2017 NRC SAFETY AWARDS The NRC is pleased to announce the 2017 Safety Award winners. We had a record 65 companies win awards! These outstanding safety winners will be recognized at the 2018 NRC Conference in Los Angeles.

Underwritten by Commercial Insurance Associates and sponsored by RT&S, these awards seek to recognize those NRC Contractor members with strong workplace safety programs.

Each of these companies should be commended for their extensive efforts to promote and improve safety in the rail contracting industry, and for subjecting their full safety program and range of practices to an exhaustive outside review. These companies represent the very best of the NRC and the entire railroad construction and maintenance industry.

More than half of all the 2017 NRC Safety Award contestants had perfect scores! This reflects very well on the participating contractors, and speaks to the fact that the railroad contracting industry is safe and getting safer.

A special thanks to David Armstrong and Kevin Brons (Commercial Insurance Associates) for volunteering their time and expertise to coordinate the evaluation of the applications.

2017 NRC SPECIAL AWARDS WINNERSField Employee of the Year

Mr. Phil Hutton, Track Manager for Universal Rail Systems (URS), has been selected as the 2017 NRC Field Employee of the Year. Previously employed by Canadian National Railway, Phil joined URS in 2012 as a Track Protection Rule 42 Foreman and was often called upon to protect complex projects. In less than two years, Phil was promoted to Assistant Track Protection Manager and, in 2014, he became the Track Protection Manager with responsibility for over 50 flagmen covering an operating area of nearly 7,000 square miles.

“Phil stood out from the beginning,” said D.G. Wilfong, Director of Strategic Development in Eastern Canada for URS and Phil’s director supervisor. “Phil demonstrates all aspects of [quality] through continuous improvement, acting with integrity, respecting relationships and ensuring accountability.”

“He treats his team with the highest regard,” said Priya Menezes, Human Resources Manager for URS. “He is always looking out for his employees and is dedicated to taking the company’s success to a higher level.”

Customers describe Phil as “someone that has been available day or night to assist,” and as “a great manager, mentor, teacher, and guide.”

Phil’s knowledge of the industry, commitment to his customers, leadership abilities, and his dedication to safety are among the many attributes that make for an outstanding Field Employee of the Year.

Railroad Construction Projects of the Year The 2017 Large Project of the Year award goes to the KCS Mossville Yard Expansion Project in Westlake, Louisiana by Ragnar Benson, LLC. The project had two major components: 1) a classification yard that expands KCS’s operations, and 2) a rehabilitated and expanded leased storage yard to support the construction of the nearby Sasol Ethane Cracker Plant. The two-hundred-acre project included 212,769 feet of new track, 37,843 feet of rehabilitated track, drainage, lighting, and roadways. The existing yard facilities were demolished and four new buildings were added along with a wastewater treatment system, a fuel unloading track, and a spill containment area. A new 13 span bridge was also built across the old yard to allow traffic to travel over the new yard without the need for multiple crossings.

The project had many challenges including relocating a water canal, gas line, and a 115 KVA power line, and establishing drainage in swampy conditions. Ragnar Benson continually reworked the project schedule to maximize available work as unexpected challenges arose.

There were 405,000 man-hours worked on this project. The Ragnar Benson team had zero recordable injuries and no lost time accidents.

“Throughout the construction process, Ragnar Benson diligently monitored the project’s schedule through weekly updates and constant adjustments to obstacles,” said Steven Raiche, Construction Manager for KCS. “The project was very successful.”

The 2017 Small Project of the Year Award goes to the Union Pacific Lakeside Sub Bridge Project in Box Elder County, Utah by Ames Construction. UP’s 24-miile causeway across the Great Salt Lake outside of Ogden, Utah is a vital link in the transcontinental railroad, carrying dozens of trains per day. Originally built in 1900, with partial reconstruction in the 1950s, time and location in a harsh physical environment compromised the two concrete culverts that had allowed water to flow through the causeway. By 2011, the causeway had sunk more than 15 feet, rendering the culverts ineffective. Ames was the prime contractor for construction of a 180-foot six-span precast box girder bridge to reestablish the bi-directional water flow between the two arms of the lake.

Ames faced multiple challenges including limited site access, track time, and staging areas, and environmental permit restrictions. Mobilization of heavy equipment to the bridge site was complicated by a low-capacity existing bridge on the causeway. Equipment had to be delivered on highway-rated transport trucks and assembled at the construction site, which had extremely limited work areas alongside active tracks with high train traffic.

There were more than 40,000 man-hours on this project with one recordable injury. There was no lost time or restricted days.

“Ames managed through difficult obstacles throughout the project and managed to stay on schedule,” said Tim Smith, Assistant Manager of Bridge Construction for UP. “The Project Manager always had a solution to the obstacles. The quality of work was the best in the business.”

For their flexibility and problem solving abilities in complex environments, and commitment to exceeding customer expectations and safety, the NRC is proud to honor these projects as our Large and Small Projects of the Year.

Railroad Day on Capitol Hill Wednesday, March 7, 2018

B r i n g i n g t h e R a i l r o a d I n d u s t r y ’ s M e s s a g e t o W a s h i n g t o n

Change is coming to Washington, DC. With the swearing-in of President Trump later this month, all assumptions about how “Washington works” will go out the window. This is a critical and exciting time to exercise your First Amendment right to petition your government – and Railroad Day on Capitol Hill is your best opportunity.

Railroad Day on Capitol Hill brings together hundreds of the nation’s railroads, contractors, suppliers, and shippers for a day-long series of meetings with Congressional leaders. These sessions provide an opportunity to talk with our elected representatives about infrastructure spending, tax policy and regulatory issues, all of which affect the well-being of our businesses and the competitiveness of America in the global marketplace.

With the Trump Administration and a Republican Congress in DC working to make substantial policy changes, the railroad industry will need a big turnout on March 7th to drive our message home. Let your voice be heard! Register today for Railroad Day!

“Participation of the rail industry in Railroad Day was critical to our efforts to secure passage of the short line railroad tax credit. My colleagues and I look forward to Railroad Day each year and hearing about the issues that are important to the industry.”

- Sen. Jerry Moran (R-KS)Sponsor of short line railroad tax credit legislation

Wednesday, March 7, 2018 is Railroad Day on Capitol Hill 2018.

Go to www.aslrra.org/web/Events/Railroad_Day_2018/web/Events/Railroad_Day/Save_the_Date_Railroad_Day.aspx for event registration materials. Registration and our hotel room block at the Washington Marriott Marquis will open shortly.

Also, please plan on joining Congressional leaders, Congressional staff, federal rail agency staff, and your colleagues for the Annual Legislative Reception at Union Station on the evening of March 7th.

Contact Kathy Cassidy of the ASLRRA at [email protected] or 202-628-4500 for additional meeting information.

National Railroad Construction and Maintenance Association

Grassroots Program

Because it’s more effective to show-and-tell rather than simply tell, the NRC’s grassroots program was created to invite United States Representatives and Senators to visit NRC member facilities and construction project sites.

These visits not only give Members of Congress firsthand knowledge of the rail industry, but also demonstrate how rail contractors and suppliers are positively affecting the industry and economy. The results include positive publicity for the member company, a good working relationship with the company’s Representative or Senator, and a strong contact for the NRC to utilize when advocating for issues on behalf of our member companies on Capitol Hill. A win-win-win!

These congressional visits are coordinated and executed by NRC staff with little work required by the host NRC member company…we just need your project or facility to show off!

If your company is interested in hosting your Member of Congress for a visit, please contact Lindsey Collins at [email protected] or (202) 715-2916 to begin the process.
