. This is the first phase of a project to improve safety and mobility for people who drive, walk, bike and take transit. SDOT will rebuild this stretch of 23rd Avenue from a four-lane street to a three-lane street — one lane in each direction with a center-turn lane (see diagram below). This phase of work also includes replacing the water main, installing new pavement, sidewalk improvements, traffic signal improvements, lighting improvements and public art.

What to expect during construction

Construction is difficult and SDOT is working to minimize how project construction will impact businesses, residents and the traveling public. To limit the amount of time active construction is happening in any one area, Phase 1 is split into three work zones. See map at right for details about each work zone.

Neighbors can expect:

• No northbound traffic on 23rd Avenue with detours to Martin Luther King Jr Way

• Southbound traffic reduced to one lane

• Multiple weekend closures of key intersections

• Short-term driveway closures and sidewalk detours

• Other typical construction impacts such as noise, dust and vibration (nighttime noise will be limited), and short-term utility interruptions
