Message from the President
2019 has been a year of transition and transformation. Nothing is more illustrative of this fact than the launch of the IACA’s
new website. Although the website is still a work in progress, our new technology director, Manny San Pedro, is busy trying to
work out all the kinks. So far, it looks great and it will be getting better and better with your feedback. One of the benefits of
the new website is it has allowed us to get to know our members and their interests better. When you completed your
membership form you filled out a survey which we have been able to utilize to fill vacancies on various committees. It has
streamlined the process and the speed with which we have been able to find new potential committee members. Manny also
just launched the Member Forum which allows members to customize the notifications received from the membership. This is
a feature that members have been requesting for quite some time and I am pleased it is completed.
This year the IACA board has welcomed two new officers. Rhonda Maher became the Treasurer and I became the President.
The other board members have been instrumental in providing stability and continuity while at the same time welcoming the
new ideas that Rhonda and I have brought forth. This executive board has worked well together to prioritize and accomplish
some large goals this year.
The executive board has endeavored to increase member involvement specifically from our international community and we
have made great strides. The 2019 International Symposium in Calgary broke all past symposium records with attendance
numbers just shy of 200 attendees! Our 2019 Annual Training Conference in Oxon Hill, MD is gearing up to be one of the best
conferences to date. This year’s attendees are travelling from all over the globe from Qatar to Mexico and many other countries
in between. The Conference Committee has provided the latest and greatest training in hot topics in our field and has planned
excellent networking events and opportunities here in the DC metro area. Our IACA Training committee has worked with the
International Outreach Committee, specifically Yarisa Walsh, who is the Chair of the Subcommittee on Latin American
Development, to create and host three webinars in Spanish. For those three webinars alone, there were over 600 registrations
from 17 different countries resulting in an increase of IACA membership. We also set a record for the highest number of
students registered for any training class, ever, with 259 people registering for one of the Spanish-language webinars. These
examples illustrate the phenomenal work our association does to strengthen our international bonds and develop the
profession of crime analysis throughout the world.
With the passing of long-time IACA member Bryan Hill last year, the executive board made a commitment to honor his spirit of
service by creating a Bryan Hill Memorial Scholarship. With the guidance of the Awards & Recognition committee chairperson,
Danelle DiGiosio, 2019 is the inaugural year for this award.
Being on the IACA board has been an eye-opening experience for me. This association does the work of a small country! Our
association has so many talented volunteers who work incredibly hard on a plethora of projects and it would not function
without the support of the committee members. Please take the time to read through this annual report. I guarantee you will
be amazed to see what your fellow members have been working on to benefit you, the dedicated members of the IACA.

Mary Bertuccelli, President [email protected]
Mary Bertuccelli is the Crime Analysis Unit Supervisor for the
Scottsdale Police Department in Scottsdale, AZ. She started her career
in law enforcement in 1997 working for the Washington/Baltimore
HIDTA in Greenbelt, MD and then was assigned to the Baltimore Police
Department as a Criminal Intelligence Analyst.
Mary holds a master’s degree in Public Administration from the
University of Arizona and has taught both Crime Analysis & Police
Function courses at Arizona State University as well as being invited in
2009 to instruct the Brazilian Military Police in the fundamentals of
Intelligence Analysis. Mary is an active member and past president of the Arizona Association of Crime Analysts.
She has served on IACA committees since 2006 and been a member of the IACA since 2002. She is passionate
about working cold cases and is currently on the FBI’s National Advisory Board for the Violent Crime Apprehension
Program (ViCAP).
In her spare time, she enjoys spending time with her family and hiking with her dogs.

IACA Executive Board
Annie Mitchell, Vice President of Administration
Annie Mitchell recently retired from the Los Angeles County Sheriff’s Department
(LASD) after holding the position of Supervising Crime Analyst and Sheriff’s Analysis
Unit Training Coordinator. She also held the office of President for the Southern
California Crime & Intelligence Analysts Association for two terms. Annie is a
longstanding member of both associations.
After working clerical and dispatch assignments, Annie discovered crime analysis within the LASD. She worked
over thirty years as a crime analyst with a variety of assignments, including patrol, intelligence, and a number of
drug, homicide and gang task forces. More recently, Annie devoted a great deal of her time and experience in
developing much needed training and mentoring for crime analysts. She is currently a California Peace Officer’s
Standards and Training (POST) advanced instructor and developed the first 40-hour class for crime analysts.
Promoting our profession and the IACA is Annie’s focus when presenting to not only crime analysts but
executives, detectives, and patrol personnel.
Christopher Bruce, Vice President of Membership
Christopher W. Bruce was elected Vice President of Membership in 2015
after previously serving as President (2007-2012) and Vice President of
Administration (2000-2006). He was a crime analyst for 17 years in
Massachusetts, first for the Cambridge Police Department (1994-2001) and
then for the Danvers Police Department (2001-2011). He was also President
of the Massachusetts Association of Crime Analysts from 2000 to 2004.
For the last 9 years, Christopher has served a variety of government and non-profit programs meant to
develop crime analysis in police agencies across the United States. He is the contracted Analytical
Director for the Data-Driven Approaches to Crime and Traffic Safety (DDACTS) program of the U.S.
Departments of Transportation and Justice. He serves as a subject matter expert for the International
Association of Chiefs of Police CRI-TAC program and a Crime Analysis Specialist for the International
Association of Directors of Law Enforcement Standards and Training (IADLEST. He is also a crime analysis
consultant to the Massachusetts Gaming Commission. As of the 2019 annual conference, he is in the

midst of transitioning away from self-employment to a full-time position as a professor of criminal
justice at Husson University in Bangor, Maine, although he will keep most of his existing contracts.
Christopher lives in Bucksport, Maine, and in his spare time enjoys traveling, classic films, and jazz.
Adrienne Galbrecht, Secretary
Adrienne Galbrecht started her career in law enforcement as an officer before
discovering the field of crime analysis. Her first experience with analytical work
was as a volunteer with the Shawnee (KS) Police Department after which she
worked for the Independence (MO) Police Department. Adrienne is currently in her
6th year with the Lenexa (KS) Police Department and could not be happier! She is
active in her regional association, the Mid America Regional Crime Analysis
Network (MARCAN), with past terms as the Vice President of Administration and Secretary. Adrienne also served
on the IACA’s Technology Committee first as the List Administrator and more recently as the Technology Director.
Adrienne received her bachelor’s degree in Psychology with a minor in Criminology from Miami University of Ohio
and her master’s degree in Psychology from the University of Saint Mary. In 2016, she achieved the IACA’s
certified law enforcement analyst (CLEA) status!
In her spare time, Adrienne loves fishing, hiking, and spending time with her family.
Rhonda Maher, Treasurer
Prior to becoming a Crime & Intelligence Analyst, Rhonda served for 18 years in
Accounts Payable and Receivable. Some of the corporations Rhonda worked include
the following: International Multifoods Corporation, Grace Corporation, and Panasonic
Corporation. Rhonda transitioned to government work by taking the position as the
accounts payable and receivable person and was in charge of the entire City and
County Library system for the City of Riverside. Rhonda finished her career in
accounting from a position in the City of Riverside Treasury/Utilities Department before leaving and becoming a
Crime & Intelligence Analyst with Riverside City Police Department in 1995.
Rhonda earned her bachelor’s degree from Cal State Long Beach and has been a Crime and Intelligence Analyst
for 27 years. Rhonda completed her Crime & Intelligence Certification from the University of California, Riverside
in July 1997 and in 2005, received Certification in Geographic Profiling. Rhonda joined San Bernardino County

Sheriff’s Department in 2000 as a Crime & Intelligence Analyst and is currently assigned to the Intelligence
Division. Rhonda took part in the creation of the Inland Empire Crime & Intelligence Analyst Association in 1997.
Rhonda has served on the IECIAA board in all position and, while President of IECIAA, she also served a dual role
as California President. Rhonda has been a member of the IACA since 2003, she has served as the conference
registrar and currently holds the board position as Treasurer.

Awards & Recognition Committee

This committee handles all aspects of the annual Awards Ceremony, including planning, managing the
awards programs and obtaining the physical awards given to the winners. Committee members run the
Analytical Products Contest, administer the Conference Scholarship Program and coordinate the process
for all the IACA awards.
In 2019, the Awards & Recognition Committee was excited to add a new scholarship, the Bryan Hill
Memorial Scholarship, in honor of long-time analyst, mentor, and IACA member, Bryan Hill. They also
are testing out a potentially new bulletin contest category of “dashboard products” after suggestions
from members! The committee also worked with the Conference Committee to change the format of
our Awards Ceremony. Rather than announcing bulletin contest and award winners during the Business
Meeting, they will be announced during the vendor sponsored luncheon.
The Awards & Recognition Committee plans to continue work on the goals it set in 2018: they would like
to expand the ways in which we recognize members for their work, including increasing participation
(nominations, submissions, voting, etc.). In addition, they intend to continue refining the analytical
products contest and other awards processes.

The Certification Commission is in charge of the oversight and integrity of the IACA’s Certified Law
Enforcement Analyst credential. Commission members usher applicants through the certification
process, tally applicants’ points towards certification, and administer and score certification exams.
A new chair and many new members joined the committee in 2019, so much of their effort has been
focused on simply “learning the ropes” while dealing with a record number of applications. The
Commission also began planning for a reconstruction of the certification process, including the
introduction of a basic-level certification program.
There are currently 74 active IACA members holding CLEA status.

The 2019 Conference is being held in Oxon Hill, Maryland at the world-renowned Gaylord National
Harbor. The registration numbers are nearing 600 and there is a wide array of crime and intelligence
analysis sessions, as well as, for the first time a Bring Your Own Computer (BYOC) lab for hands-on
sessions in Excel, Access, I2, Social Network Analysis, Python scripting, SQL, Compstat with Excel,

Creating a LE Intranet, and Predictive Policing presented in Espanol! ESRI will also host a computer lab
with all things ArcGIS.
The 2018 Conference Committee was responsible for the planning and execution of the 28th Annual
Training Conference in Newport Beach, California from September 17-21, 2018. The conference was co-
hosted with the California Crime and Intelligence Analysts Association (CCIAA) and had a record
attendance of 750 registrants. As a matter of fact, there could have been more, but due to the
limitations of the hotel, we had to close registration, once we reached 750. In true California fashion,
the welcome reception was a beach party with fire-pits, s’mores, tiki torches and a beautiful Newport
Beach sunset. Included in those numbers were 53 international registrants from 16 countries! The
committee did an incredible job assembling one of the biggest & best training conferences yet.
Educational & Student Affairs Committee

Newly re-established in 2019, the Educational and Student Affairs Committee exists to serve as a liaison
between colleges and universities offering crime analysis degrees and certificates, to advocate for good
crime analysis educational standards, and to advocate for educator and student interests within the
IACA. In 2019, the committee, in conjunction with the mentoring committee, established a formal
mentoring program for students, to include a Career Discovery Day at the annual conference. They have
begun cataloging the various college and university programs offered throughout the world and have
begun developing a model curriculum to share with those programs. They have engaged with the
criminology and crime analysis subscribers on Reddit.com to answer common student questions and are
exploring IACA partnerships with academic and student organizations.

The Elections Committee began work on the 2019 Elections during the second quarter of 2019. This
year the Vice President of Membership and Secretary positions are up for election. The committee is in

the process of overseeing nominations and plans to host a meet the candidates/question session at this
year’s conference in Oxon Hill. Members should consult the most up-to-date event schedule on the
conference app for dates, location and times. Currently, there are three candidates running for Vice
President of Membership, and two candidates for Secretary. The Elections Committee anticipates a
strong voter turnout for these key positions in the IACA. Members can follow the election status,
forums, and online voting on the IACA website.

The Ethics Committee is a bylaws-mandated committee responsible for investigating ethical grievances
concerning IACA members, IACA committees, IACA projects, or IACA board members. They are a fact-
finding body that recommends sanctions or resolutions at the conclusion of their investigations.
The 2019 Ethics Committee has happily received no ethics complaints to investigate.

The International Outreach Committee ensures that the products and services of the IACA are relevant
and valuable to the global community of analysts. They help recruit new members from unrepresented
nations, represent the association to non-North American organizations and interests, and advocate for
international interests among existing IACA positions and committees.
In an extremely busy year, the 2018–2019 International Outreach Committee:
• Worked with associates in Munich, Germany, to host the IACA’s 2018 international symposium
• Prepared information and events for the 2019 Canadian symposium and the 2019 annual
conference
• Established European and African subcommittees
• Assembled information from dozens of countries as part of an ongoing “dossier” project to
understand how crime analysis is performed in countries around the world
• Administered a survey to better understand the needs and interests of our increasingly diverse
membership
• Organized IACA presence at several events in Europe, Asia, and South America
The Subcommittee on Latin American Development finished its first full year of operation. They hosted
three Spanish-language webinars, translated numerous communications, worked with Fundación Paz
Ciudadana in Chile to provide IACA speakers for their annual conference in 2018 and 2019, attended a
conference hosted by the Comisión Nacional de Seguridad in Monterrey, Mexico, and facilitated an IACA
presentation at the Seminariro Internacional Del Analysis Criminal a la Politica Publica in Ecuador. They
also arranged the host and location for the 2020 international symposium. They continue to work on
Spanish-language training, publications, and events.

On June 3rd to the 5th the International Symposium Committee hosted a successful International
Symposium at the Fairmont Palliser in downtown Calgary Alberta, with a record Symposium attendance
of 197 attendees. The success of any event can be measured in large part by the general feedback of the
attendees and the vendors. The committee is pleased to report 100% of the feedback so far has been
positive, which they attribute to the planning and preparation of our organizing members.
The committee chair wants to highlight and acknowledge the hard work and dedication of the
Symposium Committee Members: Halifax Symposium Chair and 2019 co-chair Sheila Serfas, Alexandra
Bostock, Beth Glover (IACA Exhibitor/Vendor Coordinator), Della Rankin, Kristi Hawley, and Rebecca
Davidson for putting together an excellent program of keynote speakers and presenters, especially the
featured Mock Trial, ending the event on a high note. New this year was the Symposium Committees
use of videos for advertising and increasing interest in the event. The Symposium Chair, Manny San
Pedro, wrapped up the event by producing a final committee video demonstrating the fun had by all
involved in the planning of this Symposium!
The committee is pleased to announce the 2020 International Symposium will be held in Bogota,
Columbia, October 28-30. The IACA will be building upon an already established crime analysis
conference to bring the large number of South American delegates a week of outstanding training and
networking. Further details will be forthcoming and posted on the website and IACA list-serv. Get your
passports ready!

The IACA partnered with the Bavarian State Office of Criminal Investigation (Munich, Germany) for their
existing International Crime Mapping Conference. The Board was excited to take advantage of another
opportunity to extend our international reach and connect with analysts across the globe. The
conference is scheduled for was held on December 3rd-December 5th in Munich, Germany. All IACA
board members made formal presentations during the conference to introduce the attendees to crime
analysis processes and procedures with the United States. All in all, the partnership proved to be
beneficial to the IACA and the Bavarian State Office of Criminal Investigations. We have been invited to
participate in their next conference which will be held in the first week of December 2020.
Mail Assistant

All IACA postal mail is received at 9218 Metcalf Ave. #364, Overland Park, KS. Mail is checked each week
and a shared mail log is updated to reflect all incoming payments for IACA events and activities. Board
and committee members have real-time access to the mail log which acts as a central repository of
payment data received via US mail. The executive board anticipates continuing this position into 2020
as it is an integral part of the day-to-day business of the association.

Throughout 2019, the Marketing Committee continued their focus on general marketing, branding, and
editing for the association. They welcomed new committee members, Seth Potts (Logistics Coordinator)
and Mike Winslow (Memes/General Marketing), to help with the ever-expanding needs of the IACA.
Former Chair, Erica Logan, stepped down from her role in mid-2019. The committee thanks her for her
dedication and work during her tenure as Chair!

The Marketing Committee has continued to expand our social media presence through the increased
use of Facebook and Twitter. The goal of our social media activity is to not only highlight IACA stories
and news but to also become a point of reference for job postings and “feel good” stories within our
field. With a partnership interest from the International Outreach Committee (IOC), the social media
branch of our marketing committee hopes to expand more for our international members as well! This
project is in its infancy and the committee is excited to grow and reach more members with the help of
the IOC!
Our migration to a new website delayed the launch of the “new” IACA store far longer than anyone on
the committee anticipated. The Merchandise Coordinator, Brandi Christon, has been working with the
Technology Committee & our website developers to get back online in mid to late September.
This committee also monitors the IACA Announce discussion list and is dedicated to helping streamline
the messaging process. It strives to strike a balance between keeping members informed while not
clogging up inboxes! Future goals of this committee are to increase engagement from our current
members, further market our association to potential new members or partners, and to partner with the
International Outreach Committee to make more of our communications relevant to our non-U.S.
members.

The Membership Committee helps process new and renewing IACA memberships, keeps the
membership database current and organized, and otherwise helps the Vice President of Membership
with his duties. The committee’s efforts in 2018 and 2019 helped manage a record-high volume of
members and process applications and renewals swiftly and efficiently. In early 2019, the committee
had to adjust operations to accommodate a new web site, database, and commerce system.
Mentoring Committee

The Mentoring Program pairs new members with veteran members who can provide advice on topics
like skill development, better integration within the agency, dealing with difficult co-workers, and
designing quality crime analysis products. The Mentoring Committee in 2019 finally recruited enough
mentors to pair with its list of mentees. They worked with the Educational and Student Affairs

Committee to establish a mentoring program specific to students and began a systematic process of
surveying mentors and mentees about their experiences.

The publications committee grew considerably in 2019 to better anticipate and deliver on an enterprise-
level publications strategy for the association. It has been working to create an e-book version of our
textbook, Exploring Crime Analysis (3rd Edition), a regular newsletter for the association, and evaluate
areas within our field that would benefit from additional study and research.
Site Selection Committee

The Site Selection Committee is responsible for researching potential locations for future annual
conferences, international symposiums, and other IACA events. The committee works with
representatives of Helms Briscoe to identify host properties in choice regions or cities which would serve
as premium sites for IACA activities. The goal of the IACA is to identify, select, and contract with
properties at least 3 years in advance, in order to capitalize on premium pricing, locations, and broaden
our vendor representation at training events.
During 2019, the Site Selection Committee selected the 2020 Annual Conference location and supported
the International Symposium Committee in proposing a site for the 2020 Symposium.

The Technology Committee serves as the “IT shop” for the IACA. Its mission is:
• To provide a robust platform for the exchange of information and ideas through a comprehensive
web site that serves as the internet’s most valuable resource for information on crime analysis and
the IACA, and through a network of social media outlets.
• To facilitate communication among IACA members through email discussion, forums, and social
media platforms.
• To manage all IACA technology needs in an efficient and effective manner.
• To anticipate, research, recommend and/or implement technology solutions for the IACA.
• To provide extensive management and administrative capacity to the IACA board and committee
heads through the IACA website’s administrative content management and email systems.
In 2019, the Technology Committee launched the new IACA website with our web development partner,
Leverage Digital. The committee has worked hard to improve the website and listen to member
feedback on things that could be changed and improved. The List Administrator and Moderators have
been working extra hard to continue supporting the discussion list email platform while learning and
improving the new forum format. The committee was excited to finally launch the forums on August
14th. The committee and Board are working together to determine when the Listserv will be
permanently shut down to encourage use of the forum platform.

The committee welcomed new Chair, Manny San Pedro, during the 2018/2019 charter period. He has
been instrumental in the website process and has worked closely with the Board and numerous
committees to ensure their technology and website needs are met. He has also played a key role in our
partnership with ESRI to launch a GIS portal for members via the IACA website. That project is well on its
way and the Technology Committee is extremely excited to partner with ESRI and offer a great resource
to IACA members!

The Training Committee is made up of 11 hard-working volunteers in three sections, plus the
Training Director who manages the entire group. Four people manage all the classes and webinars,
four approve new instructors, and four review and approve new or updated curriculum.
The Professional Training Series was founded in late 2006 and originally only held in person classes
in four topics: Tactical Analysis, Problem Analysis, Fundamentals, and Computer Applications. Over
the last ten years, the series has evolved to include online classes and webinars, and we now offer
nine topics, plus Spanish versions for Tactical and Problem Analysis, and can provide custom
curriculum as requested. There are twenty instructors broken up by topic and we rotate through
the list for each class. Each instructor has been vetted for experience, education, and teaching skills.
Since our founding, we’ve held over 340 sessions and taught over 11,000 students in the US,
Canada, Qatar, and several Latin American countries. There are also 52 videos in our webinar
library on topics ranging from Microsoft Access to Emergency Preparedness to Social Media. All
IACA members can access them at any time.
Since last year’s conference in Newport Beach, the Training Committee has had a really busy year!
We hosted 40 classes and webinars with a total of 1,911 students attending. We concluded the
Microsoft Access webinar series and started a Best Practices series full of practical advice analysts
can apply to their daily work.
We also held our first foreign language webinars with the help the International Outreach
Committee. This spring, we held three webinars in Spanish. For those three webinars alone, there
were over 600 registrations from 17 different countries and many of these students have since
joined the IACA. We also set a record for the highest number of students registered for any training
class, ever, with 259 people registering for one of the Spanish-language webinars.
In March 2019, an IACA instructor traveled to Doha, Qatar to teach our Foundations of Crime
Analysis class to members of the Qatar Ministry of Interior. We also re-launched the Essential Skills
online classes in December 2018 with new material to match the 3rd Edition of the book. This keeps
the classes in line with the Certification test. The IACA launched a new website in early 2019. This
was a much needed improvement, but any transition this big is bound to be a little rocky. Getting
used to the new website took some time for both committee members and students.
We have plans for several new class topics and revisions of existing material for 2020, including
updating our Crime Mapping & Analysis material to take advantage of ArcGIS PRO. We’re teaming
up again with the International Outreach Committee to offer more webinars in other languages

besides English. We’ll also be releasing a survey soon to get your feedback about the Training Series
and what we can do to improve it. Those who complete the survey can choose to enter a raffle for
free training. Keep an eye out for that announcement!
As always, we encourage our members to get involved in the Training Program. Anyone can present
a webinar and we are always looking for new instructors and topics. Instructors for the online and
in person classes must submit an application and be approved by the committee. This process rates
work experience, education, and teaching history on a point system similar to the Certification

Membership Report
As of 20 August 2019, the IACA had 4,039 active members, an increase of 5% over the same date in 2018.
United States memberships increased 3% and non-U.S. memberships increased by 24%. The particular
increase in international members is due to the dedicated work of our International Outreach Committee.
Our members represent 59 nations. Nations with over 10 IACA members are Canada (392), Mexico (51),
Colombia (50), Ireland (39), Trinidad and Tobago (31), Chile (19), Netherlands (15), South Africa (15),
Australia (15), Nigeria (12), and Ghana (12). New nations welcomed in the past year include South
Sudan, Georgia, Jamaica, Belgium, New Zealand, Malaysia, and Indonesia.
U.S. members represent every state, and Canadian members represent every province except Yukon.

Looking Forward
Your executive board is so excited about hosting the annual training conference so close to the District of
Columbia this year. Our nation’s capital offers so much history and is such a great tourist location, making
it a great destination for our member coming from outside the United States of America. It is the showcase
event for our association and a great opportunity for analysts in the crime and intelligence field to gather
and learn about all the new cutting-edge products and see outstanding presentations from our peers.
As we head into the last half of the year, we have 2 IACA Board members who will be leaving the board
but who will still be involved in the association. We would like to thank Secretary, Adrienne Galbrecht and
Vice President of Membership, Christopher Bruce for the amazing contributions they have made to the
IACA. Their leadership will be greatly missed. We will be welcoming two new members on the executive
board at the start of the year and we are excited to find out what new directions and ideas they will bring
to our association.
2020 is going to be a great year for our association! We will be holding our annual training conference in
Chicago, IL, our International Symposium in Bogota, Columbia and a ton of training online and in person.

We are an all-volunteer association and we rely heavily on you, our members, to run this association. After
