MONTROSE COUNTY FAIR OPEN SHOW RULES

ENTRY RULES: 1. All open division entries are $1.00 per entry. 2. Entry forms are available prior to the Fair in the Montrose Extension Office. Exhibits must be entered in the

name of the owner of the maker of living art and art show items and maker/producer of crops and floriculture. Maker of crop exhibits should list the producer’s name.

3. Open show entries will be taken on Sunday, July 25th from 9:00am to 2:00pm and Monday, July 26th from 9:00am to 6:00pm at the Event Center.

4. All open exhibitors should obtain an exhibitor number before completing entries. This exhibitor number will be used on all open entries.

GENERAL RULES: 1. No exhibits of inferior quality will be eligible to receive awards. 2. No exhibitor may receive more than two placing in any one class, excluding the Art Show. 3. Judges are required to select only one first place exhibit per class. 4. Judging of events will take place at the times shown in the “Participant Schedule.” 5. Agricultural exhibits must be a current season crop unless otherwise specified. 6. Montrose County, Montrose County Fair Board members and Superintendents are not responsible for the loss

or damage to any animal or article in the Fair. 7. Open show entries must remain in place until 8:00am on Sunday, August 1, 2021. 8. Open show entries must be picked up Sunday, August 1 between 8:00am and 12:00pm at the Event Center. Fair

entries left over will be disposed of. 9. Exhibitors in the Montrose County 4-H and FFA classes will be eligible to compete in open breeding classes. Ani-

mals shown in Junior Division market classes may not be shown in Open Division classes. 10. Where Youth open classes are provided exhibitors must be 18 years of age or under as of January 1st of the

current year. 11. Youth open class exhibitors will not be eligible to compete in regular open classes with the same exhibit. 12. Youth open exhibitors may enter regular open classes only when there are no other entries in the Youth class. 13. New classes can be created on entry day with the approval of four Fair Board members. 14. Classes will be divided on judging day only when the judge requests the division and the Superintendent sup-

ports the division. 15. Division Superintendents reserve the right to cancel or combine any class due to lack of entries. 16. In the event of an emergency the Superintendent will contact no more than two Fair Board members for guid-

ance. 17. The Superintendent shall rule on proper classification of exhibits. No changes in classification will be made at

time of judging unless approved by the Superintendent. 18. Placing will be 1st place through 4th place. 19. Premiums will be paid as follows – 1st place $3, 2nd place $2 and 3rd place $1. 20. All premiums must be picked up within 30 days of the close of Fair. SAFETY RULES: 1. Fair Board members, Montrose County staff and Superintendents have the authority to enforce all safety rules. 2. Bicycles are not allowed in Friendship Hall, the Event Center, or the livestock barns. 3. No dogs, cats or other pets are allowed on fairground’s property unless they are entered in a fair class or partic-

ipating in a fair event and then are only allowed during their respective show. Service animals are allowed. 4. No distracting or startling toys, noisemakers or balloons are allowed on fair ground’s property. 5. Rowdy and unsafe play is not permitted. 6. No climbing in or on any building. 7. Water fights are not permitted at any time on fairground’s property. 8. Any activity deemed unsafe by a Fair Board member or Superintendent shall stop immediately upon request or

that member will be disqualified and asked to leave the Fairgrounds immediately.

OBJECTION RULE: All Complaints must be submitted in writing, and must be signed and dated by the complainant, accompanied

with a $75 cash deposit. All complaints will be examined within 24 business hours by a representative from the Montrose County Attorney’s office, and a written ruling will issue. If the complaint is sustained, the deposit will be returned to the complainant. If the complaint is found to be without merit, the deposit is forfeited. All deci-sions are final.

LIVING ARTS DIVISION AWARDS

Special Living Art Awards: Largest Entry Award Awarded to the individual who has the most entries in Open Living Arts classes. Entries must be entered and creat-ed by the same individual. Exhibitors may not win this award two years in a row. Kitchen Wizard and Youth Kitchen Wizard Award Kitchen Wizard Award for both Adult & Youth will be awarded to the exhibitors with the most entries in both baked goods & food preservation. Exhibitors may not win this award two years in a row. Craft Master Award: Betty Pemperton Craft Master Award for both Adult & Youth will be awarded to the exhibitors with the most entries in craft classes (sections 1-7). Exhibitors may not win this award two years in a row. Best of Show Ceramics: Best of Show Adult & Youth will be awarded to the best article chosen from 1st place winners in all ceramics clas-ses. Best of Show Quilting: Best of Show Adult & Youth will be awarded to the best quilted article chosen from 1st place winners in all classes. Painted Rock Contest: Both Adult and Youth Grand & Reserve Champions will be chosen from 1st & 2nd place winners in the painted rock classes. Best of Show Original Lego Design: Grand Champion Reserve Champion per age group. Ages 8 & Under , 9-13, and 14-18 Awards given to the most creative, well constructed, engineered original de-signed Lego creation. In case of a tie the prize or award will be split HOMEMADE WINES AND BEER Section 11 RULES: 1. All Open Show rules apply. 2. Bottles must be labeled with beginning date of brew and bottling date. 3. Wine should be exhibited in a cork bottle. 4. Entries must be in clean and sanitized bottles. 5. One bottle per entry is required for Wine and Spirits, and 2 bottles per entry for Beer. 6. Bottles must be 10oz for beer and 375ml for wines or spirits. 7. Grolsch style swing caps are accepted. 8. Three beer entries per class are allowed if the style varies between entries. 9. RULES:

1. All Open Show rules apply.

2. See Open Show rules for the entry and pickup schedule.

3. Entries may be picked up with photo ID for those over 18 on Sunday, August 1st.

4. All artwork must be original.

5. An artist must enter his or her work in the correct division. Any work in question will be placed in the correct

division by the Superintendent.

6. All student artwork must be done within the last year.

7. An artist may have up to 3 works entered in any or all classes in their division.

8. An artwork can be shown at the Montrose County Fair once.

9. Oils must be in frames.

10. Photographs should be matted and must be framed.

11. Other artwork must be matted and framed or mounted on a very firm type backing. Poster board or foam

boards are acceptable.

12. All artwork must be prepared for secure and straight hanging. Wire or string attached with tape will not be ac-

cepted. All hanging work must have arched wire, strong string hanger or large enough of a single loop to catch

a hook. Barred teeth hangers are NOT accepted.

13. Name, address and phone number shall be listed on the back of each artwork.

14. Articles classified as handcrafts or woodcrafts are to be entered in Living Arts and Wood Working Divisions.

15. The minimum size for photographs is 5”x7”. Smaller photographs will NOT be accepted.

16. Miniatures can be done in any painting medium. The maximum size is 5”x7”.

17. The Spirit of the Fair Photography classes will be judged on subject matter and artistic merit. They must have

been taken at a previous Montrose County Fair.

18. No early removal of entries.

19. All items made out of wood will be judged in Division NN - Wood Craft. All hand crafted items will be judged in

Division LL - Living Arts (i.e. painted gourds).

Wood Craft Superintendent – John Renzelman

1. All Open Show rules apply 2. See Open Show rules for the entry and pickup schedule 3. Entries must be picked up Sunday, August 1st between 8:00am and 12:00pm. Fair entries left over will disposed

of. No exceptions will be made to this rule. 4. Entries can be anything specific to wood crafting. 5. Limit of two entries per class, per exhibitor. 6. Miscellaneous Alpine Lumber Birdhouse Contest Section 4 The birdhouse contest will be judged on creativity, practicality and construction. Three places will be awarded. First place will be awarded $75, second place $50 and third place $25. Birdhouses can be any appropriate size up to 2’ x 2’ x 2’ with appropriate entry holes sized for nesting bird. DIVISION T WILD HORSE/MUSTANG PROGRAM

Superintendent: Diane Shipley Rules: 1. Youth trainers are between the ages of 8 to 18 years of age to be eligible to participate in the competition. 2. Youth trainers will belong to a 4H club in Montrose, Colorado. 3. Mustangs will be a draw at the fair grounds that day and trainers will pick out the mustangs randomly. 4. Mustangs will have all vaccinations, current coggins as well as hooves trimmed prior to pick up by the BLM. 5. Mustangs will remain on the property of the BLM until shown after the freestyle and will then be offered by

silent auction to the trainers or public. 6. Youth trainers my receive help with their mustangs by anyone but must be shown by youth trainers in all clas-

ses. 7. Youth trainers will keep 4H record book on all animals. 8. Trainers will provide a report to the leader on day 7, day 45, and 1 week prior to fair. 9. Freeze marks will be verified by BLM personal prior to the show. 10. Treats, excessive jerking on the lead and whips will be a 10 point deduction per each judge. 11. Trainers will have the opportunity to walk through the course with the judge. No mustangs during this walk

through. 12. Trainers will bring all paperwork to the fairgrounds when entered for the fair. 13. Upon entry onto the show grounds, competing mustangs will be examined by a knowledgeable individual to

determine the health and condition of the horse. Should a mustang be deemed in poor condition the mustang may be excused from the competition.

14. Trainers will be responsible for all care related costs from the day the mustang is picked up through the compe-tition. Training and care expenses will not be reimbursed.

15. Mustangs can be shown in either Western or English. Trainers are asked to wear appropriate attire and head gear which reflects the style of their discipline. Youth trainers are not allowed to ride, sit or stand on their mus-tang at any time prior to or during the competition an will result in disqualification. This includes in the stall warm up area at the event and during the competition itself.

16. No trainers shall alter change or attempt to hide the natural marking and or rubbed or raw areas of a horse by surgery, dye, powder or in any other manner. Trainers may clip/trim horses or leave main, tails, ears, muzzle and fetlocks natural. Use of false tails or extensions on the mane or tail are prohibited during the preliminary competition and will be an automatic 10 point deduction from each judge off the overall class.

17. Costume related tail and mane decorations will be allowed during the finals freestyle performance. 18. Class awards will be presented. Any class ties will be broken by the score from the trail class. If a tie still exists

the tie will be broken by a tie breaker judge. 19. No other animal or dog will be allowed in the arena during the performance for any reason and will result in

disqualification. Competition Classes: Youth trainers and 12-24 month old Mustangs will be judged in three (3) classes: Handling and Conditioning, In-Hand Trail and Freestyle. The highest combined scores from these classes will determine the winner. 10 extra points will be given for participation in the Montrose County Fair Parade. 1. Handling and Conditioning Class—40 points from each judge During this class, the trainer will lead the horse into a small pen inside the arena, un-halter and release the horse in the pen. The trainer will exit the pen. The horse’s conditioning will be scored at this time. The trainer will then be allowed back into the pen. Upon re-entering the pen, the trainer will re-halter the horse and lead the horse out of the pen to complete a set of handling maneuvers in the arena. This class will be judged on the following: Handling– 30 points Judges will assess the horse’s demeanor and responsiveness during the haltering process, as well as the relation-ship between horse and trainer through the completion of additional handling maneuvers including but not limited to the following:

Conditioning– 10 points The horse’s condition will be judged in two areas:

Appropriate weight/muscling (5 points). Overall Appearance-this score will reflect hair coat, feet condition, ect(5 points)

Leading Trail Class— 40 points from each judge This class is intended to show the horse’s ability and willingness to perform several tasks that might be asked of him during the course of a normal day. Exhibitors will be asked to lead the horse through a course of obstacles. Obstacles may include but are not limited to the following:

Walk over logs/poles Walk/trot between cones/obstacles Maneuver forward and/or reverse through a simple chute\ Pick up all four feet Brush horse once on each side Load and unload from stock trailer *additional elements may be added such as brush, artificial foliage, rain slickers, etc

3. Freestyle— 40 points from each judge During this class exhibitors are encouraged to choose musical scores, costumes and props that permit them to show the athletic abilities of their animal in a crowd appealing way.

· All trainers are required to show their Mustang and/or Burro in-hand—riding is not an option and doing so will result in disqualification. · Exhibitors are not allowed to sit or stand on 12-24 month old Mustangs and/or Burros and doing so will result in disqualification. · Animals are not allowed to pull any items (doing so will result in disqualification) however, the exhibitor may pull an item while leading the animal. · Trainers must provide their own props and assistance for arena set up and tear down—it is the trainer’s respon-sibility to make sure all props are cleared from the arena immediately following the conclusion of the freestyle performance, including hay, confetti, etc Not completely clearing the arena of debris will result in a no score for the freestyle. · All props must be freestanding. Nothing may be driven into the ground (i.e., rebar, stakes, etc ), and doing so will result in a no score for the freestyle. · Trainers may promote personal businesses/sponsors on props used during the freestyle performance, howev-er the promotion logo/statement must be no larger than 12 inches by 24 inches.

· Props of pyrotechnic nature i.e. fireworks, flares, sparklers, firecrackers, etc Are not allowed and will result in disqualification. · Shooting guns and/or blanks will NOT be allowed during the freestyle performance and will result in disqualifica-tion. · Exhibitors will have 4 minutes prior to their performance to stage or set the arena. · Trainers will have 3.5 minutes to complete their freestyle performance. The music and time will start simulta-neously when the trainer or animal enters the arena, whichever comes first. It is the trainers responsibility to

ensure staff is aware of which is entering first (animal or trainer), so that the time and music can be started ap-propriately. Failure to do so will result in a no score for the freestyle. · Live “voice-overs” and/or commentary from the trainer and/or trainer representative are not allowed during the performance and will result in disqualification. · Music is a required component of the freestyle performance—if the trainer does not turn in music during the finalists’ meeting at the event, management may select music for him/her. Music must be submitted as one sin-gle track ( staff will not transition from one track to another during the performance or merge music files for a competitor) either on a CD or as an mp3 file. Music will not be played from a phone or any other device. The mu-sic file will be downloaded into our music system. All music is subject to review and approval by staff. · Mustangs and/or burros are not allowed to walk, trot or lope into/onto any moving vehicles or trailers of any kind and doing so will result in disqualification. Mustangs and/or burros are not allowed to trot or lope into/onto any covered vehicles or trailers of any kind and doing so will result in disqualification. · Other animals (dogs, additional horses, etc) will NOT be allowed in the arena during the finals performance for any reason other than to drive a vehicle to be used during the performance. If someone other than the trainer is driving a vehicle in the performance none of the occupants of the vehicle will be allowed to exit the vehicle while in the arena and the windows must be rolled up at all times (the vehicle, if driven by someone other than the trainer, must be closed-cab; gators, golf carts, ATV’s, etc. will not be allowed and will result in disqualification). Other people are NOT allowed to act as props, ride or come in contact with the horse at any point during the performance and will result in disqualification. Other people may hand props to the trainer from outside the are-na. · Trainers must wear appropriate footwear during the freestyle performance– bare feet are not allowed and will result in disqualification. · Judges may stop any performance deemed unsafe, dangerous or otherwise inappropriate. · Use of the whip as a tool for the freestyle will be optional. At no time will the whip touch the animal in an ag-gressive manner, but may be laid on the animal. The Judge’s discretion will be final. · All items/props are subject to final review and approval.

The freestyle portion is worth a total of 40 points and will be scored in the following areas: · Overall Horsemanship—20 points:

· The communication and partnership between the animal and trainer, and the animal’s overall willingness to perform and execute maneuvers correctly in a controlled, relaxed and confident manner. (10 points) · Incorporation of a variety of maneuvers and their degree of difficulty. (10 points) These maneuvers would include but are not limited to: sidepass, pulling or dragging, serpentines, circles with variance in size and speed, stops, ect.

· Entertainment Value—20 points: · Components of Choreography—the components and arrangement of the exhibition in relation to the music and its rhythm. (10 points)

· Creativity—the use of themes, maneuvers, costumes, and/or props to enhance the performance and overall originality. (10 points)
