    SUBJECT: Amendment 3 to 2019 Federal Transportation Improvement Program

    MEETING DATE: February 21, 2019 AGENDA ITEM: 4F

    RECOMMENDATION:

    Adopt Resolution 19-13 amending the 2019 Federal Transportation Improvement Program through Formal Amendment No. 3 to program grouped projects for Highway Safety Improvement Program, and individually listed project for Santa Barbara MTD Paratransit Van Purchase.

    DISCUSSION:

    The Federal Transportation Improvement Program (FTIP) is adopted by SBCAG and serves as the sole reference federal funding document for public review. The FTIP must contain accurate project information and funds allocated before federal funds can be expended on the projects. SBCAG’s role is to amend funding changes into the FTIP as needed.

    The 2019 FTIP will be the new programming document moving forward. The 2019 FTIP was approved by the SBCAG Board on September 20, 2018. The 2019 FTIP was adopted by the Federal agencies on December 17, 2018.

    The recommended action is not a project under the California Environmental Quality Act (CEQA) pursuant to sections 15276 and/or 15378 of the CEQA guidelines.

    Formal Amendment No. 3 to the 2019 FTIP will program the following changes:

    Highway Safety Improvement Program (HSIP)

    The goal of the federal Highway Safety Improvement Program is to achieve a significant reduction in traffic fatalities and serious injuries on all public roads, including non-state owned public roads and roads on tribal lands. The HSIP requires a data-driven, strategic approach to improving highway safety on all public roads that focuses on performance. In California, the program is administered by Caltrans. Projects are selected through a call for projects process.

    • Grouped Projects for Safety Improvement – HSIP: (MPO ID: LOCALHSIP): One newCity of Santa Maria project, three new City of Santa Barbara projects, and three newCounty of Santa Barbara projects awarded funding in HSIP Cycle 9 are beingprogrammed. Project details are included in Attachment A.

  • Santa Barbara MTD Paratransit Van Purchase: (MPO ID: MTD16)

    The FTA 5339 program is a funding program under MAP-21 that provides funding to eligible transit operators for capital projects to replace, rehabilitate, and purchase buses and bus-related equipment and facilities. Funding is available to states and small urban areas with populations between 50,000 and 200,000.

    FTIP Amendment No. 3 will add a new individually listed project for the purchase of four paratransit vans for use in SBMTD’s ADA paratransit service. Project details are included in Attachment B.

    COMMITTEE REVIEW: Formal Amendment No. 3 was announced to TTAC at their meeting on February 7, 2019. All amendments are posted on the SBCAG website for public review and emailed to agencies with an included project one week prior to board approval.

    FTIP amendments are available for public review at http://www.sbcag.org/2019-ftip.html.

    After approval, Formal Amendment No. 3 and the accompanying resolution (Attachment C) will be submitted to Caltrans, the Federal Highway Administration, and the Federal Transit Administration for State and Federal approval.

    Project Location & Description of Work

    Uncontrolled pedestrian crossings at the intersections of Hollister Avenue and Chapel Street and Calle Real and Kingston Avenue. Installation of pedestrian crosswalk

    improvements consisting of Rectangular Rapid Flashing Beacons (RRFBs) at Hollister and Chapel and a Pedestrian Hybrid Beacon (HAWK signal) at Calle Real and

    Kingston Ave.

    Grouped Project Listing

    Twenty-two (22) signalized intersections on State Route 135 (Broadway) in Santa Maria from Foster Road to Preisker Lane. Increase visibility of traffic signal indications by

    installing additional traffic signal heads at the 22 intersections; and provide protected left turns at Broadway/Newlove Dr and Broadway/Morrison Drive intersections.

    Perimeter around downtown Santa Barbara, including parts of De La Vina Street, Chapala Street, Sola Street, Anacapa Street, and Gutierrez Street.Install new corridor and crosswalk lighting, new marked pedestrian crosswalks, yield lines, and warning

    signs, and install new edgelines.

    Carrillo St between Miramonte Dr and Bath St and Miramonte St between Carrillo St and Bel Monte Dr. Add segment lighting and install protected left-turn phase.
