Appraise PropertiesIt is the statutory responsibility of the Property Appraiser’s Office to list and appraise all properties within the County every year. The Property Appraiser sets a value on your property based on current market conditions less

assessment limitations and exemptions to determine the taxable value. All taxing authorities will then set a tax rate to determine the amount of taxes a property owner must pay.

Administer Exemptions – APPLY ONLINE!Florida law allows several different property tax exemptions to qualifying residents. The most common being Homestead Exemption, which is a constitutional guarantee that reduces the taxable value of residential property for qualified permanent residents. Every person who has legal or equitable title to real property in the State of Florida, and makes that property their permanent home, is eligible to receive a homestead exemption of up to $50,000.

GIS Mapping & Addressing – MOBILE FRIENDLY!The Geographic Information Systems (GIS) Mapping department is responsible for the maintenance and distribution of cadastral maps. This is the starting point for the development of the annual Tax Roll. Once the property is accurately mapped, it is made available for distribution through the GIS. Our GIS Department manages the base layer map of parcel data for the entire county. • Bail a relative/ friend out of jail • Pay JEA to avoid disconnection • Claim lottery winnings• Pay IRS to avoid jail or prosecution • Unlock a computer which has been frozen

THEN YOU HAVE BEEN TARGETED BY SCAMMERS.

All of these companies and institutions DO NOT and WILL NOT ask you to give them credit card numbers over the phone, and WILL NOT request a pre-paid money gram or credit card or ask you to complete a wire transfer. If you have been targeted by this scam, you should also contact the Federal Trade Commission and use their complaint assistant at www.FTC.gov. Please add “Telephone Scam” to the comments of your complaint. If you have already sent a money gram, wired money or sent gift or credit cards, contact the Nassau County Sheriff’s Office at 904.225.5174.

LAW ENFORCEMENT SCAM TARGETING NASSAU COUNTY

The fake “arrest scammers” are at it again. Several people have reported receiving phone calls from someone claiming to be a Deputy from the Nassau County Sheriff’s Office. (In the past the scammers gave real names of actual Detectives and Deputies and actual phone numbers).

The caller states that the person they are calling has warrants for their arrest or that they owe the government a sum of money for not showing up to court, or not paying fines, etc. Usually the person is then instructed to go and purchase Green Dot money packs or similar items like gift cards and give the caller the code number on the back of them. We have also seen cases where the caller is instructed to wire money through Western Union or Money Gram. The caller is threatened with arrest if they don’t immediately comply.

The difference in the most recent scams are that they are asking people to meet them at locations in Nassau County, like convenience stores. DO NOT DO THIS. They could be just trying to get you to the store to convince you to buy those gift cards, or worse. Don’t put yourself into an unsafe situation. Just hang up on these calls and block them if you can.

THIS IS A SCAM. Once the caller receives the code for the gift cards or gets the money gram the money is gone. THE MONEY CANNOT BE RECOVERED after this point. Never pay anyone by gift card, green dot card or Western Union, and never give the card numbers over the phone.

The Nassau County Sheriff’s Office is seeing an increase of gift card scams by criminals targeting our Senior Citizens. These thieves take advantage of our Senior Citizens by using phone and internet scams.

WARNINGNO government agency or reputable business will EVER ask for payment with gift cards.

Please call the Nassau County Sheriff’s Office non-emergency number at 904-225-5174 if you receive a suspicious call or are unsure if the call or email is legitimate.

Please be aware that scammers will always ask for the following to be paid over the phone or internet:• Gift cards• Green Dot Cards • Prepaid Visa/ MasterCard• ITunes cards. Google Play• Payment Cards or money transfers

Scammers can fake their phone numbers and may be posing as Law Enforcement.

LAW ENFORCEMENT WILL NOT TAKE GIFT CARDS OVER THE PHONE FOR PAYMENT.

ALWAYS be suspicious of any threatening calls claiming to be from the Nassau County Sheriff’s Office or any other business – especially if it is coming from a business that you do not normally patronize.

• A legitimate business will not resort to threats as a first response to a late or missed payment.

ALWAYS be suspicious when asked to send an electronic payment, gift card, Green Dot card payment, or wire transfer.

TRUST your instincts. If you feel that something “just isn’t right”, call your local law enforcement agency and report it. It is much easier to prevent fraud in the first place than to recover your money after the fact.

We have the distinction to live in a country where property rights are respected. Here in Nassau County, we are blessed to live and raise our families in such a fine place!

The privilege of property ownership includes being responsible and paying taxes. So important is this responsibility that Florida Statute 197.122 states that:

As your Tax Collector, it is my duty to process and mail tax notices each year. Remember, there are discounts for early payment. 4% in November, 3% in December, 2% in January and 1% in February. If paid by US mail, postmarks are used to determine the discount amount.

In addition to basic property tax collection, we represent the Department of Highway Safety & Motor Vehicles, the Florida Fish & Wildlife Commission, the Department of Health, the Department of Agriculture & Consumer Services as well as the Department of Revenue.

We collect Motor Vehicle, Vessel, and Mobile Home Fees, conduct Road Tests and issue Registrations, Titles, Driver Licenses, Hunting and Fishing Licenses and certified copies of FL Birth Certificates. In the last few years we’ve added Concealed Weapons Applications. You can make an appointment to renew or apply for a Concealed Weapons License at our Main Office.

License Renewal services are also available at approved Florida Tax Collector’s Offices. Florida residents can now leave with their renewed license in hand for $45, plus a $12 convenience fee.

Paper Application packages are no longer needed when applying at a tax collector’s office. The tax collector’s office will electronically submit your application to FDACS for processing.

Tax Collectors Offices are considered “Fast Track” locations. Submitting your new application at a tax collector’s office will, in most cases, result in faster processing times.

Expedited processing services are available for honorably discharged veterans and military members.

You may already have completed training-completion of a hunter safety course, law enforcement firearms training or military firearms training is acceptable.

What qualifies for Florida residency?For the purposes of fishing or hunting in Florida, a resident is defined as:• Any person who has declared Florida as his or her only state of residence as evidenced by a valid Florida driver license or identification card with both a Florida address and a Florida residency verified by the Department of Highway Safety and Motor Vehicles (DHSMV). • Active duty United States military personnel stationed in Florida, including spouses and dependent children residing in the household, with military orders.Acceptable Proofs of Florida Residency: Primary proof: • Florida Driver License or ID Card (with Florida address and residency verified by the Florida DHSMV) • Florida Military Orders (active-duty United States military personnel and their immediate family members also stationed here) Alternate proof (May be used only by Florida residents who do not have a Florida Driver License or ID Card): • Current Florida voter registration information card • Declaration of domicile (may be obtained from county clerk’s office) • Florida homestead exemption • NOTE: Landlord certification is no longer accepted as an alternate proof of residency.

For youths under the age of 18, there are two additional options for proving residency:• Student identification card from a Florida school• Parent’s proof of residency (youth must be accompanied by the parent at the time of purchase)Additional documentation is also required when purchasing a lifetime license for a child under 13 years of age.

Who needs a recreational hunting or fishing license or permit?Florida residents and visitors are required to possess a Florida hunting, freshwater fishing or saltwater fishing license when engaged in fishing and hunting activities. • A license is required to attempt to take fish. If you cast a line or catch and release, you need a fishing license. • A saltwater fishing license is required to attempt to take any native or nonnative marine organisms, such as crabs, lobsters, and marine plants.• Licenses and permits are required to help or assist in the take. Someone who is passively participating (setting decoys, calling birds or baiting hooks), whether actively fishing or hunting or not, must have a license and appropriate permits.• Persons who are listed on the National Saltwater Angler Registry are required to have a Florida recreational fishing license unless exempt.

Hunter Safety License RequirementPersons born on or after June 1, 1975 must have successfully completed a hunter safety course to buy a license allowing them to hunt in Florida with a firearm, gun (including a muzzleloading gun), bow or crossbow.

• Anyone who meets the above description must present a valid hunter safety certification card prior to being issued a hunting license (excluding lifetime licenses). • Individuals exempt from hunting license requirements who were born on or after June 1, 1975 are also exempt from the hunter safety requirements. The exemption does not apply to persons with a Florida Resident Disabled Person Hunting and Fishing License or anyone hunting on military bases. Completion of a hunter safety course is required by the federal government to hunt on military bases.• License holders born on or after June 1, 1975 whose licenses do not indicate that they have completed a hunter safety course must have the hunter safety certification card in their possession while hunting.

Board of County Commissioners

What’s New in Parks & Recreation?Access to parks and recreation facilities leads to healthy lifestyles for people of all ages. The Board of County Commissioners is committed to expanding recreational opportunities for everyone. New initiatives are being used to plan for growth and to ensure that recreational facilities, parks, trails, and playgrounds are developed as the community grows.

The Board is currently updating its Recreational Impact Fee Ordinance to ensure developers pay their share to fund new parks and recreational facilities. A Recreational Master Plan is underway in Fiscal Year 19/20 will analyze standards, inventory the County’s current park systems, and recommend guidelines to consider what types of parks and recreation facilities are most appropriate in individual communities based on public input. Below are some exciting projects on the horizon:

Nassau Crossing Park/Nassau Station ParkLocation: East of I-95, off William Burgess Blvd. • Multi-use trails, boardwalks, nature trails, and viewing platforms• Multi-purpose sports field• Children’s play equipment• Restrooms• Picnic Areas• Outdoor fitness stations

Three Rivers Community Park Location: West of I-95, Edwards Road area• Multi-purpose fields , soccer fields, and baseball fields• Multi-use trails and nature trails• Concessions and restrooms• Children’s play equipment• Dog area/open space

Westside Regional ParkLocation: Between Hilliard and Callahan, off US 1• Youth soccer, baseball and softball fields• Children’s play equipment• Concessions and restrooms

Budget for Fiscal Year 2019/2020For Fiscal Year 2019/2020, we were able to present a balanced budget that considered a multitude of needs and priorities across the County while maintaining a steady millage rate. Public hearings were held on Monday, September 9th and Monday, September 23rd.

New Process: In an effort to increase transparency in the budget process, we held public workshops for all departments and non-profit partners to present their budget requests. Our goal is to continue to improve transparency and public participation in the budget development process as we move forward.Philosophy: Recurring operating costs were paid for utilizing recurring revenues and not supplemented with one-time dollars.Policy: A new policy is being developed to hold funding for newly approved positions centrally until they are filled. This will allow for flexibility at the Board level regarding the use of funds accrued from delayed hires.New Funding Allocations: Below are some highlights from the approved FY 19/20 adopted budget:

Public Safety:• Sheriff – 15 new positions, including corrections deputies (4) and patrol deputies (4), support for specialty courts, training positions, and other non-sworn and civilian operations support• Fire/Rescue – 9 new positions to increase staffing on two engines and one ladder truck to increase compliance with NFPA standards, and 1 inspector position to address increase in demand• Two new apparatus – Brush truck and tanker truck (mobile water supply), both located at Station 90

Roads: • 4 new positions directed at improving the drainage maintenance program across the County and 1 position to centralize fleet operations

• Additional funding for sidewalk maintenance

What is the County Doing to Manage Growth?Growth has been one of the most debated topics over the last year and many are wondering what the County is doing to manage it. While the County cannot legally stop growth, the County can impose stricter standards on new development that protect the high quality of life the citizens of Nassau County enjoy. One of the primary ways we can preserve our quality of life is through thoughtful and engaging community planning efforts. Below are a few of the exciting planning initiatives underway.  

Western Nassau Heritage Preservation CommitteeThis subcommittee of the County’s Planning & Zoning Board was formed to address the future of western Nassau and provide recommendations to the Board of County Commissioners. The Committee meets monthly and has held numerous outreach meetings. The Committee is currently creating a draft vision plan for western Nassau County which was shared at a community meeting on 11/12/2019. The draft plan will be shared with the B.O.C.C. in early 2020.

William Burgess Overlay DistrictProactive and innovative land use planning was utilized for creation of the William Burgess District (WBD), a community built to capture Nassau’s rich heritage and culture. Timber to Tides Trail: From Rural Roots to Community CrossroadsThe Board is working on a long-term design plan for the State Road 200/A1A Corridor so that it is functional and of value to the community. The Board has engaged a consultant to develop a design plan that provides opportunities for living and to encourage recreation, bicycle and pedestrian activity, promote compact mixed-use development patterns, and improve quality of floodplain management. These two parks are a result of a public-private partnership with the project developer, Matovina & Associates, Inc. A groundbreaking ceremony was held in September 2019 celebrating commencement of this project.

This park is a result of a public-private partnership with the project developer, Three Rivers Timber, LLC. Commencement of construction will take place in early 2020, with Phase I to be completed by the fall of 2021.

Funding of $2.5 million was allocated in the Fiscal Year 19/20 Budget. Construction could begin as early as 2020. The County will seek ideas from the public on the community’s vision for the park and will begin public outreach sessions in the spring.

VOTER’S BILL OF RIGHTS Each registered voter in Florida has the right to:

Primary Elections

Florida is a closed primary election state. That means that only voters who are registered members of a political party which has candidates on the primary ballot may vote for that party’s candidates at the primary election. The deadline for a voter to make a party affiliation change is no later than 29 days before a primary election.In a primary election, each voter will receive a ballot based on the legal residential address and party affiliation recorded in his or her voter registration record.The following exceptions allow eligible voters regardless of party affiliation to vote in a primary election, whether they are affiliated with a party or not:

• UNIVERSAL PRIMARY CONTEST: All candidates in the same race have the same party affiliation and the winner will have no opposition in the general election.• NONPARTISAN OFFICES: Includes races for judicial, school board, certain special districts, municipal races, and other local offices.• LOCAL REFERENDUM QUESTIONS: County, municipal, and district referenda or other ballot measures that may be on the ballot.

General Elections

In a general election, each voter will receive a ballot based on the legal residential address recorded in his or her voter registration record. All eligible voters can vote for any candidate or issue regardless of party affiliation on the general election ballot.The following types of candidates will only appear on a general election ballot:

• NO PARTY AFFILIATION CANDIDATES: Candidates qualifying with no party affiliation.• WRITE-IN CANDIDATES: If there are write-in candidates who have qualified for a particular office, a line will be provided on the ballot for the voter to write in the candidate’s name.

Before Going to Vote

At the Polling Place

REVIEW YOUR VOTER INFORMATION CARDYour Voter Information Card provides your precinct number and polling place, as well as other information contained in your voter registration record. All registered voters were recently mailed a new card. If you did not receive your card, contact the Supervisor of Elections Office. Should your precinct or polling place change, or if you update your voter registration record, you will be mailed a new card. To avoid delays and paperwork at the early voting site or polling place, be sure your address is correct in your voter registration record. Inform us of any changes to your registration information by visiting our website or contacting our office.

YOUR SAMPLE BALLOTREVIEW IT, MARK IT, TAKE IT TO THE POLLSYour sample ballot is based on your legal residence address and party affiliation (in primary elections), and will be mailed approximately three weeks prior to Election Day. If you would like your sample ballot emailed, please notify the Supervisor of Elections Office. Your sample ballot will contain your specific ballot style and information regarding voting opportunities. You may mark your sample ballot and take it to the early voting site or polling place for your reference.

WHEN AND WHERE TO VOTEOn Election Day, polls are open from 7 a.m. to 7 p.m. You must vote at your assigned polling place. Contact the Supervisor of Elections Office, or visit our website, if you need confirmation on where your polling place is located or have questions. There are five Early Voting locations in Nassau County. Please see the next page for locations, dates and times.

WHAT TO BRINGIf you choose to vote in person during the Early Voting period or on Election Day, you must present your CURRENT and VALID photo and signature identification (ID). A voter may present two separate forms of ID, one with a photo on it from the list below and another with a signature (may or may not be from the list below). Example: Photo on Student ID and signature on credit card; or photo on Military ID and signature on a library card are acceptable.

The photo ID must be from the list below:

• Florida Driver License• Florida ID Card issued by the Department of Highway Safety and Motor Vehicles• United States Passport or United States Passport Card• Debit or Credit Card• Military ID• Student ID• Retirement Center ID• Neighborhood Association ID• Public Assistance ID• Veteran health identification card• A license to carry a concealed weapon or firearm• Government issued Employee ID Card.

A Voter Information Card may not be used as ID at the polls.If you do not present the required ID at the polls, you may vote a provisional ballot.

If you do not have any of the acceptable forms of ID listed above, please contact the

elections office for assistance.

1. CHECK-IN You will be greeted by a polling place deputy and directed to a voter check-in station where you will provide your current and valid photo and signature ID. You will be asked to sign the electronic signature pad or a voting pass. Your paper ballot will then be provided to you in a secrecy sleeve.

DURING EARLY VOTING your specific ballot style will print on demand after check-in. If you are a person with a disability, or cannot read or write and would like someone to help you with the voting process, you can designate someone of your own choice (except your employer or an agent of your employer, or an officer or agent of your union) to help you. Election officials may also provide assistance. If you would like assistance, please advise the Check-in Operator.

PROVISIONAL BALLOTS If you do not provide acceptable photo and signature identification at the polls, or your eligibility to vote cannot be determined, you may vote a provisional ballot. After casting a provisional ballot, you will be provided a written Notice of Rights with instructions on how to present written evidence supporting your eligibility to vote to the Supervisor of Elections. The notice also includes information on how to determine if your provisional ballot was counted following the election. You must cast your ballot in the proper precinct for it to count.

2. PROCEED TO THE VOTING BOOTH Once you are at a voting booth, remove your ballot from the secrecy sleeve and mark your selection(s). Instructions are provided on the secrecy sleeve and the ballot. If you make a mistake on your ballot, ask an election worker for assistance. By law, you may receive up to two replacement ballots, for a total of three ballots.

HOW TO VOTE PAPER BALLOT • Each voter receives a paper ballot. Use the pen provided to mark your ballot by filling in the oval to the left of your chioce. If you make a mistake on your ballot or overvote a race, ask an election worker for help. Florida law states you may have up to two (2) replacement ballots. • For write-in candidates, fill in the oval to the left of the words write-in, and write the qualified write-in candidate’s name on the line. • If you have overvoted any of the races or inserted a blank ballot, you will hear a beep and a message will be displayed on the tabulator screen. However, a message will not be displayed if you have undervoted any race. The tabulator will count all properly marked races. • When finished voting, place your voted ballot inside the secrecy sleeve. Take your ballot to the ballot box and insert the ballot into the slot designated on the top of the machine.

ACCESSIBLE VOTING EQUIPMENT A touchscreen ballot marking device will be available at each Early Voting location and Election Day polling place to assist you in marking your paper ballot. It provides voters with the following options: • English and Spanish audio with headset • Braille keypad • Zoom-in large print • Sip-and-puff device • Two-switch paddle device • Adjustable contrast and text size

3. TAKE BALLOT TO THE TABULATOR After reviewing your ballot, insert it into the tabulator. When you see Thank you for voting. Your ballot has been counted on the screen, you have completed the voting process. You will receive an I Voted sticker and you can exit the polling place with confidence that your vote counted.

OVERVOTEIf you vote for more candidates in a race than what is indicated in the title of the race, your vote in that race will not count. This is called an overvote.

UNDERVOTEYou may choose not to vote on a Vote for One race or not to make multiple choices on a Vote for Two (or three, or four) race. This is called an undervote.
