One Vision. Four Missions. That Is the Partnership Way.

The Partnership structure is regularly attempted in other locations. Getting multiple community development groups to share both vision and operational efficiencies is not an easy task. This organization is the envy of dozens of communities our size, and we must never take this spirit of cooperation for granted.

Contained in this report is a summary from each division covering initiatives and performance indicators from the past year. Each board of directors is responsible for guiding the mission of its respective organization, and there are no lackluster standards. The expectations continue to increase, and the return on investment is continually evaluated.

The organization has a management agreement to provide day-to-day operational support to the Community Foundation of Des Moines County. That organization’s long-term goal is to build endowed assets to financially support all sorts of worthy causes in the future. Soon, the organization will join the full Partnership structure and become the fifth operating division.

A Look Towards the Future

During the last five-year period, there was additional development in Flint Ridge Business Park, initiatives of the Imagine Visioning Campaign were advanced, the Greater Burlington Leadership

program flourished, more than $236 million in private capital investment was secured, a wayfinding program led to improved signage, and downtown Burlington continued to gain investment.

As we took another look at the future, individual meetings were secured with investors during the year to evaluate satisfaction with the goals and strategies in Partnering for the Future II in preparation for the next five-year plan. Although investors were pleased with the organization’s performance, one thing was abundantly clear: the organization would need to transform its plan of work to focus on talent. Recruiting, retaining, and developing talent will now be the focus of the next five-year plan of work. Jobs are no longer our community’s largest issue.

Filling our open positions today would result in an immediate gain in payroll and operational efficiencies of between $35 - 53 million annually. It would also combat the trend of an aging and shrinking workforce. Adding talent to our ranks helps with investment in housing, supports retail sales, and adds additional tax base to the community.

There are many challenges ahead, and pivoting the organization’s plan of work will not be easy. However, it is work worth doing. Thank you for supporting the organization and the community as we work each day to make it a bit better than the last.

MESSAGE FROM THE CEO

The year 2018 marked the end of the Partnering for the Future II plan of work. Although this community has endured its highs and lows, one thing has remained constant: its unapologetic investment in the future. Leaders in Greater Burlington hold a fundamental belief that the future is in our hands and no one else will build this community for us.

For the past decade, the Partnering for the Future campaigns have guided the work of the Partnership. There has been an impressive track record of economic development activity by securing over 2,000 new and retained jobs and more than $300 million in private capital investment, as well as providing leadership to a variety of catalytic community projects.

To maintain Greater Burlington’s regional economic leadership position, the Partnership sought input from more than 125 businesses and community leaders to draft a five-year plan of work with an emphasis on: • Transforming the Talent Pipeline – Launch a series of strategies aimed at closing the gap between the available positions and talent necessary to fill them, resulting in a reduction of Des Moines County’s unfilled positions by 25% by 2023. • Economic Development – Facilitate the creation of 500 new jobs and $150 million in capital investment.

• Community Enhancement – Lead the next generation of community visioning to propel Greater Burlington forward to 2030.

• Visitor Attraction – Capitalize on new visitor trends to expand destination market share.

• Downtown Development – Continue the transformation of downtown Burlington.

As with any initiative, Partnering for the Future III must be monitored for success, and accountability measures are being established. The Burlington/West Burlington Area Development Foundation will be the custodian of the Partnering for the Future III funds and will guide and direct the deployment of those funds for maximum impact. In addition, the Partnership will publish reports in the organization’s newsletter tracking the progress on the initiatives. An annual State of the Economy Luncheon will continue each fall to share the success stories, discuss the obstacles and challenges, and report on the established metrics.

The Chamber of Commerce Board of Directors has established a culture of innovation and service to its membership. After recognizing some softening in the consumer spending segment of the economy, a Consumer-Driven Marketing Campaign was launched in 2018 with a series of new initiatives outlined here.

Radio Ad Campaigns

Radio ads were ran to support the targeted digital and social media campaigns. They mirrored the same messaging people were seeing online.

Additionally, radio ads were used to boost attendance at local events. The ads painted a picture of related places to eat, shop, and play in Greater Burlington while visiting the area.

Events targeted for the radio campaigns include:

Home Improvement: 62,869 times viewed / 1,216 interactions Holiday To-Do List: 58,836 times viewed / 1,040 interactions These numbers show that the targeted audience is seeing the message at more than double the national average of engagement. These individuals have been reached an average of 30+ times through the digital and social media campaigns. The metrics are performing strongly, which means people are seeing the ad campaigns and responding.

industry and business have struggled to find the workforce needed to match demand. It is a challenge that must be tackled at numerous points along the talent

pipeline. I am pleased with the plan our team has put together after input from educators, students, industry leaders, and investors. Talent attraction certainly benefits from achievements such as the nearly completed turf indoor sports facility. We had a great deal to be thankful for in 2018, but it is not the time to rest on past accomplishments. • Acquired and began the redevelopment process of the new West Burlington Industrial Site located at the former Raider Precast Concrete facility.

• Held a groundbreaking for fencing realignment at the BNSF Certified Site located at the Iowa Army Ammunition Plant.

““One of the most exciting events with great growth potential in 2018 was the inaugural Gus Macker 3-on-3 basketball tournament.

On August 4 - 5, Burlington hosted 138 four-person teams, equaling 544 players, ranging in age from 4 – 62 years old. Participants visited from 7

different states and represented 110 cities, with an estimated 2,000 spectators filling the riverfront for the weekend. The CVB anticipates the 2019 tournament to be even bigger and better, giving teams and fans an amazing venue on Burlington’s beautiful and historic riverfront.”

MISSION: Downtown Partners preserves and revitalizes downtown Burlington by enhancing its economy, infrastructure, and historical and cultural features.

“A lot of good things are happening in downtown Burlington. I am very proud of the great turnouts we’ve had for downtown events.

They are drawing people to the beautiful downtown. The 700 – 800 block of Jefferson is bustling with new activity. Once vacant, the Expert Tire

building now houses four new businesses. In addition, a building in the 800 block has received a Main Street Challenge Grant to help with rehabilitation. Redevelopment on Valley Street will bring around 100 upper story apartments and first floor commercial space. People are excited about downtown and see that there are a lot of possibilities. I don’t know how anyone could ever run out of things to do here!”

• Hosted retail marketing consultant Margie Johnson for a public presentation and individual consultations with downtown merchants.

• Presented the Iowa Downtown Resource Center’s Model Community Forum on façade rehabilitation.

• Extended the Jefferson St. Farmers Market season with two successful indoor winter markets.

• Increased exposure of the retail sector by producing a downtown shopping commercial on the Hallmark Channel during the holidays.

• Received a $75,000 Main Street Challenge Grant for the rehab of 805 Jefferson, which will include façade restoration, a new apartment, and the region’s first shared use commercial kitchen.

MISSION: The Community Foundation of Des Moines County exists to enhance the quality of life within Des Moines County by providing a means for permanent charitable giving to meet the needs of all donors and the community for today and tomorrow.

The Partnership has a management agreement to operate the Community Foundation of Des Moines County.

“The year 2018 was a transitional time period for the Community Foundation of Des Moines County

(CFDMC). A big change occurred when the Keokuk Area Community Foundation became the new formal affiliation

partner. This change greatly increased local control and decision making, as well as substantially decreased overhead costs. Two outstanding board members, Tammy McCoy and Amy O’Brien, have built a donor support group of women called 100+ Like Minds. This group consists of more than 100 women who donate at least $100 yearly to CFDMC. The future looks bright for CFDMC!”
