• almost 10% of households are unable to keep their home adequately warm
• 26% of households have arrears on utility bills• almost 50% of the building stock is dated before 1970• 2% of GDP is devoted to a permanent social assistance• the share of permanent social assistance recipients (energy
vulnerable customers) in total population grew to 2,59% (cca 50.000 households)
• A research conducted jointly by the GfK Centre for Market Research and UNDP shows that almost two-thirds of Croatian households spend more than 10 percent of their income on basic energy needs (21% spend more than 20 percent)
