Greetings Parents and Players!Thanks for reading the USTA/Central Indiana Junior Competition Handbook. It provides tournament important information for both players and parents. Please review the sections regarding the application process for Cup Team Consideration and the Central Indiana/Midwest Qualifier. This provides all the relevant details and important dates in one reference.

The top priority for the USTA Central Indiana Junior Committee is to analyze the 2020 tournament schedule and make changes that will best position our players for 2021. The tournament structure will undergo major changes next year and there will be a learning curve for everyone. We are working on how best to present the information necessary and adequately answer everyone’s questions to enable a smooth transition for players, parents and our tournament directors. We are currently developing materials for distribution and will keep you informed of all the changes as we get closer to the transition.

INTRODUCTION TO JUNIOR COMPETITION

INTRODUCTION TO JUNIOR COMPETITIONJunior tennis players often begin with tennis lessons and participation in clinics but soon feel they want more out of the game. One way to enrich a junior player’s experience is to add the element of competition. USTA/Central Indiana is the governing body for junior competition in Central Indiana and is dedicated to promoting professionally run USTA Tournaments and leagues with a strong emphasis on good sportsmanship. Continuing in 2020, USTA/Central Indiana schedules District Level USTA Tournaments (level 4 & 5), coordinates the Level 3 Central Indiana Midwest Qualifier, selects top junior players to play on the prestigious Central Indiana Cup Teams, and promotes Junior Team Tennis League competition. USTA/National is changing the structure of junior tournaments effective in 2021. Information on this new structure can be found on the USTA/Central Indiana website. Local teaching professionals often recommend junior players begin playing in tournaments when they feel the time is right. A good way to determine whether a junior player is ready for tournament competition is to consult the list below:• Player can consistently serve into the service box• Player can rally a ball using forehands and backhands in a point • Player can keep score• Player can maintain a good attitude even when losing

District Level TournamentsDistrict Level Tournaments are often called local tournaments, meaning that most of the competitors will be local players. In 2020, there are two types of District Level tournaments. Level 5 tournaments are entry level, single day, non-elimination tournaments. The district will also offer Level 4 tournaments. Level 4 and 5 refer to the Midwest Points Per Round (PPR) system. Players in the Level 4 and Level 5 tournaments will receive USTA/Midwest level points. (Please refer to the Midwest Points Per Round (PPR) charts on page 12.)

Sectional Level TournamentsUSTA/Midwest Sectional Level Tournaments are open to players residing in the Midwest Section (Indiana, Illinois, Michigan, Ohio and Wisconsin). Sectional Tournaments often have specific criteria to be eligible to participate, and these criteria are noted on the tournament home page in Tennislink. Sectional Level Tournaments may be Level 1 through Level 4. Please consult the Midwest PPR charts for more information.

National Level TournamentsNational Level Tournaments are for high performance junior players who have successfully built a high sectional ranking by playing District and Sectional Level Tournaments. National tournaments often have specific eligibility detailed on each tournament’s home page.

THINGS TO KNOW BEFORE YOU PLAY

THINGS TO KNOW BEFORE YOU PLAYAs players enter the world of competitive tennis, whether tournaments or Junior Team Tennis Leagues, it is highly recommended they familiarize themselves with basic rules and regulations. The USTA Friend at Court is a publication produced every year with updated rules and regulations for all tournament play. Friend at Court is the ‘official’ rulebook tournament directors and officials use in making rulings and assessing point penalties. You can view the USTA Friend at Court by going to the Central Indiana Tennis website.

USTA Junior Team Tennis Leagues have a separate listing of rules and regulations specific to Junior Team Tennis league play. These will be discussed later in this handbook, but you can also view the USTA 2020 Junior Team Tennis Rules and Regulations by following this link: http://www.midwest.usta.com/juniorteamtennis/. The following few pages will answer several questions you may have about what to do before you play.

What is a sanctioned tournament?A sanctioned tournament is any tournament that has been approved by the USTA. The club, organization, or person running the tournament has paid a sanction fee to the USTA and agrees to run the tournament following USTA tournament rules and regulations.

How do I find a listing of junior tournaments?To find a list of District Level and upper level tournaments in Central Indiana, go to www.centralindiana.usta.com and scroll down to the Junior Tennis section. Select Tournaments and then click on the 2020 Junior Schedule link.

What age divisions are there and how do I know which is most appropriate?Junior tournament age divisions are as follows: 10’s, 12’s, 14’s, 16’s and 18’s.

A junior is eligible to play in an age division up to the first day of the month in which they were born. For example, if a junior player turns 13 years old on December 10th, the junior may play in 12’s tournaments until December 1. At that point, the player must begin playing in the 14’s. Although it is allowed, USTA does not recommend that players play ‘up’ an age division unless the player consistently wins tournaments in his or her age division. Players may never play in a younger age division.

How do I enter in a tournament?A player must have a USTA Membership and a valid credit card. TennisLink (tennislink.usta.com) lists all USTA sanctioned tournaments and accepts online registrations for tournaments. All registration is done online via this site.

What is meant by an “open” or a “closed” tournament? Any USTA member that meets the age and gender requirements may participate in an “open” tournament. Registration for ‘closed’ tournaments is restricted by some type of requirement or criteria. A club membership, residency, or player ranking are all possible restrictions for a closed tournament.

How many matches will be played in a tournament?The number of matches played depends on how many players are entered in the tournament, how well the player does, and what type of consolation draw has been selected.• Compass Draw: A format in which players are guaranteed to play 3 or more

matches even if they lose all their matches.• Feed-in Consolation Draw (FIC): A draw in which the losers from the main

draw are fed into a back draw to compete against other players who lost in earlier rounds.

• First Match Loser Consolation (FMLC): A draw in which only the losers in the first round are fed into the consolation or back draw.

• Single Day Showdown: These entry level events are single day, compass draw tournaments for those players who are new competitive tennis.

How do I find out when the first match is scheduled?Go to tennislink.usta.com, click on tournaments, and enter the tournament number. On the tournament page, you will have the option to view the draw sheets and/or a list of the scheduled first matches. Arrive 30 minutes prior to your first match to check in at the tournament desk.

Should I bring anything special to a tennis tournament?In addition to racquets, players should bring water/hydrating drinks, sunscreen, a towel, and extra t-shirts and socks. If it appears that the player will play more than one match in a day, players should bring extra snacks, meals, and sports drinks.

We recently moved to the Central Indiana District. Do we need to complete any paperwork to be eligible to play in the District Tournaments?There are a few requirements for junior players new to the district to be eligible to play in the Central Indiana Midwest Qualifier Tournament (Level 3). Please review the complete Midwest Domicile Rules listed at on the Junior Tournament page. By submitting the proof of domicile paperwork to the USTA/Central Indiana office, players new to the District will be approved to register for the Midwest Qualifier. When moving to a new District, players must also contact USTA Membership to update their address and contact information. (USTA Member Services 1-800-990-8782).IMPORTANT NOTE: For the USTA/Midwest Section Closed Outdoor Junior Championship sectional tournament, players may only qualify in the District where their parents are domiciled. A player may attempt to qualify from only one District.

10 & UNDER YOUTH PROGRESSION/WILDCARD POLICY

10 & UNDER YOUTH PROGRESSIONThe USTA/Midwest Section Junior Competition Committee created a Junior Competition Pathway for players ages 10 and under. This pathway is called 10 & Under Youth Progression. Progression TournamentsOrange Ball tournaments are played on a 60-foot court with orange low compression tennis balls and utilize a non-elimination format (e.g. Round Robin, Compass Draw). Green Ball tournaments are played on a 78-foot court with green low compression tennis balls. The progression from Orange Ball to Green Ball, and ultimately to Yellow Ball tournaments will now be the same. To advance to the next level, all players must earn any combination of 20 stars and/or trophies.Below is a description of how stars and trophies can be earned: • Participation in any Progression Tournament: four stars• Win any Progression Tournament: four trophies• Second place finish in any Progression Tournament: three trophies• Complete a season of Junior Team Tennis: five starsNote: Stars earned through participation and trophies are based on Youth Progression tournament results. There are also slight changes to age requirements for players:• All players must be 7 years old to compete; players are eligible on the first day

of the month of their seventh birthday• Players may advance to the next level on the first day of the month of their

eleventh birthday

JUNIOR TENNIS 10 & OVER Every player who has completed the Youth Progression requirements, or reaches age 11, is eligible to play in Central Indiana’s sanctioned yellow ball tournaments. Tournaments are offered for every age group and take place at many different locations throughout the district. You can search for appropriate tournaments using the search function on the Tournament page of TennisLink or selecting Tournaments in the Junior Tennis section of the USTA/Central Indiana website.All district Tournament Directors have completed the USTA approved “Safe Play” training and have completed the required background check.Below are the rules and regulations that players must know when competing in Junior Tournaments.

USTA/CENTRAL INDIANA JUNIOR RANKINGSThe district follows the lead of the USTA and Midwest Section by adopting the PPR Ranking Program for Juniors. To find your player’s current ranking, use the ranking search on tennislink.usta.com. Each player’s singles ranking will be based on the accumulation of points for winning rounds at tournaments during the calendar year in the boys’ and girls’ 18, 16, 14, 12 and 10 (Green Ball only) age divisions.

REGULATIONS FOR PPR RANKINGS AND STANDING LISTS• A player must win a round to receive any points • Byes do not qualify as wins• Defaults, retirements, walkovers and withdrawals qualify as wins for the advancing player and earn PPR

• A player who is defaulted from a tournament for code violations under the Point Penalty System forfeits any points accumulated during the tournament for singles and/or doubles

• The final rankings for a junior age division shall include all players who have been age eligible for play in the division at any time during the calendar year and who have accumulated at least 100 points in the division

• Players may be ranked in more than one age division if they have been eligible in more than one division during the calendar year and have met the minimum point requirements for each age division

• All matches played in the Central Indiana Midwest Qualifier will be counted toward rankings if the player completes the tournament

• All matches played in the USTA/Midwest Section Team Cup and Marion Wood Baird Cup will count toward a ranking in the appropriate age division

MIDWEST POINTS PER ROUND TABLESTournament points are accrued each time a player participates and wins matches in a tournament. The charts show how many points are awarded to players based on the tournament level and how far a player advances in the draws.The USTA/Midwest rankings program runs on a rolling 12-month basis (December to December), and a player’s ranking is based on the best 6 tournaments played within that time frame. The year-end rankings are posted in mid-January every year on tennislink.usta.com. As of January 1, 2016, the USTA/Midwest Section has implemented a bonus point system, which awards additional points for a tournament should a player win against a player ranked in the top 100 of that age division.

PLAY & COMPLETE/SUSPENSION/CHAMPIONSHIP ENDORSEMENT

PLAY AND COMPLETE REQUIREMENTA player who does not play and complete his/her final match in the District Qualifier will not be eligible for endorsement to the USTA/Midwest Closed Junior Outdoor Championships. Play and complete is defined as playing all points including the final point of the match. A Retirement, Walkover or Default in the player’s final match (including any FIC matches) of the District Qualifier will cause the player to no longer be eligible to be endorsed to the Midwest Closed. There shall be no appeal of the Play and Complete Requirement permitted and no exceptions allowed.

CENTRAL INDIANA/MIDWEST SUSPENSION POINT SYSTEMThe Point Penalty System applies to violations occurring during the warm-up and the match in any sanctioned tournament. The purposes of the System are to:A. deter unsportsmanlike conductB. ensure compliance with the continuous play ruleC. ensure on-time appearance for matches. The objective of the Point Penalty System is not to punish, but to secure compliance with the ITF Rules of Tennis and USTA Regulations

Any player who receives 10 or more Suspension Points during a continuous 12-month period shall be suspended for 12 consecutive weeks from competing in any USTA sanctioned event within the Central Indiana District.

CHAMPIONSHIP ENDORSEMENT POLICYDistrict Quota spots or alternate positions cannot be awarded to a player, other than a wildcard, who has not won a match at the District Qualifier.The Central Indiana District has been allocated 13 “Quota” spots for automatic selection to the 2020 Midwest Outdoor Closed tournament this year. The Endorsement process has been updated to select players from the Central Indiana Championship - District Qualifier event in the BG 12-18 age divisions. The following players shall be awarded the “Quota” spots. 1) The 4 main draw semifinalists; 2) The 4 FIC semifinalists;3) The 5 highest ranked players who won at least one match at the District

Qualifier, based on the Midwest points list generated immediately after completion of the District Qualifier, unless any of these spots have been taken by a Wildcard position.

In the event that any of the players mentioned above cannot or will not attend the Championship Tournament there will be no more players invited. There can be no exceptions to this rule.

WILDCARD POLICY

WILDCARD POLICYIn order to be considered for a wild card entry to the Midwest Closed before the tournament begins, a player must be one of the top 10 players in the Central Indiana district based on the most current Midwest Standings List available. Players must submit a written request for a wildcard to the Central Indiana Office one week in advance of the tournament. If a player was not able to attend a Midwest Qualifier due to illness or injury, documentation of that illness or injury and a note from a doctor confirming they are in adequate playing condition must be submitted with the written request. If the wild card entry has been given out before the tournament, there will be NO wild card entries available at the end of the Qualifier tournament as there is only one wild card entry available per division.

ABOUT JUNIOR TEAM TENNIS IN CENTRAL INDIANAJunior Team Tennis offers players a chance at competition as part of a team. Teams can be created by players, parents, coaches or club professionals. Like USTA Adult League, teams advance to District, Sectional and even National Championships. Teams are co-ed with a minimum of 3 boys and 3 girls and leagues are available for ages 10 & U (Advanced – green ball), 12s, 14s, and 18s (intermediate and advanced divisions). Ages 10s and 12s can advance to District and Sectional Championships, while 14s and 18s winners may advance on to National Championships. Players participating in Championship Leagues must be USTA members.Players interested in Championship JTT should visit the Central Indiana website (www.centralindiana.usta.com) for more information on the Annual JTT Slam event. For the third year, this league will send teams on to playoffs – with as many as four of our teams advancing all the way to Nationals in 2021.Non-advancing, recreational JTT programming is also offered in Central Indiana where a USTA membership is not required. These leagues are flexible format leagues that allow more opportunities to play. All recreational tennis programs can also be found on the website. GLOSSARY OF TERMSAs you enter the competitive world of junior tennis, it is highly recommended that you understand the basic rules of tennis. The USTA Friend at Court is a publication that is produced every year with the rules and regulations for all tournament play. This is the “official” rule book that tournament directors and officials use. You can view the USTA Friend at Court by going to www.usta.com.Feed-In Championship. This term refers to a special form of consolation draw in which the losers from the main draw are fed back into another draw against players who lost in earlier rounds of the tournament. This format is very helpful when the Tournament Committee wants to determine an order of finish through 6th place or through 12th place.First Match Losers Consolation. This is a consolation draw in which the losers of the first round are entered into a consolation draw along with the losers form the second round who advanced by way of a bye or default. First Round Losers Consolation. This is a consolation draw in which only the losers in the first round are entered into the consolation draw.Group Seeding. In some cases, the Tournament Committee may group seed players together and assign each of them the same seed (for example, in the group 5-8, each player in the group would be assigned the fifth seed).Rules of Tennis. The ITF Rules of Tennis are the rules for the sport of tennis. They are made by the International Tennis Federation (ITF). The USTA, as a member of the ITF, has agreed that the ITF Rules of Tennis apply to all USTA sanctioned tournaments

ITF Tournaments on the National Junior Tournament Schedule. The ITF Tournaments on the National Junior Tournament Schedule are tournaments jointly sanctioned by the ITF and USTA that are placed on the National Junior Tournament Schedule. These tournaments are played under ITF tournament regulations.Main Draw. The main draw is that part of a draw in which the remaining players have not yet lost a match.Match Format. The match format refers to the scoring format used by a tournament.Match Tiebreak. In some tournaments a Match Tiebreak may be played in lieu of the deciding final set. The USTA uses only the 10-Point Match Tiebreak (first to 10 by a margin of 2).Medical Timeout. A Medical Timeout consists of evaluation time as determined by the Referee plus a maximum of three minutes to treat a medical condition that is treatable. A player is not entitled to a Medical Timeout if the condition is not treatable.National Standings List (Juniors). This is a monthly standings list of junior players in each age division used for selection of:• Some players into the USTA National Championships• All players into the USTA National Opens• Some players into USTA Regional TournamentsIt is also used as a resource in determining seeding.Point Penalty System. This is a system of penalties designed to deter unsportsmanlike behavior during matches. The first penalty results in loss of a point; the second penalty results in loss of the game in progress, and the third penalty results in a default.Points Per Round. Points Per Round are the ranking points that are awarded in a Points Per Round Ranking System.Points Per Round Ranking System. This is a method of ranking players or teams that is based on earning ranking points for the round reached, and in some cases, for wins over highly ranked players or teams.Qualifying Tournament or Qualifying Draw. A qualifying tournament or qualifying draw is a tournament or draw in which those players who advance far enough earn places in the main draw.Ranking. Ranking is a static concept. It is a player’s “final” position at the end of a ranking period. It does not change at the end of the specified period.Sectional Ranking Tournaments. These are sectional tournaments that count for junior national ranking. Each Sectional Association may designate 12 junior tournaments within its section that will count toward national ranking.Seed. This term refers to a player who is given a preferential position in the draw by virtue of the player’s record. The player is positioned in the draw so that the player usually will not play another seed until at least the third round. This player is more likely to receive a bye than players who are not seeded.Single Elimination Format. In this tournament format, once you lose you are out and do not get to play any additional matches.Withdrawal. A withdrawal occurs when a player decides not to play all matches in the event because of injury, illness, or personal circumstance.
