Faith Journey Barry W. Williams

My personal faith finds expression in each day, yet, it is rooted in sixty-six years of nurture, rebellion, and grace. On a good day, my words and deeds, my life and ministry, grow out of my experience of grace. On other days, I distance myself from God’s grace and all the good nurture, education, and experiences of my life. Growing up, every Sunday included the family disciplines of Sunday School and worship. Occasionally by attention and effort, but most often by absorption and repetition, I learned some core understandings of Reformed Theology. “The Hymnbook” (1955), Communicant’s Class in 1964, Presbyterian camps and conferences, and so many other activities and relationships all served as the good soil for an experience of God’s grace and a heart-warming encounter with Jesus Christ. This personal experience of grace led me to push back against many of my prior encounters with the church, challenging practices in the church, and my perceptions of lifelessness and hypocrisy. The experience also led to an argument with God about what I was to do with my life. Ultimately, I became convinced (by God’s grace, I believe) that my life would only have its best expression in service to God’s people in and through the Presbyterian Church. Life experiences, and encounters in and around Austin Presbyterian Theological Seminary, prompted deeper internal conversations of confession, nurture, grace, and ministry. That still-continuing conversation prompts me to ministry in local congregations and in the larger church. For the past twenty-three years, my ministry has been primarily expressed as an intentional interim and transitional pastor. I believe that I am called to prompt the worship of the people of God in ways that have integrity, joy, and Biblical rootedness. I believe in the call by God to all individuals for service and leadership in the church, particularly as deacons, ruling elders, and teaching elders. I recognize the power of sinfulness and rebellion in myself and in the world, but I believe that the sovereignty of God, the attraction of grace as shown in Jesus Christ, and the power of the Holy Spirit leads individuals and the Church into new life, relationships, and service. Hymns, timeless nurture, divine persistence, and profound interpersonal relationships help me to be more confident in all the distinctive ministry settings where I have found myself. Thankfully, I believe that this is to the glory of God and the benefit of Christ’s Church!

Statement of Faith Barry W. Williams

I believe that God, Jesus Christ, and the Holy Spirit are the one, triune God. My faith is rooted in the theological understandings of the Reformed Tradition. My ecclesiology and polity are definitively Presbyterian. Those statements are compelling for me, but they may not be particularly helpful for a council of the Presbyterian Church USA in the need to know how I will live in, and serve, a particular congregation within a presbytery. So, the following reflections, along with my Faith Journey, may help the Presbytery to know a bit more about how I will serve “after the example of Jesus Christ.” I believe that God’s loving grace desires a relationship with each of us, and all of creation. It is because of God’s steadfast love that Jesus walked this earth to teach us how to live, to serve, and to express gratitude. His example and teachings are authoritative guidance for me and for all who carry the name of Christ. I believe that God’s continuing presence is known in the Holy Spirit's work, who calls for us to repent of our capacity and tendency to sin, and to move to the recognition of Jesus as our Lord and Savior of our lives, temporal and everlasting. The Holy Spirit emboldens us to do God’s work on earth. We do Christ’s work, individually and together, willingly out of love and gratitude for God. Our love for God should manifest itself in ways that reflect God’s love—we are called to be kind, compassionate, forgiving, generous, hospitable, and prophetic. I believe that within and through the Church we use our gifts to minister, support, strengthen, encourage, and to hold each other accountable. Together we are able to do works we are unable to do individually. We are charged to recognize and confront personal and systemic injustice in our world. I believe the Lord’s Supper is where we not only remember Jesus’ sacrifice for us, but experience Christ’s presence. It is itself a celebration, where all are welcome to the Table, and it is a “feasting with the saints” in anticipation of the Great Banquet to come. Baptism is an outward and visible sign of our welcome into the family of God. For me, these sacraments, done in community, celebrate our relationship not only with God but with one another as members of the Body of Christ. I believe that Scripture is the unique and authoritative word of God. Scripture teaches, encourages, directs, convicts, and challenges us. My study of scripture informs how I worship God, learn about God, hear God’s voice, and follow God’s leading. I believe that God, Jesus Christ, and the Holy Spirit are the one, triune God. My faith is rooted in the theological understandings of the Reformed Tradition. My ecclesiology and polity are definitively Presbyterian. Thanks be to God!

10 Honorably Retired Teaching Elders who are currently members of this presbytery have attended at least one presbytery meeting during the past year.

In order to determine the number of Resident Teaching Elders for attendance purposes we will subtract those active teaching elder members who live out of state (2), as well as those Honorably Retired Ministers members who have not attended a presbytery meeting within the past year (19). This means that there are 39 resident Teaching Elders in the Presbytery of Northern Kansas.

1. Presbytery of Northern Kansas Corporate Bylaws and Ecclesiastical BylawsPresbytery Council PRESENTS the Presbytery of Northern Kansas Corporate Bylaws(revised from the 1990 bylaws) and the Ecclesiastical Bylaws (revised from the 2005Standing Rules) to this February meeting of the Presbytery of Northern Kansas for a firstreading.

And Presbytery Council RECOMMENDS adoption of both documents at the May 5, 2020meeting of the Presbytery of Northern Kansas. And REQUESTS that pending action at theMay Presbytery meeting, the Ecclesiastical Bylaws be declared the Transition Rules for thePresbytery of Northern Kansas replacing the current standing rules.

The Eastminster congregation was dissolved on June 4, 2006 and the building and property have been used from that point until December 2018 for VIDA Ministries, a nonprofit organization that provides hope and services to Latino immigrants in the city of Topeka.

8. Permission to offer church building and property for sale – Central Presbyterian Church, Topeka Presbytery Council REPORTS approval of the recommendation of the Property Committee to grant permission to the Topeka Central Administrative Commission and the Central Presbyterian Church of Topeka to negotiate the sale of the church building and property of the Central Presbyterian Church of Topeka for not less than $5,000. 9. Change in Accounting Firm

Presbytery Council REPORTS concurrence with the recommendation of the Personnel and Office Administration Committee and the Finance Committee to terminate the accounting contract with Accounting Air and enter into a new accounting contract with Summers, Spencer and Company (SS&C) effective January 1, 2020.

10. Change in Banking Institutions Presbytery Council REPORTS concurrence with the recommendation of the Finance Committee to transfer all funds from the Presbytery of Northern Kansas account at Freedom Bank in Overland Park, KS to American State Bank & Trust Co. in Salina, KS and close the Freedom Bank account once all transactions have cleared. The Presbytery of Northern Kansas designated funds account remains at Bennington State Bank, Salina, KS.

PROPOSED CORPORATE BYLAWS OF THE PRESBYTERY OF NORTHERN KANSAS

OF THE PRESBYTERIAN CHURCH (U.S.A.), INC. Whereas, the Presbytery of Northern Kansas is an ecclesiastical governing body of the Presbyterian Church (U.S.A.) and the Presbytery of Northern Kansas of the Presbyterian Church (U.S.A.), Inc. has been incorporated as a Kansas not-for-profit corporation for the purpose of managing the corporate affairs of this Presbytery; and Whereas, the ecclesiastical affairs of this Presbytery are subject to the Constitution of the Presbyterian Church (U.S.A.) and the Ecclesiastical Bylaws of the Presbytery of Northern Kansas, and the secular corporate affairs of this Presbytery are subject to the Constitution and laws of the United States and the State of Kansas and the Articles of Incorporation and Bylaws of the Presbytery of Northern Kansas of the Presbyterian Church (U.S.A.), Inc.;

Therefore, these Bylaws are adopted for the management of the secular corporate affairs of this Presbytery. B-1.00.00 DEFINITIONS As used in these Bylaws:

"Corporation" shall mean the Presbytery of Northern Kansas of the Presbyterian Church (U.S.A.), Inc., a Kansas not-for-profit corporation.

"Presbytery" shall mean the Presbytery of Northern Kansas, a governing body of the Presbyterian Church (U.S.A.).

B-1.01.00 NAME, PURPOSE, BOUNDARIES, OFFICE AND RECORDS

B-1.01.10 Name The name of the not-for-profit corporation of this Presbytery is the Presbytery of Northern Kansas of the Presbyterian Church (U.S.A.), Inc.

B-1.01.20 Purpose The purpose of this corporation is to manage the secular corporate affairs of this Presbytery in accordance with the applicable laws of the United States and the State of Kansas and in a manner consistent with the Constitution of the Presbyterian Church (U.S.A.)

B-1.01.30 Boundaries

The Presbytery shall consist of all churches and ministers who are continuing members of the Presbytery within the counties of Brown, Chase, Cheyenne, Clay, Cloud, Decatur, Dickinson, that part of Doniphan County West of Highway 7 (to include the Church at Highland), Douglas, Ellis, Ellsworth, Geary, Gove, Graham, that part of Greenwood County north of a line extending west from the Southwest corner of Coffey County, Jackson, Jefferson, Jewell, Lincoln, Logan, Lyon, Marshall, Mitchell, Morris, Nemaha, Norton, Osage, Osborne, Ottawa, Phillips, Pottawatomie, Rawlins, Republic, Riley, Rooks, Russell, Saline, Shawnee, Sherman, Sheridan, Smith, Thomas, Trego, Wabaunsee, Wallace, Washington; all of which are counties in the State of Kansas.

B-1.01.40 Office The principal office of the corporation is located at 308 S 8th Street, Salina, Kansas, (The presbytery mailing address is: PO Box 3287; Salina, KS 67402-3287).

B-1.01.50 Records

The original records of the corporation shall be maintained and kept at the principal office of the corporation.

B-1.02.00 MEMBERSHIP

B-1.02.10 Corporate Members The members of this corporation shall consist of every minister enrolled as a continuing member and those elders designated by sessions as commissioners in accordance with the Form of Government of the Presbyterian Church (U.S.A.), and those elders who are members by reason of office in accordance with the Ecclesiastical Bylaws of the Presbytery .

B-1.02.20 Meetings A. The Presbytery shall meet at least twice a year in accordance with the Book of

Order B. Every duly called and constituted meeting of the Presbytery of Northern Kansas

shall constitute a duly and properly called meeting of the members of the Presbytery Corporation and all actions authorized to be taken by the Corporation may be taken at any Stated Meeting of the Presbytery without special notice to the members or at a Special Meeting called for the purpose of taking such action. The Moderator of Presbytery shall serve as moderator of the meeting.

B-1.02.30 Notice Notice of each stated or special meeting of the members shall be mailed or transmitted electronically to each member not less than ten (10) nor more than sixty (60) days in advance of each meeting.

B-1.02.40 Quorum A quorum of the Presbytery shall be any ten (10) teaching elder members and ten (10) ruling elder members present, provided that at least seven (7) churches are represented by ruling elders.

B- 1.02.50 Voting All corporate members in attendance shall have the right to one vote, as further provided in the Book of Order of the Presbyterian Church (U.S.A.). Voting by proxy shall not be allowed.

B-1.03.00 BOARD OF DIRECTORS

B-1.03.10 Board of Directors The business and affairs of the corporation shall be managed by a corporate Board of Directors, the members of which shall be one and the same as the ecclesiastical Board of Trustees of the Presbytery of Northern Kansas duly elected by the members of the Presbytery. The Treasurer of the Presbytery, when confirmed by the Board as Corporate Treasurer, shall be an advisory member of the Board of Directors.

B-1.03.20 Meetings Regular meetings shall be held at such time and place as shall be determined by the president. A special meeting of the Board of Directors may be called at any time or place, by the president, or in the president's absence or inability to act by the vice-president or any two (2) members of the Board of Directors. Any action required or permitted to be taken at any meeting of the Board of Directors may be taken without a meeting if all members of the Board of Directors consent thereto in writing filed with the minutes of the Board of Directors.

B-1.03.21 Electronic Meetings Meetings of the Board of Directors may be conducted electronically by telephone or through use of Internet meeting services. Electronic meetings will be conducted according to the model guidelines provided in the Manual of Administrative Operations of the Presbytery of Northern Kansas.

B-1.03.30 Notice Notice of the time and place of all regular and special meetings shall be mailed or transmitted electronically to each Director at least two (2) days prior to the time fixed for such meeting. Whenever notice is required to be given hereunder, a written waiver thereof signed by the person entitled to notice, whether before or after the time stated therein, shall be deemed equivalent to notice. Attendance of a Director at a meeting of the Board of Directors shall constitute a waiver of notice of such meeting.

B-1.03.40 Quorum A quorum for the transaction of business at any meeting of the Directors shall consist of a majority of the members of the Board.

B-1.03.50 Election of Officers The directors shall elect or confirm the officers of the corporation. Such election or confirmation shall be made annually at the Director's meeting following the final regular meeting of members and from time to time thereafter as necessary to fill any vacancy in the office.

B-1.04. 00 OFFICERS

B-1.04 .10 Officers

The corporate officers shall be a president, vice-president, secretary, treasurer and an assistant treasurer.

The president, vice-president, and secretary shall be elected annually by and from the Board of Trustees.

The treasurer of the presbytery shall be elected by the presbytery for a term of three (3) years, shall be paid such sum as shall be fixed by the presbytery and confirmed as the corporate treasurer by the Board of Directors. The assistant treasurer of the presbytery shall be designated annually by the Board of Directors and shall be eligible to serve as treasurer.

B-1.04.20 President The president shall preside at all directors' meetings and shall perform such other duties as are incident to this office. In case of the absence or disability of the president, these duties shall be performed by the vice-president.

B-1.04 .30 Vice-President The vice-president shall perform all duties and exercise all authority of the president, in the absence of the president.

B-1.04.40 Secretary

The secretary shall cause notices to be given of all directors' meetings, and shall attend and keep the minutes of the same; shall maintain all corporate books, records and documents at the principal office of the corporation; and shall perform all other duties which are incident to this office

B-1.04.50 Treasurer The treasurer shall have custody of all property of the corporation; shall keep regular books of account of the corporation and shall submit them, together with all vouchers, receipts, records and other papers, to the Board of Directors for their examination and approval as often as they may require; and shall perform such other duties as are incident to this office.

B-1.04.60 Assistant Treasurer The assistant treasurer shall perform all the duties of the treasurer, in the absence of the treasurer.

B-1.05.00 AMENDMENTS

B-1.05.10 Amendment These Bylaws may be amended at any stated meeting of the members upon the affirmative vote of majority of the members present, after notice of such proposed amendment has been read and filed with the Stated Clerk of the Presbytery at the next preceding stated meeting of the members.

B-1.05.20 Dates of Amendments These Bylaws have been amended on April 26, 1986, August 23, 1986, and April 28, 1990.

The foregoing Bylaws were adopted by the members of the corporation on the day of 2020.

B-2.00.0100 TERMS USED FOR PRESBYTERS The Church’s ordered ministries described in the New Testament and maintained by this church are deacons and presbyters (ministers of the Word and Sacrament and ruling elders). Ordered ministries are gifts to the church to order its life so that the ministry of the whole people of God may flourish. The existence of these ordered ministries in no way diminishes the importance of the commitment of all members to the total ministry of the church. (G-2.0102) The Book of Order uses the terms Ministers of the Word and Sacrament and Teaching Elders to identify those presbyters called to validated ministries and received as continuing members of the presbytery. (G-2.0501) For these Bylaws: Minister of Word and Sacrament is used when referring to one serving as preacher and teacher of the Word, serving at font and table, or serving as pastors or in other validated ministries. Teaching Elder is used when referring to one participating in the responsibilities of governance. Ruling Elders are elected by congregations and ordained by sessions to a ministry of discernment and governance, discerning the congregation’s fidelity to the Word of God, and strengthening and nurturing its faith and life. When elected and commissioned by their sessions to presbytery, ruling elders participate and vote with the same authority as teaching elders, and they are eligible for any office. (G-2.0301) Commissioned Pastors (also called Commissioned Ruling Elders) are ruling elders who have been commissioned by the presbytery to limited pastoral service in a validated ministry of the presbytery. The presbytery’s commission may grant a Commissioned Pastor temporary membership in the presbytery with voice and vote. (G-2.10)

B-2.01.0200 Statement of Purpose:

The Presbytery of Northern Kansas encourages, supports, equips, inspires, and celebrates with congregations within its bounds to carry the Good News to the world and to become the hands of Christ to a hurting world. The presbytery is the shepherd/servant to its congregations. The congregations are God’s “mission outposts” in the world. God calls us to work together as congregations and as presbytery, combining energy and vision for being in mission.

B-2.01.0300 PRESBYTERY IDENTITY STATEMENT

Responding to God's grace, with gratitude and to the glory of God, We covenant with each other before God to be a presbytery that:

Communicates with, supports and prays for our member congregations and ministers; Provides resources to assist our congregations in carrying out programs and mission activities; Affirms our diversity and welcomes the free expression of ideas, viewpoints, and gifts; Fosters, encourages, and lives out our commitment to unity, spiritual

maturity, and enrichment in the life of the Church, and Reaches beyond our own needs to carry on prophetic ministries of

covenantal love and justice.

B-2.02.0000 PRESBYTERY MEETINGS B-2.02.0100 Stated Meetings:

There shall be three stated meetings of the presbytery, ordinarily in the months of February, May, and October at times and places recommended by the Presbytery Council.

B-2.02.0101 Notice: Written notice of stated meetings shall be mailed or transmitted electronically at least ten (10) days in advance.

B-2.02.0200 Special Meetings:

The moderator shall call a special meeting at the request or with the concurrence of two teaching elders and two ruling elders from different churches. Notice of a special meeting shall be sent not less than ten days in advance to each teaching elder and to the session of every church. The notice shall set out the purpose of the meeting, and no other business than that listed in the notice shall be transacted.

B-2.02.0300 Expenses:

Travel and lodging expenses of session commissioners and ministers of Word and Sacrament serving in a pastoral capacity shall be provided by local churches. Travel and lodging expenses of others will be reimbursed as may be provided in the Manual of Administrative Operations.

B-2.02.0400 Quorum: A quorum of the presbytery shall be any ten (10) teaching elder members and ten (10) ruling elder members present, provided that at least seven (7) churches are represented by ruling elders.

B-2.02.0501 Teaching Elder Members:

Each continuing member of the presbytery, except those living outside the bounds of the presbytery and those honorably retired, shall attend all stated meetings of the presbytery.

B-2.02.0502 Ruling Elder Commissioners: The session of each congregation shall elect a ruling elder commissioner to attend each stated meeting of the presbytery. Churches with 501 – 1000 members shall be represented by two ruling elder commissioners at each stated meeting.

B-2.02.0600 Voting:

Members and their voting privileges are governed by the Form of Government. (G-3.03) Certified Christian Educators employed by churches of the presbytery who have been ordained as ruling elders shall have voice and vote. Commissioned Pastors when granted temporary membership shall also have voice and vote. In redressing the imbalance of teaching elder and ruling elder commissioners, ruling elder members of Presbytery Council as well as ruling elders who are elected moderators of standing committees shall be enrolled as members of presbytery for their terms of service prior to inviting sessions of particular churches to elect additional ruling elder commissioners. (G-3.0301)

B-2.03.0000 PRESBYTERY OFFICERS B-2.03.0100 Moderator:

The moderator shall take office January 1st following election at the final stated meeting of the year and shall exercise the powers and perform the duties of moderator as set forth in G-3.0104.

B-2.03.0101 Appointments by the Moderator The moderator of presbytery shall appoint Administrative Commissions for the purpose of installation/ordination. In consultation with the moderator of the Commission on Ministry, the moderator of presbytery may appoint moderators of sessions. In concert with the stated clerk, the presbytery moderator may designate the members of investigating committees in accordance with the provisions of D-10.0201b and members of Committees of Counsel in accordance with the provisions of D-6.0302a. Such appointments will be reported by the stated clerk to the next regular meeting of the presbytery.

B-2.03.0200 Vice-Moderator:

The vice-moderator shall take office January 1st following election at the final stated meeting of the year and shall preside when the moderator cannot fulfill the duties of moderator or when requested to do so by the moderator.

B-2.03.0300 Stated Clerk:

The stated clerk shall be a ruling elder or teaching elder elected by the presbytery at the final stated meeting of the year to a term of three (3) years, shall be paid such sum as shall be fixed by the presbytery, and shall perform those duties provided by the Book of Order (G-3.0104) and such other duties as described in a

B-2.03.0400 Treasurer:

The treasurer shall be a ruling elder or teaching elder elected by the presbytery for a term of three (3) years, shall be paid such sum as shall be fixed by the presbytery and confirmed as the corporate treasurer by the Presbytery Council. The treasurer shall perform the duties as described in a job description approved by the Presbytery Council and included in the presbytery’s Manual of Administrative Operations.

B-2.03.0500 Assistant Treasurer:

The assistant treasurer shall be a ruling elder or teaching elder designated by the Presbytery Council to function as the treasurer upon the death, disability or absence of the treasurer.

B-2.04.0000 PRESBYTERY ORGANIZATION B-2.04.0100 Presbytery Organization

The presbytery organization shall consist of such structures and such committees and tasks groups as the presbytery establishes to accomplish its mission. (G-3.0109) There shall be four operational entities: The Presbytery Council–its standing committees, the Commission on Ministry–its standing committees, the Committee on Representation, and the Permanent Judicial Commission.

B-2.04.0200 Manual of Administrative Operations

The Manual of Administrative Operations required by the Constitution of the Presbyterian Church (U.S.A.) shall consist of the Presbytery of Northern Kansas’ Corporate Restated and Amended Articles of Incorporation and Corporate Bylaws, the Presbytery of Northern Kansas Ecclesiastical Bylaws, the Standing Rules, presbytery policies on Sexual Misconduct, Child and Youth Protection, and other policies and manuals developed by the presbytery, the Presbytery Council, the Commission on Ministry, the Committee on Representation, Permanent Judicial Commission and other committees (G-3.0106).

B-2.04.0300 Presbytery Operational Entities B-2.04.0301 Members of Operational Entities

A. Elections Members of council, commissions and committees and moderators/chairs are elected by the presbytery unless otherwise specified in the Form of Government or the Bylaws of Presbytery. Each committee shall consist of both teaching elders and members of congregations, with at least half being members of congregations. Presbytery Council, Commission on Ministry, Preparation for Ministry and Permanent Judicial Commission shall be composed of ruling elders and teaching elders in numbers as nearly equal as possible. Nominations shall be made by the Committee on Representation. Consideration shall be given to the nomination of balanced numbers of men and women. Any permanent committee may choose to co-opt members for its

B. Terms of Service Unless otherwise provided in these bylaws, members shall serve three-year terms beginning January 1st following election. Persons filling unexpired terms or initial terms of less than three years may be re-elected for a full three-year term with no person serving more than six years.

B-2.04.0302 Vacancies When a committee member is unable to participate in the work of a committee, the Committee on Representation shall nominate a person to fill the unexpired term.

B-2.04.0303 Non-elected members A. When the moderator and vice-moderator serve as ex-officio members of

certain entities, they have voice and vote. B. Staff assigned to serve as advisory members of certain entities have voice but

not vote. B-2.04.0304 Quorum

A quorum for each operational entity shall be a majority of its elected members. A quorum for presbytery subcommittees shall be a majority of its elected and co-opted members.

B-2.04.0305 Meetings

A. Each committee or other entity shall meet at times and places of their own choosing.

B. Meetings of the Presbytery Council, Commission on Ministry, other committees, task forces and entities may be conducted electronically by telephone or through use of Internet meeting services. These may be meetings in which some members are physically present while others participate electronically or where all members participate electronically. Electronic meetings will be conducted according to the model guidelines provided in the Manual of Administrative Operations or guidelines adopted by the particular entity provided that the rules conform to the Principles of Order and Government (F-3.00) and the most recent edition of Robert’s Rules of Order.

B-2.04.0306 Policies and Guidelines Each committee or other entity shall adopt such policies and guidelines, consistent

with the Constitution of the Presbyterian Church (USA) and these bylaws, to guide its work. Such policies and guidelines will be collected in the presbytery’s Manual of Administrative Operations. A. Guidelines are developed and adopted by a committee or other entity to set

forth their standard operating procedures and guide their work. The committee or other entity may by majority vote agree to amend, suspend or repeal provisions in their guidelines.

B. Policies are statements that outline roles, responsibilities, and expectations for specific areas of the presbytery’s ministry and administration. Policies are

recommended to and approved by the presbytery and require a majority vote of the presbytery to amend, suspend or repeal.

B-2.04.0307 Presbytery Task Forces From time to time the Presbytery Council or the Commission on Ministry may see

the need to appoint Task Forces to carry out specific assignments. Such Task Forces will report to their originating entity on progress and completion of their assignments.

B-2.05.0000 PRESBYTERY COUNCIL B-2.05.0100 The Presbytery Council shall consist of ten (10) member—five (5) ruling elders

and five (5) teaching elders--elected at large by the presbytery for three (3) year terms, and the moderator and vice-moderator of presbytery, serving as ex-officio members.

B-2.05.0101 Moderator of Council The moderator of council shall be elected by the presbytery. If the moderator is

unable to attend a meeting, but intends to fulfill the term as moderator, a current member of Presbytery Council will be appointed by the moderator or elected by Presbytery Council to moderate a particular meeting.

B-2.05.0102 Advisory members

Advisory members shall include the general presbyter, stated clerk, treasurer and other staff as necessary.

B-2.05.0200 Presbytery Council Responsibilities

Presbytery Council responsibilities shall include: A. Evaluate the effectiveness of the Presbytery of Northern Kansas as the council

deems appropriate and timely. B. Periodically, discern relevant mission priorities to guide the life and mission

of the presbytery, recommending them to the presbytery for adoption. C. Develop short-range and long-range plans for the life and mission of the

presbytery and presenting them to the presbytery for consideration. D. Provide for oversight of the entire life of the presbytery, including visioning

and strategy. E. Consider recommendations from the Finance Committee on amendments to

the budget as needed. Any amendments shall be reported to the presbytery at the next stated meeting.

F. Maintain ecumenical relationships as appropriate and as delegated by the presbytery. G. Present to the presbytery names of those nominees being recommended to fill

vacancies on the Committee on Representation. (G-3.0111) H. Serves as Board of Trustees of the presbytery which shall be one and the same

as the corporate Board of Directors of the Presbytery of Northern Kansas (B-1.03.10). As the Board of Trustees/Board of Directors its responsibilities include: 1. Elect the president, vice-president and secretary of the corporation.

2. Confirm the treasurer elected by the presbytery as treasurer of the corporation (see B-2.03.0400) and designate an assistant treasurer (B-2.03.0500).

3. Hold legal title to all property of the presbytery and shall have the power to purchase, lease, or otherwise acquire, to own, hold, use and otherwise deal in and with, and to sell, assign, transfer, exchange, lease or otherwise dispose of such property.

4. Acting as the Board of Trustees is authorized by the presbytery to act on recommendations from the Property Committee regarding requests for the sale, mortgage or otherwise encumber presbytery or church property. All action carried out under this authority must be reported to the presbytery at its next regular meeting.

5. Exercise oversight over the financial assets of the presbytery, providing guidance to the Finance Committee for the management of assets and considering recommendations from the Finance Committee on investment policies and guidelines, establishing and revising banking arrangements and disbursements beyond the annual budget.

6. Call and hold all meetings pursuant to the Corporate Bylaws, section B-1.03.20.

7. Serve as the Board of Trustees for the Endowment Fund of the Presbytery of Northern Kansas.

B-2.06.0000 COMMITTEES UNDER THE PRESBYTERY COUNCIL B-2.06.0100 The Committees under the Presbytery Council are: A. Personnel and Office Administration Committee B. Presbytery Meeting and Events Committee C. Finance Committee

B-2.06.0200 Personnel and Office Administration Committee The Personnel and Office Administration Committee shall consist of five (5)

members serving three (3) year terms in three rotating classes. B-2.06.0201 Committee responsibilities include: A. Conduct annual evaluations and reviews of all compensated staff of the

presbytery. B. Assist the general presbyter in the oversight of the presbytery office. C. Assist the general presbyter in hiring and supervising the presbytery staff,

updating staff job descriptions, assure that the presbytery is in compliance with AA/EEO policies, and ensure that the Presbytery Personnel Policies are practiced and updated as needed.

D. Approve the lease or rent of space for the presbytery offices as well as the purchase of office equipment and computer technology

B-2.06.0300 Presbytery Meeting and Events Committee The Presbytery Meeting and Events Committee shall consist of five (5) members serving three (3) year terms in three (3) rotating classes. presbytery moderator and vice-moderator will be ex-officio members of the Committee.

B-2.06.0301 Committee responsibilities include: A. Plan for each presbytery stated meeting, including to provide the docket and to

make arrangements for the program. B. Review and evaluate each stated meeting. C. Provide for the planning and coordinating of worship opportunities during presbytery meetings. D. Serve as the coordinating body for presbytery training/education program,

working with other entities planning specific events. B-2.06.0400 Finance Committee

The Finance Committee shall consist of five (5) members, with 2 members selected by and from the Presbytery Council, and 3 members elected at large. Each at-large member shall serve for a term of three (3) years in three (3) rotating classes.

B-2.06.0401 Committee responsibilities include: A. Prepare the annual presbytery budget for the calendar year and submit to the presbytery for approval, and make regular financial reports to Council and Presbytery B. Monitor income and expenditures throughout the year and recommend any

amendments to the presbytery budget to the Presbytery Council. C. Recommend the annual presbytery per capita for the next year to presbytery at

the May stated meeting and propose the allocation of the Shared Mission Giving.

D. Make recommendations to the Presbytery Council (acting as the Board of Trustees) regarding: 1. Investments and endowment accounts 2. Adopting and modifying banking arrangements 3. Financial guidelines and policies. 4. The annual audit or financial review.

B-2.06.0500 Property Committee The Property Committee shall consist of five (5) members serving three (3) year

terms in three rotating classes. B-2.06.0501 Committee responsibilities include:

A. Supervise legal title to all property of the presbytery and advise the Presbytery Council to purchase, lease, or otherwise acquire, to own, hold, use and otherwise deal in and with, and to sell, assign, transfer, exchange, lease or otherwise dispose of such property.

B. Advise the Presbytery Council concerning designated uses of those funds of the presbytery which accrue from the sale of property and of those funds received from any source which are specifically designed for capital

B-2.06.0600 Resource Center Committee The Resource Center Committee shall consist of five (5) members serving three

(3) year terms in three (3) rotating classes. B-2.06.0601 Committee responsibilities include:

A. Preview materials to be considered for purchase for the Resource Center. B. Maintain and update the resources contained in the Presbytery Resource

Center, in conjunction with the Resource Center Coordinator. C. Produce an online catalog of resources. D. Promote the usage of the Resource Center in training and education. E. Promote Presbyterian curriculum.

B-2.06.0700 Stewardship and Mission Committee The Stewardship and Mission Committee shall consist of five (5) members

serving three (3) year terms in three (3) rotating classes. B-2.06.0701 Committee responsibilities include:

A. Interpret and promote the mission of presbytery, synod and General Assembly throughout the presbytery, including but not limited to One Great Hour of Sharing, Pentecost Offering, Christmas Joy Offering, Peace and Global Witness Offering, Theological Education Fund and Basic Mission Support.

B. Seek to understand and assist local churches in their stewardship ministry within their local context.

C. Oversee the Presbytery’s Mission Project Grant Program. D. Evaluate and endorse grant applications as requested or required. E. Encourage opportunities for congregations and individuals to partner in

mission. F. Provide leadership in the event of a disaster to coordinate response efforts

with Presbyterian Disaster Assistance, Kansas Volunteer Organizations Active in Disasters and local congregations.

B-2.06.0800 Youth Ministries Committee

The Youth Ministries Committee shall consist of five (5) members serving three (3) year terms in three (3) rotating classes.

B-2.06.0801 The responsibilities of this Committee include: A. Oversee the youth ministry program of the presbytery. B. Develop youth leadership skills. C. Plan youth events that support the mission and ministry of PNK and its

congregations. D. Maintain partnership with Heartland Presbyterian Center in order to provide

support, connection and communication. E. Promote Heartland Center programs to our member congregations.

B-2.06.0900 Presbytery Council Permanent Task Force

Bills and Overtures as a task forces under the oversight of the Presbytery Council will have a permanent status. The membership and responsibilities of permanent task forces are as provided in the Manual of Administrative Operations.

B-2.07.0000 COMMISSION ON MINISTRY B-2.07.0100 The Commission on Ministry shall consist of nine (9) teaching elders and nine (9)

ruling elders. The commission serves as pastor and counselor to the ministers of word and sacrament, Commissioned Pastors and other pastors and certified Christian educators of the presbytery, as facilitators among congregations, pastors and the presbytery, and as mediators to settle difficulties on behalf of presbytery when possible and expedient. (G-3.0303d)

B-2.07.0101 Moderator of Commission The Moderator of Commission on Ministry shall be elected by the presbytery. If the moderator is unable to attend a meeting, but intends to fulfill the term as moderator, a current member of Commission of Ministry will be appointed by the moderator or elected by Commission on Ministry to moderate a particular meeting.

B-2.07.0102 Advisory members

Advisory members shall include the general presbyter and other staff as necessary.

B-2.07.0201 Commission on Ministry Responsibilities The Commission responsibilities include:

A. Serve the presbytery in the ways designated in the Form of Government. (G- 3.0307) B. Oversee the Partnership Funding Pastor Salary Supplement program. C. Support ministers of word and sacrament, other pastors and Christian

educators in professional growth opportunities and fellowship. D. Oversee persons trained in the Commissioned Pastor Program who have been

deemed “Available for Commissioning” by the Preparation for Ministry Committee.

E. Maintain the Authorized Pulpit Supply List. F. Conduct Triennial Visits.

B-2.07.0202 This commission is authorized to act on behalf of the presbytery (G-3.0307) to:

A. Find in order calls issued by churches. B. Approve and present calls for services of ministers of word and sacrament,

approve changes in these terms of call, approve all contracts for temporary pastoral relationships and for ruling elders commissioned to pastoral service and approve the renewal of all such contracts.

E. Grant permission to labor within or outside the bounds of the presbytery. F. Dismiss Ministers of Word and Sacraments to other presbyteries. G. Examine ruling elders who seek to be commissioned to particular pastoral

service as required by G-2.1002. H. Recommend to the moderator of the presbytery the appointment of moderators

of sessions without a pastor. All actions carried out as a result of delegated authority shall be reported to the next stated meeting of the presbytery.

B-2.08.0000 COMMITTEES UNDER THE COMMISSION ON MINISTRY B-2.08.0100 The Committees under the Commission on Ministry are: A. Clerks’ Records and Reports Committee B. Preparation for Ministry Committee B-2.08.0200 Clerks’ Records and Reports Committee The Clerks’ Records and Reports Committee shall consist of five (5) members in

three (3) rotating classes, serving three-year terms. B-2.08.0201 Committee responsibilities include:

A. Read, review and comment on session records of all churches within each calendar year in keeping with the Book of Order, (G-3.0108).

B. Assist clerks of session with questions about records and minute-keeping. C. Encourage annual review and training of all clerks of session through

presbytery-wide events. D. Notify each session of scheduled times for session record review. E. Submit to the presbytery’s stated clerk, through its moderator, a written record

of the review of all session minutes and those churches failing to submit their minutes for review.

F. Transmit to each session, through the clerk of session information for completing the annual statistical reports and provide guidance to clerks of session in completion of the annual reports.

B-2.08.0300 Preparation for Ministry

Preparation for Ministry shall consist of seven (7) ruling elder and teaching elder members serving three (3) year terms in three (3) rotating classes.

B-2.08.0301 The responsibilities of this committee shall be care and oversight of:

A. Inquirers and Candidates for Minister of Word and Sacrament. The committee shall perform those tasks of caring for these inquirers and candidates as prescribed in the Form of Government. (G-2.06)

B. Commissioned Pastor Program 1. Recruit persons interested in becoming Commissioned Pastors 2. Oversee the Commissioned Pastor training program-Commissioned Pastors

3. Oversee inquirers and candidates enrolled in the Commissioned Pastor Program until deemed “Available to Serve” at which time their care is transferred to the Commission on Ministry.

C. Authorized Pulpit Supply Program 1. Recruit persons interested in becoming Authorized Pulpit Supply 2. Oversee the Authorized Pulpit Supply Program. Authorized Pulpit Supply will

receive instruction in Theology of Call, Reformed Theology, Reformed Worship, Biblical Interpretation (exegesis), preaching and Presbyterian Polity.

3. Recommend to Commission on Ministry individuals deemed suitable to be authorized for pulpit supply.

B-2.08.0400 Commission on Ministry Permanent Task Force Sexual Misconduct Response as a task force under the oversight of the Commission on Ministry will have a permanent status. The membership and responsibilities of permanent task forces are as provided in the Manual of Administrative Operations.

B-2.09.0000 COMMITTEE ON REPRESENTATION B-2.09.0100 The Committee on Representation shall be made up of five (5) members serving

three (3) year terms in three (3) rotating classes. B-2.09.0101 The responsibilities of the committee are: A. Advise the presbytery with regard to its membership and of its operational

entities, seeking to implement the principles of participation and inclusiveness through those it nominates to serve the presbytery so as to ensure fair and effective representation in the decision-making of the church.

B. Consult with members of sessions to discover potential racial ethnic minority members and to determine achievable representation. Comparable consultation shall occur with regard to nomination of women and youth.

C. Consider any need for nominations in particular categories needing increased representation and regularly inform the presbytery of its progress toward fair representation of racial ethnic minorities, women, different age groups, persons regardless of marital status (married, single, widowed or divorced), and persons with disabilities.

D. Review the performance of the presbytery in these matters and report annually to the Synod with recommendations for any needed action.

E. Nominate persons for all vacancies on presbytery operational entities except the Committee on Representation. Nominations should represent individuals whose abilities best serve the needs of the body and also represent the diversity of the presbytery. Consideration shall be given to the nomination of equal numbers of teaching elders and members of congregations as well as equal numbers of men and women. Members of congregations who have not been ordained as ruling elders are also eligible to serve on continuing committees when the Book of Order or these Bylaws do not specify otherwise.

F. Suggest names of persons to serve on the Committee on Representation to the Presbytery Council which will review and then place those names before the presbytery for their election.

G. Present nominees for persons to serve on General Presbyter Search Committees, when requested by presbytery. Such committees shall consist of eight (8) members with four (4) ministers and four (4) laypersons.

I. Nominate persons to serve as commissioners to the Synod of Mid-America. J. Nominate persons for Commissioners to General Assembly and Young Adult

Advisory delegates to the General Assembly. Commissioners and Young Adult Advisory delegates shall be elected at the final stated meeting of the year in the year prior to the General Assembly meeting. Ordinarily, teaching elder and ruling elder commissioners shall not be from the same church.

B-2.10.0000 PERMANENT JUDICIAL COMMISSION B-2.10.0100 The Permanent Judicial Commission for the presbytery shall consist of seven (7)

ruling elder and teaching elder members in three (3) classes. They shall be elected at the final stated meeting of presbytery for the year to a term of six (6) years, one (1) class to consist of three (3) members and two (2) classes of two (2) members each. Terms of service will begin January 1, following election. The Permanent Judicial Commission shall be guided by the Rules of Discipline.

B-2.11.0000 PRESBYTERY ADMINISTRATIVE STAFF B-2.11.0100 General Presbyter

The general presbyter shall be the administrator of the presbytery and accountable to it through the Presbytery Council for the implementation of decisions and matters of strategy, program, and resources. The general presbyter shall serve as Head of Staff, supervise the presbytery office, provide staff resource to the presbytery's operational entities and provide pastoral care to the pastors and other ministers, their families and congregations of the presbytery.

B-2.11.0101 The term of office of the general presbyter is indefinite. An annual review shall

be conducted by the Personnel and Office Administration Committee as it fulfills its personnel responsibilities. A comprehensive review shall be conducted every third year.

B-2.11.0200 Other Exempt and Non-Exempt Staff Other exempt and non-exempt staff may be employed by the presbytery upon

recommendation from the General Presbyter and the Personnel and Office Administration Committee. Such employment shall be guided by the Personnel Policies of the Presbytery of Northern Kansas. Reviews of employee performance and recommended changes in terms of call shall be conducted annually by the general presbyter and the Personnel and Office Administration Committee as it fulfills its personnel responsibilities.

B-2.11.0201 Job descriptions for all current employees of the presbytery, including

administrative staff, shall be published annually in the minutes of the presbytery.

These bylaws may be amended by a majority vote of presbyters present and voting at a meeting of the presbytery, provided that notice has been given of proposed amendments. This notice shall be either publication of the proposed amendment at the previous meeting of presbytery or distribution of the proposed amendment to all members and sessions of the presbytery not less than two weeks before the meeting.

B-2.12.0200 Editorial Revisions:

The stated clerk is authorized to revise references to the Constitution of the Presbyterian Church (U.S.A.) and to make other appropriate editorial changes which reflect actions of the General Assembly and/or the presbytery and shall report such changes to the next stated meeting of the presbytery. Such changes shall not be considered action when required to comply with amending action of the General Assembly.

The Personnel and Office Administration Committee RECOMMENDS that Presbytery re-elect Tom Reid as Treasurer of the Presbytery of Northern Kansas for a three-year term effective February 1, 2020 through January 30, 2023. The stipend for Tom’s services is $500/month.

2. Election of Stated ClerkThe Personnel and Office Administration Committee RECOMMENDS that Presbytery re-elect Robert Frasier as Stated Clerk of the Presbytery of Northern Kansas for a three-yearterm effective November 1, 2019 through October 31, 2022. The stipend for Bob’s servicesis $750/month.

3. Change in Terms of Call – Melanie Hancock, General PresbyterThe Personnel and Office Administration Committee RECOMMENDS that Presbyteryapprove the following terms of call for Melanie Hancock as General Presbyter for 2020:

(consent agenda)The Commission on Ministry RECOMMENDS that Presbytery designate Teaching ElderKent Winters-Hazelton as honorably retired, effective February 1, 2020. If approved, aservice of recognition will take place at the February 8, 2020 Presbytery Meeting.

2. Appointment of Administrative Commission - Americus (consent agenda)The Commission on Ministry RECOMMENDS that Presbytery direct the PresbyteryModerator to appoint an Administrative Commission to work with the session of the UnitedPresbyterian Church of Americus to explore and develop a strategy for mission and ministryfor the future of the church and determine the future of the building as an asset to theirmission and ministry in the Presbyterian Church (U.S.A.).

Guidelines for the Relationship of Departing Pastors And their Former Congregations And Covenant of Closure

Commission on Ministry – Presbytery of Northern Kansas The Commission on Ministry (COM) has pastoral responsibility for all the continuing members/pastors of the Presbytery. That responsibility shall be exercised with special care during periods of transition in pastoral relationships. In the hope of loving one another as Christ loves us, the COM offers the following guidelines to assist pastors in leaving a congregation in a healthy and constructive manner. Our hope is to move the people forward in the ministry so that they can enjoy the invigoration of all past service and anticipate fresh gifts from new servants of God.

GUIDELINES

1. Congregational Education.

Prior to departure, the pastor shall clearly and consistently state that she or he shall not exercise any pastoral roles at the pastorate’s conclusion. This helps church members understand that it is not a personal matter when the former pastor declines to participate in a baptism, wedding, funeral, or to make a pastoral call. The COM will assist the pastor in educating the congregation both before and after the pastor’s departure.

2. Friendships with Church Members. The natural development of a special kind of friendship between a pastor and a church member can enrich the lives of all concerned. However, every individual relationship between a pastor and a former member changes once the pastoral relationship is dissolved in order for the congregation as a whole to remain a healthy part of Christ’s Church. Pastors therefore shall be vigilant in establishing boundaries between those who are church members and those with whom they have hopes of establishing long-lasting mutually-gratifying, egalitarian friendships, since a pastor’s relationship with a church member is destined to change drastically at the end of her or his tenure.

As an issue of personal integrity, the pastoral challenge to the pastor leaving a church is to project not only an acceptance of the guidelines and procedures of the Presbytery, but also endorsement of it. Leaving it to the Presbytery or the next pastor to establish those boundaries is a threat to the peace and unity of the church that the pastor vowed to uphold in his or her ordination vows. The pastor shall therefore discuss these boundaries at even greater length with congregants with whom the pastor has felt especially close. In addition, the pastor shall be prepared for those relationships to suffer after his or her pastoral relationship has been dissolved and shall be preparing his or her congregants for that reality. The overall health of the church takes precedence over a pastor’s personally gratifying friendships with members. Even agreeing to listen to assessments about the church or the new pastor (interim, installed or otherwise) can adversely affect the relationship between that new pastor and the congregation; such conversation shall therefore be actively avoided and soundly discouraged by the departing pastor.

3. Pastoral Boundaries

In accordance with the Book of Order G-2.0905 a former pastor can Officiate by Invitation Only:

After the dissolution of the pastoral relationship, former pastors and associate pastors shall not provide their pastoral services to members of their former congregations without the invitation of the moderator of session.

Without the invitation of the current pastor, it is important for the departing pastor to refrain from performing baptisms, funerals, weddings, and other services for friends. What this means is that the former pastor’s response to any invitation by a former member to participate in anything in the church, in any capacity whatsoever, shall be an emphatic “No.” While avoiding participation in any funerals, weddings, baptisms, etc., of former parishioners is difficult, it shall be remembered that if the first invitation is accepted, reasons to refuse other requests will be very difficult to substantiate. Further, this response shall be made without laying any blame for it on either the PC(USA) generally, or on the new pastor, specifically. A pastor’s continuing involvement in the life of his or her former congregation can only cause significant delay in the healthy development of the relationship between the new pastor and his or her former congregation. Exceptions shall be determined by the new pastor/moderator and session.

4. Church Governance. A departing pastor shall not influence, directly or indirectly, the selection of her or his successor. A former pastor shall not communicate with church members about issues affecting the governance of the church or the performance of a new pastor. The situation can become difficult when members of the former pastor’s family serve on Session. As a result, the COM recommends that the spouse/partner of the former pastor not be involved in the governance of the departing pastor’s church until the newly called pastor has been on site for at least a full year of ministry.

5. Social Media. Departing pastors shall be careful in their use of social media contact with former church members. It is recommended the departing pastor conduct their use of social media with professional guidelines kept in mind and to be careful what he/she shares. It is important to not continue a pastoral relationship via social media. It is wise for a departing pastor to report to the congregation before the departure that he/she will "unfriend" and "unfollow" all members of the congregation at departure and will not accept friend requests from members of the congregation for at least one year after departure. Following that year, it is best to not initiate contact via social media with any former congregation members and to firmly redirect any and all attempts to seek pastoral care.

6. Continued Involvement in the Church. In some cases, a departing pastor may retire to the community where he or she has served for an extended period. If the departing pastor wishes to continue to worship in a church following the

dissolution of the pastoral relationship, then COM directs the departing pastor to observe the following guidelines:

a. The departing pastor shall not be present in worship and in other church activities for a minimum of one year after the end of their call.

b. If the new pastor deems that the time is still not right, the former pastor shall respect this.

c. The departing pastor shall not serve in a leadership role in the church services or services for the church members (see paragraph 4 on page 2 of this document)

d. The departing pastor shall not be involved in the governance of the church. (see paragraph 4 on page 2 of this document)

e. The departing pastor shall neither expect nor seek the title of “Pastor Emeritus/Emerita”

7. Published statement. It shall be the practice of the COM to require the following statement be published in the newsletter and/or bulletin when the pastor announces his/her plan to retire or move:

“When a pastor resigns from a pastorate, retires from service, or becomes Pastor Emerita/us, that minister shall no longer perform pastoral functions such as weddings, baptisms, funerals, hospital visitation, or counseling. Active or inactive church members shall not request a former pastor to perform pastoral duties. If requested, the pastor shall tactfully decline. On occasion, the pastor or moderator may, with the approval of session/council, invite the former pastor to perform such duties.”

8. Prior to Exit Interview.

A COM representative will discuss these guidelines with the pastor and session/council. At that time the parties involved shall sign the attached “Acknowledgment of Guidelines...” form.

9. Role of Spouses/Partners/Family:

It is recommended that the COM representative meet with the pastor, spouse, and, if appropriate, adult members of the pastor’s family to discuss issues of separation and how they might be considered and implemented. COM directs the family not to do anything directly or inadvertently which could undermine the transition necessary for the church and the development of the relationship between the congregation and a new pastor or interim pastor.

Guidelines on Pastor Emerita/Emeritus and Requirements

Although there is no official designation for Pastor Emerita/Emeritus in the current Book of Order, many congregations choose to honor a retired pastor or associate pastor with an honorary relationship. It is important to emphasize that this is an honorary title with no inherent pastoral duties or authority and no compensation. Such a designation does not release a pastor or congregation from the obligation to maintain healthy boundaries as required by the Book of Order and the Commission on Ministry (COM):

After the dissolution of the pastoral relationship, former pastors and associate pastors shall not provide their pastoral services to members of their former congregations without the invitation of the moderator of the session. G-2.0905

The following guidelines and requirements provide congregations of our Presbytery with a healthy and uniform process for granting emerita/emeritus status to retired pastors.

1. Since this is an honorary relationship built upon gratitude and affection of a congregation for their pastor or associate pastor, the COM ordinarily requires that there has been a pastoral tenure of 10 years prior to consideration of pastor emerita/emeritus status.

2. A congregation should ordinarily wait a minimum of one year to request of COM that pastor emeritus/emerita status be conferred. Exceptions to this time limit may be made when necessary, such as ill health of the retiring pastor.

3. The session shall make a formal written request to the COM with accompanying rationale for conferring this honor on a former pastor. Session representatives may be asked to attend a Commission on Ministry meeting to interpret the request.

4. Following COM’s approval, the congregation at a duly called congregational meeting may elect the retired pastor or associate pastor emeritus or emerita. At that meeting, it is important to interpret carefully that the title is honorary with no inherent pastoral duties or authority and no compensation.

5. Since the position is honorary, it is not appropriate for the name of the pastor emeritus/emerita to be listed in the bulletin, letterhead, masthead, website, or other communication of the congregation.

6. Congregations may have more than one pastor/associate pastor emeritus/emerita.

1. Sale of First Presbyterian Church Building/Property

The Abilene Administrative Commission (A/C) REPORTS that Presbytery Council approved the recommendation of the Property Committee to finalize the sale of the First Presbyterian Church property in Abilene, KS to Community Bible Church of Abilene, KS on December 6, 2019 for $379,000. These funds have been placed in their own account under the care of the Presbytery of Northern Kansas solely for the use of the ministry of the First Presbyterian Church of Abilene for as long as it continues in mission and ministry in the PC(USA). The legal description is as follows:

2. Update

The First Presbyterian Church congregation has an agreement with the Community Bible Church to continue worship on Sunday mornings in the fellowship hall of the building at no cost until January 1, 2021. The A/C continues to meet with the Session and now that the sale of the building and property has been finalized, the focus of discussions will turn to the future of the congregation including the vision for ministry and mission and where the congregation will be located.

3. Administrative Commission Membership The A/C REPORTS the resignation of Ruling Elder Ashley Jarvis, Salina FPC, from the Abilene A/C. Furthermore, the A/C REPORTS that Presbytery Moderator Sue Dindinger has appointed Ruling Elder Jane Alsop, Salina Sunrise, to the Abilene Administrative Commission.

1. Update

Rev. Jan Brooks completed her service to the First Presbyterian Church of Cottonwood Falls and moved from the manse and from Cottonwood Falls on December 31, 2019. Jan remains a member of the Presbytery of Northern Kansas. The Session has arranged for Pulpit Supply through Easter including a Pulpit Supply agreement with Rev. Kent Winters-Hazelton throughout Lent and ending after worship on Easter Sunday. General Presbyter Melanie Hancock and A/C member Diana Smith are scheduled to lead an opportunity for conversation with the congregation on February 23, 2020. The A/C will continue this time of conversation and discernment with the session and members of the First Presbyterian Church and will continue to report to both Presbytery Council and the Presbytery.

TOPEKA CENTRAL ADMINISTRATIVE COMMISSION Report to Presbytery

February 8, 2020 INFORMATION ITEMS 1. Update

The Administrative Commission (A/C) held Listening Sessions on October 1 and October 7 to ensure that every member of the church was given an opportunity to be heard in a private, confidential meeting with members of the commission. The A/C met with the Session again on October 8 for a tour of the church building and further discussion and has met with the Session for each of their meetings since. At a Congregational Meeting on October 27, 2019, the congregation voted 13-0 to approve the Session’s recommendation that the congregation authorize the Session and the A/C to determine the best options available and dispose of the building should it be determined that the building will not sell. Since that meeting, the Session and the A/C have been working to determine the options available. (see item #2 below) The Session has worked to complete a list of the inventory of the building and the A/C has approved the Session’s request to coordinate a silent auction of many of the items on this list for members of the congregation. At this point, decisions on the disbursement of any items remaining is on hold until a determination is made about the sale of the building. At the Annual Congregational Meeting on January 19, 2020, the congregation voted 16-0 with one abstaining to approve the Session’s recommendation to request that Presbytery dissolve the ministry of Central Presbyterian Church effective April 30, 2020. (see item #3 below) The A/C will continue to support and guide the session and members of Central Presbyterian Church through these next several months and will continue to report to both Presbytery Council and the Presbytery.

2. Permission to offer church building and property for sale – Central Presbyterian Church,

Topeka The A/C REPORTS that Presbytery Council has approved the recommendation of the Property Committee to grant permission to the Topeka Central A/C and the Central Presbyterian Church of Topeka to negotiate the sale of the church building and property of the Central Presbyterian Church of Topeka for not less than $5,000. The Topeka Central A/C RECOMMENDS that Presbytery approve the request of the congregation of Central Presbyterian Church, Topeka, KS to dissolve the congregation effective April 30, 2020 with their final worship service being Sunday, April 19, 2020. (At this time, they have requested that there be no Service of Recognition and Celebration of Life.) Further, the A/C RECOMMENDS that Presbytery approve:

A. the transfer of the membership rolls of Central Presbyterian Church, Topeka, KS to the Presbytery of Northern Kansas as of May 1, 2020, keeping the rolls until transfers to other churches are requested for up to one year;

B. the distribution of memorials, both monetary and real, plus any additional items from the church to individuals and congregations as agreed upon by the Session and the A/C;

C. that all Session minutes and the Membership Register be delivered to the presbytery office;

D. that all accounts be transferred to the Presbytery of Northern Kansas upon the completion of the financial review.

TOPEKA POTWIN ADMINISTRATIVE COMMISSION Report to Presbytery

February 8, 2020 INFORMATION ITEM

1. Update

As reported at the last Presbytery Meeting in October 2019, the Administrative Commission (A/C) for Topeka Potwin met with the Session on October 9, 2019 to begin conversation about the future of the Potwin Presbyterian Church, Topeka. At that meeting, the Session reported that they were in the process of what appeared to be a very successful capital campaign and requested that the A/C postpone additional conversations with them until after the first of the year. The A/C obliged. Their pastor, Commissioned Ruling Elder Sue Seel, will be on Sabbatical Leave during the month of February 2020. The A/C will plan to meet before the end of February and establish their next steps and will plan to meet with the Session at their March meeting. The A/C will continue to report to both Presbytery Council and the Presbytery.

The PNK Presbyterian Women came together at their Fall Gathering in October at 1st Presbyterian Church, Salina. Our Hands-on Mission project collected 45 Clean-Up Buckets for Presbyterian Disaster Assistance.

We are now looking forward to our Spring Gathering to be held April 28th at 1st Presbyterian, Junction City. Registration information will be on the Presbytery website. Please share this information with the women in your churches.

The Synod of Mid-America PW’s are planning a Synod Gathering in August in conjunction with the Village Presbyterian Church’s annual Horizon Bible Study Workshop, August 15. They host the author of the newest Horizon Bible study, giving excellent information on their writing and how to teach the study.

The Churchwide Gathering will be held in St Louis August 5-8, 2021. Plan to go, as this is so close to us. If you can’t go, look for someone to sponsor.

Orange is the color for raising awareness about domestic violence, particularly as this violence impacts women and girls around the world. Presbyterian Women continue to wear orange on the 25th of each month as a way to spread the word to friends about this issue.

A Reminder that World Day of Prayer is planned for March 6. The World Day of Prayer committee in Zimbabwe has prepared materials for groups to use all over the world as they pray for peace, reconciliation, and healing. Please consider participating in your communities.

The Eastminster congregation was dissolved on June 4, 2006 and the building and property have been used from that point until December 2018 for VIDA Ministries, a nonprofit organization that provides hope and services to Latino immigrants in the city of Topeka.

INFORMATION ITEMS 1. PNK Mission Team Heading to Omaha Area – March 8-13, 2020

A PNK Mission Team will travel to the Omaha (Nebraska) area to work with Presbyterian Disaster Assistance and Omaha Rapid Response in partnership with Omaha’s Presbyterian Church of the Cross to help victims of the devasting 2019 Spring floods. This team NEEDS YOU to join in this opportunity to serve as the hands and feet of Christ. Registration forms have been sent to every congregation and will be available at the Presbytery Meeting. YOUR cost is only $100! REGISTRATION DEADLINE IS FEBRUARY 9th!

2. Spirit of Stewardship – March 27/28, 2020 – in Kansas City Plan to attend this special event for Elders, Pastors and anyone who wants to explore the Spirituality of Giving or wants help to balance the budget. Rev. Bruce Reyes-Chow, former GA Moderator, will lead plenary sessions on Stewardship Beyond the Plates. Lots of workshops from Stewardship 101 to Generational Giving to Stewardship as Identity. YOUTH MINISTRIES COMMITTEE Report to Presbytery

February 8, 2020 INFORMATION ITEMS

1. 2020 PNK Youth Spring Gathering – April 19th

The Youth Ministries Committee invites all PNK Youth (grades 6-12) to the PNK Spring Gathering on Sunday, April 19th from 2:30 to 5:30 p.m. The group will hike the Konza Prairie Nature Trails and have an outdoor worship service at Hokanson Homestead. The event is free, but a $2 donation is suggested to bring that day for the Konza Prairie.

2. 2020 Heartland Youth Encounter (HYE) – June 21-26. While many camping opportunities are offered at Heartland Center, the PNK is highlighting this opportunity for youth groups (and solo youth) to join with other youth groups for a “larger” group experience. The HYE is being held June 21–26 at Heartland Center in Parkville, MO. The cost is $495 per youth or adult leader. A $75 deposit is required to hold a spot. The registration deadline is March 1st. The FIRST 30 participants REGISTERED (register at www.HeartlandCamps.org) will receive a $100 scholarship from PNK. As part of the Heartland Youth Encounter, each camper will have the ability to choose from 4 activity tracks (challenge, service, leadership, and creative). They will then get to participate in that track, challenging themselves and growing with the same small group all week long. REGISTER BY MARCH 1st – and register early to assure you get one of the 30 scholarships.

3. 2020 Youth Mission Trip – July 12-17 The Youth Ministries Committee will be hosting a mission trip to Denver this summer for all youth ages 13 through graduating Seniors. “Together we will serve, learn, & grow” with DOOR: a faith-based network of cities that provides opportunities for service, learning, and leadership development within the urban context. The Initial Registration Form and a $50 deposit are DUE BY MARCH 1st. The total participant cost for this trip is $475 – the FIRST 30 participants REGISTERED will receive a $100 scholarship. SIGN UP ASAP to participate in this life changing opportunity to serve.
