GUIDELINES FOR ADVISERS OF EXTRA & CO-CURRICULAR ORGANIZATIONS Thank you for your help in advising a club, class or organization. The students benefit greatly from participating in these
organizations. To assist you in your responsibilities the following key points are listed.
1. As the adviser, assume a leadership role. Offer support and direction at all meetings and activities. Most of all, help
them to achieve their goals of the group.
2. Plan for and approve all special projects and please get it done early.
3. Please attend all group meetings. The group should never meet without your attendance.
4. You must approve, in writing, all actions that the group takes.
5. You are responsible for the financial matters of the group.
Keep a ledger of all transactions in your group
Deposit all money each day with the financial secretary
Do not leave money in the classroom
Club dues are not to exceed $20.00 (Must comply with WCSD fee schedule guidelines)
Do not operate in the “red”
6. Keep written, dated agendas for each meeting that you have.
7. For insurance and planning purposes, Travel Requests forms must be submitted 30 DAYS prior to any trip.
8. When scheduling activities, groups and advisers must complete the following:
Be sure that the activity complies with the WCSD policy guidelines for in-state field and activity trips (WCSD Policy
#7020).
Complete a Request of Activity form (Kara Wogksch)
The adviser must review and sign the request
If necessary, chaperones must sign the request
Submit the request to the scheduling committee at least 30 days in advance (Scheduling committee meets each Thursday at
7:30 a.m.)
* Note: If scheduling committee did not approve the activity, it will not be held.

Leaving Campus
If you need to leave campus during the school day, even during your prep period, please sign
out through the office. Students are never authorized to leave campus without being accompanied by
authorized supervision and only when participating in an activity that has been pre-approved through
the scheduling committee or school administrators.

A Prior Approval Purchase Order Form must be completed before a Purchase Order will be used. You
can obtain these forms from Helen Duckworth in the front office. All orders must be cleared through the
principal before ordering.
Videos and Full-Length Movies (See WCSD Policy 4240)
“2.1. Commercial videos, instructional videos, and full-length movies, or clips from the same, are not to
be shown during regular school time for entertainment or reward purposes, but only for direct classroom
instructional needs in accordance with the approved District curriculum and applicable copyright laws.
“2.2. When showing a video or movie, or clips from the same, which has a rating suggesting parental guidance
or other restrictions, the school must obtain parental consent prior to its presentation.”
Teachers are to take precautions to ensure that materials to be viewed align with content philosophy and
instructional strategies of the Utah State Core curriculum. According to policy, should any copyright laws be
violated the school would bear responsibility for paying any required fees.
Fund Raising (See WCSD Policy 2020)
All fund raising must have written approval before you begin. Fund raising should be done with a
specific purpose in mind. Disclosure of the purpose will be required prior to approval. A form for this purpose
is available from Kara Wogksch.

Teachers will be evaluated by the school administration using the District Evaluation Tool. Mr. Mees
will distribute the evaluation tool during the school year.

Daily Lesson Plans / Planned Course Statements / Disclosure Statements
(See WCSD Policies 4000, 4010)
Daily Lesson Plans are required by WCSD policy. All lesson plans are to be directly related to the
objectives as identified in your Planned Course Statement. These need to be made available to substitute
teachers (prior to the start of the school day(s) in which the WCSD contracted teacher is to be absent) in the
event that you are not in class.
Planned Course Statements contain the general standards and basic outline of your class. You must
make a copy available to the principal to be filed for possible future use.
Disclosure Statements are required of each teacher for each subject they teach. This Disclosure
Statement should contain teacher expectations for each student who attends class. Teachers are to make sure
that each student is given a copy and that copy must be signed by the parent. Give a copy to the administration
to be put in a file. You should also keep a written record that each student/parent was given this information. If
you have any questions regarding the content or organization of the Disclosure Statement, please talk directly
with your Department Chairperson or a member of the PVHS administration.
Faculty/Employee Dress Code (See WCSD Policy 1470)
Employees at Pine View High School are expected to dress in accordance with the WCSD policy which
states, in part: “2.1. Employees are expected to dress in good taste and to be well-groomed according to
community standards for a professional employee. Cleanliness of self and attire, neatness, and attractive
grooming are stressed and expected.” Employees should dress in a way that encourages students to follow
the WCSD student dress policy.
Keys to School Building and Facilities (WCSD 5120)
Section 63-9-21 of the Utah Code makes it illegal to duplicate keys to public buildings as follows:
Making keys to buildings of state, political subdivisions or college and universities without permission is
prohibited. No person shall knowingly make or cause to be made any key or structure or part thereof owned by
the state, by any political subdivision thereof or by the board of regents or other governing body of any college
or university which is supported wholly or in part by the state without the prior written consent of the state,
political subdivision board of regents or other governing body. Violation - - Misdemeanor. Any person who

Telephones (WCSD 3700)
Telephones are for school use only and our convenience in the educating young people. No personal
calls are to be charged to the school telephones. Students have a telephone in the hall near the front office for
their needs. Your telephones are not for student use. Please don’t release students during your class time to
make telephone calls.
Student Eligibility Requirements All students who participate in interscholastic activities must be eligible as set forth by the UHSAA. In
order to participate a students must not have received more than one (1) failing grade the previous quarter.
Washington County School District considers an Incomplete Grade (I) or No Grade (NG) an “F’ until the
grade is made up and the corrected grade is recorded. A class that counts as two periods will count as two
“F’s” (i.e., Woods, Auto Tech, College). All students must have obtained a minimum grade point average
(GPA) of 2.0 or its equivalent in that same grading period to be eligible.
Chaperoning (WCSD 3635)
Whether in your class, in the halls, on a bus or at an activity, chaperons are considered the professionals
in charge of the event. You are responsible for each student under your supervision and direction. Students are
never to be left alone. If a student is acting in an inappropriate manner, it is your responsibility to stop the
behavior.
Required Hours
(WCSD 1200)
We are required by Washington County School District policy to be at the school ½ hour (7:45 a.m.)
before the assigned school starting time and ½ hour (3:15 p.m.) after assigned school dismissal time. This
policy will be enforced at Pine View High School.
Faculty Yearbook Faculty members who desire to purchase a PVHS yearbook must pay the publication cost of the
book. The publication cost will be determined and announced on an annual basis by the yearbook
staff.

Monitor Computer Use
(WCSD 3700)
Teachers: Point of emphasis. Teachers are liable for students under their supervision regarding the use
of the computer and the Internet. Monitor all students under your supervision when they are using
computers and the Internet. Additionally, teachers may be held responsible for all activities taking place on
their computer system. This can be inclusive but not limited to material found on their computer system. All
Washington County School District personnel are to utilize all available system security resources. This
includes the consistent practice of logging on and logging off of the system as well as utilizing the security
password system to its fullest extent.
FMLA, ADA and District Sick Leave
(WCSD 1332)
The purpose of this policy is to outline an integrated approach for the efficient and effective
management of sick leave in accordance with Federal and State leave mandates, employee interests, changing
workplace dynamics, and administrative supervision. Leave eligibility, and requests will be considered and
granted or denied in accordance with applicable leave laws, including the Family and Medical Leave Act
(FMLA), Americans With Disabilities Act (ADA), State law and workers compensation statutes. The WCSD
complies with District policies and all applicable State and Federal leave laws. Employees who inappropriately
use leave and or are denied leave in accordance with Federal and State laws but nevertheless take leave will be
disciplined according to district policy at the level up to termination. For additional questions regarding the
WCSD leave policy refer to WCSD policy #1332.
Sexual Harassment
(WCSD 1420)
Sexual harassment includes any gender-related unwelcome written or verbal slurs, vulgar jokes,
derogatory statements or actions. Sexual harassment also includes unwelcome sexual advances, requests for
sexual favors, and other verbal or physical conduct of a sexual nature when: Such conduct has the purpose or
effect of unreasonably interfering with an individual’s work performance. Study this policy and understand
that sexual harassment shall not be tolerated. Employee violations shall be subject to disciplinary action up to
and including dismissal from employment and referral for criminal prosecution. Employees or students
affected by sexual harassment shall be afforded avenues for filing complaints, which are free from bias,
collusion, intimidation, or reprisal. It is the responsibility of all PVHS employees to report any and all issues
regarding potential sexual harassment to the school administration.

STUDENT CONDUCT
PHILOSOPHY OF DISCIPLINE Good discipline is a critical component in maintaining an environment conducive to learning. Students
who are guilty of disciplinary infractions are often disruptive to the educational process. At Pine View High
School, we work to maintain a safe and caring learning environment where students will maintain and further
develop self-discipline so that the exercise of individual rights does not infringe upon the rights of others.
Discipline will be carried out in such a way as to preserve the dignity of individuals, however disciplinary
infractions will not be overlooked.
ATTENDANCE POLICY Purpose & Philosophy:
The Washington County School Board believes that student learning and achievement is
directly related to attendance. WCSD strives to make every effort to be in compliance with state
law as well as work proactively together with parents, community resources; including the Fifth
District Court to encourage the regular attendance of all Washington County students. The
District believes this to be in the best interest of the students and the community.
The Board, together with Washington County Schools, is committed to work in harmony
with parents/guardian and to assist them with their responsibility to have their children in
attendance at school.
Policy:
The "State Compulsory Education Requirements" (Utah Code, Section 53A-11-101)
directs parents and schools as follows:
A person having control of a minor who has reached the age of six years, but has not
reached the age of eighteen years, shall send the minor to a public or regularly established
private school during the school year of the district in which the minor resides.
It is a class B misdemeanor for a person having control of a minor under subsection (1) to
intentionally or recklessly fail to comply with the requirements of chapters 53A-11.
A local board of education shall report cases of willful noncompliance to the appropriate
city, county, or district attorney.
Utah Code 53A-15-1501 Parental Rights in Education grants that the parent or guardian
has the right to reasonable academic accommodations. The Washington County School district
recognizes that the parent or guardian is the primary person responsible for the education of their
student, and the school is in a secondary and supportive role to the parent or guardian. This
includes the parent’s right to excuse the parent’s child from school.
Students are responsible for the completion of any work missed due to absence, regardless
of the reason for the absence (excused, un-excused, truant).

Resolution of attendance issues:
As per Utah Code Section 53A-11-103, it is the duty of a school board, school district and
principal to attempt to resolve attendance problems by:
Expecting teachers to acknowledge and reward appropriate behavior in the area of attendance
Working closely with parents in providing meaningful and consistent academic programming
for their child
Documenting an earnest and persistent effort on the part of the school to provide a meaningful
education program, including the following steps, as reasonably feasible:
1) Counseling of the minor by school authorities.
2) Making any necessary adjustment(s) to the curriculum and schedule to meet special needs
of the minor.
3) Implementing other appropriate interventions (e.g. School of Life, make-up times) and
considering alternatives proposed by the parent.
4) Upon parent request, providing the parent with a list of resources to assist the parent in
resolving the minor’s attendance problems.
5) Monitoring the school attendance.
6) Enlisting the assistance of community and law enforcement agencies as appropriate and
reasonable feasible (e.g.:voluntary participation in Attendance Mediation, St. George
Police Department Student Resource Officers, Division of Child and Family Services, Child
Protective Services).
7) Issuing a notice of compulsory education violation, by personal service or certified mail, to
a parent of a school-age child if the school-age child is absent without a valid excuse,
consistent with state law and school/District policy, at least five times during the school
year. (See Attachment #3; Mandatory Parent Notification)
8) The notice of compulsory education violation shall contain requirements of Section 53A-
11-101.5 including:
a. Stating that refusal to respond to the notice and subsequent follow-up is a class B
misdemeanor; requesting parental involvement and support; and directing the parent of
the school-age child to:
b. Meet with school authorities (designate specifically who), to discuss the school-age
student’s school attendance problems; and secure regular attendance by preventing
the child from being absent without valid excuse five or more times during the
remainder of the year.
9) Referring the student to the WCSD Dept. of Student Services.

10) The Student Services Department shall review the school’s documentation if it is
determined that reasonable efforts have been tried and failed, the department may proceed
in referring/reporting the student/parent to the Office of the Washington County Attorney
and/or Juvenile Court.
Dissemination:
This policy will be posted in a prominent place at each school within the District. The
policy will also be published in student registration materials; student, parent, and employee
handbooks; on the school website, and in other appropriate school publications as directed by the
Superintendent.
Definitions and Explanations:
Tardy:
A tardy is defined as reporting to class after the bell to start class has sounded.
Tardy rationale:
Tardiness not only hinders a student's ability to profit from instruction at the beginning of
class, but it interrupts the work of the other students who made the effort to be on time.
Research is abundantly clear that punctual students perform better in school and at work.
Each school is required to establish a uniform tardy policy for the school – to include
consequences. Each school’s tardy policy will be included in the school’s handbook. All tardies
will be recorded on PowerSchool.
Individual teachers are directed to develop academic incentives for promptness. If the
student has a valid excuse he/she may not be penalized for missing and must have an opportunity
to make up participation activities.
It is the responsibility of the student and/or parent(s) to monitor tardies on PowerSchool,
through progress reports, and by communication with the teacher. A tardy may be excused by a
parent when an emergency situation results in a student arriving at school late. For secondary
students, a student may not be excused for tardiness between classes.
Absences defined:
An absence is defined as any time a student is not in attendance in the classroom to which
he or she has been assigned. In order for an absence to be considered an excused absence, the
school must be notified by the parent in a timely manner, consistent with state law and this
policy.
A parent will be notified by automated phone or e-mail every time the parent’s student is
absent without excuse. A parent is responsible to provide the school with a current phone
number. Parents are encouraged to monitor their student’s attendance from this notification on,
and are invited to call the attendance secretary at the school as often as necessary to improve the
student’s attendance.

Excused absence:
Pursuant to a WRITTEN request, a parent has the right to excuse a student from attendance
for a scheduled family event, or scheduled proactive visit to a health care provider without
requiring a note from the provider. For such an absence to be “excused,”
(1) the parent must provide the written statement at least one school day prior to the scheduled
event, and
(2) the student must agree to make up course work for the missed school days consistent with the
school/district policy. In addition a valid excuse means: illness (including chronic or medical
need), family emergency, both of which may be excused via phone, in person or note within a
reasonable timeframe not to exceed one week after the absence; an approved school activity; an
absence permitted by a school age minor’s individual education plan or 504 plan; or any other
excuse established by the school district; such as: office excused (if student is detained in the
office by school administration); court/detention absences; or homebound.
Excused absence status:
will not be considered when calculating excessive absenteeism unless it affects the
student’s academic performance. If absenteeism becomes so excessive that it impacts the
student’s ability to progress educationally and/or is affecting the student’s academic
performance, the absences may be considered and the school may provide opportunities for
students to make up lost time and assignments; such as: lunch-time or after school make-up.
Illness or accident:
A student who is absent for health-related reasons for a period of five (5) or more
consecutive days, who is undergoing surgery, or who has been injured in an accident, qualifies
for immediate homebound services. School work will be collected for the parent to pick up or an
alternative educational program may be developed.
Chronic illness:
Chronic health problems may or may not interfere with attendance at school and learning
in the classroom. It is extremely important that parents notify the school concerning health-
related problems that their students may have. Documentation from a health care provider is
required in validating the seriousness of the chronic illness. If the chronic illness hinders a
student's attendance, the parent is invited to meet with a school administrator to formulate an
individual attendance plan that will meet the student's needs. It is the responsibility of the parent
to schedule such a meeting.

Un-excused absence:
excessive excused absences or truancy situations. An unexcused absence is any absence
that is not excused consistent with the definitions and provisions of this policy. A parent, teacher,
or a school administrator may request a conference to discuss the attendance of a student whom
they deem to have an excessive number of absences; or follow the additional steps outlined in of
this policy (see section 2.3 of the WCSD Attendance Policy). Such interventions would precede
a referral to the Washington County 5th District Courts.
Chronic absenteeism:
Student misses ten (10) percent or more school days.
Absences will be assigned the following marks on PowerSchool:
T - Tardy
E - Excused Absence
X - Un-excused Absence
S - Truant
M - Medical / Chronic Illness
F - Flu
H - Homebound
C - Court / Detention
A - School Related Activity
O - Office Excused

Truancy:
A school-age minor who is enrolled in a public school shall attend the public school in which the school-
age minor is enrolled. When a student is absent from the assigned class, without parental or school knowledge and
this absence does not meet the standard of an excused or exempt absence, that student is considered truant.
Administration must meet with parents and the student to make reasonable efforts to resolve the attendance
problems (as outlined in WCSD Policy 2.3).
The local school board may impose administrative penalties on a school-age minor who is
truant. The board may authorize a school administrator, an administrator’s designee, or a law
enforcement officer acting as a school resource officer to issue notices or citations of truancy to
school-age minors who are at least 12 years old. Prior to issuance of a notice or citation, truancy
prevention and intervention must be attempted and proven unsuccessful, including those
described in Section 2.3.
The school must notify parents through mail or personal service. The notice must inform the
parent of the opportunity to contest the truancy; as well as include the procedure for doing so.
No agent of the school may issue a habitual truancy citation:
Until a student has been truant at least 5 times.
To a school-age minor who is less than 12 years of age.
If the student has at least a 3.5 cumulative grade point average and the student is 16
years of age or older.
The parent shall have the right to appeal a notice of truancy in writing to the building level
administrator within ten (10) days of being issued.
A student who is issued a truancy notice maybe referred to juvenile court and is subject to
the jurisdiction of the juvenile court.
Process for dealing with excessive un-excused absences:
When a student has accumulated several un-excused absences during the school year, the
school will contact parents by: telephone, text, e-mail, mail, or in person. An attendance
summary will be provided which includes excused, un-excused absence and tardy totals (See
Attachment: Parent Notification with Compulsory Education Requirements).
The notice to the parent shall direct the parent to meet with school authorities to discuss
the child’s school attendance problems and direct the parent to cooperate with school personnel
to secure regular attendance by the child. The notice shall provide the parent with the names or
titles of the school personnel with whom the parent is directed to meet. The notice shall tell the
parent that it is a class B misdemeanor for the parent to intentionally or recklessly fail to meet
with school personnel to resolve the problems or fail to prevent further absences without valid
excuse by the child.

If the parent does not attend the meeting, or if the meeting with the parents does not
resolve the problem and the student accumulates no less than a total of five (5) un-excused
absences, a certified or hand delivered letter home shall be sent to the child’s home. The notice
shall:
(1) describe the problem,
(2) describe necessary corrective action,
(3) explain attendance mediation options,
(4) direct the parents to meet with school personnel to discuss strategies to improve
student’s attendance, and
(5) inform the parent(s) that if the situation is not corrected a referral may be sent to the 5th
District Court for violation of compulsory education. (See Attachment: Mandatory
Parent Notification)
If the parent does not meet with designated school personnel or resolve the child’s
attendance problems following receipt from the certified letter or signed receipt of Mandatory
Parental Notification Letter, school personnel shall complete the referral form (See Attachment:
Referral for Violation of Compulsory Education & Request for Court Action), attach all required
documentation and submit this packet to the Washington County School District Director of
Student Services for review, possible resolution and/or referral to the Office of the Washington
County Attorney for violation of compulsory education.

EXCUSING STUDENTS FROM SCHOOL Students may be excused from school prior to or on the same day as the absence. If the student has
not been excused within this time frame by a parent or guardian, the unexcused absence becomes
permanent. For convenience, parents may reach the school 24 hours a day, 7 days a week, by calling:
674-1637 or by dialing 628-5255, ext. 103.
ATTENDANCE APPEAL PROCESS
1. Students who receive an NG and feel there were mitigating circumstances that should be considered
are invited to complete an Attendance Appeal Form.
2. Dissatisfaction with the committee’s decision may be appealed to the Washington County School
Board through the Superintendent.
3. Appeals will be considered on the next available work day following the end of a quarter.

PVHS ACADEMIC PARTICIPATION POLICY: Pine View High School believes that consistent and prompt attendance will greatly increase student’s opportunities to gain a meaningful and quality education. It has been shown that frequent tardiness and absences have a negative impact on student learning as well as a disruptive effect on classroom instruction. Pine View High School supports the following Washington County School Board approved academic participation principles:
Regular attendance, classroom participation, and study. Reasonable class participation in evaluating student progress. Regular and consistent social interaction in the classroom and student participation in well-planned instructional activities under the direction of competent teachers.
In accordance with these participation principles, each student will be assigned by their teachers 200 academic participation points each quarter that will be worth/weighted as 20% of the student grade. Teachers will include in their disclosures how this policy will work in their individual classrooms. Participation points will be assigned proportionally to students who check into a class after the first week of the quarter. Students who are in class and on time will have the opportunity to earn 10 points per class period. Students who are tardy miss important bell work activities/review, and will not be eligible to earn more than 5 points on that day. Students that miss class because of an unexcused absence will forfeit the participation points for that class period. Students missing class for valid reasons; i.e, parent excused absences, school activities, will not forfeit participation points for that day.
Academic participation points that are deducted during a quarter for unexcused absences can be made up. All Teachers will set up individual times for students to make up participation points. The student will be responsible to set up a way to regain participation points; this is not the teachers’ responsibility. Participation points must be made up within one week of an absence; individual teachers may make allowances for school holidays and other exceptional or compelling circumstances.
Parents and legal guardians are permitted, by Washington County School District policy, to excuse tardies for first and fifth periods only. Parents are expected to call the school attendance secretary at 435-628-5255 to excuse their child’s absence from class within two school days following the absence or tardy. We encourage parents/guardians to pick up a PVHS Educational/Family Leave Form from the attendance secretary if the student will be absent for more than three days. Parents/Guardians will be asked to meet with PVHS Administration to resolve significant attendance issues.

PVHS ACADEMIC PARTICIPATION POLICY (continued): Exceptions to the Participation Policy: The following types of absences will not receive participation point deductions:
Absences resulting from illness, if excused by a parent.
Absences cleared by a completed Educational/Family Leave Form – This form must be completed and returned to the attendance secretary prior to the student being absent in order to excuse absences.
Mandatory court appearances and/or incarceration that is verified with the appropriate documentation.
School activity/Extracurricular excused absences.
Extreme attendance cases will reviewed by school administration on a case by case basis.

may be reimbursed the $50 fee as an incentive to quickly recover the credit. This will replace the credit for graduation not the F on the transcript.
o If the student does not recover the credit by the first day of the next quarter they will be enrolled in a Basic Academic Skills class in place of an elective until they recover the credit for classes required for graduation.

EXPECTED STUDENT CONDUCT
Students are expected to behave in a manner that will be a credit to themselves and to Pine
View High School. Whether at school, or at school sponsored activities, students should be
appropriate in dress, language and behavior. Students are expected to be polite to other students
and staff members and not do anything that may place the safety of another in jeopardy. Also of
concern is the care of the building. Students are expected to behave in a manner that will keep
the school looking nice. When a student has demonstrated an inappropriate behavior, the
following steps will be taken in order to attempt to correct the inappropriate behavior and
provide the student with the best, most effective education possible.

Alcohol, possession of - It is unlawful for anyone under the age of 21 to be in possession of any
alcoholic beverage on or near school property or at a school function. (3)
Assault - Being physically violent, spitting, making threats of violence or taking indecent liberties with
another person. (3)
Arson - Malicious mischief or purposeful intent to destroy property by the setting of fire or causing an
explosion or attempting to engage in these activities. (3)
Automobile or motorized vehicle misuse - Inappropriate use of a vehicle on school property
including illegal parking, speeding, or unsafe driving. (2) (3)
Cheating - Using inappropriate means to gain an unfair advantage and enhance performance on a school
assignment or test. (1) (2)
Controlled Item: Possession of a legally controlled item by one who is underage to be in possession of said
item during the school day, or on any WCSD property, or at any school activities. (ex: e-cigarette, etc.). Item will be confiscated and student will be referred to the Fifth District Juvenile Court. The student will also be suspended from school for a period of not less than one day. Parents will be notified of any such action. (3)
Criminal Behavior: On any occasion that a student is cited or arrested during the school day, at a school activity, or on WCSD property for behavior identified as criminal behavior in the Utah Criminal and Traffic Code, the student will also be suspended from school for a period of not less than one day. Parents will be notified of any such action. (3)
Display of affection - Display of affection on school property, beyond holding of hands is discouraged. Kissing,
necking and petting will not be condoned.
Disrespect - To insult, call derogatory names, dishonor or in any other way abuse verbally or in writing any
member of the school staff or student body. (1) (2) (3)
Disruption of the educational process - Any act that distracts from, or is a disruption to, the learning
environment which should exist in the school. (1) (2)
Dress code violation - Dress that in not in accordance with established policy. (1) (2)
Drugs, Possession of - It is unlawful for anyone to possess, use, or transfer a controlled substance or over the
counter medication without proper prescription or license. (3)

Electronic Cigarettes- It is unlawful for anyone under the age of 19 to be in possession of electronic cigarettes,
vaporizors, or any device that can be utilized for the same purpose (as well as any solution(s) designed or intended for use in such a device) on or near school property or at a school function. (3)
Explosives - The unauthorized possession and/or use of explosives, ammunition and/or
incendiary devices on school property. (3)
Fighting - Aggressive, hostile physical contact between people. (3)
Harassment - Any unwelcome advances of a physical or verbal nature. Comments that are inappropriate or are
demeaning to a particular individual are also forms of harassment. (1) (2) (3)
Huffing, Possession of - The consumption or ingestion of any product intended to cause mental or physical
impairment. (3)
Insubordination - Willful failure to respond to a reasonable request made by authorized school personnel.
Intimidation - A form of harassment where words or actions are intended to intimidate another person. (3)
Obscenity - Using obscene or profane language in verbal or written form. Being in possession of or producing
inappropriate pictures, using inappropriate gestures or touching others in an inappropriate way.
Tobacco, possession of - It is unlawful for anyone under age the of 19 to be in possession of tobacco on or near
school property or at a school function. (3)
Theft - Acquisition of the property of another person without express consent. (3)
Threatening- The act of verbally, or by gesture, threatening the well-being, health, or safety of any person on school
property or at a school function. Attempts by groups to intimidate will not be tolerated. (3)
Vandalism - The act of willful destruction of property belonging to others. This includes involvement in graffiti
or tampering with the school fire alarm system. (3)
Weapons, possession or use - The act of possessing, using, or threatening to use any weapon or facsimile of a
weapon. Weapons would include but not be limited to, guns (loaded or unloaded), knives and clubs, and any other
object that could be used to inflict physical harm to another. (3)

UTAH SAFE SCHOOLS ACT [See Utah Admin Code R277-515-4] WCSD Safe Schools Policy 2110—a few specifics:
4.2. Suspension, Temporary Disciplinary Transfer (TDT) and/or Expulsion
4.2.1. A student may be subject to a TDT, suspended or expelled from the student's boundary school for any of the following reasons:
4.2.1.1. When a school official determines that reasonable time is needed to establish, further verify or document disruptive student behavior and the student’s continued presence at the school creates a threat of harm to others. Note: A student may only be suspended (short-term) under this provision.
4.2.1.2. Illegal behavior, frequent or flagrant willful disobedience, defiance of proper authority or disruptive behavior; including the use of foul, profane, vulgar, or abusive language.
4.2.1.3. Student participation in any form of criminal street gang activity as defined in Policy, on school property, or at any school-sponsored activity, or on school-provided transportation, and including: using, distributing, displaying, or selling of gang attire.
4.2.1.4. Behavior or threatened behavior which poses an immediate and significant threat to the welfare, safety, or morals of other students or school personnel or to the operation of the school, including: hazing, bullying, emotionally demeaning or assaultive behavior, physical violence, physical or sexual harassment (improper touching or inappropriate exposure of body parts, etc.). Conduct described in this paragraph is subject to discipline if it occurs on any social media platform where the conduct creates a substantial and material disruption or is reasonably foreseeable to create a substantial and material disruption at school. See WCSD Policy 2115 Non-Discrimination and Prevention of Harassment; Policy 3510 Bullying and Hazing.
4.2.1.5. Possession or use of pornographic material on school property, which includes nude or semi-nude images on personal electronic devices, sent or received by students (“sexting”).
4.2.1.6. Possession, control, or use of an alcoholic beverage as defined in Utah Code 32B-1-102.
4.2.1.7. Possession, control, use of cigar, electronic cigarette, or tobacco. See WCSD Policy 1401 Tobacco-Free School Policy.
4.2.1.8. Willful destruction or defacing of school property; behavior which threatens harm or does harm to the school or school property, to a person associated with the school, or property associated with any such person, regardless of where it occurs.
4.2.1.8.1. If a school’s property has been lost or willfully cut, defaced or otherwise damaged, the school may withhold the issuance of an official written grade report, diploma, or transcript of the student responsible for the damage or loss until the student or the student’s parent/guardian has paid for the damages or completes a program of work in lieu of payment.
4.2.2. A student shall be suspended, subject to a TDT, or expelled from school for any of the following reasons:
4.2.2.5. The commission of an act involving the use of force or threatened force which if committed by an adult would be a felony or class A misdemeanor.
4.2.2.6. Possession, control, or actual or threatened use of a real weapon, explosive, or noxious or flammable material;
4.2.2.7. The actual or threatened use of a look-alike weapon with intent to intimidate another person or to disrupt normal school activities;
4.2.2.8. The sale, control, or distribution of a drug; drug paraphernalia; imitation of a controlled substance or controlled substance as defined in Utah Code 58-37-2; 58-37b-2; 58-37a-3.
4.2.3. Long-term suspension and/or temporary disciplinary transfers shall be based on factors such as previous violations, severity of conduct, and other relevant educational concerns.

DRESS CODE (See WCSD Policy 2200)
Purpose and Philosophy: The Board of Education of the Washington County School District recognizes that every student in the schools
should have the opportunity to learn in an environment which is safe, conducive to the learning process, and free from
unnecessary disruption. To foster such an environment the following policy establishes the framework for school dress
and grooming.
Policy: Students who attend the schools of Washington County School District are expected to come to school dressed
and groomed appropriately for a learning environment and show respect for others by supporting the following dress and
grooming standards. These standards are intended to insure that every school in the Washington County School District
will be a safe place for each student to learn, free from physical or moral threats and free from intimidation by others, to
include gangs and gang appearance.
Dress and Grooming standards: The attire (apparel) and grooming of all students should be neat, clean and safe. Students have the responsibility
to avoid apparel that causes a distraction or disruption, interrupting school decorum and adversely affecting the
educational process. Students must also avoid apparel that is offensive, represents a risk, or threatens student safety.
Printed apparel is acceptable only if it is in good taste. Any apparel displaying profanity, suggestive slogans,
pictures or graphics, or promoting substances illegal for consumption by a minor, will not be allowed.
Clothes that are mutilated or immodest are not appropriate school wear. Dresses, shorts, skirts, shirts, and blouses
should be modest in length and not revealing. (Tank tops, tube tops and garments that reveal undergarments may be
considered revealing).
Hats are not to be worn in school buildings during regular school hours. Any apparel approved for school wear
should be worn in accompaniment with appropriate undergarments.
Footwear must be worn and should be safe and hygienic. Shoes, boots and sandals are considered suitable
footwear. Clothing attachments or accessories which could be considered weapons are not allowed.
Students have a responsibility to cooperate fully with clothing standards required for special classes (such as shop,
home economics, laboratories, physical education) and special school activities.
Students have the responsibility to avoid grooming that causes a distraction or disruption, interrupting school
decorum and adversely affecting the educational process. Students must also avoid grooming that is offensive,
represents a risk, or threatens student safety.
Extremes in body piercings (any piercing(s) utilizing visible adornment outside of a small, simple metal or clear
plastic post, and / or traditionally pierced ears) such as gauges larger than a number 2 pencil width or, any other visible
body, tongue, or facial piercing, or adornment will be considered extreme. Hair styles and hair colors may additionally
be considered a distraction or disruption.
Gang behavior, apparel or grooming is not appropriate at school (Reference Safe Schools Policy 2110). As gang
grooming styles and clothing continually evolve and change, the following prohibited items that have commonly
denoted gang membership or affiliation are only representative of prohibited clothing.
Additional grooming styles and apparel may be considered gang-affiliated, as identified in consultation with
school officials and law enforcement authorities. Bandannas or any article of clothing or accessory bearing gang
symbols, names, initials, insignia, or style of dress that indicates gang affiliation (ex: over length belts and long looping
chains, etc.,) will not be allowed. See additional information regarding gangs and gang related attire in the gang section
of this handbook.
Consequences for violation of the Student Dress and Grooming Policy: A student in violation of the "Student Dress and Grooming Policy" may be sent home to make the changes
necessary to be in compliance with policy. The student may return as soon as the required changes are made. Students
who dress or groom in a manner that demonstrates gang affiliation may be subject to suspension and/or expulsion.
Suspension from school may occur for continued disregard for the Student Dress and Grooming Policy.
Every school is to include the Student Dress and Grooming Policy in their student handbooks. School employees
are held to the same dress and grooming standards as the students. The administration or designee has full Washington County School District authority to interpret these standards as well as take prudent action to enforce them. Repeat offenders will be subject to suspension pending a conference with parents.

DRUGS, ALCOHOL AND TOBACCO A high school is a public, tax supported institution and is obligated to maintain and uphold the laws of the
community and state by which it is created and supported. The Utah State School Law specifically states that it is illegal
for high school students to have alcohol or tobacco in their possession. While it is true some high school students do use
alcohol or tobacco with full knowledge and/or consent of their parents, this in no way relinquishes the school of its
responsibility. School policy concerning these agents is as follows:
1. A student possessing tobacco in the school building or on the school grounds will be asked to surrender this material
to school personnel and will be referred to the Fifth District Juvenile Court. The student will also be suspended from
school for a period of not less than one day. Parents will be notified of any such action.
2. The use or possession of alcohol and drugs seriously affects a person’s behavior and will not be tolerated. If a student
is found in possession of alcohol or drugs or any over the counter product on school grounds, or during school hours, or
if a student comes to school under the influence, he/she will be suspended from school, referred to juvenile court and
recommended for expulsion for one calendar year. Parents will be immediately notified. We have a zero tolerance
policy where drugs and alcohol are concerned.
PROFANITY The use of vulgar or profane language at school or a school sponsored activity is in violation of state law. The law
requires that students guilty of this offense be suspended from school. The law allows for violators to be expelled for up
to one calendar year. Flagrant of hostile use of profanity will result in immediate suspension and recommendation for
expulsion.
HAZING The District strictly prohibits students from engaging individually or collectively in any form of hazing or related
initiation activity on school property, or in conjunction with any school activity, or involving any person associated with
the school, regardless of where it occurs. Any student who participates in hazing or a related initiation activity, or
conspires to engage in such will face immediate disciplinary action. Disciplinary action may include suspension,
expulsion, exclusion and loss of participation in extracurricular activities. In addition students who participate in hazing
may be referred to appropriate law enforcement authorities and may face prosecution.
GANGS The standard in the Washington County School District is that every school will be a safe place for each student
to learn. Each school will have a positive learning environment free of intimidation or harm from gangs or anything
related with gang-type appearance, dress, behavior, attitude or activity. Because of identification and association with
gangs, the following will not be permitted on the school campuses or at school activities: bandannas or any article of
clothing bearing gang symbols, names, initials, insignia, or anything else that signals gang affiliation. Those who violate
will be subject to discipline in accordance with the policies of the school and school district.
HARASSMENT Harassment in any form will not be tolerated. It is the intent of Pine View High School to provide an environment
for students which is free of harassment and discrimination whether based on sex, age, marital status, race, religion,
color, national origin, pregnancy or parenthood. While it is not possible to describe all forms of harassment or
discriminatory conduct, such conduct shall include jokes, slurs, innuendoes, epithets, threats, unwelcome advances,
unwelcome touching, request for sexual favors, and other verbal or physical conduct such as sexual or racially related
comments. It should be noted that shirts which contain obscene messages are considered forms of harassment. Students
who feel they have been or are being harassed in any way have the right and are encouraged to report the problem
immediately to the Principal, Assistant Principal, or Counselor.
The Principal or designated administrator/supervisor will conduct a preliminary investigation when he/she
receives an oral or written complaint, observes, or has reason to suspect harassment. A Disciplinary action for such
