A message from the Program AdministratorHello content viewers,

The Newport News iteration of the 21st Century Community Learning Center Programs are tier based interventions designed to increase proficiency in the content areas of mathematics and language arts using social studies and science as a catalyst for overall academic success. The employee expertise is enhanced with an integrated, robust curriculum designed to make learning fun and innovative for students during this beyond school hours program.

Keys to our success are our student ambassadors who are high school and college students who provide mentoring, role modeling, and academic support to students.

The instructional program is coupled with positive behavior intervention support (PBIS) to help create expectations and a positive environment for our students during the beyond school hours instructional setting that connects back to the day.

The Department of Youth Development and the 40 developmental assets encourage students to grow to their full potential by providing supportive relationships, meaningful opportunities, and access to services that help them graduate college, career, and citizen ready.

Program OverviewThe Newport News Community Learning Center is a federally funded initiative that provides students with a safe, fun, and academically enriched program at selected elementary and middle schools. The 21st Century Community Learning Centers provide students with academic support in mathematics, language arts and writing using a combination of tutoring, small group instruction, interactive technologies, recreational activities, mentoring and field trips. Typical program schedules include weekdays after school from the close of the school day until approximately 6:00 p.m., with a multi-week summer component that runs from approximately 8:30 a.m. – 3:00 p.m. each day. The program and activities are offered free of charge to students and transportation is provided.

Parent ComponentSchool involvement of adult family members of participating students is a major factor in the 21st Century Community Learning Centers. 21st CCLC understands the importance of family involvement and hosts a bevy of activities that encourage family participation.

These activities happen no less than three times annually and include a wide range of educational and personal development activities, particularly in the area of literacy.

One important event is the parent orientation. Students and parents attend this orientation to become acquainted with the program goals as well as other pertinent information. Parents are also incited to attend STEM fairs, family health & wellness fairs, family movie nights, computer and technology classes. Parents also correspond with program teachers via phone calls, e-mails, newsletters, and informational brochures.

Se habla Español! 21st Century Community Learning Centers recognize that there are parents and families who do not speak English as their primary language. The program makes continuous efforts to provide interpretation for those parents at special events, when advanced notice is given.

The OverviewAccording to future area job predictions, STEM related employment opportunities will be plentiful in the Tidewater area. Therefore, it is imperative that students are exposed to these career opportunities and adequately prepared for them.

21st Century S.T.E.M.The Summer of Innovation’s STEM Academy partners with local STEM companies to provide a variety of kinesthetic learning experiences. The STEM partners include NASA, Huntington Ingalls, Lowe’s, Jefferson Lab and the Newport News/Williamsburg Airport. The students experience various Career Pathways connected to Science, Technology, Engineering, and Mathematics (STEM) fields. The STEM experiences enhance the content areas of mathematics and language arts with an integrated, robust curriculum designed to encourage students to use a cooperative approach that fosters academic excellence, community responsibility and citizenship.

NASA In an April 27, 2009 speech to the National Academy of Science, President Barack Obama said, “The nation that out-educates us today will out-compete us tomorrow.”

21st Century is working diligently to ensure that the participants will not be out-performed. The Summer of Innovation is designed to foster the high quality engagement of students in summer and afterschool programming. NASA aims to assist schools and organizations to inspire and support middle school students by involving them in exciting and challenging learning opportunities centered around NASA’s unique mission of research and discovery. Summer of Innovation’s four themes are: Life Science, Physical Science, Earth & Space Science, and Engineering.

Vision: Advance excellence in summer and extended learning for underrepresented and underserved middle school students to inspire them toward future STEM pursuits.

Mission: Strengthen efforts by collaborating with providers that engage underrepresented and underserved middle school students in STEM learning by using exciting and rigorous NASA-based instructional resources, experiences, and support tailored to local needs. NASA’s Summer of Innovation Team at LaRC contributes project-based learning activities through hands-on experiments in the areas of robotics, aeronautics, satellites, and space flight. The students are engaged weekly and are able to demonstrate and explain how the content is applicable to real-life experiences.

Newport News Shipbuilding Newport News Shipbuilding is the sole designer, builder and refueler of U.S. Navy aircraft carriers and one of two providers of U.S. Navy submarines. With approximately $4 billion in revenues and more than 23,400 employees, they are the largest industrial employer in Virginia and the largest shipbuilding company in the United States. They build the most advanced ships in the world using our expertise in nuclear propulsion, naval design and manufacturing. They are currently building the new Ford-class aircraft carriers and Virginia-class fast-attack submarines, and performing Refueling and Complex Overhaul (RCOH) on Nimitz-class aircraft carriers. They provide fleet services for their ships worldwide and, using their nuclear and manufacturing expertise, are expanding into Department of Energy and alternative energy ventures. Founded as the Chesapeake Dry Dock and Construction Co. in 1886, Newport News Shipbuilding has built more than 800 ships, including both naval and commercial ships. The partnership was formed to introduce students to grade-appropriate developmental experience and to provide an industry link between Science, Technology, Engineering and Math (STEM) learning and shipbuilding . At the elementary level, the focus is on career AWARENESS; at the middle school level the focus is on career EXPLORATION; and in high school and beyond, Career Pathways works to create PREPARATION opportunities through activities, job shadowing and hands-on training which incorporate and link the importance of career readiness skills.

Reading InterventionThe purpose of the 21st Century Language Arts program is to address the needs of struggling readers in the areas of fluency, vocabulary development, word study, and comprehension in order to accelerate their progress on the Literacy Development continuum. The 21st Century curriculum was developed based on specific data, such as the Virginia Standards of Learning (SOLs), English curriculum framework, and weak strands as identified through a composite of state and division assessments, including SOL data, NNPS’ quarterly Benchmark Assessments, and the Diagnostic Reading Assessment (DRA). Whole group lessons are developed in alignment with the division’s instructional model. Students develop the concept, practice the concept, and apply the concept at their independent level. During small group instruction, students are given the opportunity to continue to practice and apply reading skills and strategies at their independent text level. The Elementary 21st Century afterschool teachers communicate concerning the students they share to ensure students are receiving the appropriate instruction. Additionally, 21st Century teachers are supported by Literacy Specialists who provide professional development and coaching support during the afterschool program. The 21st Century Language Arts program is designed to equip students with effective reading strategies to increase their comprehension of text and build confidence in their reading abilities.

Lead Math Intervention TeamIn 2012, the 21st Century Summer program allowed classroom teachers and team leads to work together to increase math instruction to bring about greater student achievement. This new approach enabled lead teachers and classroom teachers to develop a unique math program that would target specific skills. Math data from across the district indicated that students consistently struggled in the areas of number and number sense, as well as computation and estimation. To engage teachers in the importance of using relevant data to drive instruction, teachers participate in professional development designed to deepen their knowledge of the Pyramid of Interventions and strategies to use at each level of the pyramid.

Based on the pre-assessment data, a four week pacing guide and pre/post-assessment were developed. Identified students are then placed in Tier 2 intervention groups according to their areas of need. Thus, the leads and the classroom teachers are able to provide targeted data driven instruction over the course of three weeks. To engage all learners, strategies such as math talk, skip counting, inductive and deductive lessons, use of manipulatives, cooperative learning, and graphic organizers are used.

English/Language ArtsThe purpose of the English instructional program is to capture a richer array of students’ knowledge and abilities beyond multiple-choice tests. The instructional strategies help to reinforce what students learn during the day in the English classroom while allowing a more hands-on approach that motivated and builds self-confidence in problem solving, critical thinking, and lifelong learning of new information by fostering independent thinking.

Through the language arts program, students strengthen their comprehension skills to both fiction and nonfiction text. Sixth and seventh graders are challenged with opportunities to analyze and apply important comprehension strategies as they delve into reading novels, including Hunger Games by Suzanne Collins, and Monster by Walter Dean Myers. In addition, nonfiction selections are used to strengthen students’ awareness of how diverse texts are organized to include description, sequential order, compare and contrast, cause and effect, and problem solving. The selections help students learn that text structures do not change even when texts become more complex.

Students are exposed to a variety of texts including novels such as Among the Hidden as well as narrative nonfiction including We Beat the Streets and popular fiction series such as Bluford High. Interacting with these novels is designed to build social competencies in character development.

Proficient readers bring personal experiences and background knowledge to each text they read. These stories serve as foundations for learning new information and retaining information. Conversely, strategic and intensive readers avoid reading and have difficulty with applying strategies that help them read difficult texts; therefore, the purposeful pairing of related fiction and nonfiction help students build frameworks of how to read each, thus students become motivated to read independently because they understand when to apply the strategies.

FrenchThe objective of the Introductory French class is to give our students insight of the French culture as well as teach them the essentials of French through daily vocabulary, non-verbal representation, and reiteration. In this course, students learn the geographical regions where French is spoken, the alphabet, numbers, categories of basic vocabulary words, vocabulary related to their STEM courses, and phrases and expressions used for everyday conversation. Students are exposed to the French language and the culture through film, food, and music. The teacher engages students by providing them with real life situations where knowing the French language is beneficial.

Spanish¡Bienvenidos a la clase de español l! The purpose of the Introductory Spanish class is to give students an overview of the Hispanic culture as well as teach them the fundamentals of basic Spanish through vocabulary, non-linguistic representation, repetition, and role play. In this course, students learn the geographical regions where Spanish is spoken, the alphabet, numbers, categories of basic vocabulary words, vocabulary related to their STEM courses, and phrases and expressions used for everyday conversation. Students are exposed to the Spanish language and the Latin culture through film, food, and music. The teacher engages students by providing them with real life situations where knowing a second language is advantageous. Students are tasked to create weekly products applying the information they are learning and are challenged to use their creativity to expand on the information. In all, this four week course is designed to spark the students’ interest in learning a foreign language so they can become more competitive in this ever-growing global economy, thus preparing them to become college, career and citizen ready.

Sign LanguageThe purpose of the Basic American Sign Language class is to teach hearing children basic signs in American Sign Language, introduce them to deaf culture, and assist in vocabulary retention through this kinesthetic modality. In this course, students learn categories of basic vocabulary words—some for everyday conservation in sign language and some for use as a memory aid in their other summer school courses. The teacher demonstrates the proper way to sign the words, and the students practice them daily for retention by demonstrating individually, in small groups, and through games and role play. Students use this classroom interaction to reinforce vocabulary and use the acquired words to sign simple sentences in American Sign Language. They gain a basic knowledge of sign language and a tolerance for the deaf and hard of hearing. With this knowledge, students can feel comfortable introducing themselves and having basic conversations with the deaf or hard of hearing. Ultimately, the course is designed to inspire students to want to learn more about sign language and the deaf culture and the bring awareness of possible careers involving sign language interpreting for the deaf. This course truly is “learning in motion”!

Culinary Arts21st Century’s Summer Culinary Arts class is designed with the students in mind. With step-by-step recipes that any student can follow, regardless of reading level, meals and snacks are made with inexpensive, healthy ingredients that parents can find locally grown in the area.

The culinary arts team partners with the Peninsula Food Bank of Virginia to extend the learning by creating delicious and delightful summer treats, such as nachos, funnel cakes, oatmeal cookies, ice cream balls, and refreshing lemonade and iced tea.After completing this course, which is comparable to a level 1

Culinary Arts course, students are prepared for a gainful employment and entry into the food production and service industry. The content provides students the opportunity to acquire marketable skills in food preparation, service, and interpersonal skills.

EMA Music & ArtsCreative Music PerformanceOkay, so take your talent and develop it! EMA has worked with more than 18 award winning artists andinstrumentalists and want to pass on their skills, techniques, methods and styles to students! Studying music enhances critical thinking and communication skills, and studies show that studentswho study music have demonstrated an improvement in their ability to focus. This course helps students learn how to play different types of music including gospel rhythms, soul chords, jazz techniques, blues riffs and more! Creative Media/TechnologyStudents love using iPad’s, iPhone’s, and other technology to shoot videos or to keep trending on the most current social media, and they will love this project-based course! It teaches them the ins and outs of how to shoot, edit, piece together and produce real videos! It also teaches students about standard music industry equipment and editing equipment—along with the technical skills and expertise it takes to be the best. Students will produce videos, commercials, tracks, radio spots and more! Creative ProductionStudents will learn all the components for creating a full song, a score, music lyrics and techniques as well as how to produce a song and deliver a finished project or album. Instructors help students develop critical thinking skills as they learn techniques and methods of the most successful Grammy winning artist and producers. This course is definitely for students who aspire to make outstanding music!

Perfect Styles Beauty & Barber AcademyPerfect Styles Academy is based on the belief that students’ needs are of the utmost importance. The entire team aims to prepare students for their Virginia State board cosmetology and barbering licensing and to obtain the necessary basic skills for entry level employment in the barbering and cosmetology field. As a result, a high percentage of business is from student referrals.

The grooming enrichment course is designed to provide students with tools that will give them the confidence they need to be successful using an outside in approach that develops the whole child. Students learn how to maintain healthy skin, hair, and nails with hands-on, personalized instruction.

Participants will also learn the importance of managing stress as well as effective communication useful in maintaining interpersonal relationships, giving them a more worldly view of how they can become leaders in the second fastest growing industry in 2020.

The professional stylists and instructors, Joe Clark and Angela Martin, afford opportunities for the males and females to volunteer as models and walk away with the latest hair trends. These hair professionals are entrepreneurs who share their expertise on becoming college, career, and citizen ready.

4-H Summer Nutrition Education Program “We can make a commitment to promote vegetables and fruits and whole grains on every part of every menu. We can make portion sizes smaller and emphasize quality over quantity. And we can help create a culture - imagine this - where our kids ask for healthy options instead of resisting them.” Michelle Obama

The Virginia Cooperative Extension offers a free 4-H Summer Nutrition Education Program. The Family Nutrition Program strives to educate youth in nutrition and physical activity through hands on cooking experiences, games and fun activities. 4-H seeks to simply honor our motto, “Eat Smart and Move More” by teaching children and teens how to choose healthy affordable foods,practice food safety and incorporatemore exercise in everyday living. Thesix classes include activities based onthe United States Department of Agriculture’s DietaryRecommendations. How we think, attain knowledge and learn is dependent on how we eat and care for our bodies. Our educationbegins with our nutrition.

VIRGINIA PENINSULA FOODBANKThe Virginia Peninsula Foodbank is a long-standing partner with the Newport News Public School Division and the 21st Century Program. Last year alone, the Foodbank distributed 9,243,449 pounds of food and related products with the largest percentage going directly to the families within the city.

Virginia Peninsula Foodbank aims to eradicate hunger and promote healthy eating through community partnerships and education.

Among the many outreach programs sponsored by the Foodbank is the annual Harlem Wizards exposition. On May 18, 2012, the Peninsula Foodbank welcomed the Harlem Wizards at Heritage High School in Newport News. The Harlem Wizards offer a unique brand of Harlem style basketball, featuring high-flying slam dunks, dazzling ball-handling tricks, and hilarious comedy routines. While much fun was experienced at this event, the Virginia Peninsula Foobank was able to raise funds to continue and grow our Child Hunger Programs.

The Links, Inc. Newport News ChapterThe Links, Incorporated shines as one of the nation’s oldest and largest volunteer service organizations of women committed to enriching, sustaining and ensuring the culture and economic survival of African Americans and other persons of African ancestry. In 1946, two friends established the national organization based on friendship and the desire to make a difference in the community. In the sixty-seven years since then, nearly 12,000 friends, and women of influence, have been invited to leverage the legacy of friendship, service and impact through 276 chapters in 41 states, the District of Columbia and the Commonwealth of the Bahamas.

Since February 1952 when fifteen community-conscious women chartered the Newport News Chapter, the local members have spearheaded programs around literacy, visual and performing arts, public health and civil rights. The Links recognize the legacy of service that must continue and proudly serve the Hampton Roads Peninsula by delivering transformational programs across five facets: Services to Youth, The Arts, National Trends and Services, International Trends and Services and Health and Human Services.

Their programs are the heart of their organization. During the summer of 2013, The Links received grants from AT&T and NASA to address the delivery of STEM (science, technology, engineering and math) programming among area youth. They partnered with the Newport News Public Schools and the Summer STEM Academy at Heritage High School to work with over one hundred middle-school students.
