2019 UIL 5A AREA G MARCHING CONTEST BOBBY LACKEY STADIUM, WESLACO ISD Saturday October 26, 2019 Contest Instructions The following is important information for those attending the 5A Area G Marching Contest in Weslaco. Please have each member of your staff read all information so there can be no misunderstandings. Due to the flow of traffic around Bobby Lackey Stadium please follow the guidelines to allow smooth flow of students, buses and equipment trucks. 1. Arrive at least 30 minutes prior to your warm-up time. Buses will park in the field next to HEB off of Panther Drive (see map). Students will unload there. Equipment vehicles will park in the parking lot on the South side of the stadium behind the scoreboard and remain parked there for the entire contest. They will be loaded and unloaded from that location. All instrument cases are to remain inside your buses or trucks. 2. Check- in for band directors is in the home side locker room located at the South West corner of the stadium. At Check-in, you MUST bring your entry fee check and Entry Form, signed by your principal . NOTE: This form REQUIRES your principal’s signature, so you must bring it with you. Blank forms will NOT be available at check-in. Area marching contest entry fee is $250.00. Checks made payable to UIL Area Marching Contest. 3. Only staff and personnel with proper passes will be allowed in the press box and stadium with your band. Band directors may pick up passes for assistant directors and school administrators at Check-in. 4. No changing rooms will be available, so please make the necessary dressing arrangements in advance. There are public restrooms in the gym close to the warm-up area. 5. Announcer scripts should have been turned in earlier this week. 6. Cell phone (satellite) time will be used as the official time for this contest. Warm-up time includes entering and exiting the warm-up area. 7. Bands will warm-up ONLY in the designated areas. Warm-up “A” is the north side of the tennis courts and Warm-up “B” is the south side of the tennis courts. All band components will warm-up in this location EXCEPT the front ensemble. The front ensemble will warm-up in the area south of the softball field at the designated area (see map). Monitors will be assigned to escort you to the proper locations. Podiums, tuners, metronomes or amplified speakers will NOT be provided in the warm- up areas. 8. Bands in Warm-up “A” will face north east during warm-up, and bands in Warm-up “B” will face south east during warm-up. This will help avoid sound interference between warm-up areas and also help prevent sound from reaching the stadium. Drum lines are to stay in designated areas of warm-up, also to avoid any sound “bleed over” to the stadium. If you are using an electronic metronome keep it facing away from the stadium. If it is heard at the stadium you will be asked to turn it down or off completely. 9. At the end of 25 minutes of warm-up, you will have 5 minutes to clear the area, and then move to the stadium. (REMINDER: Entering and setting up for warm-up is part of your 25 minutes, so be prepared to move quickly.) 10. Bands will enter the stadium at South East corner gate on the visitor’s side and gather on the track, behind the end zone line, while the preceding band is performing. The front ensemble will enter the stadium at the South West corner gate and line up on the track even with the goal line. Props will also enter at this location. It is your responsibility to have the necessary personnel to handle any props you are using on the field.

NO EXTRA TIME WILL BE GIVEN TO A BAND TO ACCOMMODATE PROP SET UP. As the preceding band clears the field, your band will be moved to the starting line (goal line) to enter the field when signaled. As the 5-minute set-up period begins, the stadium announcer will say (Name of School) High School, you may now enter the field to prepare for your performance.” Bands may use these 5 minutes in any way deemed appropriate to assume the starting position and prepare to begin the show. Activities may include warm-up and/or cadence. The show will OFFICIALLY begin when all 5:00 of the set-up time has expired.

11. SCOREBOARD TIMING: The ONLY video recording that will be allowed will be by bands which have signed the Educational

Use Video Agreement (https://www.uiltexas.org/machform/view.php?id=388184). Those schools will receive a Video Pass at Check-In and may record ONLY their band from the designated video area next to the Press Box. Designated video operators will have the same 5-minute set up time as the band’s set up time and the same 2 minutes following the band’s performance to vacate the designated recording area. Please inform your parents there will be NO OTHER RECORDING EQUIPMENT ALLOWED IN THE STADIUM.

12. EXIT FROM THE FIELD: After the show has concluded, each band has TWO minutes to exit the field. While exiting the field,

the band my play, march-off to a drum cadence, etc. It must be, however, evident the band is exiting the field. It is the intent of the timing rule that a marching band’s contest routine be completed within the 8-minute time limit. The end of the performance should be clearly evident in the show design. (Final set, end of wind music, drum major bow or salute, etc.). Continued playing and marching after that point, not for the sole purpose of clearing the field, will be interpreted as a continuation of the performance and the band will be DISQUALIFIED. At the end of the designated 2 minutes there should be no sound generated by instruments or verbal cadence. All band members will exit the stadium at the North gate directly behind the North end zone. Front ensemble and props will exit the stadium at the North West corner gate on the home side of the stadium. Monitors will be there to guide both the band and the front ensemble to the proper exit.

13. After each band’s performance there will be water for the students as they exit the stadium. We encourage all directors to

allow their students to remove coats and hats after they perform and to provide additional water for their students. 14. The stadium field has standard NCAA markings and artificial turf. The turf at Bobby Lackey Stadium is “COOL TURF”. This turf

is 20-30 degrees cooler than normal artificial turf. 15. Any pit or prop equipment pushed or pulled on the field surface MUST have large inflatable tires or tires with a minimum of

8-inch wheels (pneumatic wheels/casters). Any equipment with smaller wheels must be lifted and placed into position. Anything that leaves a residue on the turf will not be permitted (i.e. Glitter, confetti, powder, etc.)! 16. There will be an admission charge of $5 per person. No charge for pre-school children (age 5 and below). Paid spectators

receive a wristband which MUST be worn for admission to the stadium. Wristbands which have NOT been removed may be used for in and out privileges at the gate throughout the entire contest, which includes both Prelims and Finals. Once it has been removed, a new one must be purchased for re-entry. Entrance gate will open at 9:00 am.

17. Directors please inform your parents and fans the audience will not be permitted to bring balloons into the stadium, expend

silly string, throw confetti, etc. UIL rules do not allow the use of noise makers.

18. Please also inform parents that all umbrellas and any other type of shading devices must be fully closed and lowered while

bands are performing so that all audience members can have full view of the shows. 19. Weslaco ISD has a new clear bag policy that is in effect. Please review the attached information and share with parents. 20. Seating for band students and band sponsors is free on the visitor’s side. Please do not allow your band members to enter or

exit the bleachers during a performance. Those who want to sit on the press box side must pay the $5 admission fee. 21. There will be concession stands open on both Home and Visitor sides of the stadium. NO OUTSIDE FOOD OR BEVERAGES ARE

ALLOWED INSIDE THE STADIUM. 22. VIDEO RESTRICTIONS: The ONLY video recording that will be allowed will be by bands which have signed the Educational

23. Students must remain off the field at all times except during their performance. 24. After Prelims: Directors are to report to the home locker room (where you checked in) for Verification of Scores. After Finals: Verification will be in the Press Box 25. After Prelims: there will be an on-field Drum Major retreat for the presentation of participation awards and results. After Finals: there will be an on-field FULL BAND retreat for the announcement of results. Directors of bands qualifying for finals will receive more information following Preliminaries 26. Welcome to Weslaco Independent School District and to the 2019-2020 academic year! In an effort to enhance security practices and more efficiently monitor spectator entry into Weslaco ISD athletics events, district officials will implement a new Clear Bag Requirement beginning August 15, 2019. The policy will regulate the size and type of bags that may be carried into district venues including Bobby Lackey Stadium, Sepulveda Gym, Wildcat Stadium, Aquatic Center, and all other Weslaco ISD Athletic Facilities. Permitted items include:

● Bags that are clear plastic and do not exceed 12” x 6” x 12” ● One-gallon clear plastic freezer bags ● Small clutch bags, approximately the size of a hand, with or without a handle or strap can

be taken into the stadium with one of the clear plastic bag options but cannot exceed 4.5” x 6.5”

● Diaper bags are permitted, but will be subject to screening. You must have the infant(s) present for which the diaper bag is being carried when the diaper bag is screened.

Prohibited items include:

● Backpacks, printed pattern plastic bags, fanny packs, purses, reusable grocery totes, mesh or straw bags, duffle bags, large totes, camera/video bags* or binocular cases

*Exceptions may be made for members of the news media upon prior arrangement and inspection by the WISD Game Athletics Staff. On behalf of the office of the Athletic Director, thank you in advance for your understanding and cooperation. Date: 2019/2020 Academic Year Subject: Bobby Lackey Stadium Rules and Regulations I would like to welcome everyone to Bobby Lackey Stadium. The purpose of this memo is to inform you of the rules and regulations that we must comply with when visiting at Bobby Lackey Stadium in Weslaco, TX. Weslaco Independent School District is committed to creating a safe, comfortable and enjoyable football experience for all our students and fans in and around our stadium. In order to protect the safety and security of our student-athletes, fans, and the facility, we ask that you abide by the stadium policies. We kindly ask that you advise your coaches, student-athletes, cheerleaders, band members, student trainers, fans and or any other school representative out on the field to follow the policies and procedures when visiting Bobby Lackey Stadium.

1) Only authorized personnel will be allowed on the sidelines: a) Only authorized District personnel will be allowed on the sidelines (must wear credential) b) Only members of the football program will be allowed to be on the sidelines between the 25 yard marks c) Inflatable tunnel personnel must have credential and remain in their designated area, away from the field of play.

During the game and after halftime they must return to the stands. No children are allowed to assist with the tunnels. There is a limit of 8 tunnel personnel. You must bring your own extension cords.

d) Students, parents, private photographers will not be allowed on the sidelines e) News Media, School Photographers and Special Assignment personnel are permitted and must report to the HOME

side for clearance and media pass. They must stay outside the 25 yard marks. Not having a media pass will not give you access to field. ONE Media pass per person.

2) No OUTSIDE FOOD Allowed in the stadium a) NO Gatorade on the field; please keep the Gatorade in the locker room b) No food or drinks allowed on the field c) Absolutely no sunflower seeds or gum will be permitted on the field d) No tobacco products/No smoking e) No driving stakes/Wood, metal or other rigid surface equipment shall not be allowed f) Absolutely no confetti g) Inspect all equipment before it is used on the turf for jagged or sharp ends h) BAND/CHEER can have their food delivered to the stadium, but not allowed to eat inside the field perimeter

3) Every child two years of age or older, will be required to have a ticket. Only middle school and high school students are allowed to sit in their designated student section.

4) Everyone is required to present a ticket before they enter the premises. After exiting the stadium, there is no re-entry permitted.

5) Ball Boys must be of Middle School age. It is preferred that they be freshman or JV members of the team. Absolutely no children will be allowed on the sideline. (must wear identification)

6) Spirit team and Cheerleaders in uniform only are allowed on the track. Please stay away from the sidelines. 7) WISD prohibits anyone from bringing alcohol into the stadium. Anyone who deliberately conceals alcohol while attempting

to enter the stadium will be denied entry without refund and will face possible arrest and/or revocation of season tickets or future ticket privileges.

8) Those who are or appear to be impaired will be denied entry to stadium.
