3. CONFERENCE REGISTRATION AND ACCREDITATION 3.1. Registration

Pre-Conference Registration: All conference participants are required to pre-register by submitting a completed registration form (Annex B) with a digital passport-size photo (2 x 2 inches) in color to the Foreign Economic Relations Department (FERD), Ministry of National Planning and Economic Development (MNPED) of Myanmar (e-mail: [email protected], [email protected]) no later than 20 August 2015.

GMS National Coordinators are requested to submit on or before 20 August 2015 the official list of country delegates to Ms. Thida Ohn of FERD, MNPED (e-mail: [email protected]).

On-site Registration: Conference participants who are unable to pre-register before the pre-registration deadline may register on-site in person upon presentation of their letter of invitation or nomination and completion of an on-site registration form. On-site registration is open daily, beginning on 8 September 2015, and follows the schedule below. Please proceed to the on-site registration center located at the Bagan Villa lobby with the required documents.

3.2. Accreditation

All members of the media must apply for accreditation to be able to cover the conference. Myanmar-based and International Media may obtain information on the accreditation process and meetings (or parts of the meeting) where media will be allowed by contacting Ms. Thida Ohn of FERD, MNPED (tel. no.: +95 67 407345, e-mail: [email protected])

Official photographers and videographers arriving with country delegations will be provided media accreditation. Requests for accreditation of official media should be sent to Ms. Thida Ohn no later than 20 August 2015.

4. CONFERENCE IDENTIFICATION BADGES

Conference identification badges (ID) will be available on 7 September 2015 for conference participants who pre-registered by 20 August 2015. For GMS country delegates, conference IDs will be distributed by assigned liaison officers upon arrival. Other pre-registered participants

(representatives of development partners, private sector and media) may collect their IDs from the on-site registration center located at the Bagan Villa lobby starting on 8 September 2015, 10:00 AM. The registration center is open daily, following the on-site registration schedule in section 3.1.

The Conference ID is strictly required to gain entry into meeting and function areas. Please wear your conference ID prominently at all times during meetings and functions. Loss of ID must be reported immediately to the Conference Secretariat or liaison officers.

5. VISA

Conference participants who require entry visa are requested to apply at the Myanmar Embassy in their respective countries. Please contact the Conference Secretariat should assistance be needed for visa applications.

6. HOTEL ARRANGEMENTS 6.1 Kempinski Hotel Nay Pyi Taw

The Kempinski Hotel Nay Pyi Taw is the host hotel for the conference (Annex C.1). Block reservation has been made for conference participants with the following room rates:

Note: Room rates are net (inclusive of 10% service charge and 5% government tax) and include daily buffet breakfast, internet access in the rooms and complimentary one way airport transfer from the Nay Pyi Taw International Airport to Kempinski Hotel. The special rates are available only to conference participants. Hotel check-in time is at 14:00 hours and check-out is at 12:00 hours. Complimentary early check-in and late check-out are subject to room availability.

ADB-sponsored country delegates. GMS National Coordinators are requested to nominate participants to be funded by ADB on or before 14 August 2015. For GMS Ministers, ADB will finance the cost of a single Premier Suite. All other sponsored participants will be provided a single Deluxe Room. Please refer to the ADB Sponsorship Form for applicable nights and conditions for ADB funding.

Self-financed country delegates and other participants. Participants who would like to stay at Kempinski Hotel are required to submit a reservation form (Annex C.1) directly to Reservations (e-mail: [email protected], fax. no.: +95 67 8106065). As blocked rooms for conference participants are limited and are available on a “first come, first served” basis, participants are encouraged to book as early as possible. Please contact ADB no later than 20 August 2015 if assistance in booking a room at the Kempinski Hotel will be needed.

6.2 Other Hotels

Other hotels are available should the Kempinski Hotel reach full capacity or conference participant prefer to stay in another hotel (Annex C.2). PARKROYAL Nay Pyi Taw Hotel is the closest hotel to Kempinski Hotel (400 meters) and guests can easily go to and from Kempinski Hotel using the hotel’s golf carts or buggies. Conference participants are also given special room rates at the PARKROYAL Nay Pyi Taw Hotel (Annex C.3).

Self-financed participants must contact the hotels directly to arrange, confirm and guarantee their bookings. Please contact the Conference Secretariat if difficulties in directly booking accommodations are encountered.

7. AIRPORT FACILITATION

All GMS country delegates will be met by assigned liaison officer upon arrival at the airport. The Government of Myanmar has formed an Airport Reception Team at the Nay Pyi Taw International Airport and the Yangon International Airport to provide full assistance on immigration, customs and luggage clearance for delegates. Each GMS country delegation is requested to designate for each arriving batch of delegates a coordinator who will work with the liaison officer and the Airport Reception Team on airport facilitation matters.

VIP arrival/departure courtesies (provision of VIP lounge, baggage retrieval assistance, and customs and immigration facilitation) will be provided to the GMS Ministers and ADB Vice-President. A representative of the Government of Myanmar, together with the liaison, protocol and security officers, will welcome and escort the GMS Ministers and ADB Vice-President upon arrival at the airport.

The Conference Secretariat requests for the arrival and departure details of GMS Ministers and ADB to be conveyed early to ensure proper arrival and departure courtesies.

8. TRANSPORT ARRANGEMENTS

Country Delegates: All country delegates arriving at the Nay Pyi Taw International Airport will be provided round-trip airport-hotel transportation service. Liaison officers will escort delegates to vehicles assigned to bring them to and from designated hotel.

GMS Ministers and ADB Vice-President will be provided a dedicated chauffeur-driven vehicle for use throughout the conference. A representative from the Government of Myanmar, together with liaison and security officers, will accompany GMS Ministers and ADB Vice-President in travelling to and from designated hotel.

The Government of Myanmar encourages delegates to disembark at the Nay Pyi Taw International Airport to facilitate transport arrangements. Transportation service from Yangon International Airport will only be provided to GMS Ministers and ADB Vice-President. In case of preferred land travel to and from Nay Pyi Taw by the GMS Ministers and ADB Vice-President, please provide Conference Secretariat with travel schedule well in advance for necessary preparatory arrangements.

Other Participants: The Kempinski Hotel provides complimentary pick up from the Nay Pyi Taw International Airport for conference participants booked in the hotel (charges apply for hotel to airport transportation). Participants requiring pick-up from Kempinski Hotel must arrange directly with the hotel’s Reservations. Participants staying in other hotels are requested to plan their transportation arrangements. Please contact Conference Secretariat for any assistance needed.

9. SECURITY AND PROTOCOL

GMS countries are requested to coordinate with the Myanmar National Coordinator for all security and protocol arrangements during the conference. In particular, GMS countries are requested to inform the Government of Myanmar in advance:

If the GMS Minister will be accompanied by his own security personnel; and

If media representatives from the GMS country will accompany the GMS Minister and/or the delegation.

The Government of Myanmar will provide 24-hour security at the conference venue and designated hotels. GMS National Coordinators are requested to ensure that assigned liaison and security officers are informed in advance of GMS Minister’s movement or activities to allow for provision of proper logistical and security measures.

All conference participants, except the GMS Ministers and ADB Vice-President, will be subject to security checks when accessing meeting and function areas. Participants are requested to wear conference ID prominently at all times during meetings and functions.

10. TRANSLATION FACILITY The official medium of communication for the 20th GMS Ministerial Conference is English. Simultaneous translation facilities (booths accommodating up to two (2) translators, audio equipment such as microphones and headsets, and monitors) will be provided only during the GMS Ministerial Meeting and the GMS Ministerial Retreat. GMS delegations are requested to

bring their own simultaneous translators who will sit inside the booth and whispering translator, as necessary.

11. MEETING DOCUMENTS

Advance e-copy of reference and meeting documents will be emailed to confirmed conference participants. Some printed meeting documents will be provided to all confirmed participants upon registration and to specific Conference subcomponent event or meeting.

Four (4) complete sets of printed meeting documents (for GMS Minister + three (3) officials) will be given to each country delegation. Participants may also get electronic copies of documents from the Conference Secretariat. Participants are requested to print their own set of documents if needed.

12. BILATERAL MEETING Requests for bilateral meetings should be emailed to the Conference Secretariat (e-mail: [email protected], [email protected]) with subject line “Bilateral Meeting” no later than 24 August 2015. To prevent double booking, only the country delegation initiating the bilateral meeting should submit the request, specifying the date, time and participants (names and positions) of the meeting. The Conference Secretariat will confirm the meeting venue by 31 August 2015.

Mobilization of resources is always a key challenge for regional cooperation. Support from development partners by way of financing and technical assistance has played a very crucial role in the GMS Economic Cooperation Program, and regular meetings with donors and other stakeholders, including the private sector, are very important for discussing GMS strategies, programs and projects. At the Development Partners’ Roundtable Meeting held in conjunction with the 5th GMS Summit in December 2014, the GMS Secretariat presented the GMS Development Partners’ Assistance Matrix and highlighted its linkages with the RIF-IP. The Matrix was based on inputs contributed by development partners and represents a consolidated list of ongoing and planned projects in the GMS. During this session, ADB, as GMS Secretariat will explain possible approaches for updating the Matrix with assistance from development partners to ensure its continued utility for identifying opportunities for collaboration, eliminating areas of duplication, and optimizing development partner support to the GMS Program through the RIF-IP.

SESSION 3: REVIEWING THE REGIONAL INVESTMENT FRAMEWORK IMPLEMENTATION PLAN (RIF-IP) MONITORING SYSTEM, ITS RESULTS AND IMPLEMENTATION CHALLENGES

This Session will recall that the GMS RIF-IP for 2014-2018 was presented to the GMS Leaders at their 5th Summit. The GMS Leaders emphasized the need for GMS officials and other stakeholders to work together to implement the RIF-IP and also monitor its progress to ensure that development results and benefits are achieved. ADB will brief participants about the Guidelines for the RIF-IP Monitoring System, how they are applied, different institutional responsibilities, and the monitoring process. This session will also discuss the initial RIF-IP Progress Report which is a key deliverable for the 20th GMS Ministerial Meeting. The Progress Report summarizes the implementation status of projects as well as remaining gaps and challenges. The ensuing discussion aims to highlight the importance of participation by development partners and the private sector in financing RIF-IP projects, as well as the roles of GMS countries in monitoring the implementation status of projects their respective countries.. 1500-1615 SESSION 4: PANEL DISCUSSION: THE ROLE OF DEVELOPMENT PARTNERS IN

“TAKING ACTION FOR INCLUSIVE AND SUSTAINABLE DEVELOPMENT IN THE GMS” At the 5th GMS Summit, development partners presented a collective statement to the GMS Leaders that affirmed their “commitment to work with the GMS countries to achieve the objective of green, inclusive growth and sustainable development” in the subregion. Looking forward to the UN Summit scheduled for 25-27 September 2015 as well as the adoption of a post-2015 AEC Agenda, this session will provide a forum for exchanging insights on how the GMS Program may move forward from the Millennium Development Goals towards achieving the Sustainable Development Goals as well as towards implementing the post-2015 AEC Agenda. The session will feature presentations and panel discussions among representatives from development partners, the private sector, civil society, and academia on strengthening partnerships for more inclusive and sustainable development in the GMS. The panelists will discuss their perspectives on the social (people), environment (planet), and economic (prosperity) dimensions of inclusive and sustainable growth, consistent with the UN’s post-2015 agenda for global action, and the GMS serving as a building block for the AEC post-2015.
