BUDGET ISSUE June 2020 Like many things this spring, the School Budget process has been extremely challenging. The COVID-19 pandemic has impacted our daily lives in countless ways, yet we must adapt, improvise and persevere. We have already made difficult decisions and taken steps to keep our District on our current path and steep trajectory of higher achievement. We have taken measures to cut costs to enable us to sustain students, staff, and our excellent educational and extra-curricular programs. As we prepared this budget, we closely monitored Governor Cuomo’s press conferences and announcements. We anticipate a 20 percent reduction in State Aid for the 2020-2021 school year. The Governor has also warned of future reductions in State Aid depending on how well or quickly our economy recovers. This too affects the current budget process. Despite these challenging conditions and uncertain times, the Hauppauge School District is presenting a fiscally responsible budget that supports our instructional program and other opportunities for students. At the May 21st, 2020 meeting, The Hauppauge Board of Education adopted the 2020-2021 Proposed Budget. This budget represents a $115,735,467 spending plan with a budget decrease of -0.28%, and a proposed increase to the tax levy of 2.30%. This budget meets the Tax Cap and will require a simple majority to pass. An annual budget is a specific spending plan of revenues and expenditures where the actual financial results may differ from the planned budget. In the event that any surplus funds are available at the end of the fiscal year, the Board of Education will determine the best use of these funds, which may include using these funds to reduce taxes, maintain programs and/or fund reserves.

VOTING REQUIREMENTS Pursuant to the Governor’s Executive Order 202.26, the annual budget vote and school board election has been scheduled for June 9, 2020, and will be held by absentee ballot only.

The public hearing on this year’s proposed budget will be held remotely on June 2, 2020 at 8:00 PM via Facebook live @Hauppauge Public School District.

All qualified voters of the Hauppauge Union Free School District will be sent an absentee ballot together with a postage-paid return envelope and instructions for completing the same. To be counted, all completed absentee ballots must be received in the Office of the District Clerk by 5:00 PM on June 9, 2020.

A qualified voter is a person who is a citizen of the United States, at least eighteen years of age, a resident of the District for at least 30 days prior to the date of the election, and who is not otherwise ineligible to vote under the provisions of section 5-106 of the Election Law (e.g. a person who has been judged to be mentally incompetent by a court).

IMPORTANT: If the proposed budget fails, the District must adopt a Contingency Budget with a ZERO PERCENT tax levy increase.

A contingency budget would lead to significant program and staff reductions. Under NYS law, a contingency budget cannot include the following expenditures:• New equipment• Free community

use of school buildings/grounds

• Capital improvements

EDICIÓN del PRESUPUESTO

Junio 2020Como muchas cosas esta primavera, el proceso del presupuesto escolar ha sido extremadamente desafiante. La pandemia de COVID-19 ha impactado nuestras vidas diarias de innumerables maneras, sin embargo, debemos adaptarnos, improvisar y perseverar. Ya hemos tomado decisiones difíciles y hemos tomado medidas para mantener a nuestro Distrito en nuestro camino actual y en una trayectoria de logros más altos. Hemos tomado medidas para reducir los costos y permitirnos mantener a los estudiantes, el personal y nuestros excelentes programas educativos y extracurriculares.

Mientras preparamos este presupuesto, monitoreamos de cerca las conferencias de prensa y los anuncios del gobernador Cuomo. Estamos atentos a las proyecciones del estado de Nueva York de una posible reducción del 20% en la ayuda estatal para el año escolar 2020-2021.
