Paul McGowen : Commander, State Control Centre, SA Health How can we bring people together, from different areas of business and external entities to achieve a shared goal?The State Control Centre – Health (SCC-H) within SA Health is central to the whole-of-government response and has been the central hub for the latest information, data and planning since March 2020.Highlighting the importance of collaboration, Paul will share challenges, successes and reflections on how SA Health mobilised their human resources and the broader public service to ensure the health and safety of all South Australians.

The Local Government Emergency Management Seminar will explore the role and function of the local government sector during emergencies, including how new trendsand technologies can help along with a focus on lessons management.

The event is hosted by the Local Government Functional Support Group (LGFSG) which plays an important role in coordinating the sector’s response and recovery efforts.

This year’s theme ‘Better Together’ emphasizes the importance of council and other agencies supporting their communities during emergencies as well as each other.

Whether bushfire, flood, extreme weather event or global pandemic, response agencies must work together to support South Australian communities, and look after each other in the process.

The outcomes we achieve will always be better when we have worked on them together.

An inclusive experience

of emergencies: Local Government Disability Inclusion Advisory GroupMerindah Ward : Senior Policy Officer - Disability Inclusion, Local Government Association of South Australia (LGA)Angela Schiller : City of Victor Harbor Disability Access and Inclusion Advisory CommitteeMerindah Ward will provide an update on the LGA’s work on disability inclusion, how it intersects with emergency management, and the policy context around ‘disability friendly’ emergency management. She will be joined by Angela Schiller, a member of the LGA’s Disability Inclusion Advisory Group who will share collective observations around the lived experience of people with disabilities during emergencies, barriers to inclusion, and the steps councils can take to be more inclusive.

Children, Youth and Emergencies

Helen Connolly : Commissioner for Children and Young PeopleHelen Connolly has 30 years’ experience as a leader in human services. Throughout her career, Helen has advocated for policies that support the wellbeing of Australian families and children, with a focus on early intervention and prevention strategies.This session will explore the importance of considering children and young people as part of emergency preparedness, and provide practical tips for addressing their needs.Helen will outline the benefits of being child and youth focused during emergencies, and highlight how we can support young people to grow and develop as active community members.

Succeeding in complexity

Christine Nixon AO QPMChristine Nixon is a fantastic example of a strong female leader working in a male-dominated environment. As Chief Commissioner of Victoria Police, Christine has extensive experience running a complex organisation through change and disruption.She was the first woman to become a police commissioner in Australia, which involved leading 14,000 staff and overseeing an annual budget of $1.7 billion. In 2021, she was appointed an Officer of the Order of Australia.Christine will share with us a lifetime of learnings about what it’s like to be a high achiever, manage a public profile and the pressure of leading others, and how to approach day to day challenges with warmth, compassion and determination.

Sean Faulkner : Manager, Work Health Safety & Risk, City of Norwood, Payneham & St PetersA healthy lifestyle can help us stay resilient, build social supports and cope with adversity – but we all respond to pressures differently, and not all coping strategies will work for everyone.How do we cope when there is an ongoing emergency situation creating stress and causing emotions to run high?Scott and Sean will discuss their experiences managing emergencies, including their own personal journeys, and explain why it’s okay to not be okay.Through sharing stories and reflecting with others, we can break down the stigma of talking about wellbeing and open the door for honest and helpful conversations.

Normalising WellbeingSamantha Young : Managing Director,

Clinical Psychologist, Human PsychologyWhat do we mean when we talk about ‘wellbeing’? How can we support each other during times of psychological difficulty or stress?Samantha Young, Managing Director Human Psychology, will explore how we can support each other to be mentally well.She will argue that it’s important for all of us to understand mental health in the workplace, so we can identify difficulties that may affect performance, and know how to discuss them and where to seek help. This session will provide insights on supporting yourself and others to be a ‘well-being’.

Commissioner Grant Stevens APM LEM : South Australia Police CommissionerDuring the extraordinary times of COVID-19, Commissioner Grant Stevens has performed the role of State Coordinator under the Emergency Management Act.He has been principal decision maker throughout our pandemic response, while at the same time managing the usual challenges of day-to-day policing in our State.Commissioner Stevens will explore the importance of collaboration, and provide personal reflections on his experience of leading - his team, SA Police and the State.

LGFSG Development Program Scott Loechel PSM : Operations

Manager, LGFSG Rhiannon Grebenshikoff : Acting CEO, LG Professionals SAThe Local Government Functional Support Group (LGFSG)has partnered with Local Government Professionals Australia, SA (LG Professionals SA), to provide emergency management training for the local government sector.This partnership will grow and enhance the development activities offered to councils and their people to build the emergency management capacity and capability of the sector.This session will outline plans for the partnership and give participants the opportunity to provide feedback on professional development opportunities.

Hon Vickie Chapman MP : Deputy Premier, Attorney-General, Minister for Planning & Local Government Local and state governments have a long history of successful partnerships that benefit the South Australian community.The need for strong partnerships is particularly apparent as part of emergency management – in preparedness, response and into recovery.In this session the Hon Vickie Chapman MP will share her reflections on the last 18 months, and the benefits of effective communication and partnering.

• Cancellations received more than 3 weeks prior to event: 100% refund

• Cancellations received between 3 weeks and 1 week prior to event: 50% refund

• Cancellations received within 1 week of the event: No refund

Note:• Registration is a commitment to pay. In the instance of a

cancellation where the invoice remains unpaid, the terms of the cancellation policy will still apply and an amended invoice will be issued if applicable.

• In all cases substitutions are a welcome alternative. In this instance, no fees will be charged but we must still be notified of the substitution as soon as practical.

• In the event of extenuating circumstances, requests for waiver of cancellation fees MUST be made in writing to the Operations Manager and will be honoured only if they have been confirmed in writing by the Operations Manager.

• In this uncertain environment, we understand that you may appreciate some added flexibility. Should you find that you are no longer able to attend due to mandatory isolation, awaiting test results or feeling unwell – we will be happy to provide a refund or credit on presentation of evidence. Shifting mindsets and making good decisions for disaster risk

Amanda Leck : Executive Director, Australian Institute for Disaster Resilience The world is in a new era of disaster risk management. Change is fast paced with climate change driving new hazards and disaster risks. The age of taking a hazard-by-hazard risk reduction approach is over. We must experiment with new ideas and concepts. The Australian Institute for Disaster Resilience has just produced Australia’s inaugural Handbook on Systemic Disaster Risk.Amanda will share key insights on how local government is well placed to reduce disaster risk and uncertainty.

11:15 From Response to Resilience

Commissioner Shane Fitzsimmons AFSM : Commissioner of Resilience NSWHow can we bring people together in times of hardship? In 2019/20, as head of the NSW Rural Fire Service, Shane Fitzsimmons guided a state-wide response through one of Australia’s worst fire seasons.By effectively coordinating a 74,000 strong crew of mostly volunteers, he informed and calmed the community, liaised with government leaders and provided comfort to colleagues. In May 2020 Shane was appointed Commissioner for Resilience NSW, and works to ensure communities are confident in preparing for and responding to disasters, and in managing the recovery and healing process.In this session, Shane will share the importance of a resilience focus and reflect on how our actions can support disaster-affected communities to thrive.

Resilience in Action

Nat Traeger : Chief Executive Officer, Kingston District CouncilWith a local government career spanning some 34 years, Nat Trager is renowned for her passion and commitment to regional renewal and resilience. Nat has held the role of CEO with the Kingston District Council for the last two years and has led her community through the ravages of bushfire & COVID-19. She has attracted significant funds for economic stimulus projects as well as piloting an innovative community resilience, participation & well-being program. In this session Nat will share her council’s approach to community resilience.
