Dear friends of CEEAD:

It is a great pleasure to share with you our report for 2019, in which we present new proj-ects, progress, and achievements.

This year we start a new institutional decade and we would like to assert our commitment to continue working to transform legal education in Mexico from several fronts.

One of them is the consolidation of the Criminal Justice System through the design and strengthening of educational process and professionalization of justice operators.

We also continued contributing to the learning of student body with the second gen-eration of CEEAD Semilla Program and Expo CEEAD which took place this year in Guadalajara, Jalisco.

We continued promoting reflection and debate with the fourth edition of the CEEAD Con-gress on Legal Education at San Cristóbal de las Casas, Chiapas.

Finally, and in response to the needs of our surroundings, we focused on issues relat-ed to ethics and professional responsibility, human rights, and gender perspective in our educational resources. These have been shared through pedagogical workshops, virtual trainings at Aula CEEAD and in-person workshops.

Being able to reach our goals and contribute to law teaching has been made possible thanks to your participation and support. We wholeheartedly thank the institutions in Mex-ico and abroad that have trusted us with their donations. We thank those with whom we have reinforced our alliances, established bonds and developed projects together.

Tools for diagnosis andevaluation

CEEAD ObservatoryCEEAD Observatory is a diagnosis tool that gathers, analyzes, and generates information regarding the state of legal education in Mexico, especially on the teaching of the Criminal Justice System. It also provides participating schools with recommendations and tools to strengthen their teaching models and methods.

This year, the first stage of the Observatory was completed. After this, a special application was done in Chihuahua. In total, during this stage the participants were:

We develop tools for diagnosis and evaluation to find out how law is taught and practiced in Mexico. This lets us identify areas for improvement, and then, implement strategies for effective changes.

EXSIPAThe EXSIPA Proficiency in Law Exam assesses the academic knowledge and skills related to aforementioned system, in order to allow law students as well as anyone interested in the matter to identify their strengths and areas for improvement. The exam was developed under National Center of Evaluation for Higher Education (CENEVAL) methodology, so it provides the examinees a broad picture of their formation in relation to a nationwide standard.

Certification for Justice en MexicoThe Certification for Justice en Mexico (CEJUME) project seeks to contribute to the consolidation of the Criminal Justice System through the strengthening of educational and professionalization processes of its operators. That through the design and implementation of an educational model and the skills and knowledge assesment to achieve an institutional competency certification as public prosecutors, public defenders, legal advisors for victims, mediators, and trainers.

During 2019, we worked in the development of the knowledge of the Criminal Justice System gener-al exam EXMIDA along with CENEVAL. This test assesses the following areas: crime theory, criminal procedure, trial techniques, and human rights. Likewise, a preparation course was designed. It is available at Aula CEEAD platform (aulaceead.mx).

We collaborated with partner organizations to design the evaluation instrument for public defenders and mediators. We also approached our local representatives network, extending across 25 states, and generated several collaboration networks to achieve the acceptance and implementation of this project.

CEJUME foresees the development of 8 assessments as well as the preparation courses for them.

CEEAD Semilla ProgramCEEAD Semilla Program is a collaboration network that helps build political will to implement CE-JUME. In June 2019, the first graduation ceremony for the 57 students of the first generation took place in Mexico City. Staff from CENEVAL, TOJIL association, and Roberto Hernández, the documentary mak-er of Presunto Culpable, participated in a discussion panel to develop the skills of the students.

In October, the second generation, composed of 64 students in 32 states, had its first in-site session in Gua-dalajara. During this event, the students got to know about a methodology to generate indicators that allow them to monitor and follow-up the functioning of the Criminal Justice System.

This way, CEEAD Semilla Program contributes to the training of students from Mexican law schools, espe-cially in terms of their development of essential skills for professional practice.

TrainingsWe have developed virtual and in-site workshops and courses that welcome the academic community of higher education institutions, operators, and any person that wants to expand their knowledge and develop their competencies.

For these trainings, we have created teaching materials (guidelines, manuals, and books) that contrib-ute to the development of the competencies of the participants and the exchange of experiences and best teaching practices. They are available on our website to be downloaded for free.

Good Practices Workshop for the Teaching of Law and Criminal Justice System

We train law school staff to acquire new tool kit to be use in their classes. We approach matters such as learning styles, competency-based learning, academic planning, among other useful aspects for the teaching of law in general and the Criminal Justice System in particular.

In 2019, we had 4 trainings in 6 institutions in Veracruz, Sonora, Campeche, and San Luis Potosí. There were 108 teachers who are in charge of subjects directly and indirectly related to the Criminal Justice System.

Professional Ethic Workshop for the Public Prosecutors Office

We shared educational resources and talked about the importance of ethics in civil service with people who operate in the public prosecution offices.

There were over 80 participants, with Law schools professors from Universidad Autónoma de San Luis Potosí (UASLP), members of the Public Prosecutors Office of San Luis Potosí (PGJESLP) and expert services staff.

Trainings

Aula CEEAD is an online training platform aimed to those who teach law and form part of the justice system of our country. Its purpose is to promote professionalization of justice operators, as well as to strengthen the law teaching competencies of instructors.

In 2019 we worked on the restructuring and updating of the platform in order to provide a better brows-ing experience for users.

Course of Ethics and Professional Responsability

Our research team shared the best practices and CEEAD’s proposal during this course that focused on the Criminal Justice System and took place in Merida, Yucatán. We were able to share our vision and the importance of this subject with students, teachers, and directors of Universidad Marista de Mérida, A.C.

We also held forums, discussion groups, and sensibilization talks with law students and teachers of Uni-versidad Autónoma de Chihuahua (UACH), Universidad La Salle Chihuahua (ULSA), and Instituto Tecnológi-co y de Estudios Superiores de Monterrey, at Chihuahua, during which we presented the book Curso de Ética y Responsabilidad Profesional en el Sistema de Justicia Penal.

In Aula CEEAD I learned the traditional teaching method of having a classroom and a teacher that tries to convince students without moving from their chair is obsolete and inefficient for times like these.

Educationalresources

We developed materials to allow the teaching staff of law schools to have different tools at their dis-posal to strengthen specific areas of their practice and to support institutions to enrich their curricula.

Basic concepts of the New Criminal Justice System for Courts Administrators SyllabusWe presented the academic community of areas such as Management, Industrial Engineering, and Ac-counting (among others) a syllabus they can incorporate to their study plans. It develops the necessary knowledge and skills to perform different functions in terms of managing courts.

This syllabus is the third one in a series we developed within the project “Universities as Key In-stitutions in the Consolidation of the New Criminal Justice System (NCJS): Institutionalizing capaci-ty-building programs”.

VideosWe concluded 2019 with the publication of a series of 20 videos on the best practices for the teaching of the Criminal Justice System that focus both on the legal education environment in Mexico and the teaching-learning processes in law schools.

This year we started a blog where we approached discussions and debates related to legal education we had each week in CEEAD Seminar. The purpose of this project is to share the reflections, debates, and discussions of CEEAD research staff with a broader audience in terms of what it means to transform legal education in Mexico, how we can achieve this and why it is necessary.

In the “Seminario CEEAD” blog we want to identify and reflect on the texts that are indis-pensable for those interested in studying and researching how law is taught and learned and the phenomena related to said process.

CEEAD’s Legal Education Congress2019 CEEAD Congress was a space for learning, collaborating, discussing, and reflecting on law teaching in Mexico. The purpose of this gathering was to promo-te better practices in order to elevate the quality of the professional practice and strengthen legal education through the collaboration of instructors, law schools, and law professionals.

Expo CEEADWe presented the second edition of Expo CEEAD: a law postgraduate and scholarships fair in Mexico and abroad and their financing options. We organized the event along with law schools from Aguas-calientes, Colima, Guanajuato, Jalisco, Michoacán, Nayarit, and Sinaloa, with the purpose of raising interest in law students and professionals in quality postgraduate programs. Likewise, we sought to present a broader spectrum of possibilities while providing additional information for them to make an informed decision.

Study TripsIn 2019, we attended, along with deans and professors from Mexican institutions to leading law schools in the USA with the purpose of observing good practices and creating alliances between tea-chers and institutions that contribute to the improvement of legal education and the Criminal Justice System.

In CEEAD, we support the planning and coordination of the initiative Inter-institutional Subjects for Law, taught by Universidad Autónoma de Nuevo León, Tecnológico de Monterrey, Universidad de Mon-terrey, and Facultad Libre de Derecho de Monterrey. So far, and in this modality, the institutions offer subjects such as Alternative Dispute Resolution and Intellectual Property.

» We went to the World Justice Forum in The Hague, Netherlands, an event where the main chal-lenges to delivering justice at a worldwide level are discussed, and a space to work on concrete solutions is generated.

» We participated in the reflection panel Innovaciones en la enseñanza y aprendizaje del sistema penal acusatorio during the 5th International Oral Adversarial Skill-building Immersion Seminar, or OASIS, in Mexico City.

» We went to the International High-Level Conference “Educating for the Rule of Law”, organized by the United Nations Office on Drugs and Crime in Vienna, Austria.

Implement the Comprehensive Plan to Support the strengthening of law schools as key institutions for the consolidation of the Criminal Justice System (PIA) as a program that strategically aligns several tools we have developed over the years for the strengthening of law schools.

Develop the capacity to design, manage, and sustain tests that allow the assessment, in law professionals, of higher-order intellectual abilities and improve the focus of continuous training programs.4

Design and manage knowledge and skills assessment programs for the Criminal Justice System with which the institutions of the justice sys-tem in Mexico can certify their personnel while strengthening profes-sional service.

Consolidate and assess the impact of our main activities, such as the CEEAD Congress, Engrane Awards, Expo CEEAD, study trips, material repository, CEEAD Observatory, law school databases and Aula CEEAD.2

Create materials, virtual courses and dissemination activities related to ethics and professional responsibility, gender equality, professional skills, human rights, and technology and law.3

Consolidate CEEAD Semilla Program as a space to acknowledge out-standing law students throughout the country, complement their academ-ic formation and get them involved in our projects.6

Continue with the multi-year program to consolidate the management, accounting, human resources, and technological and communication resources areas, as well as to develop the coordination for institutional strengthening.

Elaborate a comprehensive development plan for CEEAD that includes strategic objectives and institutional goals for the short, medium, and long-terms as well as an execution, monitoring, and assessment program.10

Develop a comprehensive program to train and develop researchers at CEEAD.7

Transform our offices in Monterrey and Mexico City into spaces for con-stant collaboration, open dialog, specialized training, and valuable en-counters for everyone interested in transforming legal education.8
