NEW DELHI, FEB 22 Prime Minister Narendra Modi on Sunday said it was the collective responsibility of all parties to run the House as the government called for an all-party meeting ahead of the Budget session beginning Monday. After the all-party meeting, Modi said, "The country looks at Budget session with hopes and aspirations. It is collective responsibility of all parties to ensure it runs smoothly." "I assure all parties that issues raised by them will be taken up for discussion in Parliament," he said while talking of the contentious bills that are to be presented in the Parliament. Ahead of the all-party meet, Parliamentary Affairs Minister M Venkaiah Naidu met Congress President Sonia Gandhi in an apparent attempt to seek cooperation of the largest opposition party which the government will require particularly in the Rajya Sabha for conversion of Ordinances into Acts. He described the meeting as "good". Later, he hosted a meeting of leaders of all parties in both Houses of Parliament and emphasised the need for a spirit of mutual cooperation during the Budget session beginning tomorrow. "The government is always willing to sit with opposition to resolve differences on any issue... A spirit of mutual cooperation is required to ensure productive budget ses- sion," he said. Referring to the controversy over Land Acquisition Ordinance, he said the issue needs to be addressed "sin- cerely" without politicisation. "We are aware that land acquisition is an emotive issue as it concerns farmers. We need to address this issue sincerely without undue politicisation," the Minister said. "The government has givenmoney to madrassas. It is a goodthing. We are not criticising any-body. We do not disrespect anyother faith and it is not our inten-tion to belittle anyone. The Modigovernment talks of 'Sabka SathSabka Vikas' (equal growth forall), but don't our Vedas comeunder that," he said.

He was speaking at an interna-tional conference on Vedas hereand also sought to promote Vedicteaching around the world byproposing to establish a "Vedicvidyapeeth" (university).

"The organisers of this confer-ence have invested several hun-dred crores of rupees on thisevent. But, our government doesnot have money to spend onVedas. They can't loosen their

purse strings for that," Ramdevalleged.

"I think, given the importance

of this ancient wisdom of ourcountry, they (Centre) shouldhave poured in several thousandsof crores of rupees on it...Now,they are spending on Sanskritalso. But, for Vedas, there is no

money," he said.In his address, on the last day

of the conference today, Ramdev

also pitched for establishing aVedic temple-cum- universitythat would serve not just a mereworship place but also as aknowledge centre for propaga-tion of Vedic teachings.

He said even UNESCO hasacknowledged the importance ofVedas and called Vedic chants asa cultural heritage, and it wastime "our own government gaveit its due too".

"But, it is also my hope thatlike for Yoga, the Modi govern-ment would also do the needfulto promote Vedas," he said.

The yoga guru further said thatthere was a "gap in understand-ing" between the Vedic scholarsand scientists and "our aim andmission is to create a confluenceof ancient science and modernscience".

"People who know Vedic sci-ence, are not aware of quantumphysics, space science, chem-istry and other contemporaryareas and many of the modernscientists do not have idea aboutthe Vedic science. We want bothof them to interact with eachother and we will plan a meet oftop scientists and renownedVedic scholars soon for that," hesaid.

He said "communal discor-

dance, war-mongering and con-sumerism" were the aberrationsin today's world and the way outof the problematic situation isthrough Vedas.

"We should endeavour to builda Vedic India and ultimately aVedic world for benefit of allmankind. We want modernitywith spirituality," he said.

Ramdev also referred to spiri-tual guru Maharishi MaheshYogi's move to introduce a cur-rency 'Raam' named after theHindu deity and said it has beenaccepted by several countriesthough "India has still not recog-nised it".

He also lashed out at peopleand institutions who are runningyoga centres around the countryfor commercial benefits.

At these coun-ters, only those passengerswho tender exact changecan buy tokens. "This willavoid any queuing or wait-ing time for passengers asthey won't have to wait forreturn change after buyingthe tokens," a DMRC offi-cial said. Metro says, ashortfall of around "3 lakhcoins" per day has led to asituation where passengersare often having to forgothe change amount, leadingto many of them lashing outat the staff. "DMRC on anaverage faces a demand ofapproximately Rs 7 lakhcoins per day (of Rs 1, 2and 5 denominations).However, only about 4 to4.5 lakh (Rs) coins can bemade available to the 146stations on daily basiswhich creates a gapbetween demand and sup-ply," the official said. Thestations where these coun-ters have been made opera-tional are - New Delhi,Chandni Chowk, RajivChowk, Anand Vihar,Shahdara, HUDA CityCentre, Jahangirpuri,Uttam Nagar East, Saket,Dilshad Garden, KashmereGate, Badarpur, AIIMS,Vaishali, Karol Bagh,Seelampur, M G Road,Noida City Centre, R KAshram and Dwarka Mor.

The said incubator hasbeen set up in the varsity'sSouth Campus by a consor-tium comprising SoftwareTechnology Parks of India(STPI), under UnionMinistry ofCommunications andInformation Technology,and India Electronics andSemi ConductorsAssociation (IESA) withan investment of Rs 21crore.

"We have signed an MoUwith the STPI and IESAhas also been involved inthe project. The park hasbeen set up on DU campus

and our students will be thebeneficiaries. The fundinghas been provided by gov-ernment through STPI,"DU Registrar Tarun Dassaid.

He said there was a a dis-connect between the devel-opments in industry andprogrammes in academicinstitutions.

"The park has been set upto bridge this gap and pro-vide an entrepreneurialplatform to students," headded.

"We have been seekingSTPI's help in past too forfunctioning of the comput-er centres in DU, installa-tion of various softwaresand hardware. Both ourcampuses are Wi-Fi zoneand we had roped in STPIfor facilitating that too,"Das said.

While the IESA is theimplementation agency for

the project, it has alsoroped in Cybermedia IndiaLimited (CMIL) to supportit in execution of the proj-ect.

With STPI providingfunding and managementof the incubation centreand DU the infrastructure,knowledge experts andincubatees, IESA andCMIL shall provide indus-try connect, mentoring,technical know-how, pro-motion and outreach inaddition to venture capitalaccess for the incubatees.

The park which is first-of-its-kind to be estab-lished in the country hasinfrastructural facilities,including world- class test-ing systems and measuringequipment, will becomefunctional next month.

"The incubation parkaims at providing buddingentrepreneurs with toolsthat are generally veryexpensive. they are being looked into."We are taking up the

A 31-memberDepartment RelatedParliamentary StandingCommittee on Personnel,Public Grievances, Lawand Justice, headed byNatchiappan, is examin-ing the Lokpal andLokayuktas and OtherRelated Law(Amendment) Bill, 2014.The Bill was introduced inLok Sabha on December 8last year.

The committee has beenmandated to examine thebill and submit its reportby March 25.

He said the Departmentof Personnel and Training,

nodal authority of the cen-tral government for anti-corruption matters, is alsoproviding its input on theproposed changes in theLokpal Act.

The amendments seeksto provide for the alterna-tive of leader of singlelargest Opposition partyin the Lok Sabha in theevent there is no Leader ofOpposition in the House,for being represented onthe selection panel forappointments of chairper-son and members ofLokpal.

It aims to provide forqualifications for appoint-ment of Director ofProsecution in the CBI forthe sake of its functionalindependence.

The bill also seeks to laydown the tenure of theeminent jurist nominatedas member of the Lokpal

and to provide for ascheme wherein the filingof information by the pub-lic servants is brought inharmony with the provi-sions of the respectiveacts, rules or regulationsas applicable to differentcategories of public ser-vants.

The Lokpal andLokayuktas Act providesfor establishment of aLokpal for the Union andLokayuktas for the statesto inquire into corruptioncharges against publicfunctionaries.

The Lokpal selectioncommittee, led by thePrime Minister, has as itsmembers the Lok SabhaSpeaker, the Leader of theOpposition in the LowerHouse, the Chief Justiceof India or a judge of theapex court nominated byhim, and an eminent jurist

who could be nominatedby the President or anyother member.

Ahead of the announce-ment of the general elec-tion last year, the UPAgovernment had appointedan eight-member searchcommittee in February ina hurry with Justice (retd)K T Thomas as its chair-person.

The other members wereKaki Madhava Rao (for-mer IAS officer), F SNariman (legal luminary),Prof Meenakshi Gopinath(educationist), M LKumawat (former BSFchief), H K Dua and ProfMrinal Miri (Rajya SabhaMPs) and S Y Quraishi(former Chief ElectionCommissioner).

CBI, CVC give view on Lokpalamendments to Parliamentary panel

NEW DELHI, FEB 22The government has approved projects

worth Rs 6,300 crore for socio-econom-ic welfare of the minority communitiesunder the Multi-sectoral DevelopmentProgramme (MSDP) in the 11th and 12thfive-year plans, a response to an RTIquery has revealed.

According to the response by MinorityAffairs Ministry, the programme wasstarted in the year 2008-09 in 90Minority Concentration Districts(MCDs). The reply stated that during the11th five-year plan, an amount of Rs3,780 crore was allocated out of whichprojects worth Rs 3734 crore wereapproved. In the 12th five-year plan,projects worth Rs 2,756 crore wereapproved and an amount of Rs 1,598.96crore had been released for the purpose.

However, there have been allegationsfrom several communities that the allo-cated funds have not been utilised prop-erly for their benefit.

Commenting on this, Minority AffairsMinister Mukhtar Abbas Naqvi said that

several programmes were beingreviewed and states were being directedto spend the allocated funds properly.

"States like Kerala and MadhyaPradesh are spending the alloted fundsproperly while the same cannot be saidof states like Uttar Pradesh, Bihar andWest Bengal. I have talked to chief min-isters of the states which are not spend-ing the funds properly," he said.

In the response to the RTI query, theMinority Affairs Ministry has said thatthe implementation of this programme isplanned at the level of blocks, towns, andcommunities. The block level commit-tees make plans for their blocks and for-ward it to the district level committee.The district committee reviews the pro-posal and sends it to the state level com-mittee. A committee at the central levelhas the authority to review and approveproposals. Muradabad based RTI activistSaleem Baig had sent the RTI query onthe welfare programmes being undertak-en for the benefit of minority communi-ties.

MACT Presiding OfficerHarish Dudani directedOriental InsuranceCompany Ltd, insurer ofthe offending bus, to payRs Rs 13.72 lakh as com-pensation to the wife andfather of one Satish KumarSain, who died in 2013.

While holding the driverof the bus guilty of negli-gent driving, the tribunalrelied on the testimoniesof the victim's wife Poojaand an eyewitness anddocuments submitted bythem including the copiesof FIR and post mortemreport.

"In view of testimony ofvictim's wife and docu-ments on record the negli-gence of driver of offend-ing vehicle has been primafacie proved," the courtsaid.

According to the peti-tion, on October 1, 2013,

Sain was crushed underthe rashly and negligentlydriven bus while he wascrossing Pandara Roadnear India Gate here.

He was taken to RMLHospital where he wasdeclared brought dead, itsaid.

Govt reaches...legislative and non-legislative business.The session will begin with President

Pranab Mukherjee's address to members ofboth houses of parliament.

The NDA government will find it tough toget bills replacing six ordinances passed.

The government faces an uphill task in get-ting the bills aimed at replacing ordinancespassed as opposition parties have conveyedtheir firm stand against some of them includ-ing the land acquisition ordinance.

Though the government has held backchannel discussions on contentious bills withleaders of opposition parties, there is no signof a breakthrough so far.

An official release said that the financialbusiness (11 items) include presentation ofand discussion on general and railway budg-et, voting on demands for grants, supplemen-tary demands for grants for 2014-15 andexcess demands, if any, for 2013-14. The railbudget will be presented Feb 26, EconomicSurvey Feb 27 and general budget Feb 28.

The legislative agenda comprises introduc-tion, consideration and passing of seven newbills by both the houses including theFinance Bill, 2015 and bills replacing the sixordinances.

While 10 new bills are slated to be intro-duced, the government's agenda includespassing of three bills pending in the LokSabha and seven in the Rajya Sabha. Thosepending in the Lok Sabha are: TheConstitution (122nd Amendment) Bill, 2014relating to introduction of GST, The Lok Paland Lok Ayuktas and other Related Law(Amendment) Bill, 2014 and The Repealingand Amending Bill, 2014. After being passedby the Lok Sabha, these bills will be taken upby the Rajya Sabha.

Bills pending in the Rajya Sabha includefour bills already passed by Lok Sabha - TheCompanies (Amendment) Bill, 2014, ThePublic Premises Eviction of UnauthorisedOccupants) Amendment Bill, 2014, TheRegional Rural Banks (Amendment) Bill,2014, The Repealing and Amending(Second) Bill, 2014, and the Payments andSettlement Systems(Amendment) Bill, 2014.

Other pending bills are: The Prevention ofCorruption (Amendment) Bill,2013 and TheConstitution (Scheduled Casts) Orders(Amendment) Bill, 2014.

The new bills pertain to on the NationalCooperative Development Corporation, theWarehousing Corporation, Andhra Pradeshreorganisation, arbitration and conciliation,repeal of appropriation acts, registration ofbirths and deaths, whistle blowers protection,Indian Institutes of Management, NationalAcademic Depository and Identification ofScheduled Castes.

The non-legislative business for the sessionincludes discussion on the motion of thanksto the President's address.

The first part of the session will continuetill March 20. The second part will com-mence after a month-long recess from April20 and conclude May 8.

There will be 20 working days during thefirst half of budget session and 13 in the sec-ond half.

During the intervening recess, standingcommittees will take up detailed examinationof the demands for grants of different min-istries.

Gandhian Anna Hazare is also scheduled tohold a protest against the land acquisitionordinance from Monday at Jantar Mantar.Congress vice-president Rahul Gandhi isexpected to join protest by the party againstthe ordinance.

"I told him that workers should not comeon the stage, they can join the agitation. Wewill talk on this in detail as I am meeting himtomorrow. We will talk and figure out thenext plan of action," he said.

Asked about Congress wanting to supporthis movement, the anti-corruption activistsaid said that political parties manipulatesuch situations against each other and if the

Congress Vice President wants to join theagitation, he can come and sit among thepublic.

"If a chief minister wants to come and be apart of our protest, he can. This ordinance isagainst the farmers and in favour of the cor-porates. It seems to be 'Achhe Din' only forthe corporates," he said.

BSF wants...and has been defending the borders of

"Unlike army, there being no conceptof peace station in the BSF, the majorityof BSF personnel are compelled to liveseparately away from their families dueto adverse service conditions. Thisinvariably results in an inevitable longseparation from family life and alien-ation from the same society from wherehe joined BSF at the tender age of 18plus," the report said.

The force said it has demonstrated itscapabilities and bravery alongside Armyduring the outbreak of various hostilitiesalong the Indian borders like the 1971war, the 1999 Kargil conflict and 'OpParakram' (post Parliament attack).

The force feels it has "neither the liber-ty nor the luxury to fail" and henceshould be considered for specialallowances like BSP which will not onlyboost the morale of its troops but willalso better the lives of its men whoremain away from their families for along-time when they are either posted atborders or for other internal securityduties like combating Left wing extrem-ism and countering insurgents in thenortheast.

FM Jaitley...sops to the individual tax payers, he is also

expected to unveil initiatives to boost invest-ments by corporates and promote manufac-turing as part of the Make In India campaignthat aims to make India a global manufactur-ing hub and create jobs.

Jaitley, who in his maiden Budget in July2014 had outlined his approach to providingrelief to individual tax payers, is expected tocontinue this in the BJP government's firstfull year Budget on Saturday.

Last year, he had raised the personalIncome Tax exemption limit by Rs 50,000 toRs 2.50 lakh and also raised by same amountthe exemption from payment of I-T on sav-ings to Rs 1.50 lakh.

However, this time around Jaitley, accord-ing to experts, may choose only one of themas he looks at additional revenue to boostpublic spending and push economy to highgrowth path. He may also look to raise thetax exempted investment limit in healthinsurance as well as well as exempt savingsin pension schemes at all three stages --entry, accrual and withdrawal.

Another option before the Finance Ministeris to expand the scope of Leave TravelAllowance (LTA) and allow people to claimtax benefit every year.

The BJP government fared badly in therecently concluded Delhi Assembly elec-tions, wining only three out of 70 seats.

With the government focusing on core sec-tor, Jaitley may come out with tax savinginfrastructure bonds and greater tax relief forpayment of interest and principal on housingloan.

Last year Jaitley had raised the tax exemp-tion limit on repayment of housing loans toRs 2 lakh from Rs 1.5 lakh.

On the indirect tax side, the FinanceMinister will lay the ground for implement-ing the Goods and Services Tax (GST),which is expected to come into force fromApril 2016.

Towards this he may gradually raise theService Tax rate from the current 12 per centas the GST would have only one rate of indi-rect tax.

As regards the inverted duty structure theBudget may address the concerns of theindustry, especially in sectors such as auto,electronics and pharma.

The Draft National HealthPolicy of 2015 released by theMinistry of Health and Family

Welfare, Government of India, is acomprehensive document. So com-prehensive, in fact, that it says too lit-tle by saying too much. A NationalHeath Policy is commonly read as apolitical statement which is meant toprovide a vision to the long-termhealth strategy for the country. Thelatest health policy speaks about awide variety of issues that plague ourhealth-care system — low publichealth expenditure, inequity inaccess, and poor quality of care. Italso suggests a variety of ways toaddress them, mainly focussedaround increasing governmentspending on health and expanding thepublic delivery system. However, thehealth policy fails to tackle head-onthe core problem of the Indian healthsystem — its management, adminis-tration and overall governance struc-ture, without which the measures itsuggests are merely symptomatictreatments, akin to putting a “Band-aid on a corpse.”

The policy draft itself provides evi-dence for this malaise. Russia andSouth Africa both spend a signifi-cantly higher amount on publichealth than India. In fact their spend-ing is even higher than the target setby the draft health policy, yet theyhave life expectancies that are worse,as in the case of South Africa, or onlymarginally better, as in the case ofRussia. On the contrary, Sri Lankaand Bangladesh are both countriesthat actually spend less on theirhealthcare (as a percentage of GDP)than India, yet both have better out-comes. Within India too, the draftpolicy notes that States with bettercapacity have utilised the NationalRural Health Mission (NRHM) fundsmore effectively, while States withpoorer initial conditions have beenleft with worse outcomes. The funda-mental difference lies in managementand governance structures.

Criticality of administration

The evidence from the draft policydoes not stand alone, and is, in fact,supported by a rich literature.

Globally, research findings havehighlighted the criticality of adminis-tration in improving health outcomes.Rajkumar and Swaroop in a 2008study find that the effectiveness ofpublic health spending in reducingchild mortality depends on the levelof perceived corruption. It is found

that higher integrity is associatedwith reduced child mortality. Guptaet al in a 2000 paper show that cor-ruption indicators (using Kaufman,Kraay and Zoido-Lobatón, 1999) arenegatively correlated with child andinfant survival, attended births,immunisation coverage and birth

weight. These results are robust evenafter accounting for spending on pub-lic health, education, and urbanisa-tion. In a study looking at the UnitedNations’s Millennium DevelopmentGoals, Wagstaff and Claeson in 2004conducted an analysis which showedthat across-the-board additions to

government health spending have nosignificant effect on underweightchildren, maternal mortality, or tuber-culosis mortality in poorly governedcountries. They defined poorly gov-erned countries as being one standarddeviation below the mean score onthe World Bank Country Policy and

Institutional Assessment (CPIA)index. They estimated that for across-the-board spending to have a signifi-cant effect on outcomes such as mal-nutrition and tuberculosis mortality,the CPIA score for a country has toget above the population-weightedaverage of 3.5. India’s score in 2011

and 2012 was slightly below thatthreshold. Bannerjee and others in2008 provided evidence from anexperiment within India. They findthat an incentive programmedesigned to increase nurse attendancein Rajasthan was initially successfulbut was eventually undermined by

the local health administration andworkers. They concluded that piece-meal attempts to improve healthdelivery would be ineffective untilhealth system reform becomes a toppriority for the stakeholders.

Governance structures

The weight of evidence clearlysuggests that if we want our healthoutcomes to improve, the Indianhealth policy needs to focus on howits health system is governed andmanaged. While our people areamong the best and brightest, longyears of neglect and misgovernmenthave vitiated our public managementsystems with perverse incentives. Itis easier and more sensible for peoplewithin the system to subvert theirjobs — through chronic absenteeism,endemic corruption and private prac-tice — than to actually do them. Thedraft policy mentions band-aids for afew of these problems, but it needs toprioritise and lay far greater focus onthe critical issue of governance andmanagement of the Indian health sys-tem.

Governance structures need to bal-ance responsibility, flexibility andaccountability (Feldman andKhademian, 2001) in order to carryout their functions. It is clear that oursystems today, at best, fix responsi-bility, but do not provide flexibilityand accountability —managers/bureaucrats need to dotheir jobs.

A useful, and not entirely radical,model to consider would be the onepioneered in India by the Tamil NaduMedical Services Corporation. It is aregistered corporation set up by theTamil Nadu government to procuredrugs for the public health system. Itis accountable to an independentboard of directors which includes thehealth secretary.

The corporation has an IAS officeras its managing director, and profes-sionals and academics are hired ortaken on deputation as deemed neces-sary. The model has proved so suc-cessful in improving drug supply inTamil Nadu that several other States,including Kerala, have adopted it asthe basis of their own governance

structure.

A similar governance structure atthe State level, albeit at a much larg-er scale, could be a suitable vehiclefor the coming expansion of publicdelivery in primary and preventivehealthcare in India. Present healthworkers and doctors who are employ-ees of the government can beabsorbed on deputation, while newhiring and capacity building can becarried out by the corporation.

Thus, they will not be hampered byeither restrictive government rulesfor employees, or the negative imagethat is associated with short-termcontracts which became the favouredcapacity building instrument for theNRHM. Internationally, this model isin fact already quite well establishedin the healthcare delivery space. TheNational Health Service of the U.K.,one of the largest organisations in theworld, already operates on a verysimilar model, with an executiveboard that is accountable to the secre-tary of health. Its mandate and targetsare set by the government, but itoperates as a largely independententity. Finances are devolved to localhealth boards, which ‘purchase’ orcontract NHS primary care providersand hospitals on a services renderedbasis, ensuring accountability at thelocal as well as the highest levels.

Whether or not this specific type ofmodel is adopted for healthcaredelivery in India, the more funda-mental point is that governance andmanagement of any health system isa core determinant of its effective-ness. The National Health Policy ofthe Narendra Modi governmentshould make it a prominent focus ofreforms, thereby announcing a tec-tonic shift in India’s healthcare sys-tem.

Consensus with regards todrafting the newConstitution in Nepal

has become the most overusedword in recent times. This isespecially true of the propo-nents of single identityprovinces, which have come tomean single-ethnicity-basedstates in the mountains and sin-gle, or, at the most, two east-to-west state(s) in Tarai.Consensus is also being madeto mean agreeing with what theUnified Communist Party ofNepal (Maoist) and theMadhesi Morcha proposes onstate restructuring. Anythingelse is seen as either statusquoist, regressive, or violatingpast agreements struck withthese two political forces.

Admittedly, striking anagreement over new states isvery difficult. Party leadershave to watch out for their con-stituencies, political bases andtheir own careers. Some ofthem are willing to work out acompromise and end the dead-lock on the Constitution, butfear of charges of a sell-outfrom within their own ranksand an obstinate “progressive”commentariat are keeping themshackled. Moreover, there areleaders in every political partywho believe that they will loseif a compromise was reached.Of these, Dr. BaburamBhattarai, senior leader of theUCPN(Maoist) and formerPrime Minister is fast emergingas a leader of the ‘my way orthe highway’ brigade.

If differences between theIndia-brokered politicalalliance of parliamentary par-ties and the then outlawedrebels, the UCPN(Maoist),continues, there are real risksof squandering away all thegains made so far — the formalend of conflict that claimedover 17,000 lives in a decade,the end of a meddling andunaccountable monarchy,

inclusiveness, secularism andfederalism.

Failed efforts

Because the parties failed toreconcile their differences, thefirst Constituent Assembly(CA) elected in 2008 to draftthe statute in two years faileddespite giving itself two addi-tional years through four exten-sions. The political parties thenwent for the second electionwith the motive of drafting thenew statute through an electedCA. That was the originalintention of the parties, clearlystated in their manifestos untilthe election results forced achange of heart. Now this veryCA is termed “regressive.”

A false narrative is in circula-tion these days: That the NepaliCongress (NC) and theCommunist Party of Nepal(Unified Marxist–Leninist) areagainst consensus because theyhave a two-thirds majority inthe assembly, strengths that theUCPN (Maoist) and its thencoalition partner, MadhesiMorcha, never enjoyed in thefirst CA despite claims beingnow made on that front. Boththe NC and the UML have beenmaintaining, in private conver-sation as well as in public, thatthey are for consensus. Ofcourse, they also say they dis-agree with the meaning of theword — that it is consensusonly if they agree to Maoist andthe Madhes-based parties.

The seven-state ‘model’

It should be noted that thoseopposed to carving single-eth-nicity or identity states far out-number those advocating thisidea of federalism, both insidethe Constituent Assembly as

well as outside, demonstratedclearly through successiveelection results and publicopinion surveys in the last fouryears. The UCPN(Maoist) isrunning away from its avowedcommitment to the democraticprocess of voting — throughBhisma pratigya in its electionmanifesto in and through thepassing of the CA Rules ofProcedure in March 2014, fourmonths after the electionresults. Its leaders say they willreturn to CA only if their ideaof consensus is agreed to. Thisis not an allegation. Mr.Bhattarai and some Madhesileaders have been saying thatin public.

The UCPN (Maoist) leaderssay they would accept even theseven-state model proposedjointly by the NC and the CPN-UML a few months ago if thestates are named reflecting eth-nicity. Or, if the states are to benamed by state legislatureslater as suggested by the NC,then they would settle for noth-ing less than 10 provinces.Both these models, goes theirargument, would be progres-sive and end age-old discrimi-nation. The number of states,clearly then, is not an issuehere. But one continues to hearthe accusation that those pro-posing fewer states are “regres-sive” and “status-quoists.”

Let’s examine the claim thatethnicity-based states wouldend discrimination and wouldensure inclusiveness in an erst-while exclusive state. TheMaoist ‘model’ discriminatesagainst some communitiesdespite their larger population.For example, according to the2011 Census, Muslims(1,164,255) are more than dou-ble the number of Gurungs(522,641) and Limbus(387,300) but the Maoists haveproposed Tamuwan (forGurungs) and Limbuwan asstates. There are more Muslimsin Central Tarai districts bor-

dering Bihar than the entireGurung or Limbu population inNepal. It is also worth asking ifIndia would be open to such anidea.

But the UCPN(Maoist) doesnot want to discuss the merit ofits proposal. The proposal isseen as a panacea for ending“age-old Pahade Bahun-Chhetri domination and dis-crimination.” Muslims havebeen alleging they have beentreated as second-class citizensin an overwhelmingly Hindu-majority nation. But it isimpossible to raise these ques-tions.

Numbers too are selectivelydeployed to suit one’s argu-ment. On the one hand, somepundits point out that personsof Madhesi origin are under-represented in governmentagencies; in fact, much belowtheir population (a valid point,although some among themhave been benefiting from thestate disproportionally to theiractual numbers). But when itcomes to carving outprovinces, here’s what is beinginsisted: one or two in theplains and either nine or eight(or even more) in thehills/mountains, despite thepopulation being roughly equalin these two regions. Madhes isbeing made out to be monolith-ic and homogenous, which it isnot. Tharus in the westernplains resent being clubbed asMadhesis.

The Constitution-draftingprocess is stalled also due topetty interest of some leaders.The parties were close to strik-ing a deal on the Constitutionas the self-imposed January 22deadline to deliver theConstitution approached, butfive districts in the Tarai —Jhapa, Morang and Sunsari inthe east and Kailali andKanchanpur in the west —apparently got linked to age-old “Pahade Bahun-Chhetri

domination.” If these fivebecame part of hilly states, itbecomes regressive. But if theybecame part of the states inTarai, it would herald a breakof the age-old discrimination.That’s on the surface, though.

Many influential NC, UMLand Madhes-based party lead-ers including Prime MinisterSushil Koirala, K.P. Oli,Krishna Prasad Sitaula, BijayaGachchadar, Ram JanamChaudhary and Upendra Yadavrepresent electoral constituen-cies from these five districts orwant to represent these infuture. They fear for their elec-tion prospects if the states aremerged into mountain or Taraistate.

Finally, is the spirit of JanaAndolan and Madhes move-ment being dishonoured as isbeing alleged? The ideals ofrepublicanism, federalism, sec-ularism and inclusiveness areset to be institutionalised fur-ther through the newConstitution. No agreement inthe past specifies number ornames of provinces. Most par-ties have committed to ademocracy which is republic,federal and secular and inclu-sive in character. No one,except pro-monarchy and pro-Hindu rastra, RastriyaPrajatantra Party Nepal, isopposed to these ideals.Therefore, just agreeing to aparticular criterion of namingstates in a certain way wouldneither make one progressiveor regressive; nor would itmake the parties an upholder orviolator of past agreements.

Age-old state discriminationin Nepal is very real. Carvingand naming states in this or thatway won’t end discriminationif there is no real decentralisa-tion of power, fair distributionof natural and state resourcesand unencumbered representa-tion of communities in gover-nance.

In Nepal, an elusive quest for consensus

If taken at face value, President Barack Obama’s clos-ing address to the Summit on Countering ViolentExtremism could signal a repositioning of the offi-

cial White House line on the war against global terror-ism. The President’s speech was a carefully calibratedresponse to the recent wave of attacks by militants fromthe Islamic State (IS) in those countries that are part ofthe U.S.-led war in Syria and Iraq. Rather than the shrillnotes of threat and retribution that usually attend U.S.policy rhetoric on the global war on terror, what theSummit heard from Mr. Obama were thoughtful insightsinto the human rights origins of terrorism. Speaking to agathering of Ministers from nearly 70 countries, the UNSecretary-General and other senior officials, Mr. Obamamade two significant points. First, he made an exception-ally strong plea to cut through the terrorist narrativebased on “twisted interpretations of Islam” that allowsgroups like IS to act in the name of Islam. Secondly, hedirected the attention of his audience to the need to trans-form the environments of economic impoverishment inwhich young people, trapped without education or anyavenues of advancement, turn rich pickings for terroristrecruiters. “So if we’re serious about countering violentextremism, we have to get serious about confrontingthese economic grievances,” he declared. While Mr.Obama deserves credit for outlining a nuanced view ofthe social origins of terrorism, and a more humane, long-term and inclusive approach to a possible solution toextremism, it would be unrealistic to expect a radicalshift in U.S. policy towards this phenomenon. Despitethe softer rhetoric, the Obama administration’s responsehas been far sharper and intensive than what was viewedas the heavy-handedness of his predecessor in office inconducting its global war against terror. Across Pakistan,Yemen and Somalia, the Obama administration launchedmore than 390 drone strikes in its first five years. This iseight times as many as were launched during the entireGeorge W. Bush presidency. The bombing of IS bases bythe U.S.-led coalition of nations in Syria and Iraq is partof the continuum of war set by the invasion of Iraq by thesame forces in 2003. Fighting them today is a deadly andruthless war machine operated by religious extremists.IS is a deadly menace to the civilised world, with its actsof public brutality designed to radiate terror. While theU.S. and its allies are compelled to root out this sinisterchallenge, the imperative is for the global community tomove ahead on issues such as Palestine which could con-ceivably lend more moral force to anti-IS operations inthe Middle East.

CHANDIGARH, FEB 22Polling to Punjab's six

municipal corporations onSunday passed off peace-fully as an estimated 70 percent of nearly 8 lakh elec-torate sealed the fate of1,263 candidates in thehustings.

"The polling passed offpeacefully...There was noreport of major violencefrom anywhere...All EVMsfunctioned properly", StateElection Commissioner S SBrar said. He said that asper initial reports, an esti-mated 70 per cent pollinghas taken place. However,reports of minor incidents,including scuffles had beenreported from Pathankot,Bathinda and Patiala.

The results will beannounced on February 26.

The polls are assumed as

litmus test for SAD-BJPcombine which have beenruling the state for morethan seven years.

In most of corporations,the Independents projectedthem to be of Aam AadmiParty (AAP) followerseven as the party is notcontesting the elections.

The polling was held formunicipal bodies ofPhagwara, Pathankot,

Hoshiarpur, Mohali,Bathinda, Moga and bye-elections to two wards ofPatiala MunicipalCorporation and one wardof Jalandhar MunicipalCorporation.

70 per cent of the total of7.90 lakh voters sealed thefate of candidates for 298wards for these civic polls.

Elections were held for50 wards each of the cor-

porations of Bathinda,Mohali and Moga, 49wards each of Hoshiarpurand Pathankot and 47wards of Phagwara.

Four candidates havealready been elected unop-posed on three wards ofPhagwara and one ward ofHoshiarpur, Brar said.

The key players in thefield are ruling SAD-BJPalliance candidates, oppo-sition Congress and con-testants of Peoples Party ofPunjab (PPP).

Aam Aadmi Party whichswept Delhi Assemblypolls, has stayed awayfrom the civic polls.

Congress, which isalready facing infightingover leadership issue in thestate, is aiming to strength-en its position at groundlevel. Key issues in the

run-up to the polls includedshortage of drinking water,poor condition of roads,sewerage, waterlogging,parking problems, heaps ofgarbage, problem of strayanimals and encroach-ments in market corridors.

Both Akali and BJP arecontesting the civic bodypolls jointly, though boththe parties are locked intough fight from their ownrebels.

Akalis are facing rebelsfrom several wards ofMohali and Moga whileBJP candidates are facingthreat from their partymenin Phagwara, Hoshiarpurand Pathankot.

Both BJP and Akalis hadexpelled over 100 candi-dates for not withdrawingtheir nominations in favourof party candidates.

Punjab municipal polls pass off peacefully

the fourth time in the polit-ically important state ofBihar, Nitish Kumar isknown as Chanakya instate politics for his care-fully crafted behind-the-scene moves and hisemphasis on growth anddevelopment.

The soft-spoken seniorJD(U) leader has his taskcut out this time as thestate is in election modewith polls just five monthsaway. With Sunday'sswearing in, 63-year-oldKumar is back in the ChiefMinister's chair he had quiton May 17, 2014 overJD(U)'s debacle in the gen-eral election.

After stepping down,Kumar, despite resistancefrom JD(U) legislatorsagainst his resignation,had his way and hand-picked Jitan Ram Manjhito succeed him on May 20,2014.

But, within eight monthsof the decision Kumar wasforced to change the plotin the wake of dissentagainst him by Manjhialong with a section ofJD(U) ministers and legis-lators. BJP used the dis-sension to the hilt andextended support toManjhi. But, the floor testcould not be taken asManjhi tendered his resig-nation ahead of the vote onFriday last.

With the swearing in, amajor crisis for Kumar hasended but some big chal-lenges lie ahead for thesocialist leader.

Besides, repairing the"damage" done by Manjhito "sushasan" (good gover-nance) as Kumar said onFriday, the wily politicianhas to allay the fears ofpeople that company ofRJD leader Lalu Prasad,who has been convicted ina fodder scam case, doesnot mean return of "jungle

raj" as alleged by rivalBJP.

This would have seriousrepercussion for Kumar, ashe has to lead his partyJD(U) and allies RJD,Congress and CPI toAssembly election in thestate before November 25this year.

During his earlier stint aschief minister, Kumar hadinitiated a series ofreforms and stressed onincreasing enrolment ofstudents, building roadsand bridges and improvinghealthcare facilities.

BJP, whose relationswith Kumar turned bitterafter he led his party tosevere ties with it on June16, 2013 following eleva-tion of Narendra Modi, hasalready coined a slogan"jungle raj II" , warningpeople of "looming dangerof Kumar joining handswith Lalu". Kumar hasdefended his decision tojoin hands with Lalu, say-

ing the bigger challenge atpresent was to take on BJP.

Recently he used the titleof a Bollywood film "MainHoon Na" to instill confi-dence in people and give aguarantee that nothing badwould happen till he wasaround.

The engineer-turned-politician's first tenure asChief Minister was for justseven days from March 3to March 10, 2000 whenhe had to quit in theabsence of majority. Hereturned to the CM's chairon November 24, 2005 asNDA leader.

His third term startedfrom November 26, 2010when he led NDA to win atwo-third majority with206 seats in the 243-mem-ber Bihar Assembly.

After parting companywith BJP, the magic figureof 117 eluded him whichhe cobbled up only withthe help of Congress andCPI.

Nitish Kumar - the 'Chanakya' ofBihar politics has his task cut out

set to take charge on Sunday as Bihar ChiefMinister for the fourth time and party work-ers in a festive mood, several posters andhoardings ridiculing former Chief MinisterJitan Ram Manjhi and rival BJP have sur-faced around his residence.

In varied colours and sizes, the posters arepropped on bamboo poles for several metresalong the stretch of 7, Circular Road which isKumar's residence.

Drawing inspiration from the'Mahabharata', one poster shows Kumardressed as Arjun, shooting arrows at hisrivals, including Manjhi and senior BJPleader Sushil Kumar.

Another one portrays Manjhi on a sinkingboat surrounded by BJP leaders from thestate.

Yet another portrays Kumar being eulo-gized by saffron party stalwarts like formerPrime Minister Atal Bihari Vajpayee and LalKrishna Advani. The words that they said in

his praise are prominently printed to grab theattention of passers-by.

However, when asked why the posters ridi-culing Manjhi or BJP have been put up, JD(U) leaders said they were not the handiworkof the party.

"These posters are not put up by our party.They are individual posters and could havebeen put up by our supporters," said JD (U)spokesperson and MLC, Neeraj Kumar. Thespokesperson added that some of the posterswhich are in bad taste could have beenpropped up by rivals of JD(U) to show theparty in bad light.

"We don't want to ridicule anybody. Ourwell-wishers would certainly not indulge insuch things," he added.

Neeraj Kumar pointed out that it was theBJP which had always played the game ofposters.

"Nobody has forgotten, how it showed ourleader Nitish Kumar at the feet of RJD ChiefLalu Prasad with Manjhi sitting on a throneand laughing. It was a big insult to ourleader, but we kept quiet," he added.

The JD(U) spokesperson said such posterssend bad message to the society, and addedthat he will see to it that they are removedfrom the road outside Nitish Kumar's resi-dence.

Congress party workersdistributed free masks andmedicines to residents inGujarat as a precautionarymeasure to fight swine flu.

More than 11,000 people,including children, reported-ly took part in the campaignorganised by the party onSaturday.

"I request BJP to play thepolitics later. Today it is ourresponsibility to save peo-ple`s life. They should comeout and distribute medicines,set up quarantine wards inevery district, doctors to betrained and arrange for vacci-nation," said Congress leader,Arjun Modhwadia.

seeking blessings to helpcombat the disease.

Meanwhile, Union HealthMinister, J P Nadda, duringhis visit at a hospital inSiddharth Nagar district inUttar Pradesh urged people totake immediate precautionarymeasures.

"One method is that oneshould take self precaution-ary measures to fight againstswine flu and the other way isthat the patients have to betaken to hospital at the righttime so that they receivetreatment and are saved,"said Nadda.

Man commits suicide afterpoisoning daughtersHYDERABAD, FEB 22

A 35-year-old man allegedly committed suicide afterkilling his two daughters in Telangana's Mahabubnagardistrict, police said on Sunday.

S Kurumanna, who did some small business, gavepoison-laced cold drinks to his three daughters inGadwal town at around midnight yesterday. Later, healso consumed the poison along with liquor, they said.

All the four family members collapsed soon afterconsuming the drinks. However, Kurumanna's eldestdaughter Kurumakka (9) managed to go to a relative'shouse in the neighbourhood to inform them about theincident. Subsequently, all of them were shifted to anearby hospital, Gadwal Circle Inspector G Sureshsaid.

"Kurumanna, Kurumakka and his 5-year-old daugh-ter Indu died while undergoing treatment. The conditionof his other daughter Nani is stable," Suresh said.

As per preliminary investigation, Kurumanna wasfrustrated due to problems with his wife Rajamma, whodid not look after their daughters, the inspector said.

His wife had left them two days back and he was alsofinding it difficult to meet the family expenses, headded.

A case has been registered and further probe is on intothe incident.

AHMEDABAD, FEB 22The Gujarat Assembly

would be holding electionfor the post of deputyspeaker on Tuesday, asSpeaker Ganpat Vasavahas contracted swine flu.

The budget session ofthe Assembly is going tostart from Monday. Vasavawas admitted to a hospitalin Surat yesterday afterbeing diagnosed withswine flu.

Forms for the electionare to be filed on Monday,while the election will takeplace on Tuesday, said theAssembly secretariat.

According to BJPsources, party MLANeemaben Acharya, whorepresents Anjar in Kutchdistrict, was being consid-ered as a possible nomi-nee, though there wereother options too.

Congress demanded thatas per the tradition, thepost should go to the oppo-sition.

"There is a tradition inthe Lok Sabha and manystate Assemblies that thedeputy speaker belongs tothe opposition. It was a tra-dition in Gujarat too, butBJP discontinued it," saidthe Leader of OppositionS h a n k a r s i n hVaghela.

"We demand that thepost should be given toCongress. If the BJP gov-ernment insists that one ofits MLAs should get thepost, then we will put upour candidate and force itto hold an election," hesaid.

Vaghela also demandedthat this time the deputyspeaker should be from aDalit community.

Gujarat to elect deputy-speakeras Vasava down with swine flu

CHANDIGARH, FEB 22The Haryana govern-

ment has decided to set up'gau abhyaranyas' (cowsanctuaries) for the conser-vation of stray cows in thestate.

These will be set up atstrategic locations in thestate, including in Sirsaand Bhiwani districts,Haryana Agriculture,Animal Husbandry andDairying Minister OmPrakash Dhankar said in astatement issued here.

There are about threelakhs cows in the state,including 1.5 lakh straycows, he said.

To strengthen and effec-tively implement completeban on cow slaughter, anew legislation has beendrafted which would betabled in the budget ses-sion of the state Assembly

beginning next month,Dhankar said.

Once the legislation ispassed, the state govern-ment would effectivelyimplement the GauSamvardhan Act all overthe state, he said.

The minister said that thestate government wouldalso provide subsidy onpurchase of buffaloes andbullock-carts.

Subsidy to the tune of 50per cent would be given tothe farmers for setting updairy units for indigenouscows and mini-dairy units,he said.

"A sum of Rs 77.9 croreGausamvardhan projecthas been approved by thecentral government underthe National Programmefor Bovine Breeding andDairy Development forintegrated development of

indigenous cattle, includ-ing Hariana, Sahiwal andGir, in the state.

"The scheme would beimplemented in five yearsand a provision of over Rs25 crore has been made forthe first year," hesaid.

Dhankar said for furtherencouraging farmers torear good quality indige-nous cattle breeds of highmilk yield, the state gov-ernment has decided tostart performance record-ing for these breeds andprovide cash incentivesranging from Rs 10,000 toRs 20,000 on the basis ofmilk yield.

Dhankar said that sub-sidy of 50 per cent wouldbe provided for setting updairy, piggery, sheep andgoat units by ScheduledCaste families.

As the US Federal CommunicationsCommission prepares to vote on newrules for high-speed Internet service,

one aspect of the rules is drawing criticismfrom both opponents and proponents of tighterregulation.

The FCC, which is set to vote next week toregulate Internet service providers more liketraditional telephone companies, has introduceda so-called "general conduct" provision in thelatest version of the rules that aim to ensure netneutrality, the principle that all web trafficshould be treated equally.

In the general conduct provision, the FCCwill say that Internet providers' actions cannotbe harmful to consumers or content providers,and will outline seven elements that the regula-tors would consider in reviewing potential vio-lations of that standard, agency officials havesaid.

But the Internet providers, who reject thetougher regulatory regime, as well as advocatesof stronger regulation, both say that this gener-al conduct provision is too vague. They havemade a last-ditch effort to push for changes,according to FCC disclosures, filings and inter-views with lobbyists and activists.

Although the FCC has not publicly disclosedspecifics of the seven factors, an FCC spokes-woman told Reuters that three of those guid-ance criteria are related to impact on competi-tion, innovation, and free expression.

Industry sources say the other four criteriafocus on impact on broadband deployment andinvestments; whether actions in question arespecific to some applications and not others;whether they comply with industry best stan-dards and practices; and whether they takeplace without the awareness of the end-user, theInternet subscriber.

Telecom and cable lobbyists say the rules'vague guidelines could effectively require thecompanies to consult the FCC every time theywant to create a new service, to make sure itdoesn't run afoul of the rule.

Net neutrality advocates for their part, worrythat the rules will lack clarity for both theInternet providers and potential complainants,making them harder to administer and poten-tially leading to arbitrary interpretation.

Rare agreement by two sides"A 'general conduct rule,' applied on a case-

by-case basis with the only touchstone beingwhether a given practice 'harms' consumers oredge providers, may lead to years of expensivelitigation to determine the meaning of 'harm'(for those who can afford to engage in it)," theElectronic Frontier Foundation, a net neutrality

advocate, said in a filing submitted onThursday.

The shared concern by industry groups andactivists is a rare example of the two sidesbeing aligned in the long-running debate overwhether Internet service providers should besubject to tighter regulation.

Net neutrality advocacy groups have for yearssought stricter regulations, including a ban onInternet providers blocking or unfairly slowingdown any web content or providing faster

access in return for payment.Companies say they don't oppose those spe-

cific rules, but that a stringent new regulatoryregime would stifle investment.

The Federal Communications Commissionwill vote on the new rules on Feb. 26. Lobbyistssay the FCC is unlikely to change the generalconduct rule so late before the vote, but thematter is expected to spill over into Congress,where Republican lawmakers hope to counterFCC's regulations with new laws.

Texas-based TedGround was awarded$20,000 for his idea tostudy the Martian atmos-phere by releasing mate-rial that could be seen andstudied by other Martianspacecraft in orbit and onthe ground.

A team of engineersfrom Grand Rapids,Michigan, received an

honourable mention and$5,000 for their idea tostudy Martian weather bylooking at wind patternsnear the planet's surface.

"The 219 submissionsfrom 43 countries to theMars Balance MassChallenge show the inter-est the public has indirectly engaging withNasa," said Nasa chieftechnologist DavidMiller. "The two winningideas highlight howeffective these activitiescan be at helping Nasabring innovative ideasinto our missions," headded. The Mars BalanceMass Challenge wasannounced in September2014. The payloadswould serve two roles:

perform scientific ortechnology functions thathelp us learn more aboutthe Red Planet and pro-vide the necessary weightto balance planetary lan-ders. "We want citizens tojoin us on the journey toMars," said George Tahu,programme executive forMars Exploration at Nasaheadquarters inWashington, DC.

The US government onFriday advised LenovoGroup Ltd customers to

remove "Superfish," a pro-gram pre-installed on someLenovo laptops, saying itmakes users vulnerable tocyberattacks.

The Department ofHomeland Security said in analert that the program makesusers vulnerable to a type ofcyberattack known as SSLspoofing, in which remoteattackers can read encryptedweb traffic, redirect trafficfrom official websites tospoofs, and perform otherattacks.

"Systems that came with thesoftware already installed will

continue to be vulnerable untilcorrective actions have beentaken," the agency said.

Adi Pinhas, chief executiveof Palo Alto, California-basedSuperfish, said in a statementthat his company's softwarehelps users achieve more rele-vant search results based onimages of products viewed. Hesaid the vulnerability was"inadvertently" introduced byIsrael-based Komodia, whichbuilt the application describedin the government notice.

Komodia CEO BarakWeichselbaum declined com-ment on the vulnerability.

Lenovo apologized late onFriday in a statement for"causing these concerns

among our users" and said thatit was "exploring every actionwe can" to address the issuesaround Superfish, includingoffering tools to remove thesoftware and certificate.

"We ordered Superfish pre-loads to stop and had serverconnections shut down inJanuary based on user com-plaints about the experience.However, we did not knowabout this potential securityvulnerability until yesterday(Thursday)," the Lenovo state-ment said.

"We recognize that this wasour miss, and we will do betterin the future. Now we arefocused on fixing it," the com-pany said.

Dhawan's career-best 137propelled India to a comfort-able 307 for seven before thebowlers performed brilliantlyto bundle out the Proteas for177 in 40.2 overs in whatturned out to be a rather lop-sided contest at the packedMelbourne Cricket Ground.

This was India's maidenWorld Cup win against SouthAfrica after having lost theclashes in 1992, 1999 and 2011.

purple patch continued as heclinched the Hero Indian Openafter a thrilling fight at the play-off with overnight leader SSPChowrasia on a pulsating day atthe prestigious Delhi Golf Clubhere on Sunday.

With overnight leaderChowrasia returning with five-over 76, Lahiri, who was sevenstrokes behind the Kolkata golferafter the third round, carded two-under 69 in regulation to go intothe play-off after a roller-coasterday which saw fortunes fluctuat-ing too often.

In the play-off, Lahiri, the top-ranked golfer in the field, didn'tput a foot wrong as he fired abirdie in the 18th hole afterChowrasia failed to recover froma disappointing tee shot.

World no 39 Lahiri thus wonhis second European Tour title inthree weeks. He had won theMaybank Malaysian Open earlierthis month.

"It is incredible. Starting today,I didn't think I had a chance. Itwas one of the toughest days ever

where I've played at Delhi GolfClub. This has been a childhooddream so it is very special to keepthe Indian Open trophy at home.The way Siddikur and Chowrasiahave been playing, it was hard tocatch them," Lahiri said.

The back nine was a roller-

coaster ride as Lahiri found him-self just two strokes behind afterthe front nine. The difference fur-ther reduced when Chowrasiadropped a bogey at the 12th buthe picked up a birdie at the 15thhole.

It was the 16th hole whichchanged the complexion of thematch as Chowrasia and Lahirifound themselves at seven-under,courtesy a bogey and birdie bythe former and later respectively.The duo then parred to next twoholes to go into the play-off.

Meanwhile, Siddikur's hopeswent up in smoke when hedropped five shots, including ahat-trick of bogeys, in six holesfrom 10th to 16th to slip out ofthe competition.

The play-off brought backmemories of the Panasonic Openwhen Chowrasia had beatenRahil Gangjee and Mithun Pererain the play-off in November lastyear.

Devvarman retained the DelhiOpen title with a comeback winover Yuki Bhambri, whosegame crumbled despite earlypromise in the summit clash,here on Sunday.

Somdev, who has a penchantof wriggling out of difficult sit-uations, was down by a set andtrailing 0-2 in the second setbut went on to register a 3-6 6-4 6-0 win to claim his secondDelhi Open title in a row.

With this victory, Somdevended a long title-less runwhich began after winning thistitle last year.

"Maybe this is the turningpoint for me. I am not playingmy best tennis. My friend andidol Andy Roddick told me thatplayers win when they playtheir best but when you manageto win when you are not play-ing your best, it tell a lot aboutthe player," a relieved Somdevsaid after his win.

Somdev said he was nothappy with how the season haspanned out for him so far andhopes that this title will turnthings around for him.
