I. SERVICE POLICY

CHRISTMAS AND NEW YEAR'S WEEKEND

A. The Special Christmas issue ofthe POSTAL BULLETIN, dated Octo-

* ber 2, 1970, indicated special instruc-tions would be published concerning

. standard levels of service for the holi-day weekends of December 24, 25,26, 27, 1970, and December 31,1970,January 1,2, and 3,1971.

B. In order to meet reduced serv-» ice requirements on these two week-

ends, and at the same time provideemployees with an opportunity tospend as much time with their fami-

, lies on the holidays as possible, thefollowing instructions will apply forservice to be provided on the Christ-mas weekend and on the New Year'sweekend.

II. LEVELS OF SERVICE—CHRISTMASWEEKEND

A* Thursday, Christmas Eve, De-cember 24, 1970

1. Window Service on ChristmasEve may be reduced to the minimumnecessary to meet local needs, exceptthat at least 4 hours' service must beprovided. In no case should windowservice be provided in excess of nor-mal weekday hours.

2. Normal lockbox service will be. provided.

3. Delivery services.—Provide nor-mal weekday delivery service. Pref-erential mail available for delivery

1 must be delivered.4. Collection Service.—Normal

weekday collection service should beprovided, but may be adjusted inbusiness areas to meet any reduced

* needs of the local community.5. Normal Special Delivery Service

B. Friday, Christmas Day, De-" cember 25, 1970

2. Special Delivery Service must beprovided, but shall be performed by

1. At offices normally providingwindow service on Saturday, Post-masters will adjust or suspend thehours of service, particularly at sta-tions and branches, and based on theneeds of the local community. In noinstance will the service providedexceed 4 hours.

2. Provide normal Saturday lock-box service, at principal units only.

3. No delivery service will be pro-vided on city or rural routes, or onstar routes serving delivery boxes.

4. Collection service should be pro-vided on Sunday schedules, aug-mented to meet the needs of the localbusiness community. Since collectionservice was not provided on ChristmasDay, every collection box mustbe collected at least once on=?Decem-ber26.

5. Special Delivery service mustbe provided on a Sunday schedule.

6. The distribution of both out-going and incoming preferential mailmust be maintained on this day.

D. Sunday, December 27, 1970Provide normal Sunday service,

including collections. Special DeliveryService must be provided.III. LEVELS OF SERVICE—NEW

YEAR'S WEEKEND

A. Thursday, New Year's Eve,December 31 , 1970

1. Normal lockbox, delivery, col-lection, and Special Delivery serviceswill be provided.

2. Window service may be reducedto the minimum necessary to meetlocal needs, except that at least 4hours service must be provided.

B. Friday, January 1, 1971—New Year's Day

1. No window, city or rural deliv-ery services, or star route delivery toboxes will be provided.

2. Lockbox service may be pro-vided at main offices and principalunits.

3. No collection service will bescheduled.

4. Special Delivery service must beprovided on a holiday schedule.

5. The distribution of both out-going and incoming preferential mailmust be maintained on this day.

C. Saturday, Januaty 2, 19711. Window service will be provided

as needed at the principal units of the110 WLRS/PSDS post offices. Post-masters at these offices may suspendwindow service in other units basedupon local needs. Postmasters at otheroffices normally providing windowservice on Saturday may adjust serv-ice to their local needs.

2. Normal Saturday lockbox serv-ice will be provided.

3. Provide normal Saturday deliv-ery service on both city and ruraldelivery routes, and on star box deliv-ery routes.

4. Normal Special Delivery servicewill be provided.

5. Schedule Sunday collections,augmented to provide additional tripsto meet the needs of the local businesscommunity. Since collection servicewas not provided on New Year's Day,every collection box must be collectedat least once on January 2.

6. The distribution of outgoing andincoming preferential mail must bemaintained on this day.

D. Sunday, January 3, 1971Provide usual Sunday service, in-

cluding normal Sunday collections.Special Delivery service must bemaintained.TV. MANPOWER UTILIZATION

Policy.—In keeping with the de-partment's desire to provide em-ployees with an opportunity to spendas much time with their families aspossible on both the Christmas week-end and New Year's weekend, aliberal policy of granting annualleave and not scheduling employeeson their holidays will be followed asoutlined in these instructions. Toaccomplish this and still meet theanticipated service requirements onthese two weekends, the followingpay and leave instructions and man-power utilization instructions willapply for December 25, 26, and 27and for January 1, 2, and 3.

V. CHRISTMAS WEEKEND

A. Christmas Day, December 25,1970

1. The maximum number of non-exempt annual rate and hourly rateregular employees in PFS-1 through

•* PFS-15, whose basic workweek in-cludes Friday as a scheduled work-

. day, as can be spared, shall beexcused from duty on ChristmasDay. Those who are required to workwill be paid extra compensation atthe rate of 150 percent of their hourlybasic rate of compensation for anyservice up to 8 hours. For service inexcess of 8 hours these employees willreceive compensation at the regularovertime rate.

2. Nonexempt annual or hourlyrate regulars, PFS-1 to PFS-15,whose basic workweek includesFriday as a scheduled off day, shall beexcused from duty to the extent pos-sible on their designated holiday (firstworkday preceding December 25).Those who are required to work ontheir designated holiday (first work-day preceding December 25) shall bepaid extra compensation at the rateof 150 percent of their hourly basicrate of compensation for any serviceup to 8 hours. For any work per-formed in excess of 8 hours, they willbe paid at the regular overtime rate.In order to qualify for this provision,an hourly rate regular must be regu-larly scheduled for at least 5 days aweek.

3. Hourly rate regular employeeswhose regular schedule includesFriday as a workday shall be excusedfrom duty on Christmas Day unlesstheir services are absolutely required.If they are required to work on

• percent of their hourly basic rate ofcompensation for all work performedup to 8 hours within their regularschedule. For any work performed inexcess of 8 hours, they will be paid

> at their regular overtime rate. If theyare not regularly scheduled for duty

« on Friday, they are not to be used.4. Substitutes.—To the maximum

extent possible, substitutes shall beassigned to cover required work

, assignments on Christmas Day. Thosewho are not required to cover holidayassignments shall not be scheduled

for duty. Those who are required towork on Christmas Day will be paidextra compensation at the rate of 50percent of their basic rate of com-pensation for all hours worked. Also,the hours worked on December 25will be combined with other paidhours in the service week to deter-mine entitlement to overtime forservice in excess of 40 hours in aweek.

5. Regular Employees.—No regu-lar employee should be used to per-form service on Christmas Day unlessspecific work requirements warrantthe use of qualified regulars.

B. Saturday, December 26,1970

1. Saturday, December 26,1970.—In view of the decreased service re-quirements and manpower needs onthis day, a liberal leave policy isencouraged for all annual and hourlyrate regular employees for whomSaturday is a scheduled workday.Saturday, December 26 has not beendesignated as a holiday for pay orleave purposes, and neither holidaynor administrative leave will begranted to employees whose basicworkweek includes Saturday as ascheduled workday.

2. Annual or Hourly Rate Regu-lar Employees.—All annual or hourlyrate regulars, for whom Saturday,December 26 is a scheduled workday,who do not voluntarily elect to takeannual leave will be required to work,and must be utilized throughout theirregular tour of duty, and paid theirregular compensation.

3. Regular City Carriers and RuralCarriers {Including Substitute RuralCarriers Serving Vacant Routes orin Lieu of Regular Carriers on Ex-tended Leave) who do not voluntar-ily elect to take leave on Saturday,December 26, will be utilized to themaximum extent possible in casingmail for Monday delivery. They maybe used to case mail on their ownroutes and/or other routes.

4. Regular Window Clerks who donot voluntarily elect to take leaveon Saturday, December 26, shall beutilized to the maximum extent pos-sible on other clerical duties.

5. Regular employees who do notvoluntarily elect to take leave on Sat-urday, December 26, shall be utilizedto the maximum extent possible inthe performance of duties within

their craft and assisting employees inother crafts, if qualified and needed.(See sec IV-D, Special ChristmasPOSTAL BULLETIN, October 2,1970.)

6. Career Substitute Clerks, Car-riers, MaUhandlers, Motor VehicleService Employees, and Special De-livery Messengers will be scheduledfor duty only in the event there arenot sufficient regular employees avail-able to meet service requirements.

7. Temporary Substitutes shall notbe scheduled for duty unless an emer-gency requires their services, and in

* no instance will they be used to thedetriment of career substitutes.

8. Leave Without Pay.—Those an-nual and hourly rate regular em-ployees who have exhausted their an-nual leave prior to December 26should, upon request, be granted"LWOF' on that day. However, theyshould be reminded that all "LWOF'hours they take will be deducted fromany overtime hours they earn on theirnonscheduled workdays up to 8 hourson such day(s) during the serviceweek in which the "LWOF' isgranted.

C. Sunday, December 27, 1970Normal Sunday scheduling and

employee utilization shall be resumed.However, a liberal annual leavepolicy shall be extended to those an-nual rate and hourly rate regularemployees for whom Sunday is aregularly scheduled workday.

VI. NEW YEAR'S WEEKEND

A. Friday, January 1, 1971

The manpower and service instruc-tions for Christmas Day are also ap-plicable to New Year's Day, exceptthat nonexempt annual rate andhourly rate PFS-1 through PFS-11regular employees who are required towork on January 1 or on a day desig-nated as a holiday in lieu of Janu-ary 1, will be paid extra compensationat the rate of 100 percent of theirhourly rate of basic compensation forany service up to 8 hours. For servicein excess of 8 hours, these employeeswill receive compensation at the reg-ular overtime rate. The premiumcompensation for substitute em-ployees on Christmas Day does notapply on January 1.

Sections 213.2 and 221.32, M-39Handbook, Supervision of: City De-livery Service, require that advanceapproval be obtained from the Re-gional Director for designation of let-ter delivery routes as static routes.Authority is hereby delegated to post-masters to make determination whichletter delivery routes will be declaredstatic at their offices without referralof the request to the Regional Head-quarters.

Annual route inspections are notrequired for those letter deliveryroutes where conditions remain con-stant, daily workload of the carrierdoes not fluctuate to any appreciabledegree, and carrier performance andefficiency stay within acceptablelimits.GuidelinesA. Selection of static rout**.

Consider the following conditions,which are not all-inclusive, in desig-nating routes as static:

1. Physical change in delivery areanot anticipated.

2. Transportation to and fromroute will not be changed.

3. Relocation of delivery unit notplanned.

4. Required hours on route havebeen constant and any adjustment inthe past 2 years was due to neededadjustment on other routes.

5. Deliveries have been un-changed.

6. The route has been served bythe same carrier long enough to makepossible an accurate determination ofits static features.

B. Scheduling off inspections.Consider the following conditions,

which are not all-inclusive, in deter-mining whether inspections on routesdesignated as static should be sched-uled when carrier hours are affected:

1. Physical change in deliveryarea; (a) new construction, (b)demolition, (c) relocation and/orchange in type of business places.

2. Change in public transpor-tation schedules or method oftransportation.

The dry run provided for in sec-tion 215.3, M-39 Handbook, Super-vision of City Delivery Service, is aninstructional exercise for carriers tocomplete Form 1838, Carrier's Countof Mail, and to acquaint diem withmail count procedures observed dur-ing me scheduled mail count and in-spection week.

Local management is expected todiscuss and offer explanations on theday the dry run is made to assure thatcarriers understand the correct re-cording of all data on Form 1838.
