—2— In accordance with Section 1.450 of the IHSA Constitution, the Terms and Conditions governing the 2019-2020 IHSA Boys and Girls Track and Field Meet Series have been approved by the Board of Directors. I. SCHOOL CLASSIFICATION A. Classifications in the IHSA Cross Country State Series will be determined according to IHSA Policy 17 (Classification System) Class 1A: 0-471.0 Class 2A: 471.01-1299.00 Class 3A: 1299.01-above B. Students with disabilities will compete in events within the Wheelchair Division regardless of school classification. A disability is a physical, visual or mental impairment which substantially limits one or more major life activity. Wheelchair Division: students who use a wheelchair for mobility or sports or those that have been classified as T/F 31-34, T51-54, or F51-57. Students who qualify for the Wheelchair Division will compete separately for place and medals, but events for this division can be held simultaneously. Students with disabilities wishing to participate in this Division must have a statement of disability on file with appropriate personnel responsible for student health issues at the student’s school. The IHSA reserves the right to request this documentation as part of the entry process. II. DATES AND SITES A. The Girls Sectional meets will be held on WEDNESDAY, May 13; THURSDAY, May 14; or FRIDAY, May 15. The IHSA T&F Administrator shall have the authority to schedule a sectional meet on Saturday when excessive travel is involved. There will be 14 sectionals in Class 1A; 11 sectionals in Class 2A and 11 sectionals in Class 3A. B. The Boys Sectional meets will be held on WEDNESDAY, May 20; THURSDAY, May 21; or FRIDAY, May 22. The Boys State Final Meet will be held at Eastern Illinois University, Charleston, on Thursday, May 28 (Class 1A prelims); Friday, May 29 (Class 2A & 3A prelims); and Saturday, May 30 (Class 1A-3A Finals). Available Sectional sites with all-weather facilities and the capability of completing Sectional meets not later than Friday will be selected. Therefore, before a Meet Referee and Manager suspend a Sectional meet past Friday, permission to do so must be secured from the administrator in the IHSA Office in charge of Boys and Girls Track and Field. Assigned Sectional Meet Referees will be supplied a phone number to contact the IHSA Administrator closer to the event. It will be posted prior to the Sectional in the IHSA Officials Center in each Meet Referees personal site. Suspended meets or events will continue from the point of interruption. The jumps, shot put or pole vault may be moved indoors, if facilities are available. III. SCHOOLS AND OFFICIALS CENTER INFORMATION, ON-LINE ENTRIES, RULES MEETING PRESENTATION, WITHDRAWAL PROCEDURE, ELIGIBILITY, AFFIRMATIVE ACTION AND REGIONAL/SECTIONAL ONLINE LIST OF PARTICIPANTS A. The policy for Original School Entry Deadlines, Late Entries, and Late Withdrawals shall be the policies and procedures regarding entry for all IHSA-sponsored sport/activities. For complete instructions, please login to the IHSA Schools & Officials Center with your Official Representative USER ID and Password. Click on the activity tracker and click the words “Entry Form” to add sports for the upcoming year. Spring Sports Entry Deadline is Feb. 1. B. On-Line School Entries All Official Representatives must login to the IHSA School Center; click on “Sport & Activity Tracker”; click on “enter your teams or individuals”. There you will select the sports and activities your school will participate in during the 2019-2020 school term. IHSA uses this information to assign schools to Sectionals after February 1 . C. Late On-Line School Entries: Any attempt to enter a sport or activity on- line after the established deadlines will be denied. Schools that wish to enter after the deadline will be considered a late entry. To be considered for late entry, the Principal/Official Representative must contact the IHSA administrative officer in charge of that sport or activity. The penalty for late entry shall be a payment of $100.00 for that sport/activity by the school. D. List of Participants Six Contest Verification (Team entries only): By checking the Six Contest Verification box, schools are verifying that the school’s boys or girls interscholastic team has participated in six boys or girls interscholastic meets during the current Boys and Girls Track & Field season. This allows teams to compete for team honors (trophy) during the state meet in accordance with IHSA By-law 3.054. Individuals or Wheelchair Athletes: Schools with only individuals competing do not check the Six Contest Verification box . Individual entries are not eligible to compete for team honors (trophy). E. REQUIRED RULES VIDEO (Head Coaches of every participating school and Officials): The Track & Field On-Line Rules Video begins December 10-March 3. Each participating school must have their HEAD COACH view and receive credit for the 2019- 2020 Track & Field rules video. To receive credit, the coach/official must view the video in their respective IHSA School/Officials Center. Refer to the Track & Field Manual for Schools for detailed instructions. NOTICE: If you coach at two different schools or you are a coach and an official, you must contact Cheryl Lowery at the IHSA Office ([email protected]), once you have been given credit for watching the presentation once so she can verify and manually give you credit for the other position you hold. Our server runs an update every evening, if you view the presentation and it doesn’t give you credit (within 24 hours) the first time, contact Cheryl Lowery at the IHSA Office. F. Breach of Contract By-Law 6.041 (Withdrawal Procedure) To withdraw without penalty, the Principal must fax or email a letter to Adela Espindola at [email protected] at the IHSA Office, notifying IHSA of the school’s withdrawal from Track and Field prior to the List of Participants deadline. If a school withdraws after the List of Participants deadline and/or does not show up for competition, the school will be charged a $100 penalty. charged for any additional financial losssustained by the offended school(s) or theAssociation as a result of such breach.

G. Eligibility All member schools in good standing mayenter an individual(s) or a team under theprovisions of IHSA By-law 3.054. In accordance with By-law 3.050, schoolsare subject to entering eligible student-athletes.

H. Affirmative Action Policy: Only boysmay participate in the boy’s competition in thestate series and only girls may participate in thegirl’s competition in the state series, except asprovided in the Illinois High School AssociationAffirmative Action Policy.

I. Sectional On-Line List ofParticipants and Coaching Staff: Pleasereview the instructions in the Manual forSchools for complete instructions. Eachschool entering the state series (whetherentering a team or individuals, or entries in theWheelchair Division) must submit its On-lineList of Participants via the Internet through theIHSA Schools Center Web Site to the IHSAOffice. This List of Participants must bereceived in the IHSA Office by 11:59 p.m.Sunday, May 10 (Girls)/May 17 (Boys). If a school does not submit the SectionalOnline List of Participants by the deadline,coaches and/or participants from the schoolwill be subject to sanctions which couldinclude, but not be limited to being ruledineligible to coach and/or athletes will beineligible to compete in the State Series.Schools which do not submit their school’sSectional Online List of Participants areconsequently ruled ineligible for the State FinalSeries and will be withdrawn from the stateseries. A $100.00 penalty fee will be assessed,and the school will be locked out from enteringthrough the School’s Center during the nextschool term.

COACHES NAMES: If a coach on your coachingstaff doesn’t appear in the drop-down menu inthe List of participants, coaches must have thefollowing information indicated in theirpersonal information under the StaffResponsibility page in your IHSA SchoolsCenter: 1) Designated as Head CrossCountry Coach or Assistant Coach 2) Designated coaching certification(ASEP/ISBE/NFHS) 3) Designated completion date forthe PES Examination 4) Designated completion date forthe Concussion Risk Management Exam Concussion Risk Management Program:Illinois State law requires all staff andofficials to pass a Concussion RiskManagement Program examination every twoyears, prior to working with students. If you work as an official, athletic director,athletic coach (head or assistant), sideline

cheer or dance coach, or marching banddirector, you must pass the Concussion RiskManagement Program examination with ascore of 80% (24 out of 30) in order to be incompliance with state law. You may take theexamination as many times as necessary toreach the 80% grade. You must retake theexam every two years to remain certified. If any of the above information is missingfrom your IHSA Schools, coaches will not beable to add their name to the online List ofParticipants and/or they will not be issuedcoaching credentials during the state final. Confirmation of Sectional Online List ofParticipants: Once you have clicked the link“Certify & Submit Entries”. An emailconfirming entries can be emailed to the HeadCoach, if they have a current email addresslisted in their coaching profile in the SchoolsCenter.

The On-Line List of Participants willprovide space for each participating school toenter its athletes into each event and to list theaccurate names of the Girls/Boys entered in theSectional meet. No more than eight (8)Girls/Boys to be entered as runners or asalternates in the relays. COACHES WILLENTER THEIR INDIVIDUALS, RELAY TEAMSAND SEEDING TIMES ONLINE. SPACES LEFTBLANK WHILE COMPLETING THE ON-LINELIST OF PARTICIPANTS MAY NOT BE FILLEDIN AFTER THE ON-LINE LIST OFPARTICIPANTS ENTRY DEADLINE.INDIVIDUALS—IN CASE OF A POSSIBILITYTHAT AN INDIVIDUAL ATHLETE WILL BECLEARED BY THEIR DOCTOR, PUT A NAME INEVERY AVAIALBLE BLANK. A SUBSTITUTIONCAN BE MADE AT THE SEEDING MEETING ONA PERSON-BY-PERSON BASIS. IT ISRECOMMENDED TO PLACE AN ATHLETESNAME IN EACH BLANK. Coaches areencouraged to bring a hard copy of their On-Line List of Participants to the Sectional seedmeeting. This list must be printed prior to theOn-line List of Participant deadline. Theoption to print will not be available after thatdeadline. Refer to the School’s Manual forcomplete instructions for completing the On-Line List of Participants. Coaches may change or decrease the totalnumber of individual entries submitted on-lineat the sectional seeding meeting. Any changesmust be made immediately upon arriving at theseeding meeting (before the results of theseeding are released to coaches). Anyindividual entry left blank during the List ofParticipants process cannot be filled at thesectional seeding meeting. Times may bechanged at the seeding meeting in any event.No substitutions or changes shall be permittedin any events after the Sectional SeedingMeeting, except in individual events, in cases ofa substitution made at the scratch meeting,prior to the start of the meet, made because ofschool disciplinary reasons, a death in theathlete’s immediate family, or a disablingillness or injury to an entered contestant. Each

substitute situation must be certified by eitherthe high school principal or attending physicianto the Sectional manager. NO CHANGES AREALLOWED TO YOUR LIST OF RELAYATHLETES AFTER THE LIST OF PARTICIPANTDEADLINE. ONLY CHANGES TO TIMES ANDINDIVIDUAL ENTRIES ARE ALLOWED ON APERSON FOR PERSON BASIS AT THESEEDING MEETING. This is probably the most important job asa coach to ensure your athletes are eligible tocompete in the IHSA State Series. Pleaseproof-read your work and double-check it.Make sure you use all of the drop down boxes(8) when completing each relay. We see timeand time again, errors that can be avoided, iftime is given to this process. (Athletes becomeineligible because the coach didn’t includethem on the Online List of Participants). Aftercompleting and certifying the Online List ofParticipants, print a copy of the completedList of Participants for your records. Take itto the seeding meeting. IMPORTANT: Make certain that it is clearif you are using F.A.T. times or manual timeswhen completing your List of Participants.Manual times are given to the higher tenth(Example 10.42 manual must be entered as10.5). To convert a manual time to F.A.T.first round up to the higher tenth and then add.24 (Example 10.42 manual would beconverted to F.A.T. as follows, 10.42becomes 10.5, then add .24 = 10.74converted). Do not enter manual times to thehundredth (round up to the higher tenth);doing so causes many problems for SectionalManagers as they seed their meet. Any track time recorded to the hundredthis assumed to be an FAT time. Therefore,ALWAYS list any manual time to the highertenth (Example, a 10.42 manual time MUSTbe recorded as 10.5). The IHSA Office will convert all times toF.A.T. prior to releasing entries to theSectional Managers. Confirmation: Coaches should login(using their User ID and password) to theirSchool Center site on the IHSA website andselect Activity Tracker. The Activity Tracker willindicate if this was completed. If the Trackerindicates not complete, then consider that anindication that the coach hasn’t clicked on thelast page of the form to Certify their List ofParticipants. IHSA will utilize the name spellings andyear in school data from the On-Line List ofParticipants for the State Final program. Ifyou notice an error after the on-line deadline,please email ([email protected]) or contactCheryl Lowery at (309) 663-6377 at the IHSAOffice. No school shall enter competitors in aSectional meet unless it intends for itsqualifiers to participate in the State Final Meetif they qualify to advance. IMPORTANT NOTE TO SECTIONALMANAGERS: You must print relay heat sheetsfor each event for each school entered in your

sectional from the computer program yourmeet utilizes. This is what your Clerk of theCourse will use to determine if the runners thatcheck in the day of the event are eligible tocompete for each school. Without theseprinted lists, your clerk will not know who iseligible (as a result being included on theoriginal List of Participants).

G. HEAD COACHES’ RULESINTERPRETATION PRESENTATION The Track and Field On-Line RulesInterpretation Presentation is REQUIRED forALL schools entering a team or anindividual(s). Every HEAD COACH and allofficials must view to receive credit for the2019-2020 Track and Field Rules InterpretationPresentation. To receive credit, the HEADcoach/official must view the presentation intheir respective IHSA School/Officials Center.While at times the on-line rules video may beaccessible in other IHSA web locations, theonly site where a school or an official canreceive credit is by logging in to theirschool/official center.

IMPORTANT NOTICE CONCERNINGREQUIRED ON-LINE RULES MEETINGS: It is important to make sure your Schools andOfficials Center is up-to-date with contactinformation. Please double check: Coaching & IHSA Member School StaffCompliance: This IHSA Schools Center staffpage is very important because if anyinformation is missing from the coachingprofile, the coach (head and/or assistant) willnot be able to add his/her name to their list ofcoaches on their List of Participants and willnot be issued credentials at the State Final.This page indicates: a. Who has been listed as coachesfor your school (School Administrator only) b. How each coach on your staff iscertified to coach (School Administrator only) c. If the coach has completed thePES Exam (one-time requirement) (Coach) d. NEW STATE OF ILLINOISREQUIREMENT: If the coach/athletic directorhas passed the Concussion Exam. Seestatement below: Concussion Risk Management Program:State law requires all staff and officials topass a new Concussion ManagementProgram (every two years) examination priorto working with students no later than thestart of the season. If you work as an official, athletic director,athletic coach (head or assistant), sidelinecheer or dance coach, or marching banddirector, you must pass the ConcussionManagement Program examination with ascore of 80% (24 out of 30) in order to be incompliance with state law. Coaches: Login to the Schools Center tomake sure you are listed as the coach for yourschool and your email address is current. Ifyou are receiving emails and your school is notgoing to participate in the Track & Field StateSeries, this is a “Red Flag” that the IHSAbelieves that your school is entered andplanning to participate. To avoid penalties, youmust have your official representative withdrawyour school by emailing [email protected] by theOnline List of Participants deadline.

Officials: Login to the Officials Center tomake sure your email address is current. This information is required for IHSA toeffectively communicate with its coaches andofficials. If you are receiving notifications fromour office, please do not ignore them. You arereceiving communications because you areentered into the state series and werequire/expect for you to meet all deadlines toremain eligible.

Track and Field Online Rules MeetingPresentation Instructions: AvailableDecember 10, 2019 through March 3, 2020.

Once the deadline passes your school willbe placed on probationary status, if the onlinerules meeting presentation isn’t reviewed byyour coach. For probationary status to be liftedfrom your school you must: Submit a $50.00 penalty fee to the IHSAOffice (you must contact Tammy Craig orBrandi Waters to process Visa, MasterCard orDiscover credit card payments or schoolchecks payable to the IHSA will be acceptableforms of payment). Upon receipt of payment,the schools center will be re-opened for yourcoach to view the online presentation. 1) Go to www.ihsa.org 2) Click on “Schools & OfficialsCenter” 3) Enter the Coaches “User ID” andthe Coaches password 4) Click on “T Activity Tracker”, Clickon “Rules Video” to begin presentation 5) View the online Rules Meetingand get credit by following the instructions inthe presentation. 6) If you exit the video presentationprior to being instructed to do so, you will notreceive credit and must watch the video again. 7) If you experience trouble gettingcredit for the Rules Meeting after you haveviewed the complete presentation, pleasecontact Cheryl Lowery at the IHSA Office toverify and issue a manual credit for the RulesMeeting. NOTICE: If you are a coach at twodifferent schools or you are a coach and also

an official, you must contact or email CherylLowery ([email protected]) at the IHSAOffice. She will give you dual credit. Youmust be listed as the coach at both schools inthe respective Schools Center for the schoolsyou are coaching for in order to receive dualcredit.

Rules Meeting PresentationTroubleshooting (once you have tried andhave failed). a. Try again on a different computer,preferably in a different location (home insteadof school, etc.) Sometimes these filesdownload badly. Going to a differentcomputer/location is the easiest way to get afresh start. b. Go back to where you clicked onthe link to start the presentation, and INSTEADclick on the link below to view the LITE version,which has no video content. Flash video can bean issue for some computers, and the liteversion takes this out of the equation. c. Individuals cannot watch thevideo on an IPad/tablet, and receive credit. d. You must click/watch every pageto advance the presentation to get credit. e. If you experience trouble gettingcredit for the Rules Meeting after you haveviewed the complete presentation, pleasecontact Cheryl Lowery via [email protected] or call the IHSA Office toverify and issue a manual credit for the RulesMeeting.

IV. HOST FINANCIAL ARRANGEMENTS

A. Host school shall pay for all localexpenses and issue checks to meet officials.Each host school shall receive a guarantee of$1,350 and must submit results via internet tothe IHSA Office. IHSA will pay for the assignedofficials through ArbiterPay. The host schoolshall retain 20% of the net income and submitremainder to the IHSA. In the event of anegative balance, the host shall be reimbursedfor the entire deficit. If admission is notcharged, the host school shall forfeit theguarantee. In addition, Sectional meets shallabide by the IHSA Royalty Policy included inthe current IHSA Official Handbook.

B. All Sectional meet expenses in ItemXI-A-1 will be paid by the host school. Hostschools must either provide shells for thestarter or make arrangements to pay them fortheir shells that they provide to start thesectional meet.

C. Neither the IHSA nor local meetmanagement will assume responsibility for anyother expenses of any kind for any meet exceptthose expenses specified above.

D. Admission Prices: 1) At Sectional meets admissionshall be: $6.00.

2) At the State Final meet,admission shall be: Daily admission-$10.00.

E. The Sectional meet revenue shallinclude the television and radio rights feescollected by the Sectional manager as providedfor in Item IX-F.

F. Rights Fees for TV and Radio: 1) Television Rights Fees to becharged by Local Managers and/or the IHSAare contained in the IHSA Television Policy. 2) Radio Fees which shall becharged are: a) Sectional = No Charge b) State Final = $50.00 3) Policies regarding royaltyrequirements for each Local Manager arecontained in the current edition of the IHSAOfficial Handbook. (See policies 31.)

V. TOURNAMENT ASSIGNMENTS ANDSEEDING MEETINGS

A. Mid-February, schools who haveentered to participate in the IHSA Track & FieldState Series will be assigned to their sectional.The assignments will be posted on the IHSATrack & Field Activities pages under the StateSeries Information and results link. If yourschool doesn’t appear in the assignments, yourschool is not entered to participate. Class 1A Series 14 Sectional Meets Class 2A Series 11 Sectional Meets Class 3A Series 11 Sectional Meets

B. Sectional Seeding Meeting: AllSeeding Meetings shall be held at eachSectional center on Tuesday prior to theSectional Meet. 1) The Sectional Seeding Meetingshall not be held during the regular school day. 2) It IS NOT mandatory for the headcoach (or another school representative) toattend the Sectional Seeding Meeting.However, all schools are encouraged to senda representative to their respective seedingmeeting. If a head coach (or another schoolrepresentative) is not in attendance at theseeding meeting, those athletes must beFAIRLY SEEDED in spite of their coach’sabsence from the seed meeting. Any coachthat chooses not to attend should senddocumentation of the times and trialssubmitted online for seeding to the sectionalhost. This information will become critical inthe event the coaches in attendancechallenge any time or trial submitted.Without such documentation, or knowledgeby the coaches present, the time or trial maybe rejected and the athlete seeded last, witha “no time” entry. Coaches not in attendanceforfeit their opportunity to question decisionsmade at the seeding meeting. 3) Calling the Sectional Host andindicating that your school will not attend theseed meeting is greatly appreciated bySectional Managers.

4) It is the responsibility of the HeadCoach to contact the Sectional Hostimmediately if for any reason they experiencean emergency situation that would not allowthem to get to the seeding meeting on time (flattire, traffic accident, etc.). Sectional managerswill provide participating coaches with a phonenumber to be used in case of such emergency.IF YOU DO NOT RECEIVE A PHONE NUMBERTHEN YOU SHOULD ASK FOR ONE.

C. Items to be considered at theSectional Seeding Meeting are as follows: 1) Heats and sections shall beassigned for the track events and flights for thefield events. The Sectional Manager shallprovide each coach attending the SectionalSeeding Meeting with a printed copy of theheats, sections and flights before concludingthe Sectional Seeding Meeting. Seed only theparticipants listed in the official IHSA List ofParticipants as retrieved from the HostSchool’s IHSA School Center. 2) The supported computersoftware to manage and score sectional trackand field meets is the Hy-Tek Meet ManagerSoftware. 3) Times submitted for seedingpurposes in all individual track events at theSectional Seeding Meeting shall be timesactually achieved at metric distances duringthe current IHSA Track and Field season. In arelay event, only a time actually achieved at themetric distance during the current IHSA Trackand Field season may be submitted forseeding purposes. Coaches may not submitcombined individual times as a relay time. 4) Marks submitted for seedingpurposes in the field events at the SectionalSeeding meeting shall be metric distancemarks actually achieved during the currentIHSA Track and Field season. 5) Indoor results from the sameIHSA T&F season may be used for seedingpurposes at the sectional meet. 6) If a boy/girl is entered in anexcessive number of events at the Sectionalseeding meeting, the local manager shallscratch the entries on the basis of the highestnumber as listed in the Table seen below. Forexample: If a girl/boy is entered at the seedingmeeting in events No. 4 (3200-M. Run), No. 8(800-M. Run), No. 16 (200 Meter Dash), No. 9(Long Jump) and No. 18 (Triple Jump), thehighest numbered event is No. 18; therefore,the competitor would be scratched from thatevent since the competitor is allowed to enterfour (4) events at the seeding meeting. 7) Schools are required to submitthe On-Line List of Participants in advance ofthe Sectional Seeding Meeting. Coaches maynot for any reason change the names in relaysthat were submitted by the deadline. They maymake a change in the relay time originallysubmitted online. Coaches may make changesto their names and times in individual events.The final and official seeding into heats andsections for the track events and into flights forthe field events will be completed at theSectional Seeding Meeting with coachespresent, AFTER all allowable changes to theoriginal entries have been made. 8) An individual entry left blankduring the on-line entry process cannot befilled at the sectional seeding meeting. 9) Any allowable changes orsubstitutions must be presented by the coachimmediately upon arriving at the seedingmeeting, and prior to the release of the finalheat sheets to the coaches in attendance.Attempting to make changes or substitutionsafter viewing the heat sheets is not allowed(except to satisfy 15a through 15e below). 10) Coaches may change or decreasethe total number of individual entries submittedon-line at the beginning of a sectional seedingmeeting. 11) If any question should arise onthe legality of an entry under existing rules atthe Sectional meet, the Sectional GamesCommittee must render a decision (no IHSArules may be set-aside or ignored). 12) Participants will be assigned toheats/sections and flights in the track and fieldevents on the basis of:(1) best times andmarks; and, (2) the composite opinion of thecoaches present at the meeting. If there is adiscrepancy, (2) is to take precedence over (1).Coaches must be able to verify times andmarks submitted for Sectional seedingpurposes in any given event if requested to doso by the Sectional Manager, Referee or bythe coaches in attendance at the SectionalSeeding Meeting. 13) Sectional Games Committee willbe responsible for making the decision whetheror not reseeding at the scratch meeting isneeded, due to scratches. After the ScratchMeeting, only the Clerk of the Course and theMeet Referee may reseed if they deem itnecessary. 14) No substitutions shall bepermitted in any event after the SectionalSeeding Meeting, except in cases of asubstitution made (in an individual eventonly) because of school disciplinary reasons, a

death in the athlete’s immediate family, adisabling illness or injury to an enteredcontestant which must be certified to by eitherthe high school principal, Official IHSARepresentative or attending physician (or theschool’s certified trainer) to the Sectionalmanager. This substitution option does notapply to relay runners, nor does it apply afterthe meet has started. Relay lists may not bechanged after the List of Participantsdeadline for any reason; therefore, coachesare encouraged to list eight names at thetime of completing their online entries. Note: In accordance with the Trackand Field Rules, a school may scratchcompetitors from individual events to makethem eligible to run on relay teams.HOWEVER, such scratches should be madebefore the Sectional meet begins.THESE RULES MUST BE FOLLOWED WHENREPLACING AN INJURED ATHLETE a) Any allowable substitutionsmust be made just prior to the Sectional meetat a scratch meeting held for that purpose. b) An athlete already entered in4 individual events may not be used as asubstitute for an injured athlete. c) The substitute shall replacethe contestant in the heat/section and laneassignment determined at the SectionalSeeding Meeting and the event shall not bereseeded only to accommodate the substitute. d) The injured contestant beingreplaced (substituted for) shall not compete inany other events in the Sectional meet. e) No such substitutions areallowed after the meet starts. 15) Sectional managers shouldadhere to a reasonable time schedule. 16) The decision(s) of the MeetReferee and Jury of Appeals shall be final inmatters pertaining to the National FederationTrack and Field Rules. Neither the IHSA Officenor the Board of Directors will review MeetReferee and Jury of Appeals decisions whetheralleged errors are due to faulty judgment ormisinterpretation of the rules (unless the Juryof Appeals has clearly exceeded its authorityand elected to ignore rules). 17) All schools participating in thesectional meets are required to make availableto the sectional host, one qualified volunteer tobe assigned by the sectional host to work themeet. Adequate and competent help is criticalto the success of all sectional T&F meets.Please help to ensure the success of yoursectional meet by providing a qualifiedvolunteer. If the school fails to provide aquality volunteer, then a coach from thatschool’s team must serve as a volunteer.This will be true even if the school only has onecoach, so head coaches are encouraged to getinvolved with their athletic director to ensurethat this obligation has been met. 18) Sectional hosts are highlyencouraged to have the appropriate device tocheck the size of each competitor’s shot duringthe implement inspection process. In recent

years many competitors have beendisappointed to discover at the state meet thattheir implement does not meet the NFHS sizerequirement and is not legal.

VI. TOURNAMENT STRUCTURE ANDTIME SCHEDULES

A. Please refer to the Inclement WeatherPolicy/Procedure included in the Manual forSchools and Mangers.

B. TIMING SYSTEM REQUIREMENTS • F.A.T. must be used for all runningevents at all sectional meets. • If the IHSA T&F administrator has nooption but to conduct any sectional meet at asite that does not have access to a F.A.T., thenonly the first and second place finishers in allrunning events in Track & Field and theWheelchair Division will be allowed to advanceto the state finals from that meet. No one willadvance to the state finals by way of meetingthe adopted qualifying standard on the basis ofa manual time. The IHSA T&F Administratorwill make every effort to identify a sectionalhost that will use an F.A.T. system. Decisionsrelated to a failure of an F.A.T. system duringthe course of a sectional meet will be made bythe IHSA Track and Field Administrator on acase by case basis. Consideration to any F.A.T.failure could only be considered if there wereofficial back up times available from meetmanagement. Without such back up times toconsider only the top two finishers will advancefrom that event to the State Meet. • A simple definition of an F.A.T. systemis one used to place and time the runners inany race which starts and stops automatically.Any timing system that requires an individualto start the system manually and/or others tostop the system, no matter how sophisticatedis not a F.A.T. system. • All sectional hosts will be required tosend the IHSA the electronic files containingthe results of their meet at the conclusion oftheir meet.

C. If at all possible, in priority ranking,Sectional meets will be conducted: (1) On 400-Meter all-weather tracks; (2) On 400-Metertracks. 8 lane tracks are preferred over 6 lanefacilities. The use of Fully Automated Timing(F.A.T.) is required.

D. At all Sectional meets, metricmeasurements shall be used in all field events.

E. Sectional Seeding: For the Sectionalmeets and the State Final meet, detailedinformation and instructions for assigningcompetitors to heats, sections and lanes in thetrack events and to flights in the field events, isincluded in the Online Seeding Instructionsdocument located on the Track & Field pagealong with the Terms and Conditions, andManuals.

1) In seeding at the Sectional, Lane4 will be the preferred lane on an eight-lanetrack (4,5,3,6,2,7,1,8) and Lane 3 will be thepreferred lane on a six-lane track (3,4,2,5,1,6). 2) If athletes from the same schoolare seeded in the same heat, they will not beseparated. To do so provides that school witha potential advantage. Athletes will compete inthe heat where they are originally seeded.

F. Order of Events-Sectional/StateFinal: The order of events for the Finals of theState Final meet will be followed in the finals ofthe Sectional meets. At all state series meetswhere competition in the Wheelchair Divisionwill occur, the designated race in theWheelchair Division will occur immediatelybefore the same race in the athletes withoutdisabilities race. At the sectional meets,there will be no prelims or semifinals in the100, 200, 100/110 high hurdles as has beenrequired in the past. These events will beseeded and conducted as a timed final withthe fastest seed times being placed in thefinal heat. The use of F.A.T. is required for allsectional meets. Only Sectional Meets usingthe required F.A.T. will be allowed to advancecompetitors to the State Meet based upon atime acquired in the sectional finals. Ifpractical, Field Events-Preliminaries and Finalsshould be run consecutively. Competitors inthe Wheelchair Division shall be integrated intothe field event preliminaries with competitorswithout disabilities. The Triple Jump shouldfollow the Long Jump as soon as one pit isavailable.

G. Weather Conditions: It is theresponsibility of the local Sectional Managerand Meet Referee to make every effort tocomplete the Sectional meet on the datescheduled. It may become necessary tosuspend an event or the meet due to severestorm or unusual weather conditions thatcause competition to become hazardous.Since time is of the essence, suspended meetsor events should be reconvened as soon as thesafety of the competitors is assured. If after areasonable delay, the Meet Referee andManager must suspend further competition forthat day, Friday night meets may be suspendeduntil Saturday.

IHSA State Final Time ScheduleAll times are dependent on the weather. IHSAwill use the IHSA Twitter account to notifyschools of any changes in the time scheduledue to bad weather.

parts. Part 1 will be Class 2A events andPart 2 will be Class 3A events. Class 2Atrack and field events will begin at 9:00a.m. Class 3A track events will begin atapproximately 12:45 p.m., or later in caseof delays. Class 3A field events should referto the complete schedule for approximatestarting times. The schedule of field eventsindicates the approximate starting times tobe used as a guide.

Format for Girls/Boys field events: ThePole Vault will utilize both runways for flights 1and 2, Flight 3 will begin as soon as flight 1 iscompleted. Thirty minutes of warm-up will bepermitted prior to the start of each flight. Both runways will be utilized in the LongJump and Triple Jump for flights 1 and 2 withthe 3rd and 4th flights following on the firstavailable runway. The Triple Jump will followthe Long Jump. Both circles in the Shot Putand Discus will be used with flights 1 and 2starting at the same time with the 3rd and 4thflight to follow on the first available ring. In the Long and Triple Jump: The winddirection will determine the layout of therunways. When practical, competitors willjump with the wind. The final designations for number offlights, runways and times will depend on the

number of qualifiers. Coaches must be alertfor the time schedule and flight assignmentsthat will be included in their school packets. If there are more than 9 qualifiers in aspecific event within the Wheelchair Division,those students will compete in semifinals onFriday. Athletes in the Wheelchair Divisioncompeting in field events will be integrated intoflights in Class 2A on Friday but will be placedwithin the Wheelchair Division for awards andadvancement to the finals. Athletes competingin the Wheelchair Division in Track events willcompete in heats immediately preceding theequivalent heat in Class 2A on Friday. Forexample, a semifinal in the WheelchairDivision. In the 100-Meter will be runimmediately preceding the 100-Meter dash runin the 2A class.

VII. ADVANCEMENT OF WINNERS

A. First and second place winners in allevents from each Sectionalmeet shall advanceto the State Final Meet. B. In addition, any individual or relayteam who equals or surpasses the qualifyingstandard in the finals of their respectiveSectional Meet, for the Class they represent, atany Sectional Meet using F.A.T., shall advanceto the State Final Meet in their Class. Note: The field event qualifying standardsabove show both the metric distances/heightsalong with the English distances/heights inparenthesis. The metric measurements will beused in determining qualifying marks for allfield events. Qualifying standards Information: a) In track events only, thequalifying standard (recorded with an F.A.T.system) must be equaled or surpassed in thefinal races. The use of an F.A.T.system is required in order to qualify from aSectional Meet to the state Meet based upontime. b) In Sectional meetspreliminaries shall be held in the Long Jump,Triple Jump, Shot Put and Discus Throw. Nine(9) contestants plus ties for ninth shall advanceto competition in the finals as stated in NFHSRule 6-2-19. Any competitor who equals orsurpasses the above qualifying standards fortheir Class shall advance to the State Final inthe Long Jump, Triple Jump, Shot Put andDiscus Throw.

c) The High Jump and PoleVault should be run as finals. The qualifyingstandard for the High Jump and Pole Vaultmust be a measured height unless the heightachieved is considerably in excess of thequalifying standard. d) The qualifying standards forthe field events are metric measurements.

D. Sectional Meets: At sectional meetsonly, preliminaries and or semifinals; in the 100and 200-Meter Dashes and the 110/100-HighHurdles WILL NOT BE CONDUCTED. Theseevents will be seeded and conducted as a timedfinal.

E. Sectional Meets: Divisionsconducting the following events will conductthem as finals at Sectional Meets: 4 x 800-Meter Relay, 4 x 100-Meter Relay, 3200-MeterRun, 800-Meter Run, 4 x 200-Meter Relay,400-Meter Dash, 300-Meter IntermediateHurdles, 1600-Meter Run, 4 x 400-Meter Relay. The winners will be chosen on the basis ofthe best time made and only one set of medalsand points will be awarded in each event.

F. Sectional Meets: The local managerwill determine the number of sections to be runby the number of entries.

G. Sectional Meets: At all Sectionalmeets, preliminaries and finals in the FieldEvents should be run off consecutively, ifpractical.

H. Sectional Pole Vault: It is preferredthat the Pole Vault be conducted at theassigned sectional site at the time of thesectional meet. However, due to increasingdifficulties in obtaining sectional sites capableof conducting Pole Vault, the Pole Vault may beconducted at a different location prior to theSectional (preferably the day before thesectional meet). If this is necessary, allschools competing must be:

a) Notified of the new locationand time of the event. b) The event must be conductedat a time that would not prohibit thecompetitors from competing in any other eventat the Sectional meet. c) A licensed Track & FieldOfficial must be present to officiate during theevent (supplied by the Sectional Manager). d) All competitors must have aCertified Coach (By-Law 2.070) accompanyingthem. e) Note: During the regularseason coaches will be required to completethe Pole Vault weight verification card at allmeets. Athletes will not be required to weigh inat these regular season meets, but the coachmust verify that the athlete has been weighedand is using a legal pole as determined by theweight of the vaulter. This card can be foundonline at IHSA.org. A weigh in will occurduring the IHSA State Series, this will includeall sectional meets. f) In the case of inclementweather, the pole vault and high jump may bemoved to an indoor location. This decision willbe made by the Meet Referee. g) All schools conducting thepole vault must use the pole vault box paddefined in NFHS Track and Field Rule 6-5-22.The pad must meet the ASTM Standard F2949.The pole vault will not be conducted withoutthis pad present.

I. Sectional Meets: Relay Races – It isthe clerk’s responsibility to verify that all relayparticipants are listed on each school’s originalon-line list of entries for that event. Copies ofthe relay lists of participants (includingalternates) must be provided by the SectionalMeet Manager developed from the IHSAOfficial online entries.

J. State Final Meet: If a school hasqualified a relay team for the State Final, thenames of the eight (8) runners who are entered

in the relay must appear on the On-Line List ofParticipants submitted to the Sectional MeetManager and the IHSA Office. If a school qualifies a relay team for theState Meet, the four (4) designated runners inthe semis or finals must be from the eight (8)runners who were listed on the On-Line List ofParticipants submitted to the Clerk of Course atthe Sectional meet.

K. State Final Meet: A competitor mayparticipate only in those individual events in theState Final meet for which they have qualified inSectional competition.

L. State Final Meet: In the track events,nine (9) competitors or teams will qualify forthe finals to be run on Saturday except in the800-Meter Run, 1600-Meter Run and 4 x 800-Meter Relay where 12 will qualify for the finals.The 3200-meter run will be run in sections onSaturday. M. State Final Seeding: In seeding thesemifinals in running events at the state finalmeet, the top qualifier in each event from thesectional will be placed in the last heat, and theother top qualifiers from the sectionals will beplaced in the heats by time. Seeding for thefinal in each running event shall be as follows:1) Heat winners, according to their times, 2) allother qualifiers, according to their times.Qualifiers from the same school in an event willnot be separated.

N. Qualifying For Finals at the StateMeet: At the state final, in the semifinals of allrunning events, (In both the Athletes WithoutDisabilities Division and the WheelchairDivision if needed) the winner of each heatadvances to the finals, and the remainingqualifying positions will be filled on the basis oftime.

O. State Final Meet Ties: In case of atie in the semifinals of the 100-Meter Dash, 100or 110-Meter High Hurdles, and the 200-MeterDash that would qualify more than nine (9)competitors for the Finals; Rule 4-5-4 will befollowed. The tying competitors shall competeagain for the available lane(s). In case of a tie in the semifinals of the300-Meter Hurdles, 400-Meter Dash, 4x100-Meter Relay, 4x200-Meter Relay, and the4x400-Meter Relay, that qualify more than nine(9) competitors or teams for the Final; two finalsections shall be run and the final places will bedetermined on the basis of time. The runnersor teams with the best qualifying times will beplaced in the second section with at least three(3) runners or teams in the first section. In case of a tie in the semifinals of the800-Meter Run, 1600-Meter Run, and the3200-Meter Relay that would qualify more thantwelve (12) competitors or teams; all tyingcompetitors or teams will be assigned to thefinal race. Positions of the tying competitors or

teams will be drawn and assigned as indicatedin the State Final Seeding. NOTE: If competitors have identical timesrecorded to 1/100th of a second, then timing to1/1000 of a second will be used to break all tiesto determine advancement and to determinefinal places.

P. State Final Meet: In a relay event, nosubstitute is permissible after a false start.Alternates listed on the relay team card are notcharged with participation in a relay eventunless they actually become a competitor in therelay.

Q. State Final Meet: The GamesCommittee, in conjunction with the Head FieldReferee, Head Pole Vault and Head High Jumpjudges shall announce the starting heights inthe High Jump and Pole Vault for thepreliminaries Tuesday previous to the StateMeet on the IHSA Web Site. Competitors willbe permitted to warm up at a lower designatedheight, but this must be done before the timescheduled for the start of the event.

R. State Final Meet: The GamesCommittee shall approve definite qualifyingheights for the Pole Vault and High Jump andonly those competitors who clear the qualifyingheight in the preliminaries shall compete in thefinals. The qualifying height is subject to thenumber and strength of entries.

S. State Final Meet: In the Shot Put,Discus (in both the Athletes WithoutDisabilities Division and the WheelchairDivision), Long Jump and Triple Jump, twelve(12) competitors plus ties for twelfth place willadvance from the Preliminaries to the Finals asstated in NFHS Rule 6-2-19. T. State Final Meet: In the Pole Vaultand High Jump, a minimum of nine (9)competitors will advance from thePreliminaries to the Finals.

U. State Final Meet: In both thesemifinals and finals in the throws andhorizontal jumps, measurements shall be madeafter each trial. In the Finals, in the throws and thehorizontal jumps, a measurement andannouncement will be made after each trial.

VIII. TOURNAMENT RULESHost schools must have an AEDavailable and on site at all IHSApost season contests.

A. The current edition of the NationalFederation Official Track and Field Rules will befollowed insofar as those rules apply to theevents in which there is competition, unlessotherwise specifically indicated in these Termsand Conditions or in other IHSA documents.

Note 1: Starting Blocks: Blocks that areadaptable to the track surface without potentialdamage to the surface may be used bycontestants; otherwise, starting blocksprovided by the management must be used bythe competitors.

B. In accordance with IHSA By-laws2.020 and 2.070, all schools are required tohave a qualified coach and/or facultyrepresentative present at all times during ameet and be available for assignment as mightbe required by the local meet manager. If aschool does not have a qualified coach and/orfaculty representative present at the Sectionalsite or the State Final site during warm-ups orcompetition that school’s competitors shall notbe permitted to participate. Note: Schools are reminded that onlycoaches and faculty representatives who meetthe provisions of IHSA By-laws 2.020, 2.070-2.079 and who are listed on the school’s “Listof Participants” shall be permitted to serve inthose capacities at the Sectional and State Finalmeets.

C. Participation Limitations: 1) As stated in IHSA By-law 5.152,an individual contestant shall be permitted toparticipate in a maximum of four (4) trackand/or field events. 2) A contestant officially becomes acompetitor when the competitor or the relayteam of which he/she is a designated runnerreports to the Clerk of Course or to the Judgefor a field event. a) The eight (8) runners listedfor each respective relay obtained from the On-Line List of Participants by the SectionalManager are the only eligible runners in therespective relay. There can be no change in thenames of runners in a respective relay after theOn-Line List of Participants has beensubmitted (it is permissible to change any time,including a relay time, at the seeding meeting).The Sectional Manager will not make anychanges in relay runners at the seedingmeeting. Nor will there be any changes fromthe list of runners submitted on the On-LineList of Participants allowed at the State Final inthe event the school’s relay team advancesfrom the sectional to the State Final. b) At the Sectional seedingmeeting, a school may change or scratch itsentries in the individual events. c) The Sectional Manager willsubmit the runner information for eachqualifying relay to the IHSA Officeelectronically, in addition to all individual eventqualifiers when completing the On-LineSectional Qualifiers Data. 3) If an individual contestantexceeds participation limitations in theSectional or State Final meet, he/she shallforfeit all individual and team points earned inany events in which they competed and inaccordance with the rules, he/she shall be

disqualified from further competition in thestate series.

D. Uniform: Competitors shall wearschool issued or school approved track andfield uniforms that meet the IHSAinterpretations that follow: 1) NFHS Rule 4-3-1 — One or two-piece bodysuits, similar in color can be worn.Stripes down the side of the uniform will not bean issue. Once a running event or a field eventhas begun, there can be no disqualification forimproper uniform. Competitors must competein a school issued or school approved uniformthat complies with NFHS Rule 4-3-1. It is theresponsibility of the meet referee, starter, clerkof the course, and/or the respective field eventhead judge to inspect competitor uniformsprior to the start of the race or field event. Theyare not to knowingly allow a competitor in anillegal uniform to participate in the race or fieldevent. If a field event judge or clerk of thecourse is uncertain whether a uniformcomplies with NFHS Rule 4-3-1, the clerk of thecourse or judge shall obtain a ruling from themeet referee or starter before starting theevent. Referee, Starters, Clerks of the Course,and field event judges must be aware thatschools may have multiple uniforms that theyissue to their athletes. Athletes from the sameschool may participate in the same event indifferent school issued uniforms. If acompetitor changes from an inspected uniformto jersey, shorts, undergarment(s), and/or anyother unapproved items, and competes in themeet in an illegal uniform, the athlete isdisqualified from the event and the meet forunsportsmanlike conduct. 2) NFHS Rule 4-3-2: In relay races,the clerk of the course, referee or starter shallnot disqualify a team if the uniform worn by allrunners is not identical. The color of the shortsfor all relay runners and the color of the trackjersey (singlet) for all relay runners must besimilar. The printing, design and/or lettering onthe track jersey (singlet) must be such thateach relay runner’s school can be easilyidentified, and that as a person views the fourtrack jerseys (singlets) together, they appearsimilar and the relay runner’s team is easilyidentified. 3) Contestants wearing jewelry willbe permitted to compete. Narrow headbandsto keep the hair from interfering with thecontestant’s vision will be permitted.Contestants with painted bodies or faces aswell as costumes, adornment or items deemedunsafe will not be permitted to compete norparticipate in awards ceremonies. Medicalalerts must be worn so they are visible. 4) Watches may be worn bycompetitors during track and field competition.

E. Field Events: Local Managers shallnot permit a contestant to participate after theevent judge has declared an event closed. Inthe field events, trials must be taken in orderlisted. If accommodations must be made

because of a conflict, the competitor mustconsult with the head event judge in advanceof, not after, the listed order of participants. If a conflict has forced a competitor tomiss his/her scheduled trial(s) in the HighJump or Pole Vault, he/she shall be given anallowance not to exceed five minutes aftercompetition has been completed for his/herflight at the last height attempted in his flight.If he/she reports after this five-minute period,he/she shall be considered as having passedthat height. In all other field events, he/sheshall have a five-minute allowance after thetrials in his/her flight have been completed. In the Pole Vault and High Jump, the one-minute allowance for a trial, as prescribed inthe NFHS Rule Book will start when thecrossbar has been properly positioned for eachjump/vault. In the Long Jump, Shot Put, TripleJump and Discus Throw, the one-minute timeallowance in the NFHS Rule Book for the trialwill begin when their name is called for thetrial. In the Long Jump, Shot Put, Triple Jumpand Discus Throw, the judges shall measureand announce the distance after eachsuccessful throw in the preliminaries andfinals. *In the Shot Put and Discus Throw athrowing sector of 34.92 degrees will be used.

In the Wheelchair Division the followingmodifications will apply. Students will be allowed to compete inthrowing events from their wheelchair or froma throwing-specific chair (“field chair”). Thefield chair must comply with the Adaptive Track& Field USA (ATFUSA) and World ParaAthletics (WPA) rules, or must comply with thefollowing standards: The field chair sitting surface includingthe cushion must not exceed 75 cm in height If the field chair has a holding bar, it mustbe fixed (no articulating joints) No part of the field chair may be outsidethe circumference of the circle

For shot put and discus, the wheelchair orfield chair must remain stationary during thecompetition. The athlete may have an individualhold the chair during the throw to preventmovement. The wheelchair or field chair maybe anchored with straps to stakes in theground. The stakes and straps may be in oroutside the throwing circle. The athletes mayuse non-elastic straps to anchor them into thechair. Athletes may compete with one or bothfeet on or off the ground. If the athletecompetes with a foot on the ground, the footmust be inside the circle and the athlete’sbuttocks may not rise off the seat of the chairuntil the implement lands. The size and weight of the discus and shotfor the Wheelchair Division shall be the sameas used for all other female or maleparticipants.

F. Running Events: 1) The 400-Meter Dash (in both the

Able-Bodied Division and the WheelchairDivision), 200-Meter Dash, 300 Hurdles 4 x100-Meter Relay and the 4 x 200-Meter Relayshall be run in lanes all the way. The start willbe from staggered positions figured for one,two and four turns, respectively. 2) In the 4 x 400-Meter Relay, thefirst runners shall start from positionsstaggered for three (3) turns and shall run thefirst leg in lanes. After the first batonexchange, the second runner will run oneadditional curve staying in his respective laneand may cut for the pole position provided heis one full running stride ahead (approximately7 feet) as provided in Rule 5-13-2. The lanesfor the remaining exchanges will be determinedby the “off the curve” system mentioned inRule 5-10-11. 3) The 800-Meter Run (in both theAthletes without Disabilities and theWheelchair Division) and the 4 x 800-MeterRelay will be run in alleys. In races run inalleys, seeding will be non-serpentine from theoutside in. 4) In the 110-Meter High Hurdlesand the 300-Meter Intermediate Hurdles, thespace between each hurdle shall be asprescribed in Rule 5-3-8. 5) The 100-Meter Dash (in both theAthletes without Disabilities and theWheelchair Division), and 100 and 110-MeterHurdles will be run in straight lanes with therunner competing and finishing in the samelane they started in. 6) The 1600 and 3200-Meter Runswill start from the International (waterfall) startline. These races will not be started in alleysduring the state series.

7) Wheelchair Division Athletes, mustcompete in a manually operated wheelchairand must propel themselves. Students may usea wheelchair or track (racing) chair forcompetition. It is recommended that athletesuse a track (racing wheelchair) for racingevents. If a track chair is used, it must meet thefollowing specifications: • A wheelchair has a maximum of fourwheels. • The diameter of the two largestwheels (including inflated tire) does not exceed28 inches • For a track chair, the third wheel’sdiameter does not exceed 20 inches (includinginflated tire) and is not smaller than 10 inches.Only one push rim shall be attached to eachlarge wheel. • The chairs seat, including cushion,shall not exceed 25 inches in height. • The athlete, when in a racing chair (onor off the track) shall wear an approved bicycleor wheelchair racing helmet. • The hub of the wheelchair’s frontwheels must be completely behind the verticalplane of the starting line at the beginning of therace. • If an unsafe situation or mechanicalfailure should occur during the race, acompetitor may be assisted back into his/her

chair by a bystander in order to continueracing, if requested by the athlete. No forwardassistance or momentum should be provided. • The finish is determined by the hub ofthe front wheels breaking the vertical plane ofthe finish line. • If not specifically mentioned in thisdocument the chair shall comply with AdaptiveTrack & Field (ATFUSA) and World ParaAthletics (WPA).

G. Reporting To Clerk of Course: At theState Final Meet 1) All contestants in each runningevent shall report to the Clerk’s Tent at the firstcall for that event. Hip numbers for theelectronic timing system will be given to allcompetitors when they report. Raceinstructions shall be given to competitors in allheats after they have received their hipnumbers. 2) A running event is consideredclosed when the Head Clerk has taken the finalroll call in the Clerk’s tent. Contestants mustreport to the tent upon hearing the first call.There will be only a first call and a final call.The final roll call will take place at or around thefinal call and after final instructions have beenprovided by the clerk’s staff. Contestants whofail to be present for the final roll call shall notbe allowed to participate in the event. TheHead Clerk, who will ultimately take the finalroll call, will have the authority to determine ifa contestant will not be allowed to run resultingfrom a late check-in. It is clearly theresponsibility of the coach and athlete to reporton time. The Head Clerk’s decision in thisregard cannot be appealed. 3) The Assistant Referee/Conflicts(field events/running events) will have theresponsibility to oversee these conflicts andwill have the final authority on disqualificationsrelated to conflicts. These disqualificationscannot be appealed.

H. Official Times at State Final Meet: 1) The Official Times at the StateFinal meet shall be the F.A.T. (Fully AutomaticTimes) recorded in 1/100 seconds and ifneeded, any MT (Manual Times) will berecorded in 1/10 seconds after rounding up tothe next highest (slowest) tenth of a second, asrequired in the Track and Field Rules. TheseOfficial Times will be used for advancement,seeding and placement in an event. If in thesemifinals there is a tie for the last qualifyingposition(s) for advancement, F.A.T. times to1/1000 and manual times to 1/100 will be used.For example, such times will be recorded as11.24(6) and 11.24(7). These times will beofficially recorded as 11.24. If F.A.T. times arenot available for all heats or sections of a race,the Manual Times will be the Official Timesused for advancement, seeding and placementin an event. 2) Place results by the finish judgeswill not become official until the F.A.T. pictureof the race, if available, has been reviewed by

designated officials immediately after eachrace.

I. Games Committee: A SectionalGames Committee must be appointed for eachSectional meet. The Sectional GamesCommittee shall be comprised of the Sectionalmanager and four (4) head coaches present atthe Sectional Seeding meeting. The SectionalGames Committee shall render a decision onquestions that might arise on the day of theSectional meet regarding the legality of anentry under existing rules. In accordance withRule 3-2-4, the Sectional Games Committeeshall act as the final Jury of Appeals for all finalappeals of officials’ decisions. At the StateFinal Meet, the Jury of Appeals shall act inaccordance to National Federation Rule 3-5. Note 1: All appeals of officials’ decisionsshall be submitted in writing to the Jury ofAppeals by the head coach within 30 minutesof posting the results of the event. Note 2: In ruling on such final appeals ofofficials’ decisions, the Jury of Appeals shalldetermine if a rule has been misapplied(judgment calls are not appealable). The Juryof appeals shall not set aside or waive theprovisions of any Track and Field Rule or IHSAState Series Term and Condition. Note 3: The decision(s) of the MeetReferee and Jury of Appeals shall be final inmatters pertaining to the National FederationTrack and Field Rules. Neither the IHSA Officenor the Board of Directors will review officials’or Jury of Appeals decisions whether allegederrors are due to faulty judgment ormisinterpretation of the rules. Note 4: No IHSA or NFHS rule may beset-aside or ignored by the GamesCommittee/Jury of Appeals.

J. Conduct: Unsportsmanlike conductby coaches or contestants or the use of profanelanguage by coaches or contestants will not betolerated and shall be penalized under theprovisions of IHSA By-laws 3.140, 6.011 and6.012 and in accordance with the Track andField Rules. 1) In accordance with the provisionsof IHSA By-law 6.033 and the Track and FieldRules, the decisions of the Meet Referee andGames Committee shall be final.

K. Scoring: 1) Sectional Meets: In the Sectionalmeets; six (6) places will be counted indetermining the winning team. First, second,third, fourth, fifth and sixth places will count10, 8, 6, 4, 2 and 1 points, respectively. Pointsin the relay events will be scored the same aseach of the individual events. In addition,schools entering only individuals will notscore team points. In the traditionalsectional meet, team points will be awardedonly to schools that are entered as a teamand have competed a minimum of 6 timesduring the current season.

2) State Final Meet: In the StateFinal meet, nine (9) places will be counted indetermining the team order. First, second,third, fourth, fifth, sixth, seventh, eighth andninth places will count 10, 8, 7, 6, 5, 4, 3, 2 and1 points, respectively. Points in the relayevents will be scored the same as each of theindividual events.Schools entering only individuals will notscore team points. Team points will only beawarded to schools that are entered as ateam and have competed a minimum of 6times during the current season. 3) Combined Championship: a. The Combined StateChampionship will consist of schools,regardless of class, with athletes competing inthe Track and Field State Championship alongwith students competing in the WheelchairDivision. Team points will be awarded tocompetitors in the Wheelchair Division andcombined with the points earned by theirteammates in the Track & Field State Finals inorder to determine a Combined StateChampion. A Combined State Championshipwill only be awarded if the following conditionsare met: • During the 2019-2020season, there must be at least eightparticipants in the Wheelchair Divisionadvancing to the State meet. b. If the condition is met,athletes in the Wheelchair Division may beeligible to earn points toward the CombinedState Championship as follows: • There must be at least threecompetitors entering an event in theWheelchair Division. • Students in the WheelchairDivision may compete in up to four events butmay only earn points in two events. Eachstudent’s top two results will be eligible tocount for the Combined State Championshipscore. • Points awarded in theWheelchair Division will be based on thenumber of participants as provided in thefollowing chart:

c. Any school with a studentcompeting in the Track and Field StateChampionship along with students competingin the Wheelchair Division will be eligible forthe Combined State Championship. The six-contest requirement (Section III.D) will notapply to participants in the WheelchairDivision.

d. The score applied todetermine the Combined State Championshipwill be the total of all points for studentscompeting in the Track and Field StateChampionship with students competing in theWheelchair Division. Team Medallions andTrophies will be presented to the first, secondand third place teams at the State Final meet forthe Combined State Championship. e. The Combined StateChampionship is an officially recognized IHSAState Championship. f. Whether or not a CombinedState Championship is awarded, students withdisabilities will be eligible for Individualawards. 4) Scoring of Ties: In the Sectionaland State Final meets, after the tie breakingprocedures have been applied, if individuals orrelay teams are tied for any of the places forwhich points are scored, the points earned bythe tied competitors or teams shall be split.Ties in the High Jump and Pole Vault shall bebroken as provided in NFHS Rule 6-3-2b. Tiesin the Long Jump and Triple Jump shall bebroken as provided in NFHS Rule 6-3-2a. Tiesin the Discus Throw and Shot Put shall bebroken as provided for in NFHS Rule 6-3-2a.Also, in all running events, ties for secondplace at sectional meets must be broken perNFHS Rule 3- 8-3 in order to determine whowill advance to the State Meet. Note: In the State Final meet, inbreaking ties for the first eight places in theHigh Jump and Pole Vault, the provisions ofNFHS Rule 6-3-2b shall apply. However, if anyties are broken on the basis of the number of“misses”, only those “misses” recorded duringthe finals shall be considered. L. State Final Records: 1) Any records established in theState Final Meet will be considered as the Class1A, 2A, 3A, Wheelchair Division and/or all-timestate high school outdoor record for the event.Marks established in meets other than theState Final Meet will not be considered forapproval as a class or state high school record. 2) Records established in the PoleVault, High Jump, Shot Put, Triple Jump andLong Jump at the State Final Meet will also berecognized as state records in situations whereany of these events are held indoors. 3) National Interscholastic Recordsmust conform to the provisions outlined inRule 10 of the current Track and Field RulesBook. Note: The Metric Records in Boysand Girls began in the 1980 Boys State FinalTrack and Field Meet.

M. Special State Final Meet Provisions: 1) The Discus Throw and Shot Putwill be from concrete surfaced rings. The HighJump, Pole Vault, Triple Jump and Long Jumpareas are surfaced with all-weather material.The track is surfaced with all-weather material.The indoor facilities at Lantz Fieldhouse are

surfaced with a “Mondo Super X” typesubstance. Contestants will be permitted towear spikes no longer than one-quarter inch(1/4”) or rubber-soled shoes. 2) Seeding for the High Jump forSaturdays State Finals will be achieved byusing the finalists’ sectional performances (notby using the performances from the Thursdayor Friday prelims). 3) School Packets: State FinalQualifier Packet Pick-up Times: IHSA Staffwill be available during the following times forpacket pick up. Class 2A and 3A teams whoplan to attend the 1A state final must pick uptheir team packets (bib numbers are your onlyticket for free access to O’Brien Field): Wednesday: 4:00 p.m.—7:00 p.m. at thesouth ticket window on the west side of O’BrienField Thursday: 8:00 a.m.—6:00 p.m. at thesouth ticket window on the west side of O’BrienField. Friday: 7:00 a.m.—1:00 p.m. at the southticket window on the west side of O’Brien Field.Unclaimed packets will be available at the northticket window on the west side of O’Brien Field. 4) Relay Designation: The four (4)designated runners who will participate in therelay shall be designated when the relay team iscalled and reports to the Clerk of Course. 5) Thursday Practice and Warm-upat Eastern: Please refer to the State FinalInstructions in the back of the School andManagers Manual for details. Schools shallobserve any restricted areas that might alreadybe prepared for use only during the State Finalmeet. 6) Awards Presentation:Immediately following the Finals in an event,competitors shall report to the award stand forthe awards presentation in that event.Competitors also must be at the awards standduring this time for the Official Photograph ofthe event award winners.

N. Pole Vault Requirements 1) Contestant Weigh-In a) Sectional: A weigh in willoccur during the IHSA State Series, this willinclude all sectional meets. Each contestant inthe pole vault shall be weighed on site inadvance of the competition. Contestant shallweigh in wearing their school issued uniform,and any clothing in addition to the schoolissued uniform that will be worn while vaulting,i.e. shoes and helmet. The combined weight ofthe person, all clothing, shoes and helmet willbe the “competitor’s weight” used to determinecompliance with NFHS Rule 6-5 inclusive.Competitors must be weighed in prior to thestart of the event. The “competitor’s weight”shall be listed on the flight card for pole vault.Judges shall check the manufacturer’s polerating with the “competitor’s weight” prior toeach vault. b) Pole Vault State Final: Eachcontestant in the pole vault shall be weighed inadvance of the competition in the prelims only.

Contestants will not be weighed in on Saturdayof the state finals. Contestant shall weigh inwearing their school issued uniform, and anyclothing in addition to the school issueduniform that will be worn while vaulting i.e.shoes and helmet. The combined weight of theperson, all clothing, shoes and helmet will bethe “competitor’s weight” used to determinecompliance with NFHS Rule 6-5 inclusive. Atthe State Finals every pole vaulter will weigh inat the hospitality tent, located in the south eastcorner of O’Brien Field. The “competitor’sweight” shall be listed on the flight card forpole vault. Judges shall check themanufacturer’s pole rating with the“competitor’s weight” prior to each vault. 2) Pole Vault Coaches Area a) Sectional: An area will bedesignated for pole vault coaches. b) State Final: An areadesignated at the retaining fence on the eastside of O’Brien Field near the respective landingpit(s) pole vault coaches competing in therespective flight/finals shall be designated atthe retaining fence on the east side of theO’Brien Field near the respective landing pit(s). Note: During the regular seasoncoaches will be required to complete the PoleVault weight verification card at all meets.Athletes will not be required to weigh in atthese regular season meets, but the coachmust verify that the athlete has been weighedand is using a legal pole as determined by theweight of the vaulter. This card can be foundonline at IHSA.org. A weigh in will occurduring the IHSA State Series, this will includeall sectional meets. 3) High Jump Coaches Area State Final: An area will bedesignated for High Jump Coaches near theHigh Jump Area. Schools who qualify a HighJump athlete will receive a High Jump pass toaccess the area. It is not a ticket of admission.It must accompany a coaches wristband togain access to the Southeast gate in O’BrienStadium. Coaches may purchase a wristbandfor $20.00 (2-day access) at the team packetpick-up window during packet pick-up hoursonly.

IX. TOURNAMENT POLICIES

A. Passes for the State Final Meet: 1) A contestant number will beissued to each competitor who qualifies for theState Final, and it will admit contestant to thefacility. The athlete must be wearing thenumber before gate keepers will allow entryinto the stadium. 2) Rules for CoachesWristband/Pass a) Coach must be on the List ofParticipants in the IHSA Schools Center b) Coaches must meet allrequirements (Listed on LOP; credit for PESand Concussion Exam). c) and each school mustindicate how each coach is certified to coach

and select how they are certified to coach ineach coaches IHSA Schools Center Note: Only coaches who arelisted on the On-line List of Participants will beissued a coaches wristband according to thisformula: 1-5 qualifiers, school receive two (2)coaches passes; 6-10 qualifiers, schoolreceives three (3) coaches passes; 11-abovequalifiers, school receives four (4) coachespasses. No more than four (4) Coach Passeswill be issued to any school.

B. Mechanical Noisemakers: Allmechanical noisemaking devices shall beexcluded from the facilities (this would includethe vuvuzela, the horn common at World Cupsoccer events).

C. Signs and Banners: The display of signs, banners,placards or similar items at IHSA state seriesevents is permitted, provided: a) They are in good taste andreflect good sportsmanship in their messageand use; b) They reflect identification andencouragement to participants and theirschool/community; c) They are not displayed on thefield of play or in a manner which interfereswith competition; d) They do not obstruct theview of participants or spectators; and, e) They are not safety hazards.

D. Damage to Property and Equipment:If contestants or people from any schoolentered in a state series meet are found guiltyof carelessness or maliciously breaking,damaging, or destroying property orequipment belonging to the host school, suchschool shall be held responsible for costsincurred in replacing or repairing such propertyor equipment.

E. State Final Practice: 1) On Wednesday afternoon, 1Acompetitors will be permitted to warm-up onthe track from 4:00 p.m. until 7:00 p.m., andbetween 8:00 a.m. and 10:00 a.m., onThursday morning. On Thursday night fromapproximately 5:00 p.m. until 7:00 p.m.(approximately 30 minutes following the 1Ameet), the track will be open for 2A and 3Acompetitors for practice. On Friday morningthe track will be open for 2A and 3Acompetitors from 7:00 a.m. until 8:30 a.m.On Saturday morning the track will be openfrom 7:00 a.m. until 8:45 a.m. for warm-ups.The track will be cleared after these specialwarm-up times. Contestants shall not use thespace inside O’Brien Field for warm-up orpractice on the days of the State Final exceptat the above designated times. The track willbe cleared promptly at 7:00 p.m. onWednesday and Thursday after all specialwarm-up times.

NOTE: Schools may use the track andfield facilities at O’Brien Field for practice andwarm-up. These practice sessions are not theresponsibility of the IHSA or of EIU. Athletesand coaches use the facilities to practice attheir own risk. Coaches will be responsiblefor the safety of their athletes/staff. Coachesmust be aware of the weather and reactaccording to IHSA severe weather safetyguidelines. (If it roars, go indoors!). 2) Contestants warming up at otherthan the above times during the meet may usethe southeast area behind the tennis courts andthe area behind the East bleachers or LantzField house but shall not use unauthorized oroff- limit areas. 3) Field Event Warm-up: The HeadJudge in each field event will conduct amaximum 15-minute warm-up prior to thebeginning of competition in each flight in thefield events. Competitors who report promptlyto the Head Judge may participate in thiswarm-up. Exception: The discus competitionwill be permitted a 20-minute warm-up period.

F. Media Requirements: 1) Provide Space: Space shall beset aside to provide for news mediarepresentatives covering the state serieswhether they are from newspapers, radiostations, over-the-air television stations and/orcable television stations. 2) Radio and TV Originators: It isthe responsibility of the local Manager toaccept applications, approve requests tooriginate, collect proper rights fees payments(where required) and make cancellationrefunds for television and/or radio play-by-playoriginations, according to the IHSA Televisionand/or IHSA Radio Broadcast Policy. a) Television Rights Fees forall levels of competition below the State Finallevel shall be paid to the host school and shallbecome part of the revenue to be shared by themember school(s) and the Associationaccording to the financial terms stipulated inthese Terms and Conditions. b) Radio Broadcast RightsFees are not required for any level ofcompetition in this series below the State Final.Local Managers shall permit radio play-by-playoriginations of the competition. c) Television and/or RadioStations which do not apply in advance, orwhich do not pay required rights fees prior tothe start of competition in each respective levelin this state series shall not be givencredentials nor allowed access to the facility tooriginate. Sponsors of the originations fortelevision and radio shall be only those sostipulated in the respective IHSA Television andBroadcast policies. 3) All media requirements for theState Final meet shall be handled through theIHSA Office. 4) Local tournament managers shallbe responsible for reporting state seriesinformation and results to the IHSA Office and

the news media as stipulated in printedinstructions received from the IHSA Office.

G. Tobacco Products The use of tobacco or liquid nicotineproducts in any competition area, either duringa practice or while a contest is in progress, oraffiliated property of any IHSA state seriescontest by any coach, player, any other personconnected with a team, or fan shall beprohibited. State series hosts are required tomake all state series contest sites and anyaffiliated property, including parking lots, fanaccommodation areas, and other school orevent venue property, tobacco/liquid nicotinefree zones on the date or dates of any IHSAevent being held at the site.

H. Use of Inhalers A student with asthma may possess anduse his/her medication during an IHSAcompetition, while under the supervision ofschool personnel, provided the school meetsthe outlined procedures of self-administrationin the Illinois School Code.

I. Alcoholic Beverages and IHSA StateSeries The possession, distribution, sale and/orconsumption of alcoholic beverages areprohibited at the site and on any affiliatedproperty of any IHSA state series contest. Stateseries hosts are required to make all stateseries contest sites and any affiliated property,including parking lots, fan accommodationareas, and other school or event venueproperty, alcohol free zones on the date ordates of any IHSA event being held at the site.Violation of this policy by an event host willsubject the host to a penalty for violation ofIHSA By-law 2.020. Such penalty may includebut not necessarily be limited to prohibitionagainst subsequent event hostingassignments. Violation of this policy by a non-hosting member school will subject the schoolto penalty for violation of IHSA By-law 2.020.Patrons of any IHSA state series contestdetermined to be in violation of this policy willbe removed from the premise, and lawenforcement officials will be called aswarranted. No ticket refunds will be granted insuch cases.

J. Prayer at IHSA State Series Contest:Prayer at an IHSA event that takes place overthe public address system is not allowed.

X. AWARDS

A. Sectional 1) Individual: At the Sectionalmeets, medals will be awarded to the first six(6) place winners in each individual event andrelay event in both the Athletes withoutDisabilities Division and the WheelchairDivision.

2) Team: A plaque will be presentedto the school winning the team championshipat the Sectional meets. 3) Duplicate Awards: An order formfor Duplicate Awards can be found in theManual for Managers posted online throughthe IHSA Schools Center.

B. State Final 1) Individual: At the State Finalmeet, medallions will be awarded to the firstnine (9) place winners in each individual eventin both the Athletes without Disabilities and theWheelchair Division and relay event. In case ofties, duplicate individual awards shall bepresented. a) State Final place winners areto appear at the awards stand and receive theirmedallions only in their school issued uniformor school issued warm-up suit. b) In all events, in order to beeligible for awards, individuals are required toreport (and compete) to their event finals at thescheduled time, unless specifically excused bythe IHSA Assistant Executive Directorresponsible for Track and Field. 2) Team: Trophies will be presentedto the first, second and third place teams at theState Final meet. If the required criteria are metthere will also be a Combined TeamChampionship. The Combined TeamChampionship (if conducted) will provideadditional identical team trophies to the topthree teams. Only schools entering a “Team”that has competed in a minimum of 6 contestswill be awarded team points (no team pointswill be awarded to schools with only individualentries). Medallions will be presented to theState Final qualifiers from the first, second andthird place teams. Eighteen (18) medallionswill be provided to qualifying competitors, two(2) coaches, one (1) Superintendent, one (1)Principal and one (1) Athletic Director. In caseof ties, duplicate team awards shall bepresented. Non-Competitor’s medals areincluded with the competitors’ medals at thetime of the awards presentations.Administrator’s medals will not be packagedin separate boxes as they were in the past. Ifyou wish for your coaches and administratorsto receive a team medal, then do not givethem away to someone else. All medals youhave to disperse will be hanging from thetrophy at the trophy presentation. a) State Final place winners areto appear at the awards stand and receive theirmedallions only in their school issued uniformor school issued warm-up suit.

3) Duplicate Awards for schoolswho are part of a Coop or have lostmedallions or want to order more medallions:Please use the form in your Manual forSchools.

XI. OFFICIALS

A. Appointment and Fees 1) Sectional: A minimum of (2)officials will be assigned to each Sectional Meetby the IHSA Office (Meet Referee, Starter). Athird official (Assistant Starter) will be assignedif available. The Meet Referee, Starter andAssistant Starter for each sectional will be paidby the IHSA through ArbiterPay at the followingrates: Meet Referee $84.00, Starter $84.00,Asst. Starter $68.25. Host schools must eitherprovide or pay the Starter for shells at theSectional Meet. Make prior arrangements withyour assigned Starter. 2) State Final Meet: Seven (7)officials will be assigned to the State Final Meetby the IHSA Office. The Field Referee, MeetReferee, Clerk of Course, the Class 1A, 2A and3A Starters for the State Final meet shallreceive a flat fee of $420.00. The AssistantStarter shall receive a flat fee of $321.00. a) Mileage ReimbursementPolicy: At sectional and state final meets theIHSA appointed officials will be paid mileagefrom the IHSA Office upon receipt of a mileagevoucher submitted by said officials to the IHSAOffice within 30 days of the contest. The IHSAappointed officials will receive 30 cents permile for every mile over 70 miles for eachround trip. Mileage vouchers can be printedfrom the IHSA Web Site through the IHSAOfficials Center. The eligible officials are asfollows: Sectional Meets-Referee, Starter andAssistant Starter. At the State Final meets-Meet Referee, Field Event Referee, HeadStarters (3), Assistant Starter, Coordinator ofOfficials and Meet Manager. Note: Mileage isdetermined to and from the official’s home tothe site of the competition, unless priorapproval has been given from the administratorin charge of the sport/activity. b) Mandatory OfficialsMeeting: There will be a mandatory meetingfor the Head State Finals Officials at 7:00 p.m.on Wednesday at the State Final site. c) Head Officials Housing: TheIHSA has a block of rooms set aside for the five(5) Head Officials (mentioned above) in thedorms. The IHSA Office will be direct billedfrom EIU Housing for rooms. Head officialswho incur an overnight lodging expense toattend the mandatory officials meeting are

entitled to up to three (3) nights of lodging.Head officials must notify Cheryl Lowery at theIHSA Office, upon receipt of their State FinalOfficials Contract whether or not they willrequire housing reservations. 3) State Final Volunteer Officials:Girls Meet dates: May 21-23; Boys Meet Dates:May 28-30. Volunteers who are IHSAlicensed officials at the State Meets: Youmust go online through the officials’ center toindicating you want to volunteer, which day(s)and shirt size. You will not receive a form in themail. Volunteers who are non-licensed officials at the State Meets: All non-licensed officials who volunteered at last year’smeet(s) will be sent an email in early January.If your email address has changed from lastyear, please notify Cheryl [email protected] of your new email address. People who have nevervolunteered at the State Track Meets: If youwould like to volunteer this year at either thegirls or boys state final, a VolunteerRegistration form is available through the IHSAGirls and Boys Track Webpages, download andcomplete the form and email or fax it to CherylLowery ([email protected]). 4) State Final Volunteer/SpectatorHousing: All persons who work the respectivestate final meets are responsible for their ownhousing. A listing of motels in the Charleston-Mattoon area can be found on the track andfield page(s) in the IHSA Web Site atwww.ihsa.org.
