In accordance with Section 1.450 of theIHSA Constitution, the Terms and Conditionsgoverning the IHSA Class 1A and 2A ScholasticBowl State Tournament Series have beenapproved by the Board of Directors.

I. SCHOOL CLASSIFICATION

Classifications in the IHSA Cross CountryState Series will be determined according toIHSA Policy 17 (Classification System). Schools participating in sports and activi-ties operating under the two-class system shallbe classified as follows: Schools with enrollments of 499.0 andbelow will be Class 1A (50% of the member-ship). Schools with enrollments of 499.01 andabove will be Class 2A (50% of the member-ship).

II. DATES AND SITES

A. Season Summary: The deadlineis Friday, February 7, 2020 at noon.

B. Online Seeding: Online seedingwill begin Tuesday, February 11th at 11:00 a.m.and will conclude February 12th at noon.

C. Sites and Assignments:http://www.ihsa.org/SportsActivities/ScholasticBowl/StateSeriesInformationResults.aspx.

D. Regionals: Class 1A and 2ARegional tournaments will be held on Monday,March 9

E. Sectionals: Class 1A and 2ASectional tournaments will be held onSaturday, March 14

F. State: The Class 1A and Class 2AState Final Tournament will be held on Friday,March 20, at the Peoria Civic Center, Peoria,Illinois.

G. Changes to Dates, Sites andTimes: No local manager is authorized tochange the date or order of matches as deter-mined and announced by the IHSA. Matchesmust be played as listed from top to bottom onthe official pairings unless otherwise changedand approved by the Illinois High SchoolAssociation.

III. ON-LINE ENTRIES, WITHDRAWALPROCEDURES, ELIGIBILITY, AFFIR-MATIVE ACTION, RULES MEETINGPRESENTATION, SEASON SUMMA-RY

The policy for Original School EntryDeadlines, Late Entries, and Late Withdrawalsshall be the policies and procedures regardingentry for all IHSA-sponsored sport/activities.Directions: go to www.ihsa.org; click onSchools & Officials Center login (an adminis-trative password is required to access this areaand perform this task), Enter your User ID andPassword (5-digits, a letter followed by 4 let-ters), go to the activity tracker and click thebutton to add sports/activities for the upcom-ing year. Entry Deadline is Nov. 1.

A. On-Line School Entries: All memberschools must enter their school into the StateScholastic Bowl competition through the IHSASchool Center on the IHSA Website atwww.ihsa.org to compete at the Regional level.On-Line School Entries enter your school intoState Series Competition for IHSA to assignyour school to a Regional Meet. The deadlinefor school entry is November 1.

B. Online Rules Video Presentation:Please go to:http://www.ihsa.org/Resources/Video.aspx This brief presentation will remind coach-es of important dates and rule changes adoptedby the IHSA Board of Directors for this schoolterm to help coaches keep their teams eligibleto compete in the 2020 Scholastic Bowl StateSeries. All schools entering Scholastic Bowlare encouraged to review changes pertaining tothe Scholastic Bowl state series. The RulesPresentation is not a requirement. Head coach-es will not receive credit in the School’sCenter for viewing the Rules Presentationthrough the IHSA Schools Center.

C. Late On-Line School Entries Any attempt to enter a sport or activity on-line after the established deadlines will bedenied. Schools that wish to enter after thedeadline will be considered late. To be consid-ered for late entry, the Principal/OfficialRepresentative must contact the IHSA adminis-trative officer in charge of that sport or activity.The penalty for late entry shall be a payment of$100.00 for that sport/activity by the school.

D. Breach of Contract By-law 6.041(Withdrawal Procedure) To withdraw without penalty, the Principalmust send an email, notifying IHSA of theschool’s withdrawal from Scholastic Bowl priorto February 7. If a school withdraws after the SeedingMeeting and/or does not show up for competi-tion, the school will be charged a $100 penalty.If applicable, the school may be charged forany additional financial loss sustained by theoffended school(s) or the Association as aresult of such breach.

E. Eligibility: Only students who are eli-gible in accordance with IHSA By-laws mayparticipate in the IHSA Scholastic BowlTournament Series. A school may enter one (1)team in the IHSA Scholastic Bowl StateTournament Series. A maximum of fifteen (15)competitors will be allowed to participate for aschool in the Regional, Sectional and/or StateFinal tournaments. Four or Five (4 or 5) teammembers must start the match. However,fewer than four (4) players may continue in theday’s competition, if there are extenuating cir-cumstances. A coach must designate one ofthe participating players as captain.

F. Season Summary: All schools mustsubmit their Season Summary via the Internetthrough the IHSA Schools Center Web Site tothe IHSA Office. This form allows coaches toprovide their win/loss record for the purpose ofseeding the top 8 teams in each sectional dur-ing the Online Seeding Meeting process. TheSeason Summary must be received in the IHSAOffice by noon on Friday, February 7. You maygo back online to revise your Season Summaryuntil noon on Monday, February 10, but youmust have entered it originally by February 7 inorder to meet the deadline. Please note that allparticipating schools are required to submittheir Season Summary on-line through theIHSA Schools Center. If a school does not sub-mit the Season Summary by the deadline,coaches and participants from that school aresubject to sanctions, which could include butnot be limited to being ruled ineligible to com-pete in the State Series. Schools which do notsubmit their school’s Season Summary and areconsequently ruled ineligible for the State FinalSeries must formally withdraw (see WithdrawalProcedures/Breach of Contract above inSection III-C).

G. State Final Program Information: Allsectional champions are REQUIRED to go on-line and complete the State Final ProgramInformation located in their school center by8:00 a.m. the Monday following sectional tour-naments, (March 16). The IHSA will utilize thename spellings and year in school data fromthe State Final Program Information submittedon-line by Sectional Tournament winners forpublication in the State Final Program. Failureto provide this information by the deadline willresult in your team page in the State FinalProgram being blank. If you experience difficul-ties with this process, please email([email protected]) or contact Cheryl Loweryat (309) 663-6377 at the IHSA Office. This linkwill not be activated until the day followingRegional contests, Tuesday, March 10.

IV. HOST FINANCIAL ARRANGEMENTS

A. Regional Host Allowance: The hostschool shall pay all local tournament expensesand issue checks to tournament workers. Thehost school shall receive a $200.00 guaranteeplus the cost of the moderators and scorers.

B. Sectional Host Allowance: The hostschool shall pay all local tournament expensesand issue checks to tournament workers. Thehost school shall receive a $250.00 guaranteeand reimbursement for the moderators andscorers.

C. Team Tournament Expense: Neitherthe State Association nor local meet manage-ment will assume responsibility for any teamexpenses for any tournament.

D. Admission Prices: There shall be noadmission price for the Regional, Sectional orState Final tournaments.

E. Rights Fees for TV and Radio 1. Television Rights Fees to becharged by local managers and/or the IHSA arecontained in the IHSA Television Policy. 2. Radio fees which shall becharged are: a. Regional Tournament = Nocharge b. Sectional Tournament = Nocharge c. State Final = $50.00 3. Policy regarding media require-ments for each local manager is contained inthe current News Media Directory.

V. TOURNAMENT ASSIGNMENTS ANDSEEDING MEETINGS

A. Assignment Structure: All schoolsentered in the IHSA Class 1A and Class 2AState Scholastic Bowl Tournament Series willbe assigned to thirty-two (32) regionals and

eight (8) Sectional tournaments for each classon a geographical basis by the IHSA Office.

B. Season Summary: Schools partici-pating will be required to submit a SeasonSummary online in the IHSA Schools Center.Season Summary must be entered on-linethrough the IHSA Schools Center (even if con-tests have not been conducted). The deadlineto complete your Season Summary is Noon onFriday, February 7. Failure for completing thisprocess makes your school ineligible to com-pete in Regionals and/or Sectional Tournament.Head coaches may make changes up untilMonday, February 10 at noon.

C. Electronic Seeding Meeting: Allseeding will be conducted online through theIHSA Schools Center. Each school shall haveone (1) vote in the seeding process. Coachesshall not vote for their own team, thereforetheir school will not appear in the list ofschools to seed. The link to seed the teams islocated in the IHSA Schools Center in the HeadCoaches Activity Tracker and will be activatedat 11:00 a.m. on Tuesday, February 11. Thedeadline to seed teams is 12:00 Noon onWednesday, February 12. Seeding will onlyoccur at the Regional tournament level.Coaches will rank the top eight (8) teams intheir Sectional through the online ballot. Thebest team will be given 8 points, next best 7,etc. The total of each team’s points will be cal-culated by dividing the team’s total points bythe number of teams who completed an onlineballot. No school participating in the onlineseeding process may vote for itself. Therefore,we will use one (1) less than the total numberof schools participating in the online seedingprocess when calculating the average. Schoolsthat do not participate in the online seedingprocess will not have their seeding points aver-aged by using one (1) less than the total num-ber of schools participating in the online seed-ing process. The average for these schools willsimply be calculated by dividing the team’stotal points by the total number of teams par-ticipating in the online seeding process. All bal-lots will be made public in Schools Center. Theteam with the highest average will be the num-ber one (1) seed. Continue with this processuntil eight (8) teams are ranked. The Sectionaland the State Final shall not be seeded.

D. Any school who would like to be aRegional host must indicate their willingness tohost by indicating so when they complete theirSeason Summary. Coaches must seekapproval with their School Administrationbefore they indicate they will host a Regional.

VI. TOURNAMENT STRUCTURE ANDTIME SCHEDULES

A. Regional Pairings: The bracketingand pairings of teams for each Regional will becompleted in the IHSA Office. They will bedetermined by available host schools, geogra-phy and seed. The pairing announcements willbe posted on the IHSA Scholastic Bowl; StateSeries Information and Results; assignmentsweb page.

B. Sectional Pairings: At the SectionalTournament the Regional Winners will competein a pool play format. The teams will play three(3) matches. The team with the most wins willadvance to the State Finals. Within the Sectional, Regionals will beidentified as A, B, C and D. Regionals A and Bwill contain the number 1 & 2 seeds respective-ly from their sectional. Regionals C & D willcontain the number 3 & 4 seeds respectivelyfrom their sectional.

The sectional round robin component ofthe State Series will be assigned as follows:Round 1: A vs. C B vs. D

Round 2: A vs. D B vs. C

Round 3: A vs. B C vs. D

1. If two teams are tied with identi-cal records in a pool, the head-to-head result inpool play will break the tie, and determineadvancement. 2. If three teams are tied with iden-tical records in a pool, the total points scored inpool play (against the tied teams) will be usedto break the tie, and determine advancement(regardless of head to head records in thatpool). 3. In the event that three teams aretied with identical records, and two of thosethree teams have identical total points scoredin pool play (against the tied teams), the head-to-head result in pool play will break the tiebetween those two teams, and determineadvancement. 4. If three teams are tied with iden-tical records in a pool, and all three teams haveidentical total points scored in pool play(against the tied teams), the team with the larg-er number of toss-up questions answered cor-rectly will break the tie, with the head-to-headresult in pool play used to break any remainingties. 5. If the above methods cannotbreak a tie between three teams, teams will bedrawn by lot to determine advancement amongtied teams.

C. Regional Rounds: Each RegionalTournament will consist of three (3) rounds ofsingle-elimination matches. At someRegionals, additional preliminary rounds maybe necessary depending on the number ofteams assigned to the regional.

D. Number of Rounds: Each SectionalTournament will consist of three (3) rounds ofpool play.

E. Recommended Time Schedule: Thefollowing are the recommended TimeSchedules for the Regional and Sectional tour-naments. These schedules may be adjusted tomeet the needs of the host school:

Regional Time Schedule, with a PreliminaryRound (4 Round Regional). Rounds may beginearlier if both teams are ready. No later than 3:00 p.m. Moderators’

Immediately following the conclusion of theRegional or Sectional tournament, the tourna-ment manager must scan and email a copy ofthe scoresheets for each match played in thetournament to Kraig Garber([email protected]).

VII. ADVANCEMENT OF WINNERS

A. Regional to Sectional Advancement:The winner from each Class 1A and Class 2ARegional tournament will advance to competein their respective Sectional.

B. Sectional to State Advancement: Thewinning team from each Class 1A and Class 2ASectional tournament will advance to compete

in their respective Class State Final tourna-ment. The winning teams from the eight (8)Class 1A and eight (8) Class 2A Sectional tour-naments will compete in the State Final tourna-ment for first, second, third, and fourth placesin their class.

C. State Final Format 1. Eight (8) teams from Class 1Aand Class 2A will compete in Pool Play at theState Finals. The eight (8) teams in each classwill be divided by blind draw into two separatepools of four (4) teams each. The teams willplay a round-robin format in which each teamwill play three (3) matches. The winner of eachpool will advance to the Championship matchin their class. The runner-up in each pool will

compete in the Consolation match in eachclass. 2. If two teams are tied with identi-cal records in a pool, the head-to-head result inpool play will break the tie, and determineadvancement. 3. If three teams are tied with iden-tical records in a pool, the total points scored inpool play (against the tied teams) will be usedto break the tie, and determine advancement(regardless of head to head records in thatpool). 4. In the event that three teams aretied with identical records, and two of thosethree teams have identical total points scoredin pool play (against the tied teams), the head-to-head result in pool play will break the tie

VIII. TOURNAMENT RULES

A. Official Rules: The official rules gov-erning competition in the State series tourna-ments shall be those included in the IHSAScholastic Bowl School Terms and Conditions,IHSA Scholastic Bowl Rules Book, and theIHSA Scholastic Bowl Case Manual. Theseresources can be found at www.ihsa.org; clickon Sports & Activities; click on ScholasticBowl. Local tournament managers are respon-sible for making sure the competition is con-ducted in accordance with these official rules.

B. Moderator’s Authority: The modera-tor has the final authority and shall decide allmatters arising during the match that are notspecifically covered in the current IHSAScholastic Bowl School Terms and Conditions,IHSA Scholastic Bowl Rules Book, and theIHSA Scholastic Bowl Case Manual.

C. Local Manager’s Authority: TheLocal Manager shall be authorized to make alladministrative decisions based on the enforce-ment of the current IHSA Scholastic BowlSchool Terms and Conditions, IHSA ScholasticBowl Rules Book, and the IHSA ScholasticBowl Case Manual. These resources can befound at www.ihsa.org; click on Sports &Activities; click on Scholastic Bowl; underResources, click on the appropriate link.Situations not stipulated in any of the IHSArules are administrative in nature and shall bemade by the local manager. The LocalManager’s decision is final.

D. Appeals to the IHSA: The decisionsof match moderators and Local Managers shallbe final and cannot be appealed. The IHSABoard of Directors will not review decisions ofthe contest officials, whether an alleged error isdue to faulty judgment, misinterpretations ofthe rules, or acceptability of the competitionquestions.

E. Number of Players: A team shall con-sist of a maximum of fifteen (15) players. Aminimum of Four (4) team players must startthe match. A coach must designate one of thefive participating players as captain. Fewer than

four (4) may continue in the day’s competition,if there are extenuating circumstances.

F. Regional, Sectional, State FinalRosters: At each level of competition, thecoach or faculty representative must bring acopy of their School’s Team Roster indicatingwhich fifteen (15) players will compete in therespective level of competition before his/herteam competes in the first round of competi-tion in those tournaments. The fifteen (15)players for each level of competition (Regional,Sectional and State Final) can change if theplayers are in all aspects eligibility to competein IHSA activities.

G. Coaches 1. Each team must be accompaniedby at least one faculty member or other adultwho has been designated as coach by the prin-cipal of the high school. 2. Each school should designate tothe moderator before the match begins thename of one (1) adult who will act as headcoach. This head coach will be the only personpermitted to approach the moderator and beinvolved in consultations with the moderatorwithout being specifically requested to do soby the moderator. 3. A school using “co-coaches”must designate a single head coach for eachmatch, but may change head coaches for dif-ferent matches in the same tournament.

H. Team Seating: The competitors with-in each team will be seated side-by-side andfacing in the same direction. The moderatorwill be positioned to see the faces, name plates,and responder lights of all competitors, and asclose as possible to halfway between the twoteams. Coaches and reserve players should bephysically separated from the competitors andmay be behind or in front of the teams depend-ing on room constraints. Only coaches, schoolofficials, and substitute players may sit at thecoaches table. If there is a large number ofspectators watching a match, the preferredsetup is to have the teams positioned in achevron (V-shape), with moderator at the pointof the V, all facing the coaches, reserve players,and spectators.

I. Dress: All Scholastic Bowl teamsmust wear appropriate matching tops for com-peting in the state series. Matching tops shallbe defined as being similar in style, color, andmarkings. Members of the same gender musthave similar tops, though males may wearslightly different tops than females. 1. Team competitors and coacheswill appear in appropriate attire. Acceptableapparel will include, but not be limited to:slacks, turtlenecks, sport shirts with collars,sport coats, T-shirts, sweatshirts, sweaters,nice jeans, skirts and dresses.

2. Unacceptable apparel willinclude, but not be limited to: tank tops, cut-offs, short-shorts, clothing that advertise alco-hol, drugs, or explicit material, jeans with holesor patches, hats or non-religious head gear,boxer-type shorts, spandex tights, hoodedsweatshirts or pants worn below the hips. 3. A student or coach may wearapparel that bears the trademark or logo of amanufacturer or distributor during competitionprovided that the student or coach’s apparelbears only a single manufacturer’s or distribu-tors normal label or trademark, not to exceed aone and one-half inch by one and one-half inchsquare.

J. Illegal uniform 1. When a team cannot begin amatch with at least 4 players wearing legal,matching uniform tops, 30 points shall beawarded the opponents. The penalty will beassessed at the beginning of each match of thestate series that the team is in violation. Themoderator will notify the IHSA of non-compli-ance. 2. If it is discovered that a playerwith an illegal uniform started or entered thematch, and at least one toss-up has been readwhile that player was in the match, the moder-ator will call a time out. The player must leavethe match, and a substitute player with a legaluniform, if available, may enter in his/her place.The player with the illegal uniform may not re-enter the match until he/she has a legal uniformand the coach has called a time out. If a substi-tute player with a legal uniform is not available;30 points shall be awarded the opponents andthe player with the illegal uniform may re-enterthe match immediately.

K. Nameplates: 1. Each player in the match mustdisplay their name on a legible placard (mustbe displayed in front of the player at all times)so that the moderator can read the name on theplacard. IHSA will supply state final name-plates determined by the schools’ roster sub-mitted for the State Final program. 2. The name printed on the placardmust match the first name of the player on theteam roster given to the tournament managerbefore the tournament began. Diminutiveforms of names (i.e. Mary for Maria; John orJack for Jonathan) are acceptable. Nicknamesare unacceptable. 3. Players attempting to enter thegame will not be permitted to enter the gameuntil they are in compliance.

L. Forfeit(s): 1. Time: Each team present at thehost site should be at their match location atleast five (5) minutes before the match isscheduled to begin. A team that is not presentwhen the round is scheduled to begin shall for-feit its match. A team arriving at a host site and

their match location after the scheduled starttime for the match, without calling ahead, shallforfeit all its matches that day. If a team callsahead to notify the host of the delay, the starttime can be moved to accommodate the delay,but never by more than 45 minutes. Note:When entering a forfeit in the IHSA ScoreZonemanagers must select the “forfeit” option. Inaddition, they must enter a score of 1 to 0 toindicate to the computer software which teamreceived the forfeit and the win. 2. School representative: Each teamshall be accompanied by at least one facultymember or other adult who has been designat-ed as coach by the principal of the high school.Failure to have such a representative will callfor the team to forfeit. 3. Number of players: A minimumof four (4) team players must start the match.Failure to start the match with at least four (4)team players will cause the team to forfeit.However, fewer than four (4) team players maycontinue in the day’s competition, if there areextenuating circumstances. Note: Any team which forfeits amatch in pool play, will be excluded for theremainder of that competition and all matchesplayed to that point in that pool play willbecome void. This will eliminate all pointsscored for and against for the forfeiting teamand the teams they have competed against. 4. To Record a Forfeit: When report-ing scores in the IHSA ScoreZone, forfeitsmust be recorded as a forfeit. In the appropri-ate box, click on “Forfeit.” In the score box, youmust enter a score of 1 to 0 so the computerknows who received the forfeit, and conse-quently won the match.

M. Question formats: 1. Match questions will be a combi-nation of toss-up and bonus. Toss-ups areworth ten (10) points each. Bonus questionsare three (3) parts worth ten (10) points eachand are rebounding. Rebounding refers to thefact that the team to which the bonus is NOTawarded must have the opportunity to answerany part(s) not answered correctly by the teamto which the bonus was originally awarded. 2. No true-false or other types oftwo-option questions will be permitted. 3. Multiple choice toss-up ques-tions will not be permitted. Multiple choicebonus questions will not be permitted except inthe case where the setup enumerates a list ofpotential word-choice answers (in order tolimit the range of possible answers) and thereis not a one-for-one matching correspondencebetween the choices and bonus parts. 4. Audio and visual material inquestions may be used. 5. If a handout is to be used for aquestion, a copy of the handout must be pro-vided to each playing member of both teams. 6. Bonus parts will be read, andrebounded if necessary, one part at a time. As

such, succeeding parts of bonus questions(parts 2 and 3) may reveal, or refer to, theanswer to previous parts of the same bonusquestion. 7. The topic of the toss-up shouldbe different from its bonus. Question categoryin a round should be ordered in a non-pre-dictable, apparently random way but with somebalance between halves. The last three (3)toss-up questions and the last three (3) bonusquestions in each match may not be from themiscellaneous category. 8. Bonus parts should be related insome way and tied together with a setup thathelps focus players’ thoughts. 9. For non-computational toss-ups,the preferred style is multi-clue, starting with amore challenging clue and ending with a cluethat most teams should reasonably be expect-ed to answer correctly. Question writers andeditors should exercise restraint and use theirbest judgment to limit the number of, andlength of, clues so that toss-ups are of a rea-sonable length. 10. For all bonus questions, the pre-ferred style for each part is straightforward orsingle clue, with brevity a consideration. Thisguideline is not intended to stifle creativity,limit necessary information, or require that allbonus parts be easy. Each bonus should beconstructed with one easy part, one moderatelydifficult part, and one difficult part. 11. For computational bonus ques-tions, each part should be answerable by acompetent player within 10 seconds. While thebonus parts should be in some way related,having all parts use the same exact formula,pattern, or algorithm is discouraged. 12. Question writers and/or editorsare encouraged to consider and research alter-native correct answers and/or common, simi-lar, or related incorrect answers and to listthem with instructions to the moderator to“accept also”, “do not accept”, “prompt on” or“anti-prompt”. 13. Questions should be pristine toall competing teams – writers may not re-usequestions from previously written competitionsets or practice sets heard by Illinois teams.Questions reused from tournaments not heardby Illinois teams must not have been releasedpublicly in practice sets and must not havebeen used in competition prior to the start ofthat academic year. Word-for-word plagiarismfrom copyrighted sources or previously usedquestion sets is not permitted. Writers mayconsult printed or online sources for facts ordefinitions to use in creating fresh questions. Ifa source is paraphrased or quoted verbatim,the source must be cited in a note or as part ofthe question; no citation is needed for informa-tion that is generally known or that can befound in many different sources. Shortexcerpts from primary sources such as litera-ture, poetry, music, film, and other media arepermitted, especially when the intent of the

question is to identify the source, author, era,or other information for which the excerpt is aclue. 14. The vast majority of questionsshould be academic in nature and relevant totopics typically taught in Illinois High Schools,including Advanced Placement courses, as perthe sub-categories listed in VIII-O. Each roundshould contain questions from a variety ofplaces and eras. No one place or era shoulddominate any category or the series as a whole.While there should be some basic questionsand some challenging questions in everyround, the general trend and flow of the seriesshould be increasing in difficulty fromRegionals to Sectionals to the State Finals. 15. Within the first few words orwithin the first clue, toss-up questions shoulduniquely identify what is being asked (by usinga pronoun, or a phrase such as “identify theperson” or “name the book”). Avoid startingtoss-up questions with statements containingsuperfluous information that will cue a knowl-edgeable player to buzz in early with an appli-cable, germane, but incorrect answer. In nocase should a toss-up begin by heading in onedirection, then change direction and ask a com-pletely different question.

N. Lockout System: A ten-position elec-tronic lockout response system will be used forall matches in the State Scholastic Bowl Series.Lockout systems will be provided by IHSA foruse during the State Final matches.

Literature: Four (4) toss-up andfour (4) bonus questions per match. 6. Fine Arts: Three (3) toss-up andthree (3) bonus questions per match. 7. Miscellaneous: One (1) toss-upand one (1) bonus question per match. 8. There will be no computationaltoss-ups. Note: For each level of competition(Regionals, Sectionals, State Finals) there willbe a replacement set with and two (2) toss-upand two (2) bonus questions in History, SocialSciences, Science, Mathematics, andLiterature; and one (1) toss-up and one (1)bonus question in Fine Arts and Miscellaneous.The replacement questions will appear in two

groups: twelve (12) toss-up questions followedby twelve (12) bonus questions. Within eachgroup questions will be ordered in an apparent-ly random way but adjusted to ensure that notwo in a row are from the same category.

Q. Sets of Questions 1. Class 1A and Class 2A will usethe same sets of questions for each round ofplay in the State Series. 2. Three (3) different sets of ques-tions will be used at each Class 1A and Class2A Regional Tournament. At some Regionaltournaments, it will be necessary to use four(4) different sets of questions. 3. Three (3) different sets of ques-tions will be used at each Class 1A and Class2A Sectional Tournament. 4. Four (4) different sets of ques-tions will be used at each Class 1A and Class2A State Final Tournament. 5. Questions used at Regional andSectional competition are the property of theIHSA and must be destroyed by the host schoolimmediately following the tournament.Questions should not be returned to the IHSAoffice, nor kept by the host school for use in thefuture.

R. Moderators’ Meeting 1. Regional and Sectional Managersmay allow the moderators to view the ques-tions starting one (1) week prior to the round ofcompetition and to bring their findings to theModerators’ Meeting. Regional and Sectionalmoderators may communicate with each otherfor purposes of reviewing the questions assoon as they are able to. 2. Before each round of the StateScholastic Bowl Series, the local manager willarrange for a moderators’ meeting to be held atleast one hour before the beginning of the firstround of play for that tournament (or as soonas possible before the start of the first round ifthe school day intrudes). 3. No coach should be present atthe moderators’ meeting. No coach should atany time prior to the conclusion of the compe-tition view the questions in any round(s) inwhich their team will compete. 4. Moderators should have accessto all question sets in use at the tournament,and copies of the IHSA Scholastic Bowl Schooland Manager Manual. 5. The moderators should open thesets of questions and examine them for com-pleteness, accuracy, and pronunciation. 6. Moderators may consult printedmaterial to confirm answers and pronunciation. 7. Moderators should review therules among themselves. Review procedures inconducting the match, consult the LocalManager to confirm room assignments and theprocedure for reporting results, obtaining newquestion sets and to prepare themselves tobegin the match.

S. Tournament Personnel 1. At each Regional and Sectionaltournament, moderator’s and scorer’s will beappointed by the Local Manager of that tourna-ment. For the State Final tournament, ten (10)moderators and scorer’s will be appointed bythe IHSA. 2. The officials for each match in theState Series will include a moderator and ascorer. The adult scorer also serves as anassistant judge to the moderator. 3. The moderator must always bean adult, and it is highly advised that an expe-rienced moderator be used in each match ofthe State Series.

T. Coaches’ Meeting 1. At least one coach from eachschool participating in the tournament shouldbe present at the Coaches’ meeting. All moder-ators and the Local Manager should also bepresent. 2. Assistant coaches and scorersare also advised to attend, if they are able. It isunderstood that some of these people mayneed to supervise competition rooms whileother adults are attending the Coaches’ meet-ing. 3. The Local manager should reviewtimes and locations of facilities and all eventsfor the tournament. 4. The Local Manager may have themost experienced moderator discuss specificrules, or may conduct that part of the meetinghimself/herself. 5. Allow the meeting to end so thatcoaches and personnel have time to arrive atthe competition rooms and begin the initialround on time.

U. End of Match, Overtime Procedures 3-G. End of Match 3-G-1. The team that scores thegreatest number of points during a matchwins the match. 3-G-2. If there is a tie at the end ofregulation, overtime will be played. 3-G-2a. Overtime will consist of oneor more readings of a toss-up question and abonus, drawn from the set of replacementquestions provided for the tournament at eachvenue. 3-G-2b. Select the first available (notpreviously used as a replacement) toss-up,and pair it with the first available (not previ-ously used as a replacement) bonus from adifferent category. 3-G-2c. If the toss-up question isanswered correctly, the winner of the matchshall be the team leading after the accompa-nying bonus question is attempted and com-pleted. 3-G-2d. If there is still a tie after atoss-up question is answered correctly and abonus is attempted and completed; or thetoss-up question is not answered correctly,

the moderator will once again randomly selecta toss-up question and bonus question andcontinue.

V. Technology Use During Competition 1. Players must have communica-tion/smart devices turned off and stored ininaccessible places (pockets, purses, held bynon-players or coaches, etc.) while playing.Any use of technology that appears to be allow-ing illegal communication to the current play-ers is prohibited and will result in a team’s dis-qualification. This does not include the use oftechnology, internet-capable or otherwise, fordoing research during an appeal. IX. TOURNAMENT POLICIES

A. Damage to Property or Equipment: Ifcontestants or people from any school enteredin a state series are found guilty of careless-ness or maliciously breaking, damaging ordestroying property or equipment belonging tothe host school, such school shall be heldresponsible for costs incurred in replacing orrepairing such property or equipment.

B. Qualified Coaches: In accordancewith IHSA By-laws 2.020 and 2.030, all schoolsare required to have a coach or faculty repre-sentative who has been appointed by the highschool principal to be present at the tourna-ment site during tournament play. If a schooldoes not have a duly appointed coach or facultyrepresentative present at the tournament siteduring tournament play, the school’s competi-tors shall not be permitted to participate.

C. Signs, Banners, Balloons andMechanical Noisemakers 1. The display of signs, banners,posters or similar items at IHSA state seriesevents is permitted, provided: a. They are in good taste andreflect good sportsmanship in their messageand use; b. They reflect identification andencouragement to participants and theirschool/community; c. They are not displayed on thefield of play or in a manner that interferes withplay; d. They do not obstruct theview of participants or spectators; and, e. They are not safety hazards. 2. All mechanical noisemakingdevices, including balloons, shall be excludedfrom the Scholastic Bowl facilities.

D. Media Requirements 1. Providing Space: Space shall beset aside to provide for news media represen-tatives covering the state series (newspapers,radio stations, commercial television stationsand/or cable television stations).

2. Radio and TV Originators: It isthe responsibility of the local manager toaccept applications, approve requests to origi-nate, collect proper rights fees payment (whererequired) and make cancellation refunds fortelevision and/or radio play-by-play origina-tion’s, according to the IHSA Television and/orIHSA Radio Broadcast Policy. a. Television Rights Fees for alllevels of competition below the State Final levelshall be paid to the host school and shallbecome part of the revenue to be shared by themember school(s) and the Association accord-ing to the financial terms stipulated in theseTerms and Conditions. b. Radio Broadcast Rights Feesare not required for any level of competition inthis series except the State Final. Local man-agers shall permit radio play-by-play origina-tions of the competition. c. Television and/or RadioStations which do not apply in advance, orwhich do not pay required rights fees prior tothe start of competition in each respective levelin this state series shall not be given creden-tials nor allowed access to the facility to origi-nate. Sponsors of the originations for televisionand radio shall be only those so stipulated inthe respective IHSA Television and Broadcastpolicies. 3. Administrative Details:Reporting information to the news mediaand/or the IHSA Office, as stipulated in instruc-tions to Local Managers, shall be the responsi-bility of each Local Manager and is required. 4. Sessions at the Sectional andState Final may be videotaped

E. Video Replay and TelevisionMonitoring Equipment: Use of video replay ortelevision monitoring equipment other than theofficial equipment approved by the IHSA shallnot be used to make decisions related to thetournament. Only IHSA state meet officials, willhave the authority to review official videoresults.

F. Flash Photography: Flash photogra-phy is not allowed by anyone, except the IHSAOfficial photographers from V.I.P. These pho-tographers are contracted by the IHSA andhave been trained in the appropriate uses offlash photography during events.

G. Tobacco/Liquid Nicotine Products:The use of tobacco or liquid nicotine productsin any competition area, either during a prac-tice or while a contest is in progress, or affiliat-ed property of any IHSA state series contest byany coach, player, any other person connectedwith a team, or fan shall be prohibited. Stateseries hosts are required to make all stateseries contest sites and any affiliated property,including parking lots, fan accommodationareas, and other school or event venue proper-ty, tobacco/liquid nicotine free zones on the

date or dates of any IHSA event being held atthe site.

H. Use of Inhalers: A student with asth-ma may possess and use his/her medicationduring an IHSA competition, while under thesupervision of school personnel, provided theschool meets the outlined procedures of self-administration in the Illinois School Code.

I. Alcoholic Beverages and IHSA StateSeries Events: The possession, distribution,sale and/or consumption of alcoholic bever-ages are prohibited at the site and on any affil-iated property of any IHSA state series contest.State series hosts are required to make all stateseries contest sites and any affiliated property,including parking lots, fan accommodationareas, and other school or event venue proper-ty, alcohol free zones on the date or dates ofany IHSA event being held at the site. Violationof this policy by an event host will subject thehost to a penalty for violation of IHSA By-law2.020. Such penalty may include but not nec-essarily be limited to prohibition against subse-quent event hosting assignments. Violation ofthis policy by a non-hosting member schoolwill subject the school to penalty for violationof IHSA By-law 2.020. Patrons of any IHSAstate series contest determined to be in viola-tion of this policy will be removed from thepremise, and law enforcement officials will becalled as warranted.

X. AWARDS

A. Regional: A plaque will be distributedto the winning team. No individual awards.

B. Sectional: A plaque will be distrib-uted to the winning team. No individualawards.

C. State Final: 1. Individual: Fifteen (15) individualmedallions will be presented to the members ofthe first, second, third, and fourth place teamsat the State Final Tournament. Two (2) coaches’medallions will be provided to the coaches ofthe first, second, third, and fourth place teamsat the State Final Tournament. In addition, onemedallion for the Superintendent, Principal andActivities Director will be provided for eachteam finishing 1st – 4th. 2. Team: Trophies will be presentedto the first, second, third, and fourth placeteams.

XI. OFFICIALS

A. Regional Appointment and Fees:Local Managers are responsible for hiring theModerator and Scorer. The host school shallissue payment to each official which will bereimbursed by the IHSA Office upon receipt ofthe Financial Report Form.

Coaches: Most IHSA coaching requirements to keep IHSA Scholastic Bowl Teams eligible to compete in Regionals and Sectional will be com-pleted online through the IHSA School’s and Official’s Center. It is open 24/7 (if completed by the deadline). Coaches can completetasks at their leisure by logging into the IHSA School’s Center. The manual is a guide with specific instructions for each task. When acoach logs-in to the IHSA School’s Center/Activity Tracker, the Activity Tracker will identify upcoming deadlines by highlighting them in“RED”. Please refer to this manual as well as the School’s Center to keep yourself well informed and familiar with the following impor-tant items, dates and times.

If you don’t intend on participating in the current Scholastic Bowl State Series, please notify your Official Representative immediatelyand ask him/her to withdraw your school from the Scholastic Bowl State Series (failure to do so will result in a $100.00 fine to yourschool).

To withdraw from participating in Scholastic Bowl without penalty The Principal must email Adela Espindola ([email protected]),notifying IHSA of your school’s withdrawal from Scholastic Bowl prior to the Season Summary/Team Record Report Form deadline(February 1).

If a school withdraws after the Season Summary deadline and/or does not show up for competition, the school will be charged a$100 penalty (Breach of Contract By-law 6.041—Withdrawal Procedure). If applicable, the school may be charged for any additionalfinancial loss sustained by the offended school(s) or the Association as a result of such breach.

Previous Year Question Sets: IHSA has Question Sets from previous State Tournament Series available for purchase by completingthe Questions Order Form located elsewhere in this manual and on the Scholastic Bowl Activity Webpage.

School and Team Information: Schools may be requested to send information to Regional Managers and/or Sectional Managers wellin advance of the competition dates for planning purposes and for use in preparation of programs. You are encouraged to mail or FAXthis information in a timely manner, if requested to do so.

Official Regional Team Roster: A team roster must be submitted to the Regional Tournament Check-In Manager upon arrival, or at thelatest, immediately following the coaches’ meeting. The team roster shall include a maximum of 15 players (mark the 15 participantson your List of Participants). The school will be limited to the use of no more than 15 eligible players included on the team roster.Four or Five team members must start the match. A coach must designate one of the five participating players as captain. To be includ-ed on the team roster, a player must be eligible under all the eligibility rules and conditions of the IHSA. Eligibility is certified by thePrincipal of the participating school. Eligibility questions should be directed to your Principal.

Regionals: The regional champion team will advance to the local Sectional Tournament. The date for all Class 1A and 2A RegionalTournaments is Monday, March 9 (after school hours).

Sectionals: The date for all Class 1A and 2A Sectional Tournaments is Saturday, March 14. Four teams compete at a Sectional and allSectional Tournaments will consist of 3 matches in a pool play format.

Sectional Champions: Sectional champions will advance to the State Final Tournament. Each sectional champion MUST enter theirteam information in the IHSA Schools Center no later than 8:00 a.m., Monday, March 11 to enable IHSA to produce the Scholastic BowlState Final Program. Coaches are urged to plan ahead.

State Final Tournaments: Both the Class 1A and Class 2A State Final Tournaments will be held at the Peoria Civic Center on the sameFRIDAY, March 20, as the Boys Class 3A & 4A Basketball State Final Tournament. It is hoped that the heightened media attention andthe large group of spectators already on hand will make this experience an exciting one for all teams involved and will help to increasethe level of awareness of Scholastic Bowl among members of the general public. Eight teams will compete in each State FinalTournament. Each tournament will consist of 3 matches in a pool play format, with the top two teams competing for the championshipand the next two teams competing in the consolation match.

State Final Housing: Sectional champions advancing to the State Final tournament need to make their own hotel/motel arrangements.You must contact the hotel of your choice to secure housing (if you plan to stay overnight). For information concerning housing oppor-tunities contact the Peoria Area Convention and Visitors bureau. The phone number to call is 1-800-747-0302. It is our suggestionyou make room reservations immediately upon completion of the Sectional.

State Final Food & Beverage Policy: Centerplate Catering is the sole caterer of food & beverage functions on Civic Center property.Under no circumstances will customers be allowed to bring in outside food or beverages. State Final qualifying teams will be pro-vided an option to pay for Lunch through Centerplate Catering at a low cost. Further details and procedures will be forthcoming inthe State Final Instructions posted on the IHSA Scholastic Bowl website closer to the State Final.

1. Online Rules Presentation: It is not mandatory, but it is very important for coaches to watch a short video to help give coach-es an overview of what to expect during the season. Because it is not required, you will not receive credit in the IHSASchools Center for viewing the presentation, if you watch it. 2. Required Online Season Summary Form: Complete Instructions are included in this manual.

3. Team Rosters: Each coach will provide a team roster to the manager the day of the Regional and/or Sectional Tournament inwhich they compete. A typed list is preferred by tournament managers. You must designate 15 students you plan to use ineach level of the state series. You may use different combinations at each level of competition. However, all participants to beused at any level provided they are eligible in all aspects to compete in IHSA events.

4. Nameplates: No nicknames are allowed

5. NEW: Online Seeding Meeting: Coaches will continue to have the option of participating in the Online Seeding meeting, butthey must SUBMIT THE SEASON SUMMARY ON-LINE THROUGH THE IHSA SCHOOLS CENTER.

6. Sectional Champions: State Final Qualifier Information Required-Monday after Sectionals: Sectional champions willadvance to the State Final Tournament. Each sectional champion MUST supply team data information online through the IHSASchools Center. Complete Instructions are included in this manual.

7. Required by All Coaches: a. Each team must be accompanied by at least one faculty member or other adult who has been designated as coach by the

principal of the high school. b. Each school should designate to the moderator before the match begins the name of one (1) adult who will act as head

coach. This head coach will be the only person permitted to approach the moderator and be involved in consultationswith the moderator without being specifically requested to do so by the moderator.

c. A school that uses “co-coaches” must designate a single head coach for a match, but may change head coaches for differ-ent matches in the same tournament.

d. A team is required to have four or five (4 or 5) members to begin a match. Fewer than four (4) may continue in a day’scompetition, if there are extenuating circumstances.

8. Required Dress Code: All Scholastic Bowl teams must wear appropriate matching tops for competing in the state series.Matching tops are required (tops must be similar, but not necessarily identical). Matching tops shall be defined as BEING SIM-ILAR in style, color, and markings. Members of the same gender must have SIMILAR tops, though males may wear slightlydifferent tops than females.

a. Team competitors and coaches will appear in appropriate attire. Acceptable apparel will include, but not be limited to:slacks, turtlenecks, sport shirts with collars, sport coats, T-shirts, sweatshirts, sweaters, nice jeans, skirts and dresses.

b. Unacceptable apparel will include, but not be limited to: tank tops, cut-offs, short-shorts, clothing that advertise alcohol,drugs, or explicit material, jeans with holes or patches, hats or non-religious head gear, boxer-type shorts, spandex tights,HOODED SWEAT SHIRTS or pants worn below the hips.

c. A student or coach may wear apparel that bears the trademark or logo of a manufacturer or distributor during competitionprovided that the student or coach’s apparel bears only a single manufacturer’s normal label or trademark, not to exceed aone and one-half inch by one and one-half inch square.

**IMPORTANT**There will be no physical Sectional Seeding Meetings. The seeding meeting will be

conducted online through the IHSA Schools Center.

The following is intended to provide an explanation of the process that coaches will follow in seeding the first level tournament assign-ment for their school.

Coaches are expected to take part in the seeding process with the highest standard of integrity and to ensure fairness and equity for allparticipants. One coach or an official representative from each school who has completed the IHSA Season Summary on-line will beallowed to vote. Schools who have not submitted the Season Summary will not vote or participate in the seeding process. The SeasonSummary can be found in the Activity Tracker section of the IHSA Schools Center under the ‘Required Data Forms’ column forScholastic Bowl.

Coaches will not be allowed to vote for their school team, therefore, their school name will not appear to them in the list, but willappear to all other schools assigned to their Sectional.

Coaches will determine their seeds based on these factors: • Head to head victories against teams assigned to the first level tournament • Record against common opponents • The total win/lost record of schools in the tournament, and • Team evaluation based on narrative provided by coaches.

If these factors have not been prioritized. The IHSA reserves the right to review all submitted seeds and throw out ballots andadjust the seeds accordingly.

If schools tie for a seed, the IHSA will use the following criteria to break the tie: • Head to head competition between the tied schools (games played prior to the final release of seeds) • Random draw (if more than 2 schools are tied for a seed) • Coin flip (if 2 schools are tied for a seed and head to head competition can’t break the tie)

Schools will be able to access all the seeds made by other schools assigned to their seeding meeting prior to the seeds being postedon-line through the IHSA website. Tournament assignments will then be posted by the end of the week during which seeding occurs.

Criteria and Philosophy Used to Determine a State Champion

1. Qualifiers for the State Final Tournament are determined on a geographical basis.2. Schools are assigned to a Regional based on their geographical proximity to the host sites and the geographical location of all the schools

entered. The top 8 teams are paired in their respective Regional bracket on the basis of their seed as determined at the seed meetings(unless geography restricts such pairings).

3. The Regional champion will advance to a Sectional. Teams are paired at the Sectional tournament based upon the top seed in theirRegional. If a Regional is canceled, one bye at the Sectional will represent that area.

4. The Sectional champions advance to the State Final Tournament. Sectional winners are paired at the State Tournament on the basis of adraw by lot.

5. Schools are assigned to the state series geographically. Only Regionals are seeded.6. Factors that affect the assignments from year to year: a.) location of schools hosting a Regional &/or Sectional, b.) number of schools

entered in state series, c.) classification, d.) number of schools in a Regional/Sectional.7. The State Final Tournament is structured to include the “best teams” from each geographical area in the state, thus being a true State

tournament. The State Final Tournament is not structured to represent the “best teams” in the state.8. This system is seeking to crown a State Champion.

Basic Premises and Foundations upon Which This Activity is Based1. Scholastic Bowl competition will provide a show place for the academically talented student developed by the Illinois school systems.2. Scholastic Bowl competition provides an educational opportunity that is valuable to students taking any or all of the college entrance

exams.3. Scholastic Bowl competition is a continuation of Jr. High competition and provides articulation between feeder schools and high schools.4. Scholastic Bowl provides motivation to learn and excel without the pressures of grades.5. Scholastic Bowl will be an excellent entry for student’s transcripts and record, mailed to colleges and prospective employers.

5.360 SCHOLASTIC BOWL5.361 Season Limitation Schools belonging to this Association may organize their Scholastic Bowl teams at any time during the year to prac-tice or to participate in interscholastic contests.

5.362 Contest Limitationa. No school belonging to this Association shall participate on more than twenty-seven (27) dates of interscholastic contests, exclusive of the

IHSA series, between Monday of Week 1 through Sunday of Week 52. b. No individual shall compete on more than twenty-seven (27) dates of interscholastic contests, exclusive of the IHSA series, between Monday

of Week 1 through Sunday of Week 52

What is considered to be a contest? A. An event in which teams of four (4) or five (5) students representing two (2) high schools competewith or against each other in academic quizzing, utilizing a format and rules comparable to the IHSA series, and utilizing questions that coveran extensive range and variety of academic areas, is considered a scholastic bowl contest. (By-law 5.362)

A date is a single day on the calendar. Tournaments held on a single date count as one date, regardless of the number of matches theteam participates in. If a school sends teams to two different contests or tournaments on the same date, this counts as one date. The 27dates may be spread over the weeks academic contests with rules that are not comparable to the IHSA series format are not included in the27 dates. JV or Frosh/Soph teams and players must also follow the 27-date rule. Schools are allowed to count the Masonic Tournament asone date.

This section of the manual has been created for Regional and Sectional Managers to assist in the preparation to conduct of theScholastic Bowl tournament. We’d like to call your attention to the following items on the IHSA Scholastic Bowl Activity Webpage andthe IHSA School’s Center. Please review carefully:

1. Terms and Conditions: The Terms and Conditions govern the IHSA State Scholastic Bowl Tournament Series (included in thismanual).

2. Coaches Informational Rules Presentation: This brief Rules Presentation is provided to coaches for the purpose of supplyinginformation regarding participation in the Scholastic Bowl State Series. The Rules presentation may be viewed on the ScholasticBowl Activity page. Coaches will not receive credit for viewing the Rules Presentation because it is not a requirement.

3. Rule Book: The IHSA has published an online Scholastic Bowl Rule Book. This is intended to assist coaches and moderatorswith regular season contest(s) and offer greater detail than available in the Terms and Conditions.

4. Case Book: The Case Book is an online supplement to the Terms and Conditions and Rule Book. The Cases contain illustrationson how the IHSA requires the Terms and Conditions and Rule Book to be interpreted and applied.

5. IHSA School’s Center: All Tournament manager responsibilities must be accessed through the IHSA State Series Hosting &ScoreZone Section of the IHSA Schools Center. User ID and Password Required (Principal, Activity Director, Athletic Directoror Official Representative or Tournament Manager passwords only). Click on:

6. Regional and Sectional Tournament Assignments/Pairings: Participating schools will be assigned to 32 Class 1A and 32Class 2A Regional sites and 16 Sectional sites. The pairings will be posted on February 14, 2020 (or after all regional hostshave been secured) on the IHSA Scholastic Bowl website at:http://www.ihsa.org/SportsActivities/ScholasticBowl/StateSeriesInformationResults.aspx

7. Facilities and Equipment: Hosts/Managers are responsible for designating a “Tournament Central” room or area and four roomsfor competition. Contest rooms need appropriate tables and chairs; a moderator’s podium; chalkboard, chalk, eraser (or equiv-alent); scratch paper and sharpened pencils; copies of the tournament schedule; and bonus grid cards. Contest rooms should befree of any displayed instructional material which may aid competitors. Encourage participating schools to bring fully functioninglockout systems. Additional stopwatches should be available if timers are not built into the lockout system.

8. Tournament Personnel: Hosts/Managers are responsible for recruiting (and possibly training) all personnel needed to run thetournament. Each match needs a paid adult moderator and Scorekeeper. For Regional Tournaments only, the Scorekeeper maybe an experienced student, if adults aren’t available. A Check-in Manager is also helpful. Door security and an announcer areoptional personnel. You may recruit these personnel from participating schools. Timekeeper/Lockout System Operator positionhas been eliminated).

9. Programs: While optional, you are encouraged to prepare programs for participants and spectators. Programs should containpertinent information about participating schools. You may request this information from your competing schools. They havebeen instructed to cooperate with your requests.

10. Contacting Schools in your Regional/Sectional: Once the Assignments/pairings have been released by IHSA to the website,please contact schools assigned to your site with any pertinent details. This announcement should consist of reminders (ie.:where teams need to check in, when they need to arrive, and what they need to bring). You may also request information aboutthe school and team for a program at this time.

11. Team Roster: A team roster must be presented to both the Regional and Sectional Tournament Manager no later than end of theCoaches’ Meeting before competition. The Team Roster can be a printed list, a handwritten list, etc. You must designate 15 stu-dents you plan to use in each tournament. You may use different combinations at each level of competition. However, all par-ticipants to be used at any level must be eligible to compete. The head coach must designate one of the four or five players tobe “captain”.

12. Competition Questions: Questions will be posted in the IHSA Schools Center 10 days prior to each tournament by clicking onthis link:

The principal or official building representative must keep questions secure until the moderator’s meeting before competition. NO

ONE but the Moderator is to view the questions at any time. The moderators will review the questions for the purpose of iden-tifying possible errors. No coach will be allowed to view the questions for any reason. Coaches may not print/download ques-tions for the Moderator. Do not return the questions to the IHSA Office after your tournament. Instead you are directed todestroy the questions. The questions remain the property of the IHSA and must not be kept by the host school, nor given toanyone else.

Regional Managers: All rounds of Questions will be posted in the IHSA Schools Center. Depending upon how many teams areassigned to your tournament, you may not have to use all rounds. See chart below: (1 set per room)

Sectional Managers/Hosts: You will find Question files for Round 4, Round 5 and Round 6, replacement questions (one copyper room) posted in the IHSA Schools Center one week prior to your tournament. Important: You must login as the OfficialRepresentative, Athletic/Activities Director or Tournament Manager to be able to access the question sets. If the person desig-nated as Tournament Manager is not your Official Representative, Athletic/Activities Director) then you must login to the IHSASchools Center and add Tournament Manager to the person’s job profile (who will be serving as the Tournament Manager).

13. Awards: Plaques for the Regional and Sectional Champions are provided by the IHSA. They will be sent directly (from A & MProducts, Princeton) to host schools at least one week in advance of their tournament. Please inspect the awards for damageprior to your tournament, so that replacements can be shipped in time for your tournament.

14. After each tournament: * Reporting Scores: “IHSA State Series Hosting & ScoreZone” Managers must report the results of their tournament (when

entering a forfeit, please select the Forfeit feature provided and enter a score of 1 to 0, this is so the software knows which teamreceives credit for the forfeit). No later than midnight the day of the tournament or the link will deactivate.

* Financial Report: “IHSA State Series Hosting & ScoreZone”. You must submit a Financial Report and report any UnofficialWithdrawals (a team who doesn’t show up to the tournament and a Royalty Report (if merchandise was sold) to the IHSA Officewithin 10 days.

* Scan a copy of each tournament round of the completed Tournament Scoresheet and email them to [email protected]. 15. Financial Arrangements: Regional Hosts will receive a $200.00 guarantee upon submission of the Regional Financial Report. The IHSA will reimburse the

host school at the rate of $10 for each match worked for Scorekeeper. Moderators will be reimbursed at the rate of $15 per matchworked. Only the champion from each regional will advance to the Sectional Tournament.

Sectional Hosts will receive a $250 guarantee upon submission of the Sectional Financial Report. The IHSA will reimburse thehost school at the rate of $10 for each match worked for Scorekeeper. Moderators will be reimbursed at the rate of $15 per matchworked. Only the champion from each sectional will advance to the State Final Tournament in Peoria.

16. State Final Tournament: Both Class 1A and 2A State Final Scholastic Tournament will be held in Peoria. In each Class, eachSectional champion will be randomly placed into a pool of four teams (parings by blind draw). Each team will play each otherteam in that pool (three matches). The winner of each pool will play for the State Championship. The runner-up in each poolwill play for Third and Fourth place.

17. Commercialism: No commercial advertising or sales will be approved unless authorized by the IHSA. In addition, exhibition byperformers or other groups are not permitted. Managers should be familiar with the Royalty Policy and the Royalty Reports thatmust be filed in the event merchandise is sold. Any questions regarding merchandise or royalty should be directed to TammyCraig at the IHSA.

18. Local managers are not authorized to change the dates or order of matches as determined and announced by the IHSA. Matchesmust be played as listed from top to bottom on the official pairings, unless otherwise changed and approved by the IHSA.

The IHSA wishes to extend its appreciation to all the members of your faculty, staff and student body who help in the conduct ofthe tournament. Tournament Personnel Job Descriptions

Local Manager – The Local Manager is the organizer at the tournament site. The Local Manager performs all the duties expressed or impliedin the Terms and Conditions including, but not limited to, recruiting and training the personnel needed to run the tournament; communicatingwith the participating schools; preparing a program; maintaining the security of the tournament questions; coordinating all necessary meet-ings; posting results on the IHSA’s ScoreZone website; and destroying printed question sets after the event. The Local Manager makes finaldecisions in accordance with the Terms and Conditions in all matters regarding the conduct of the meet. If the Local Manager is also a Coachof a participating team, he or she should appoint a capable assistant who can be free to roam the building and help solve any minor problemsthat come up during the tournament.

Judges: Moderators and Scorekeepers – Each match in the state series needs an adult Moderator and a Scorekeeper. They are the recognizedjudges, with the Moderator making final decisions. If possible, Judges should be assigned on the basis of different academic backgrounds.Judges can be recruited from among the participating schools if the Local Manager so desires. For Regionals only, a Scorekeeper may be astudent, but only if it is impossible to staff the room with enough adults. Student workers are not used as judges. Also at Regionals, one ofthe Coaches may serve as the Scorekeeper for the match, but in that case is not used as a Judge.

Moderators (must be adults) – During the week prior to the event, Moderators are permitted to review the question sets, typically in PDF for-mat; to consult with one another and/or with outside experts; and to share significant findings with other sites – all in a secure manner.Moderators conduct the introductions, read the questions, recognize the players who respond, and indicate whether the answers given arecorrect or incorrect. For Sectionals and State Finals, moderators attend a scheduled meeting to review the questions and answers before thetournament. For Regionals, there may or may not be time for this review session. The Moderator sets the tone, atmosphere, and pace of thematch, and is responsible for ejecting any unruly persons. Moderators pick up two copies of the question set from Tournament Central; giveone to the scorekeeper; and return both copies to Tournament Central after the match is over. Local Managers are permitted to offerModerators the option to read from laptops or tablets. Moderators have the final authority for the match they are running. They considerappeals and consult with the other judges on interpretation of answers if necessary. The Moderator typically keeps time and operates the lock-out system; if the Moderator needs help with either, she/he may ask the Scorekeeper to assist, or a volunteer can be appointed.

Scorekeepers – Scorekeepers use IHSA Score Sheets to score the match. They enter the team rosters, note every attempted answer, noteevery correct answer, keep track of time-outs, record the running score, declare a winner, sign the Score Sheet, and ask each Head Coach toinitial the Score Sheet. Scorekeepers act as assistant judges for consultation on appeals and interpretation of answers. Scorekeepers pick upScore Sheets and rosters from Tournament Central and return them there after the match is over. The Moderator may ask the Scorekeeper toassist with keeping time or operating the lockout system.

Check-in Manager (may be a student) – The Check-in Manager collects the entry forms from each coach and gives them any materials pre-pared for the day, such as building maps, schedules, name tags, or information regarding telephones, vending machines, rest rooms, or firstaid. The Check-in Manager turns the team rosters over to Tournament Central for distribution to Scorekeepers during the match.

Announcer (may be a student) – The Announcer gives PA announcements prior to the start of each match. A sample script is included in thismanual.

Door Security (may be students) – Door Security personnel make sure that there is no traffic during competition – only at half-time or betweenmatches.

Student Scorekeeper/Room Organizers – The Student Scorekeeper posts the running score on a blackboard or equivalent during the match,checking periodically with the official Scorekeeper. As the Room Organizer, this person straightens the furniture and equipment betweenmatches, discards used scratch paper, supplies clean scratch paper, sharpens pencils used by the teams, and erases the board. StudentScorekeepers may be drawn from the pool of non-competing players; if this is the case, and if she/he is a potential competitor in the match,she/he should stand where she/he can’t see the question sets that the Moderator and/or Scorekeeper are using.

Suggested Script for Announcer

1. Welcome spectators to your school and the level (Regional/Sectional).

2. Explain that your tournament is being conducted under the sponsorship of the IHSA, and that it is being conductedaccording to the official Terms and Conditions for Scholastic Bowl as published by the IHSA.

3. Explain how Regionals and/or Sectionals work – single elimination, with a Regional Champion. Only the champion willadvance to the Sectional (give location, date, and starting time).

4. Briefly explain the schedule for the day.

5. List the expectations for spectators: Please do not enter or leave the room during a match, except at half-time. Remainsilent during the match; comments from spectators may result in unfair consequences to both teams. Applause willbe appreciated at the end of the match.

6. Each match consists of two halves, each with 15 toss-up questions and a possible 15 bonus questions. Questions aresupplied by the IHSA and are the same for all tournaments in both classes throughout the state today. Each matchcontains questions in the areas of science, math, social studies, literature, arts, and miscellaneous.

7. National Anthem played, followed by the start of the first match.

8. At the beginning of the final match, thank the host school and personnel for conducting the tournament. Invite spec-tators to remain for the awards ceremony. Announce the date, time, and place for the upcoming state series tourna-ments.

In an effort to better serve our tournament sites and the suppliers of our awards, we would like to have you read this bulletincarefully and then do what you can to expedite the instructions:

1. Be advised that at Regional and Sectional Tournaments, medals and plaques may be shipped separately and may notarrive at your tournament site on the same day. Please open boxes immediately to check contents, as medals CAN bein plaque boxes. NOTE: There are no medals given at Regional and/or Sectional levels in the team sports of baseball,basketball, competitive cheerleading, football, soccer, softball and volleyball, and in the activities of Drama/GroupInterpretation and Scholastic Bowl.

Our awards supplier, A and M Products of Princeton, IL, often ships Regional and/or Sectional medals in thebox with the plaque. PLEASE CHECK THE PLAQUE BOXES CAREFULLY AND DO NOT DISCARD THEM UNTILYOU HAVE DETERMINED THE MEDALS ARE NOT THERE!!

At State Final Tournaments, medallions and trophies may be shipped separately and may not arrive at your tournamentsite on the same day. Please open boxes immediately to check contents, as medallions can be in trophy boxes.

2. Awards will be shipped to the school sites directly from A & M Products via United Parcel Service.

3. Please inform whoever receives your United Parcel deliveries to expect awards to arrive up to two weeks prior to thetournament, and ask them to deliver the packages directly to you when they arrive.

4. It is very likely that some awards (particularly trophies) will arrive in two or more boxes. They may not arrive on thesame day, but should be opened as they arrive.

5. Please check all trophies, plaques, etc., to see that they are in good condition and not damaged in any way. You shouldnote that they are engraved with the proper sport/activity, tournament level, year, etc.

1. Log on to the IHSA Schools Center usingyour Login ID and password (www.ihsa.org).

3. Find the game you want and click on “Edit”.4. Fill out the score and other appropriate infor-

The final phase of your hosting responsibilities is to file a financial report withthe IHSA. The financial report forms are available in the password-protectedSchools Center area of the IHSA Web site.

Log in to the Schools Center with your school ID and an administrator pass-word. On the Schools Center home page, Select the H-IHSA State SeriesHosting & ScoreZone. Next select the Financial Report link. Please fill out theone-page form and press the submit button to file your report.

2020 IHSA Scholastic Bowl State Final Qualifying Team Information

Team Lunch Orders: IHSA along with Savor Catering will provide a lunch bar available through pre-order. This will be available forState Final teams and their guests beginning at 11:30 a.m. Schools must pre-order and make payment arrangements no later thannoon, March 16. Those matches who finish early can begin going through the lunch line. Teams and spectators are encouraged totake advantage of this offer. With only 1 hour for lunch, pre-ordering lunches is the best option and guarantees lunch will be ready at11:30. Concessions will be available, however, concession lines may be congested and teams may not have enough time to wait andeat within the 1-hour timeframe.

Note: People who have a food tolerance issue with the food selection should email Carol Cook to make prior arrangements.

State Final Program Information: Submit your Superintendent, Principal, Athletic Director, Head Coach and Team Photos for theState Final Program Information. Deadline: Noon, Monday March 16 (Instructions included in this document).

Housing: Sectional champions advancing to the State Final tournament need to make their own hotel/motel arrangements, if theyplan to stay in Peoria on Thursday night. It is our suggestion you make reservations immediately upon completion of the Sectional.You can contact the Peoria Convention and Visitors Bureau at 1-800-747-0302 for help in securing lodging options, they will behappy to assist you.

Maps: Enclosed are maps of the downtown Peoria area as well as the layout for the Scholastic Bowl State Final.

Parking: The Civic Center Marquee parking lot (fee $8.00) lot is the best lot to park in. The lot is located off of Kumpf Boulevard.Entrance to the new Scholastic Bowl State Final Meet is located directly off the parking lot. Once inside the building take the escalatorsto the top floor.

Lock-out/buzzer Systems: IHSA will provide lock-out/buzzer systems. Schools do not need to bring their own.

Nameplates: IHSA will provide nameplates for every person listed in the State Final program. IHSA will use the roster provided throughthe Team Information data supplied by the school for the State Final program. Teams do not need to bring their own.

Coaches Meeting: A voluntary meeting of coaches/captains/moderators will occur at 9:15 a.m. in room 404.

Opening Ceremonies: Opening ceremonies and competition will take place on the upper level in the ballroom area. Teams will beassigned rows. The announcer will announce Class 1A and Class 2A teams, room assignments and the time schedule.

Participant Pass/Coaches Pass: Not needed for access to Scholastic Bowl area.

Concessions: Concessions will be available on the lower level below the Scholastic Bowl floor.

Policy for Outside Food/Beverages: SAVOR…Peoria is the exclusive food and beverage provider for the Peoria Civic Center.No food or beverage of any kind will be permitted to be brought into the facilities by the patron or any of the patron’s guests orinvitees.

Questions: An independent team of writers as well as the state final tournament moderators have reviewed all state series questions.

Security: Coaches there are no lockers or locker rooms in the Civic Center for the Scholastic Bowl competitors. Please use com-mon sense. State Final Tournament: The Scholastic Bowl Tournament will be held at the Peoria Civic Center on Friday, March 20. Eight teams willcompete in each State Final Tournament. Each tournament will consist of 3 matches in a pool play format.

Uniforms: All Scholastic Bowl teams must wear appropriate matching tops for competing in the state series. Matching tops shall bedefined as being similar in style, color, and markings. Members of the same gender must have similar tops, though males may wearslightly different tops than females. 1.) Team competitors and coaches will appear in appropriate attire. Acceptable apparel will include, but not be limited to:slacks, turtlenecks, sport shirts with collars, sport coats, T-shirts, sweatshirts, sweaters, nice jeans, skirts and dresses. 2.) Unacceptable apparel will include, but not be limited to: tank tops, cut-offs, short-shorts, clothing that advertise alcohol,drugs, or explicit material, jeans with holes or patches, hats or non-religious head gear, boxer-type shorts, spandex tights, hoodedsweatshirts or pants worn below the hips. 3.) A student or coach may wear apparel that bears the trademark or logo of a manufacturer or distributor during competi-tion provided that the student or coach’s apparel bears only a single manufacturer’s normal label or trademark, not to exceed a oneand one-half inch by one and one-half inch square.

Illegal uniform: 1.) When a team cannot begin a match with 4 or 5 players wearing legal, matching uniform tops, 30 points shall be award-ed the opponents. The penalty will be assessed at the beginning of each match of the state series that the team is in violation. Themoderator will notify the IHSA of non-compliance. 2.) If it is discovered that a player with an illegal uniform started or entered the match, and at least one toss-up has beenread while that player was in the match, the moderator will call a time out. The player must leave the match, and a substitute playerwith a legal uniform, if available, may enter in his/her place. The player with the illegal uniform may not re-enter the match untilhe/she has a legal uniform and the coach has called a time out. If a substitute player with a legal uniform is not available; 30 pointsshall be awarded the opponents and the player with the illegal uniform may re-enter the match immediately.

1Q. Your team has 2 members wearing a white short-sleeved collared shirt and 3 team members wearing a white short- sleevedshirt with no collar. Is your team matching?

1A. No. In this case, the team members must all wear either a collared shirt or a no collared shirt.

2Q. Your team is wearing white short-sleeved T-shirts but each shirt has different designs on the shirt. Are you matching?2A. No. All designs must be the same as well as the color of the T-shirts.

3Q. If the boys on your team wear a white long sleeve collared shirt with a tie and the girls on the team wear a white long sleevecollared shirt with no tie, are you matching?

3A. Yes. Ties are not considered tops.

4Q. If all team members wear black long sleeve turtleneck tops but they are not the same brand, are they considered matching?4A. Yes, if the color of the shirt and the style of the shirt is duplicated, the brand does not have to be the same.

IHSA Scholastic Bowl State Final Lunch Order Form Event Date: March 20, 2020

DUE: 3/16/2020 at 12:00pm IHSA along with SAVOR…., the exclusive caterer at the Peoria Civic Center, is offering a lunch bar during the 2020 IHSA Scholastic Bowl Tournament. SAVOR… and the IHSA encourage participation in this program and appreciate your understanding and cooperation with prohibiting any and all outside food or

beverage from being brought into the Peoria Civic Center. The lunch bar will be available for Tournament teams from 11:30am until 1:00pm. Lunch bars must be pre-ordered. Please make payment arrangements no later than 12:00pm on Monday, March 16, 2020. Those matches who finish early can begin going through the lunch line. Teams are encouraged to take advantage of this offer. With the short time period for lunch, pre-ordering lunches are the best option and guarantees lunch will be ready at 11:30am. Concessions will also be available, however, the lines may be congested and teams may not have enough time to wait and eat within the allotted lunch time frame. State Final Program Information: This online program provides the IHSA with current information to be printed in the state final souvenir program.

We have a quick turn-around time to create, print and deliver the State Final program to the Civic Center, prior to your arrival on Friday morning.

You are required to provide this information by Monday, March 16 at noon.

Please login to the IHSA Schools Center to complete this information. If you do not have a User ID and Password, please contact your

Athletic/Activities Director for help locating this information (it is the same information you used to enter your team record report form earlier this

year for the Sectional Seeding Meeting.

To log in the Schools Center:

1) go to the main IHSA Web page (www.ihsa.org)

2) click on the Schools & Official Center Login button

3) Enter your User ID and password.

4) The next page is the main menu of the Schools Center, click “Sport & Activity Tracker”.

5) Follow the row across until you find “State Qualifier Data Form” (it is in the column labeled “Online Forms”).

6) Click on “State Qualifier Data Form” and complete each page.

7) Click on Save Changes at the end of each page and proceed to each page until complete.

INSTRUCTIONS FOR SUBMITTING PHOTOS

Submit your photos by uploading them in the Schools Center.

1. Sign into the Schools Center. Choose: Upload statetournament program photos here.

NOTE: Only your administrative staff has access tothis link.

2. Upload School logo in .jpg format.

3. Add administrators and coaches. Choose: Add a newadministrator or coach. You will want to do this beforeadding team photos. (If your sport/activity does notinclude administrators or coaches in the program, youcan skip this step and start uploading your teamphoto.) Follow the step-by-step instructions, makingsure that you save the photos and information. Donot use all capital letters.

4. Upload your team photo. Choose: The Edit buttonthat corresponds with your sport/activity.

a. Following the instructions upload your teamphoto. Save changes.

b. Assign staff members. Use the pull down menusto assign staff members to be included in this pro-gram. Save changes to staff assignments. (If noadministrators or coaches are included in the pro-gram, you can skip this step.)

c. Add your cutlines. List individuals (first and lastname) in each row. Do not use all capital letters.Do not include numbers, year in school, etc.Please use the following to designate supervisorsin the photo: Head Coach John Smith, Asst.Coach Billy Bob, Mgr. Jane Doe. Save changes tocutlines.

5. Go to School Photos Menu. Check to make sure youhave included all photos and cutlines for thissport/activity. If everything is correct, you can exit theSchools Center. Make sure that you have completed allother state final information for the program.

Awards Presentation Procedures

Immediately following the Championship/Consolation round of play, all teams and fans should report to the center areaof the Grand Ballroom for the awards ceremony (the same location used for the opening ceremonies and team tables).The awards ceremony will proceed as follows:

1. The top 4 teams for Class 1A and Class 2A will sit in the assigned rows indicated for their school for the presenta-tion.

2. The Class 1A and 2A-4th place teams will be asked to the stage area first. The class 1A and 2A-3rd place teams willbe awarded next. The class 1A and 2A- 2nd place teams will be awarded next. The class 1A and 2A-1st place teamswill be awarded next.

3. Class 1A will be recognized first, followed by Class 2A.

4. IHSA administrator will introduce the school administrators, followed by the head coach.

5. After being announced, the head coach from each team will be asked to remain at the podium.

6. The head coach will then announce his/her team in the order submitted to us on line. We will provide coaches witha list to read from. IHSA Board members will drape the contestants with their medal on stage. Contestants shouldexit the stage on the side opposite the side they entered the stage and have their individual photo taken. After allteam members have been recognized, the team trophy will be presented to the coach and team captains by an IHSABoard member. The entire team should immediately assemble for a team photo on the exit side of the stage.

7. Each team will follow this procedure and then return to their original seat. Teams are requested to return to theirseat quietly via the back of the room so as to respect the awards ceremony of the schools that follow them.

8. If requested, the IHSSBCA will be permitted to read the names of the All State recipients. If the recipient is presentthey may come forward to receive their award. Only the participant will be permitted to come forward.
