dated 14 April 1945 , directed the "13rd. 313th. and 314th Bom1JardmenttUngs to take part in 2 coordinated maximUbl-effort incendiary attaokaon targets on Honshu.

    (2) Primary Visual and Radar Target for Mission No. 68:The-313th am 314th ",:ingswere aSSigned Kawasaki Urban Area One(Target 90.17 - 3604).

    a. Selection of D-Day: The results of previous low-level.incendiary missions had been notably successful and continuation ofthis type of banbing was planned by this Comnand. The Kawasaki andTokyo Urban Areas offered highly inflammable targets tor this typeof operation. On th e basis of a weather forecnst that predictedfavorable conditions for a strike, finn decision was made to attackon 15 April.

    b. Targets Spec'ified:

    (3) No secondary or last resort targets were named.2. STRATEGYND PLANS OF OPERATIOffi:

    b. Importance of Tarp;et~: The ~vm.saki Urban Area includeda hi@lly built-up industrialized area, containing such industries asilluminatjna gas manufaoture, I!lachinerymanufaoture. and canmunicationB,all of ~hich were in an area of approximately 6 square miles. Th eTokyo urban Area selected was the Kamntasection, directly across theTamsRiver from Rawasaki and one of the most industrialized Sectionsin the city. Its factories produce precision instruments, machinetools, and engineering equipment.c. Details of Planning--Operationall

    (1) BombingP1ans:(a) Determination of BombLoad:

    1. Itwas decided that aircraft on these 2missions would carry 95-p':.r cent incendiary boraba and 5 per cant fro.g-r.lont~.tion clusters or 500-peund gensro.1-purpose bombs.

    2. Fiva squaQrons or the 73rd Wins aD 4 3squadrons of the 3l3th Wingwere t 'o carry J\N-M47A2ncendiary baDbs.The rema.ining squadrons at these Wings were to be loaded with 5 0 0 . .pound E - 4 6 aimable clusters containing M - 6 9 incendiary bombsand one.500-poundgeneral purpose bc:mb, which was to be released first.Fifty aircraft of the 314tb Wingwere to carry AN -M 4 7A2incendiB1"ybcmbsand the balance were to be loaded with the .500-poundE-46clusters with oneT4F4 fragmentation cluster to be released inthecenter of the bombtrain .1 . The AN-~7A2incendiary banb was selectedbecause the T-19 clustt'll" adapter enabled each aircraft to carry amaximum load of 184 bombs, This load would ualee each aircraft capableof starting a large number of appliance fires. These could be usedas an aiming point for succe.Eldingplanes. These banba were expectedto start conflagrations that would overburden fire defenses ~4 givethe M - 6 9 banbs a better chance to be effective. .1!. Aimable E - 4 6 incendiary clusters cGllltain-ing M -6 9 b o m bs were selected for this mission Because o r theirpenetration and rapid fire-setting characteristics. Previousmissions proved that this banb, whenused with a SIl811 percentageof AN-M47A2ames, was the best inoendiary agent to start majorconflagrations. The clusters 'I1ere to be set to open at 2.500feetabove the ground for proper penetration and pattern density and so

that maximum use could be made of banbing tables without interpolations . 5 . . The T4E4fra@llentation clusters fuzed toopen 1000 feet below th,e planes, or the .500-poundgeneral-purpose

bombsfuzed instantaneous nose and. 1/40-second delay taU .. 'I1ereto beincluded in each aircraft loaded with incendiary clusters in orderto di.srupt organized fire figbting and to assist the inoendiaryattack by their harassing effe.'\::. .~. For planes carrying the AN-M4'A2bombs,a lOa-foot intervalometer setting was speCified in order to getoptimumdensity. A 50~foot se\tin& was to be used for incendiaryclusters in order to get pattern density to set appliance tires.

    (b) Bombi.agData:1.. The o.imingpoint selected for the 73rdWing(TOkyo)was located along the mn railroad line just nerth otthe TamaRiver. ~1ith a probable circular error of 4000 feet and abombdensity of 22.5 tons per equare mile, it 'I1asexpected thatapproximately 2 square miles of the area north of the aimil\lgpoint tsouth to tl1e river's edge, and east toward the Bay would be destroyed.1. Twoaiming p0ints, 1 each for the 313thand 314th V1ingQ,were selected in the Kawasaki area. With a CE Psimilar to that listed for the TokyoArea, the average bombdensityof 24.5 tons per square mile was planned for the target area,J. Eltperience fran similar missions provedthat the desirable axis of an upwindbambingrun would be effectiveonly for the first third of the striking force. Thereafter fires, smoke, and thermals would interfere with and decrease bombingaccur-BCY by at least .50 per cent. For that reason, it was decided tha~each l;7ing'Wouldhave a pathfinder force of 12 airclanes that woulduse the upwind run. The remainder of the main force would use adifferent axis of attack and drop their bombson sightings in

    (b) Data fran previous missions indicated thatthe 73rd and 313th \~ings 'Wouldrequire full wing and oenter winstanks for a total fuel load of apprOXimately 6750 gallons. Itweeestimated that the 3l4th "ling lTould need this capaoity plus anadditional banb bay tank, for an average fuel load of approximately7300 gallons. .(0) No maximUl!l or minimUmbomb load "aa specified. It was estimated that average aircraft of the 73rd and 313th Vings

would be able to carry a potenti.al load of 17.000 pounds and thatthe a"Vei'olleaircraft of the 314th iling would be able to carry oneof 10.000 pounds. An anmunition load of 200 pounda per aircraftwas planned.(4) ~:

It was not anticipated that any difficulty would be ehcount-ered for radar bombing in the FAwssaki area since the referencepoint could be used for both bearing and distance for offsettechnique. The course also parsllele.d the Tokyo Bay coastline.(c) Runs from ini tiel point to t'arget 'l'fare inline and for a short distance, ~hicb was expected to contribute toaccurate bombing.
